You are aware that the Government of India, MOF has issued order revising ceiling limit of PLB from RS 3500to 7000 from the year 2014-15 to all central Government employees. This has been implemented to our Departmental employees vide letter no 26-01/2015 PAP dated 02/09/2016 and the arrears have also been paid to the Departmental employees.  The same is not extended to the GDS employees till date.  In this connection my General Secretary NUGDS has written letter to your office on 03.09.2016 (copy enclosed) with details.

In view of the above it is requested to kindly take necessary steps to  grant of Bonus to GDS employees  in   the revised ceiling @ Rs 7000 from the year 2014-15 as in the case of Departmental employees.

Counting of Training Period for TBOP/BCR/MACPS Promotion - Further Clarifications required.

COUNTING OF TRAINING PERIOD FOR TBOP/BCR/MACPS


Sir,

                 I wish to share the following on the counting the period of Induction and practical training for TBOP/BCR/MACPS in the Department Of Posts. This is in continuation of my earlier post on this subject.



                 There were some queries about the applicability of the training period in the case of following officials. This is because, as per the salient features for MACPs, the service starts from the date of regular appointment.



1.      Some officials undergone training before 1.1.86, worked as RTP for some years before regular appointment after 1.1.86. Whether the training period would be counted for TBOP/BCR/MACP in their case.



2.      Some officials undergone training after 1.1.86, worked for some period as Postal assistants. For some administrative reasons, they were terminated from the posts. After some time, they were again posted as Postal assistants. The service rendered as Postal assistant already was treated as ad-hoc service. Whether the training period would be counted for TBOP/BCR/MACP in their case.



3.      In some rare cases, the officials undergone practical training, and after sometime undergone theoretical training followed by practical training. After having worked as RTP for some years, they were appointed as regular PA.s. Whether the training period would be counted for TBOP/BCR/MACP in their case.



           In this connection, kindly refer to Rule 22 of CCS (Pension) Rules 1972 and Government of India’s Decisions 1, 2 and 3 below Rule 22. For convenience, an extract of these orders are reproduced below.

Sub: Grant of Cash equivalent to Leave Salary on the eve of LTC  and on retirement etc;                                                                             

             This is regarding giving of the difference of CELS to the applicable cases for those are entitled and sanctioned as per the old pay from 1.1.16 to 25.7.16 ( the date of notification of the CCS RP Rule 2016) consequent upon the revision of pay from 1.1.16 retrospectively.

2.            In terms of 38-A of CCS (leave ) rule encashment  of EL along with LTC is to be calculated on pay admissible on the date of availing LTC and DA admissible on that date. If PAY or DA , admissible advised has been revised with retrospective effect  , going by the rule the Govt. Servant would be entitled to encashment of leave  on the revised rates.

 3.          The clarification to the above effect is given in DOPT no; 21011/08/2013 –Estt (AL) dated 25.3.2013.

 4.            The rate of allowances alone have been kept pending  in the 7th CPC and are required to be drawn as if 7th CPC is  not implemented  and there is no super ceding orders of any leave rules so far in the scope of 7th CPC and Govt orders on the recommendation .

  5.           Hence it is requested to revise leave encashment as per the standing orders on CCS (LR) and cause to pay the difference of CELS to the applicable cases.

How to lead postal growth amid disruptive innovations

How to lead postal growth amid disruptive innovations is being discussed at the UPU World CEO Forum by 65 postal CEOs attending the meeting in Paris, France, on September 6.

The deliberations are focusing on the new paradigm that e-commerce brings to the postal sector. In particular, the digital economy, postal financial services and big data are under the spotlight. 
Welcoming delegates, UPU Director General Bishar A. Hussein said: “The International Bureau conceived the idea of a World CEOs Forum in recognition of the key role of designated operators in the development of the Post globally.“
Hussein added that the forum provided a unique occasion for chief executives to network among peers, sharing ideas and experiences. “We believe by interacting on these topics, you will enrich your knowledge of global postal dynamics and perhaps provide help for better decision-making for your businesses,” he said. 
Speaking directly to postal executives, UPU Deputy Director General Pascal Clivaz said: “You all know the industry best. And the UPU is there as an intergovernmental organisation to encourage dynamics within the postal sector.”
“We want to hear your views and learn about your challenges,” Hussein appealed to CEOs.
“The only reason the UPU exists is to enable our 192 member countries to act as one network. The postal sector needs only now re-examine itself to re-evaluate its  relevance,” he emphasized.

Industry view

The Forum was co-organised by La Poste (France). Its CEO, Philippe Wahl, told delegates: “It is a great honour for la Poste to welcome you for this major initiative of the UPU.“
He added: “The postal sector is confronted by the largest transformation in its history. The digital revolution has turned the postal business upside down, profoundly changing the business model.”


With leaders from 65 countries attending, the event has a wide geographical representation. They include postal heads from Benin to India and from Argentina to China.

India Post launches toll free helpline number ‘1924’ to Register New Complaint
1. The toll free helpline number ‘1924’ would be available for customers from all over India from landline/mobile phone of any service providers.

 2. The name of centre would be “India Post Help Centre” and it would be located in Dak Bhawan, New Delhi.

 3. The toll free helpline service would be available on all days from 8:00 A.M. to 8:00 P.M. (excluding declared holidays & Sundays).

 4. The complaints received from the complainant on toll free number ‘1924’ would be registered in Computerized Customer Centre (CCC) Portal by the operators at the Dak Bhawan and the 11 digits number would be provided to the complainants.

 5. If the complaint already registered, the complainant would be informed the status as viewed in CCC Portal.

 6. As soon as the complaint is generated on CCC Portal, the concerned post office will take immediate necessary action to resolve it and would upload the status.

 7. All the Postal Circles would establish a Control Room and depute suitable competent or Senior Officers/Team of Officers for monitoring and redressal of complaints.

 8. The Nodal Officer in each Circle will open the CCC Portal every day and check all the complaints beginning with “100030 - …… the Toll Free Complaints” and will examine for quick disposal

. 9. The Circle Heads would direct to all the Post Offices to ensure that they log in CCC Portal at the beginning of day and at the end of the day compulsorily

. 10. The case disposal time is one working day subject to policy matters. The complainant would be informed, if it involves policy matter.

11. The reasonable reply should be uploaded in the CCC Portal.

12. Circle will update the status of each such cases every 24 hrs. through email onadgpg@indiapost.gov.in.

13. The name of Officers with email address and mobile number in each Circle who will be Nodal Officer, should be sent on emailadgpg@indiapost.gov.in

14. CPMG should review the ‘1924’ pending cases every day and in case of pendency going beyond 24 hours would give full details and convey his/her observation to PG Cell of Directorate which will provide weekly report to the Secretary (Posts)

. 15. Circles would provide utmost priority and quick disposal of the complaints received through Toll Free Centre.

 16. All the Circles would propagate and give wide publicity of “Toll Free Number 1924” within their jurisdiction through appropriate medium within budgetary limit after inauguration of India Post Help Centre by Hon’ble Minister of Communications.

UPU World CEO Forum in Paris

Postal CEOs from around the globe discussed harnessing e-commerce opportunities at the UPU World CEO Forum in Paris on Tuesday(07.09.2016)

The forum first focused on leveraging the Post’s strategic position in the competitive e-commerce landscape. 
During these discussions, participants debated whether e-retailers and e-marketers should be treated as friends or foes, with several CEOs sharing their models for collaborating and competing with private companies.
Correo Argentino CEO Jorge A. Irigoin explained that, while online marketplaces are partners of the Post now, they are likely to expand into logistics in the future.
“There is a threat, but, at the same time, an opportunity for us to be more competitive, have a better cost position and deliver higher quality,” he said.
For its part, India Post revealed that it has close partnerships with e-retailers, including Amazon.
Indian Postal Services Board Chair Boyapati Venkat Sudhakar said the Post’s reach in semi-urban and rural areas, where demand for e-commerce goods is high, made them an attractive partner to e-retailers.
“It makes no business sense for them to develop these networks now,” said Sudhakar, adding that the Post currently has more than 1,000 e-commerce partners. 
Leading with this advantage meant the Post was in a better position to work with e-retailers and tailor services to their needs.

Across borders

Many CEOs agreed the Post’s expansive network and reputation as a trusted entity for customers provide an important vantage point in the logistics industry. 
However, some concluded that facilitating cross-border exchanges in the postal community remains a challenge. Some Posts still partner with private companies for international delivery and others lack direct connections with each other.
While it may be easy for countries such as France and Germany to exchange parcels quickly, La Poste de Djibouti CEO Bahnan Ali Maidal said the same quality network doesn’t exist for developing posts. For instance, an item from Morocco will likely travel through four countries before it arrives in Djibouti, he said.
“When we talk about a postal family, it must be a real family, otherwise certain members will be left out. We have to work together... Some African Posts need help from their big brothers,” said Maidal.
UPU Director General Bishar A. Hussein noted that it is precisely the UPU’s role to facilitate global postal interests. 
“The Post visits almost every single household on this planet on a daily basis. No other single network has this capacity,” the director general remarked.
“I think our network is good enough - we just need to strengthen it,” he said.

Engaging stakeholders

As Posts make the transition from the traditional letter-post business to innovative e-commerce solutions, Australia Post CEO Ahmed Fahour reminded postal leaders not to leave customers and other stakeholders behind. 
“The deciding factor for all of us … is not how smart we are in predicting the volume rate decline in letters, or critically investing in e-commerce or the trusted identity of financial services. It is about how we deal with the transition of these [historical] institutions [such as the Post],” Fahour remarked. 
For instance, customers in rural China are relatively unfamiliar with e-commerce, according to China Post Group Vice President Li Xiong. Li said this designated operator is trying to change this by explaining how e-commerce can help such customers trade goods with urban centres.

To boost the tourism in the State of Jammu & Kashmir, the Government has decided to extend the facility to travel by any airlines to visit Jammu & Kashmir on LTC, under Special Dispensation Scheme for Central Government employees, for a period of two years beyond 25.09.2016.
 

Railway Fares Hiked up to 50% in new Dynamic Pricing Model

Presented in the form of a dynamic pricing model — except that the new structure will not see any decrease in fares — the Railways will offer only the first 10 per cent of berths at current prices.
The government Wednesday announced, in effect, a major fare hike of up to 50 per cent in base fares for most passengers travelling in premium train services — Rajdhanis, Shatabdis and Durontos. This brings the segment in direct competition with low-cost airlines in terms of pricing. Presented in the form of a dynamic pricing model — except that the new structure will not see any decrease in fares — the Railways will offer only the first 10 per cent of berths at current prices.
The remaining 90 per cent will be sold at prices starting at 10 per cent higher than the base fare and ending at 50 per cent more for AC-II tier and 40 per cent for AC-III tier.
These “Flexi fares”, will be effective from Friday but will not affect those who have booked their tickets already.
The hike will be applicable across the board — even impacting non-AC classes in Duronto — but will exclude First AC and Executive Chair Car classes in all premium trains. There are 42 Rajdhanis, 46 Shatabdis and 54 Durontos currently in operation.
The hikes have been effected in base fares; add-on fees, including catering, reservation and superfast charges, and service tax, will remain at current rates.
According to the new formula, the first 10 per cent of berths will be sold at current base fares, with 10 per cent hikes for every subsequent 10 per cent of berths sold up to the halfway mark. The structure then gets staggered — the last 50 per cent of berths in AC-II tier will be sold at a flat 50 per cent more than base fare; the last 60 per cent of berths in AC-III tier will be sold at 40 per cent more than base fare.
Typically, base fare constitutes between 78 and 86 per cent of the total fare depending on sectors and classes.
According to current booking patterns in premium trains, the first 30-40 per cent gets sold out within minutes when bookings open 90 days before the date of journey, leaving the tickets that would now come under higher slabs for those who book even a day later.
For instance, when it comes to the Mumbai Rajdhani, an AC-II tier passenger will now have to pay a maximum of Rs 4,055, while the current rate is Rs 2,870 — a 41 per cent increase when add-on charges are levied. In AC-III tier, a passenger will now have to pay a maximum of Rs 2,736 while the current rate is Rs 2,085 — a 31 per cent hike, including add-on charges.
In comparison, a Mumbai-Delhi air ticket booked on Wednesday on a budget airline for December cost Rs 2,857.
While official sources said that the move has been cleared by the “highest level” of the government, Railways officials described the latest decision as an “experiment”.
“This is on experimental basis. Like any move, this will also be reviewed after three-four months. We expect a mop-up of not more than Rs 500 crore from this hike,” Mohammad Jamshed, Railway Board Member (Traffic) told The Indian Express.
“The very low-priced air tickets that you see are earmarked for very few seats while the majority seats are sold at high prices as the journey date comes closer. Our prices remain far lower than that,” said Jamshed. The Railway Board believes that the move will also negate the illegal sale of tickets in premium trains by touts.
The Railways’ passenger revenue target for the current fiscal is Rs 51,000 crore as against Rs 45,000 crore in the last fiscal, an increase of Rs 6000 crore
