Letter to PMG by Our Circle Union on clubbing the work of SB and MPCM Counters.

Sir,                   Sub: Revised work pattern introduced in Post Office counters resulting in 

                                 Service deficiency –    Kind review and reconsideration is requested

                         Ref: RO. Letter No.SRPA/3-3/Genl/2012/II dt.04.12.12.

               As per the letter cited under reference it has been ordered to perform the duties of Saving Bank in MPCM counters and all work of MPCM counters in SB counters. Regarding this my Circle Union  wants to bring the following points to the kind notice  of  the  PMG  Sir for review  and reconsideration  of this revised work pattern.

              In large offices Saving Bank/Certificates work are undertaken in separate counters by specialized officials having qualified SB aptitude test, having rich experience and knowledge in the SB work. This kind of qualitative work which is very much essential for satisfying the customers coming for SB and Certificates transactions may not be available if this work is done by the non – SB qualified officials.

1. Presently the officials working exclusively in SB and Certificates work are paid SB allowance of Rs.300/- per month. If the SB and MPCM  work are clubbed, the officials will become ineligible to get the above allowance.
2. As the SB work and MPCM work are done by using the separate software definitely the operation for transactions will be getting unnecessary delay, resulting in dissatisfaction to members of public.
3. Moreover separate printers for passbook and MPCM counters are used now. If all the transactions of MPCM counter and SB/Certificate work are done by the same counter there will be a time consuming operation of removing the chord from the one printer to another printer frequently. This will also take unnecessary time of counter PA.
4. When the MPCM and SB/Certificates work are done by the separate set of officials in large offices, naturally the work perfection can be achieved in SB/Certificates work and MPCM work, which will deliver immense satisfaction to the members of public which is very much essential for the growth of our department.
5. This arrangement requires lot of scanners, printers and pass book printers,stationery etc., involving in additional avoidable huge amount
6. When the SB Transactions and other point of sale Transactions are clubbed in all counters naturally the customer coming for even for booking one single registered letter, has to wait even for 15 minutes ,some times it may be more result in discontentment among the members of public.

Hence my Circle Union request the PMG sir, taking  the above points in to consideration and review to discontinue  the  above orders.

மாதங்களில் நான் மார்கழியாக இருக்கிறேன் என்பது கண்ணபிரானின் அருள்வாக்கு       நம் முன்னோர்கள் முழு ஆண்டையும் ஆறு பருவங்களாக பிரித்தனர் அவை கார் கூதிர் முன்பனி பின் பனி இளவேனில் முதுவேனில் என வகுத்தனர்     அவற்றில் கார்த்திகை - மார்கழி கூதிர் பருவம் ஆகும் கூதிர் என்பது குளிர் அதிகமான காலமாகும் இக்காலத்தில் உடல் வெப்பம் தனிய விடியற் களத்தில் குளிப்பது உடல் நலத்திற்கு பயன் அளிக்கும் உடல் குளிர்ச்சியுடன் உள்ளமும் குளிர இறைவழிபாடு மிக்க அவசியம்.      வைணவ சமய வழிபாட்டில் ஒன்றறக் கலந்து விட்ட ஒன்று திருப்பாவையாகும். மாதவனாகிய எம்பெருமானுக்கு உகந்த மார்கழி மாதக் காலைகளில் அனைத்து வைணவக் கோயில்களிலும் இசைக்கப்படுவதே இதன் பெரும் சிறப்பு. தமிழில் புனையப்பெற்ற பாடல்களே ஆயினும், தமிழறியா அடியார்கள் கொண்ட வைணவத் தலங்களிலும், மார்கழி மாதக் காலைகளில் திருப்பாவை இசைக்கப்படுவதும், இந்தியாவில் எங்கெல்லாம் பெருமானின் திருக்கோயில்கள் உள்ளனவோ அங்கெல்லாம், கோதை தனக்கும் ஒரு தனிச் சந்நதி கொண்டுள்ளதும் வேறு எந்த ஒரு அடியவருக்கும் காணப் பெறாத தனிச் சிறப்பாகும். மொழி வேறுபாடின்றி, வைகுந்த நாதனின் வழிபாட்டில் இந்தியக் கண்டம் முழுவதும் விரவிக் காணப்படுவது திருப்பாவைத் தொழுகை. எனவே  'கோதை ஆண்டாள்' 'தமிழை ஆண்டாள்' என்பர் பெரியோர்.

      அப்படி பட்ட பெருமைக்குரிய திருப்பாவை நோன்பு இன்று (December 16) முதல் கடைபிடிக்க படுகிறது. அந்நோன்பை நாமும் கடைபிடித்து பெருமாளின் பேரன்புக்கு பாத்திரமாவோம்.

Tenure in Single handed and Double handed offices- Powers extended to Divisional Heads.

          On 22-9-2005, instructions were issued by the department, restricting the officials once already worked  in Single handed and Double handed offices should not be posted back in those offices in their entire service.

But the power for relaxing this condition was vested with the Chief PMG and PMG.
Now this relaxing power has been extended to Divisional Heads vide Department of posts Letter No.8-4/2005-Inv dt.5-12-2012 subject to the following conditions.

1) The Divisional Head should satisfy about the antecedents and Character of the officials.
2) No official should be posted back before a break of full Tenure period.
3) This must be communicated to the Chief PMG or the PMG as the case may be.

My Circle union has been representing so many times to the Circle Administration for

the release of LSG general line promotions. The Circle office was also telling that the

work  is going on in full swing, and the promotion will be released very soon.

Now it is learnt that the pace of the work has been slow down over some issues relating to  fixation of seniority.
