Helicopter Rides under LTC for Central Government Employees – Proposal under Consideration of Govt – DOPT called for cost analysis on Helicopter flights

As per a news item reported in the Economic Times, DOPT is considering a proposal to bring Helicopter Rides under LTC Scheme applicable to Central Government Employees. It is reported that cost analysis has been called for by DOPT regading Helicopter flights in the Country.
As such Central Government Emplyees are allowed travel by various classes by road and Trains depending upon the posts held by them. In addition to Bus and Train Travel under LTC, Central Government Employees who are in receipt of Grade Pay of Rs. 5400 and above are entitled to travel by Air while availing Leave Travel Concession. In respect of certain specified destinations such as North East Regions (NER), Jammu and Kashmir, Andaman and Nicobar, Employees have been allowed to travel by Air from a specified place viz., from Kolkata in the case of LTC to NER.
The Economic Times reports as follows:
The government is discussing a proposal to allow its employees to claim leave travel concession for domestic helicopter flights, a move seen boosting the helicopter-ferrying business.
At present, central government employees can claim leave travel concession (LTC) only for using scheduled commercial airline flights, preferably Air India. According to a civil aviation ministry official, the Department of Personnel and Training (DoPT) had sought a cost analysis of helicopter rides in the country.
“We have sent our analysis to the DoPT on the cost of flying in a helicopter. They had asked for it since they plan to bring helicopter rides under the LTC scheme,” the official, who did not wish to be named, told ET. The helicopter industry has welcomed the proposal, which aims to extend the travel concession to some 3 million central government workers.
“It creates business for helicopter operators in the country. Currently, helicopter operations are available in areas that have difficult terrain and no other means of connectivity, as helicopter rides are expensive,” said Harsh Vardhan Sharma, treasurer at Business Aircraft Operators’ Association and owner of Himalayan Heli Services Ltd, a helicopter operator.
“The rides are expensive because there is less demand. A move like this would increase volumes that will bring down fares in the affordable category.” According to Sharma, helicopter fare for the Katra-Mata Vaishno Devi Shrine ride has come down by half mainly due to volumes.
“During peak season, helicopter operators ferry about 1,000 people a day that comes down to about 800 a day during non-peak season between Katra and Mata Vaishno Devi Shrine. This had led to a 50% fall in fares from its high fare days,” Sharma said.

NFIR Objects the Views of Committee on evolving New formula for PLB

NFIR
National Federation of Indian Railwaymen
3, CHELMSFORD ROAD, NEW DELHI – 110 055
Affiliated to :
Indian National Trade Union Congress (INTUC)
International Transport Workers’ Federation (ITF)
No. I/10 Part-IV
Dated: 12/03/2015
The Secretary (E),
Railway Board,
New Delhi.
Dear Sir,
Sub: Committee for evolving a new formula for Productivity Linked Bonus (PLB) on Indian Railways – reg.
Ref:
(i) Railway Board’s letter No. ERC-1/2014/23/15 dated 21/03/2014.
(ii) NFIR’s letter No. I/10/Pt. IV dated 09/04/2014.
(iii) Railway Board’s letter No. E(P&A)II-2013/PLB-8 dated 11/02/2015 and 03/03/2015.
At the outset, NFIR invites kind attention of the Railway Board to Federation’s letter dated 09/04/2014 wherein Federation had conveyed its disagreement to the Railway Board’s decision for disturbing the bipartite agreement and proceeding with formation of a Committee of AMs for evolving new formula for calculation of Productivity Linked Bonus (PLB) in Railways.
2. NFIR also takes strong objection to the views of the AMs Committee who feel that the Scheme for PL Bonus for Railway employees was introduced in consultation with the two Federations. In this connection, NFIR desires to clarify that the bipartite agreement for payment of PL Bonus to Railway employees was signed jointly by the Railway Board and Federations on 22nd November 1979. Federations further desires to state that the agreement can only be modified with mutual consent of the stake holders.
3. From the above it could be seen that the PL Bonus agreement was reached in the year 1979 for providing substantial motivation to the workforce for achieving higher production by way of enhancing their output and improved quality of service. Over the years the freight loading has been improved as a result of dedicated efforts of workforce.
4. It is further stated that since the last two years, the Railway Board has been attempting to reduce the number of days of wages towards payment of PL Bonus in the name of Capital Input. There were strong protest and the Federations did not agree for any reduction of 78 days wages. The Railway Ministry had accordingly paid PL Bonus to Railway employees equivalent of 78 days wages with notional calculation of salary @ Rs. 3500 p.m. during two previous years. A bench mark “78 days wages” needs to be adopted in any case when a formula is required to be finalized in consultation with us. Equally the salary calculation ceiling should be removed as the payment of bonus for Railway employees is linked to the productivity as enunciated in the agreement dated 22 November 1979.
NFIR hopes that the Railway Board would give serious consideration to the above points and take steps towards reaching an agreement with the Federations in the interest of preserving healthy industrial relations in the Railways.
Yours faithfully,
(Dr. M. Raghavaiah)
General Secretary

Respected Sir,
We are concerned ,genuinely and immensely , about the agitation of Maduari Divisional union of AIPEU GR C, marked by the indefinite fast commenced and -being continued- by the divisional secretary from today.
We without dwelling at length about the details of the demand of the said union for the cause of the agitation, we readily wish to acknowledge the demands are workers oriented and for the upholding the welfare of working class.
We request your kindself to the reason out the bonafide grievance of Postal staff- regardless of the cadre- in Southern Region under the tyrannical attitude of the regional officers which are in the clutches of one and same officers in  for the last several years.
We take this opportunity to express our solidarity towards all the might and meek of this agitation and its aim -with solemn motive of upholding the fraternity- for general cause.
We further request your erudite self to intervene and settle the issues amicably by causing  cordial negotiation across the table  and further in not letting the agitation to go further emotive, since the course of agitation ( fast unto death), is one of the proven ahimsa mode with all pervasive and indomitable potency.

Supreme Court demolishes Aadhaar card

Judges rule card NOT mandatory for government subsidies

This is one card game the government looks set to lose.
The highest court in the land on Monday pulled out the foundations from under the United Progressive Alliance government's flagship Aadhaar scheme, directing the Centre to immediately withdraw instructions that make the cards mandatory for availing government schemes or subsidies.
No less significant was the fact that the court directed the Unique Identification Authority of India (UIDAI) not to share biometric or other personal information with anyone without the permission of the cardholder.
"I received a lot of letters which say Aadhaar card is mandatory despite court orders. One person in a letter said his marriage is not registered because of the lack of Aadhaar card, (others) say they can't get their properties registered. We had already passed orders saying no one should suffer for not having Aadhaar card," a bench headed by Justice B.S. Chauhan said.
"If there are any instructions that Aadhaar is mandatory, it should be withdrawn immediately," the bench said.
Strongly defending the card, the Centre recently said it was essential for good governance, transparent implementation of government programmes and ensuring that benefits reach only eligible persons.
It pointed out to the court that it had enrolled 53 crore citizens till September 30, 2013 after spending Rs 3,494 crore, and it had to be ensured that this huge amount did not go down the drain.

Govt May Implement Seventh Pay Commission Report From April 2016
மா

New Delhi: The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October.

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”

Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

However, the Sixth Pay Commission had submitted its report within 18 months.

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.

Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.

It is interesting to note that the earlier governments never accepted to link the pay with productivity.

Dy. Director General (SR & Legal)
O/o. DG Posts (Room No. 403)
Dak Bhawan
New Delhi – 110 001.

Madam,
Sub : Verification of Membership – 2015 – our suggestion.

Kindly recall our discussion on the subject.
My Federation submits the following for your consideration and for doing the needful.
1. While conducting verification of Membership during 2011, my Federation had demanded actual
staff strength in the Division/unit by cadre-wise. For Example, in the case of P.O., P.AS., LSG, HSG II, HSG I, Postmen, Group D and GDS (adhoc GDS and officials working in GDS vacant places should not be included). In the case of RMS, S.As, LSG, HSG II, HSG I, Mail Guards & MTS. Part Time Casual Labourers and temporary Status Casual Labourers should not be included. In the case of Circle office, officials working on deputation and officials working in electrical wing should not be included. In the case of Civil Wing, officials working on deputation should not be included. In short actual staff strength of each cadre mentioned above should be kept ready before starting the verification of membership for the present year. Moreover candidates recruited and undergoing training should not be included in the working strength. Before starting the verification process, staff strength for each cadre should be kept ready in the Directorate. There should be cross-check of the figures furnished by the Circles with the figures already available in the Directorate after verification. The Heads of Circles should give a certificate for the correctness of the figures specifically stating that officials working in vacant posts adhoc posts have been excluded from the actual staff strength
Heads of Circles should ensure that Deputationists Casual Labourers, contingent staff and trainees have not exercised their options. Responsibility should be fixed on the erring officers.
Last time, after verification process when we obtained staff strength under RTI, it was not tallied in
respect of figures of any cadre furnished by the Circles. Particularly, GDS and staff strength of Circle office. The Directorate should ensure this time that staff strength of every cadre furnished by the Circles should be one and the same before and after verification.
2. While conducting verification of membership process in Railways and BSNL, they follow secret
ballot system. But this is not accepted by the Dept. of Posts stating that it is not possible in the Postal
Department. Therefore my Federation suggests the following feasible election process in the Divisional level. If this process is followed in true spirit, this will pave way to find out real membership of each union cadre-wise.
OPTION 1
i. A ballot paper may be provided to the official to opt for a single union by voting against the symbol. (Before election, symbols may be allotted to each Federation).
ii. Casting of vote may be conducted in each H.O. in respect of Group ‘C’ officials and at Sub-Divisional level for GDS.
iii. The Regional office may nominate a Gazetted officer to supervise the election and counting.
iv. If any deviation is found later in the Division / Sub –Division, the responsibility should be fixed on the erring officer later and such officer should be punished under departmental disciplinary proceedings.
v. Each union may be authorized to nominate an agent in voting booth to ensure that the actual officials have cast vote.
vi. While casting vote each voter should be asked to produce ID card with photo issued by the
Department.
vii. Before conducting election, six weeks time should be given to the Federation.
OPTION – 2
i. A single letter of authorization signed by the Divisional Head only may be send alongwith one selfaddressed service cover to all the officials by registered post with acknowledgment. These Regd.
Letters should not be either re-directed or delivered at the office other than the designation.
ii. The officials may write the name of the union which he opts in his own handwriting and affix his
signature on the ballot paper with designation.
iii. Letter of authorization may be returned to the Divisional Head by registered post using self-addressed cover received from the Head of the Division.
iv. Covers received by the Divisional Head should be opened in the presence of representatives of the
Federation.
v. There is no need to attest the authorisation letter by the concerned union secretary.
vi. While counting authorization letter the Divisional Heads should be present.
OTHER SUGGESTIONS
1. In the system which is in vogue is permitted, to enroll membership only in the month of April. This has resulted in promotes and newly recruited members are deprived to became a member of an union.
Therefore it is suggested that one authorization letter may be sent to promotes / trainees to opt for
membership of union of their choice.
2. Authorisation letter may be sent to the Divisional Head and it should checked in the presence of union representative and the Divisional Head may order recovery of subscription of the basis of choice of the promote/trainee.
3. Officials may be allowed to withdraw their membership at any time by giving a letter direct to the Head of the Division. However, change of union may be allowed in the month of April each year.
My Federation hopes the Directorate will consider the views with an open mind in the interest of
conducting free and fair verification.
A line in reply is highly solicited.
Thanking you,

Yours Sincerely,
(D. THEAGARAJAN)
Secretary General
