                            Sub; Verbal abuse and alleged mal-administration by the SPO`S krishnagiri Dn.-reg

                                      addressed to our union regional secretary Sri.M.Muralidharan  

The  Divisional unions of  P3,P4, and NUGDS affiliated to FNPO have been conducting some serious

Protest actions  against  the  alleged  mal- administration  and  un-welcome   actions  of Sri.J.Paul-

Athisayanathan, SPOs Krishnagiri Division, of Western Region.

Our  Circle union letter dated 03-05-2013, and Regional secretary letters dated 06-05-2013,  12-07

-13 addressed to the PMG Western Region have  not  made any changes in the situation prevailing

 at  Krishnagiri, rather it is going to worse.

Divisional unions, after long patience , as no other go, had to issue, bulletins against the  torture of

 the SPO`S , and also to wage some agitations , the Demonstration on 17-10-2013, and Hunger strike on 28-10-13.

 Finally,  the  Regional  Administration  has  asked  Our Circle union to  mention  the  specific cases against  the officer for further necessary action.

For this our Circle union is responding  here as under.,

List of Specific cases :

Irregularity in repairing the Generator , Krishnagiri HPO campus ;

1)For repairing the Generator, Krishnagiri HPO, the  SPOs brought the Mechanic from Theni Division where  the  SPOs  Previously   worked,  as  if no  mechanic is available  at  Krishnagiri or Hosur, and incurred heavy expenditure for the frequent visits of Mechanic from Theni to Krishnagiri and   also for the repairing cost., but after all these exercises  the Generator is now keep abandoned, resulted in   affecting  the  service  due   to  lack of  Generator support ,  because of  mass  scale   power-cut prevailing in Tamilnadu.

2) Partiality in dealing the disciplinary cases-giving room for suspect- review requested

Sri.L.Muniappa, BPM of Chembralanepalli B.O a/w Shoolagiri S.O. found shortage of Rs.7162/- was Placed under  put-off  duty  and  finally  removed from service, where  as,  Sri.R.Rajendran, BPM of Kadiripuram .B.O. a/wKaveripattinam found shortage of Rs.21886/- not placed  under  put  -off duty.

3) Un-necessary expenditure while the Government is issuing instructions for cutting the expenditures.Though  there are sufficient pillows and Bed sheets are available at the IQ Krishnagiri ,he allowed the expenditure of Rs. 758/- for purchasing the Pillows and Bed sheets only to please his Christian brother who came here to attend some preaching ceremony, in July 2012 and no rent for IQ was collected for their stay in IQ.

4)Withholding of Pay and allowances even for small causes:

Sri.D.Srinivasan, SPM ,Berigai  S.O. was on leave  met with accident extended leave, for this the SPOs issued  oral  instructions to stop the pay,  due to this the official was forced to  appear physically  in divisional office attiring in dhothi  to show  his wounds  and  swellings  to SPOs to convince the SPOs. Sri.D.Arunagiri, PA, Krishnagiri HPO extended leave as he had to attend  his wife ,who had fallen down In the bath room and get her legs fractured..   His  pay  was also with held for the extension of leave.

Sri.S.Chinnasamy GDS MD ,Pothapuram B.O. a/w Kaveripattinam , on  some  public  complaints was made to work months together without salary on the instructions of the SPOs. When  the concerned  official met the SPOs, he scolded  the   GDS in Tamil  language equal to `You are having a body like bull , and shouted at him in singular disrespectful word in Tamil`Go out`[ PODA VELIYE] Sri.M.Rajiv Gandhi  an   out- sider  was engaged  as MTS  against  the departmental  Rules. When the  issue was raised by the union, he was posted as Gardener hurriedly by incurring extra cost.

5)Unbridled verbal abuse and using of  filthy language against the officials;

The SPOs is freely using indecent words against the employees normally, in case of ladies it is  in excess. Smt.Krithika Subramanian, formerly Manager, Speed post Business office , Hosur , who got appreciation from the past Chief PMG Ms.Shanthinair, was forced to go on voluntary retirement on 30-01-2012,  not tolerating the SPO`s verbal abuse.

6)Absence of Humanity  in SPOs approach towards employees :

Sri. N.Sivagnanam, PA , Singarapettai S.O. applied for leave to take care of his newly married wife who was in serious ill , but he could not get relief in time. Finally,  fed up  with  the inhuman attitude of the Divisional Administration , the official was forced to resign  the job.

 Conclusion: Our Circle union , with all fairness presenting these  issues to the kind notice of the PMG , requesting to  look in to these matters very seriously and take appropriate action to protect the image of our Department and dignity of the staff of  Krishnagiri  Division.

LETTER TO CHIEF PMG FOR HOLDING INDUCTION TRAINING TO VISUALLY IMPAIRED PA RECRUITS

                              Sub: Request for considering to arrange the Induction Training to the visually impaired

                                       Postal Assistant Candidates submitted

The  Postal  Assistants  directly recruited  in the year 2010,   almost  all, have  been  given  Induction Trainining.   But it is stated  that  the Visually impaired Postal Assistant Candidates  selected in that Recruitment  have not been given the Induction Training so far.

When  our circle union  enquired this  matter orally in  circle office,   it  was  told that ` Separate  study materials` to the visually  Impaired candidates are  finalized by the Postal Training Centre, Mysore., and on receipt of those  study materials the `Induction Training  to the Visually impaired will be conducted.

But now we have to presume that there is no further move on this subject from the following cited case.

Ms.V.Sumalatha, PA,   Ramanathapuram   Division,  visually impaired   candidate   of   Southern  Region

was deputed to Induction Training to be commenced from 03-06-13 to 30-07-2013 at PTC Madurai along with other normal Candidates,  but she  was  sent back immediately  from  the  Training  Centre without admission for training on the same grounds.

the Candidates like her may not be able to get confirmation in normal period along with other normal candidates  due  to  non-completion of `Induction Training`  my Circle union requests the  Chief  PMG

to  kindly intervene in this matter and take  necessary action  for giving the `Induction Training` to the

candidates  of visually impaired at the earliest , preferably  from the coming  session.

This was stated by Shri Namo Narain Meena, Minister of State in the Ministry of Finance in a written reply to a question in the Lok Sabha here today.

மறைந்தார் தென் ஆப்ரிக்காவின் "மகாத்மா" மண்டேலா

நெல்சன் மண்டேலா (Nelson Rolihlahla Mandela, 18 ஜுலை 1918 – 5 டிசம்பர் 2013),

தென்னாப்பிரிக்காவின் மக்களாட்சிமுறையில் தேர்ந்தெடுக்கப்பட்ட முதல் குடியரசுத் தலைவர். அவர் நிறவெறிக்கு எதிராகப் போராடிய முக்கிய தலைவர். தொடக்கத்தில் அறப்போர் (வன்முறையற்ற) வழியில் நம்பிக்கை கொண்டிருந்த இவர், பிறகு ஆப்பிரிக்க தேசிய காங்கிரஸின் இராணுவப் பிரிவுக்கு தலைமை தாங்கினார். இவர்கள் மரபுசாராகெரில்லாப் போர்முறைத் தாக்குதலை நிறவெறி அரசுக்கு எதிராக நடத்தினர். மண்டேலாவின் 27 ஆண்டு சிறைவாசம், நிறவெறிக் கொடுமையின் பரவலாக அறியப்பட்ட சாட்சியமாக விளங்குகிறது. சிறையின் பெரும்பாலான காலத்தை இவர்ராபன் தீவில் சிறிய சிறை அறையில் கழித்தார். 1990 இல் அவரது விடுதலைக்கு பிறகு அமைதியான முறையில் புதியதென்னாப்பிரிக்கக் குடியரசு மலர்ந்தது. மண்டேலா, உலகில் அதிகம் மதிக்கப்படும் தலைவர்களில் ஒருவராக விளங்கினார்.

மண்டேலா, இனவெறி ஆட்சியில் ஊறிக்கிடந்த தென்னாபிரிக்காவை மக்களாட்சியின் மிளிர்வுக்கு இட்டுச் சென்றவர். அமைதிவழிப் போராளியாக, ஆயுதப் போராட்டத் தலைவனாக, தேசத்துரோகக் குற்றம் சுமத்தப்பட்ட குற்றவாளியாக, 27 ஆண்டுகள் சிறையில் வாடி பின்னர் விடுதலையாகி குடியரசு தலைவராக, அமைதிக்கான நோபல் பரிசு பெற்றவராக இவரின்அரசியல் பயணம் தொடர்ந்தது.பதவி சுகத்தை விடாமல் பிடித்துகொண்டிருக்கும் இன்றைய அரசியல் வாதிகளுக்கு மத்தியில் தான் வேறுபட்டவன் என்பதை காட்டியவர் சூன் 2008ல் பொது வாழ்க்கையிலிருந்து விலகுவதாக அறிவித்தார்.

நேரு சமாதான விருது

உலக சமாதானத்துக்காக மண்டேலா ஆற்றிய சேவைகளைப் பாராட்டி அவர் சிறையில் இருக்கும்போதே இந்திய அரசு "நேரு சமாதான விருது" வழங்கியது. கணவர் சார்பில் வின்னி டெல்லிக்கு வந்து அந்த விருதைப் பெற்றார்.

பாரத ரத்னா விருது

1990-ல் இந்தியாவின் 'பாரத ரத்னா' விருதும் வழங்கப்பட்டது. நெல்சன் மண்டேலா ஒருவருக்கு மட்டுமே இந்தியர் அல்லாத ஒருவருக்கு பாரத ரத்னா விருது வழங்கப்பட்டது.^[7]

நோபல் பரிசு

1993 இல் உலக அமைதிக்கான நோபல் பரிசும் இவருக்கு வழங்கப்பட்டது. அமைதி மற்றும் நல்லிணக்கத்துக்கான மகாத்மா காந்தி சர்வதேச விருது நெல்சன் மண்டேலாவுக்கு வழங்கப்பட்டுள்ளது.^[8]

சர்வதேச நெல்சன் மண்டேலா தினம்

தென்னாப்பிரிக்க தலைவர் நெல்சன் மண்டேலாவின் பிறந்த நாளான ஜூலை 18ம் தேதியை சர்வதேச நெல்சன் மண்டேலா தினமாக ஐ.நா அறிவித்துள்ளது.^[9]

இங்கிலாந்து நாடாளுமன்ற சதுக்கத்தில் திருவுறுவச்சிலை

ரசிகர்கள், அரசியல்வாதிகள் மற்றும் ஆயிரக்கணக்கான பிரபலங்கள் முன்னிலையில், சர் வின்ஸ்டன் சர்ச்சில் மற்றும் ஆபிரகாம் லிங்கன் அருகில் உரிய நெல்சன் மண்டேலாவின் ஒரு வெண்கல சிற்பம் 30 ஆகஸ்ட் 2007 இல் இங்கிலாந்து பாராளுமன்ற சதுக்கத்தில் வைக்கப்பட்டது. அது குறித்த ஒரு உரையில், நெல்சன் மண்டேலா பாராளுமன்ற சதுக்கத்தில் கருப்பு மனிதன் ஒருவனின் சிலை இருக்கும் என்று 1962 இல் கண்ட கனவு நிறைவேறியது என்று கூறினார்.^[10]

நிறவெறி கொள்கைகளுக்கு எதிரான போராட்டத்துக்கு தனது வாழ்நாளையே அர்ப்பணித்த நெல்சன் மண்டேலாவை உலக நாடுகள் பலவும் உயரிய விருதுகளை வழங்கி கௌரவித்தது. அந்த வகையில் சுமார் 250க்கும் மேற்பட்ட விருதுகளை மண்டேலா பெற்றுள்ளார் என்பது குறிப்பிடத்தக்கது.^[11]

இத்தனை மதிப்புக்கும் மரியாதைக்கும் உரிய நெல்சன் மண்டேலா அவர்கள் நேற்று தனது இன்னுயிர் துறந்தார் என்ற செய்தி உலகமெல்லாம் உள்ள மக்களின் நெஞ்சங்களில் நீங்காத துயரத்தை ஏற்படுத்தியது. அன்னாரின் ஆத்மா சாந்தியடைய நாமும் இறையருள் வேண்டுகிறோம்.

Department of Posts launches ‘Express Parcel’ and ‘Business Parcel’ Services

The Department of Posts, Ministry of Communications & IT, here launched an ‘Express Parcel’ service. The service was launched by Smt. P. Gopinath, Secretary, Department of Posts, at a function organized at New Delhi G.P.O. 

Speaking on the occasion Smt. Gopinath said that ‘Express Parcel’ is a premium parcel service for retail as well as bulk customers. It offered time bound, safe and secure home delivery of parcels. To have minimal transit time these parcels will be given airlift wherever needed. Bulk customers would also have an economical option of surface transported ‘Business Parcel’. 

These two new parcel services aim to promote the e-commerce market in India by offering reliable and cost efficient delivery solutions. Whereas ‘Express Parcel’ is an air mail service providing guaranteed time bound delivery of parcels, ‘Business Parcel’ will provide fast, secure and cost efficient transmission of parcels through surface. These services will have ‘Cash on Delivery’ facility which has become a pre-requisite today for e-commerce parcels. 

Though ‘Business Parcels’ will have a nationwide coverage, the ‘Express Parcel’ service will initially be available between 20 identified cities: Agra, Banglore,Bhubaneshwar, Chennai, Delhi (NCR), Patna, Guwahati, Hyderabad, Indoor, Jaipur, Jammu, Kolkata, Lucknow, Ludhiana, Mumbai, Pune, Parwanoo, Shillong, Surat and Thiruvanthapuram. This service will be expanded nationwide in phased manner. Bothe these services are being offered at a very attractive tariff, said Smt. Gopinath.

13 years after port peon’s death, widow wins fight for job

More than 13 years after her husband, a peon with the Chennai Port Trust (CPT), died and eight years after she was unfairly denied a job under compassionate grounds, a widow has won back her wage arrears and seniority, plus 1 lakh in costs.

Justice K K Sasidharan, whose order directing the port to give S Jayachitra a job was upheld by a division bench and commended by the Supreme Court, said he was closing the contempt petition with a sense of satisfaction that the woman was able to enjoy the fruits of her litigation in her lifetime.

Jayachitra's husband died on November 3, 2000, leaving behind her, a minor daughter and his mother. Though she filed an application for a job on compassionate grounds on November 15, 2000, the CPT took four years to call for her bio-data. In May 2005 the port appointed two others who were below her in the waiting list. Her application was rejected in 2010 saying it was pending for more than three years from the date the employee died.

Justice Sasidharan on November 16, 2012 directed the CPT to appoint her within two months. The CPT's appeal was dismissed by a division bench. As she was not given appointment orders, she filed a contempt petition. The CPT then moved the SC, which on October 30, 2013 lambasted it for filing frivolous appeals. The apex court imposed 1 lakh cost on CPT.

She filed another contempt petition to finally realise her decade-long pursuit for employment. But the CPT fixed a lower payscale for her, prompting Justice Sasidharan to pull up the authorities yet again. On November 20, the CPT fixed the correct payscale for her and her seniority would be from 2005 when two persons junior to her were appointed.

Justice Sasidharan said the state should wage legal battle only in deserving cases. Flaying the CPT, he said its officials dragged poor people into unnecessary litigation by behaving as if they are masters of the public.

DA crossed 97 % upto Oct 2013

The Labour Bureau, Govt. of India have released the Consumer Price Index Numbers for Industrial Workers - CPI(IW) for the month of October, 2013. The index now stands at 241 - a rise by three points over the last month.

CPI(IW) Base 2001=100 Monthly Index Letter - October 2013

With 10 of the 12 index values available, the DA/DR from Jan 2014 will be 100%, that is increase of 10%. Considering the current inflation, populist measures expected as the elections are close, the DA rates can even touch 101%. In case the index rise by three points for the remaining two months or even a two for one month and three for the other, the DA fron January 2014 will be 101%

இந்த மாற்றம் ஏன் எதற்கு என்பதல்ல நமது கேள்வி ?
இதனால் தோழர்களே நமக்கு என்ன பயன் ? என்பதுதான் .
Put Off செய்யப்பட்ட மூன்று தோழர்கள் மறு பணிஅமர்வு செய்யப்பட்டனரா?  இல்லையே ?        நமக்கு வெற்றி என்பது மற்றவரின் மாற்றத்தில் இல்லை
உண்மையில் தோழர்களின் மறு பணிஅமர்வு தான் (உண்மையில் Put Off  Cancel செய்யப்படுவது தான்).
அது அல்லாமல் இலக்கை மறந்து வெற்றி களிப்படைவது வேதனையானது.
ஓ...........  இதை தான் கிராமத்தில் சிட்டு குருவி உட்கார பனைமரத்தில் பனம்பழம்  விழுவதாக கூறுவார்களோ.........

           The Joint meeting of Postal JCA leaders met and discussed the various issues which create anguish among the staff side. SMS alerts in post offices soon, Now in Hyderabad.

HYDERABAD: In a novel initiative, India Post will use short message service (SMSs) alert system to deliver dak to citizens. In the new system, people expecting mail, including Speed Post and parcels, will now get an SMS alert before the local postman delivers them at the designated address. India Post (Department of Posts) is making all efforts to launch the system from December second week in post offices across the state.

"We have named the new system 'Mee Uttaram Vachindi' (your letter has come). India Post has tied up with National Informatics Center (NIC) recently. A trail run has begun at some post offices and we got positive response to the service. Andhra Pradesh will be the first state in the country to launch the free SMS alert system, chief postmaster general, AP Circle, B V Sudhakar told TOI.

With the service fully operational, citizens would not miss their dak or would not have to do the rounds of the local post office. At times, postmen find door lock and return the dak without delivering them. "It has become a headache to postmen to visit houses on more than one occasion to deliver the dak. As a result, dak has been piling up at post offices," he added.

"To avoid these problems, India Post has decided to introduce SMS alert to deliver the dak promptly. However, we will need mobile numbers of both the sender and receiver," the official added.

The postman would send an SMS to the addressee an hour before delivering the mail. After delivering the dak, an SMS would also be sent to the sender stating 'letter delivered.'

The Workshop on the topic "Staff involvement in Postal Business Development Activities" of NUPE Gr C was held on 21.11.2013 at 1000 Hrs at Madurai HO.
Our Circle Asst Treasurer Shri. P.Kuppusamy Bharathi presided over the function.
Our Circle Secretary Shri.G.P. Muthu Krishnan presented paper on the topic of "Staff involvement in Postal Business Development Activities"and a special address was given by him.
All Divisional Secretaries of Southern Region participated in this function.
After the Lunch, Divisional Secretaries meeting held at the same Venue.
All the divisional secretaries highlighted problems faced by the officials in their division.

Bharat Ratna - Sachin Tendulkar

              

 Cricket legend Sachin Tendulkar and top scientist CNR Rao will be awarded the Bharat Ratna, India's biggest civilian award, the Prime Minister's Office announced minutes after a moist-eyed Sachin retired from international cricket on Saturday afternoon.

"I dedicate this award to my mother," the man called the God of Cricket said. Sachin had made special arrangements to ensure his mother, Rajni Tendulkar, watched his 200th and last Test match against West Indies at Mumbai's Wankhede stadium, which ended today. (Sachin says goodbye with tears)
Sachin, 40, will the youngest recipient of the award. He is also the first sportsperson to be chosen for the honour.

Chintamani Nagesa Ramachandra Rao, who serves as the head of the Scientific Advisory Council to the Prime Minister of India, also joins the select list of India's 41 Bharat Ratnas.
An international authority on solid state and materials chemistry, the 79-year-old scientist has authored about 45 books and 1500 research papers in his career spanning over five decades. He is the third man of science after C V Raman and former President APJ Abdul Kalam to be given the Bharat Ratna.

For Sachin Tendulkar the announcement crowned a prolonged and emotional farewell from a tearful nation of cricket lovers. He finished exactly 24 years of playing Test cricket for India yesterday, ending his last innings with a sublime 74. He holds almost every batting record in the book and is acknowledged by many as the world's best batsman ever.

There have been demands for several years now that India's most prolific batsman be honoured as a Bharat Ratna or India's gem. The award is given in recognition of exceptional service of the highest order. It was instituted in 1954.

The last Bharat Ratna was conferred upon Hindustani music doyen Bhimsen Joshi in 2009.

ஆனால் சில அதிகாரிகளின் நடவடிக்கை நம்மை மன உளைச்சலுக்கு உள்ளாக்குவது வேதனைக்குரியது.
நெல்லையில் சில உதவி கோட்டங்களில்

The Postmen and GDS Mail Deliverers are either NOT honoured or ill treated and left out in our hurry to close accounts, run clients, send reports and scanning.

please review the role of your Postman and    

GDSMail Deliverers of your office and take them in confidence in all of your activities.

If you co ordinate the activities along with them, definitely each target is achievable.

It is once again requested to each of the PMs/SPMs to convene a MEETING OF ALL

OF DELIVERY STAFF AND YOUR OTHER STAFF every day evening atleast for 15 MINUTES

Good Bye - Sachin

New Delhi: Hosts of Sachin Tendulkar's 200th and last Test - Mumbai Cricket Association (MCA) - have announced that they will release a commemorative postal stamp with Tendulkar's photo at the presentation before the start of the second Test between India and West Indies on November 14 at the Wankhede Stadium.

"It was decided interalia to come out with commemorative postal stamp with Sachin's photo at the presentation before the start of the match, followed by presentation to be made jointly by BCCI and MCA," the association said in a statement.

Also, the MCA will come out with a 64-page brochure consisting of articles and quotes from personalities belonging to different fields on Tendulkar. Also a special coin will be used for the toss, which will be preserved by MCA.

A Commorative Postage Stamp will be released on 14th November, 2013.

The Holiday on the occasion of Muharram was listed on Thursday the 14th November, 2013 side Annexure I of this Department's O.M. No 12/4/2012-JCA-2 dated 5th June, 2012. This was dependent on sighting of the Moon. It has now been decided that for offices in Delhi / New Delhi, the Holiday on the occasion of Muharram will now be on Friday, the 15th November, 2013 and all Central Government Administrative offices located in Delhi / New Delhi shall remain closed on account of Muharram on 15th November, 2013.
