Tirupati darshan ticket now at Palayankottai HPO

The Department of Posts has launched this facility from April 26 and one can obtain Rs. 300 ticket for darshan at 10 a.m., 11 a.m., 12 noon and 1 p.m. The entry ticket permits registration for six persons and one of the members of the group can obtain the ticket from the post office. He has to upload the pictures of other group members and should bring the Aadhaar card of all the six members for registration.
If the Residents of Tirunelveli planning for a pilgrimage to Tirupati, he can now book special darshan tickets through the Palayankottai Head Post Office here.

Cadre Restructuring ம் உங்கள் சந்தேகத்துக்கான சில விளக்கங்களும்

You may be aware of many speculations surrounding Cadre restructuring and its implementation. This article had been drafted to put an end to such speculation and to vent out the doubts in employee’s mind.

Consequent on Cadre restructuring, Only the posts were been upgraded.(wef 15.4.17 for Tamilnadu circle)

  1. Post of single handed and double handed had been upgraded to LSG
  2. Post of ‘A’ class and LSG had been upgraded to HSG-II
  3. Post of HSG-II had been upgraded to HSG-I
As per Recruitment Rules,
  1. Postal Assistant with 5 Years of service are eligible for LSG
  2. LSG officials with 6 years of service in the cadre are eligible for HSG-II
  3. HSG-II officials with `5 years of service in the cadre are eligible for HSG-I
  4. Senior most HSG-I with minimum 2 years of service are eligible for HSG-I Non functional Cadre.

As such, Postal Assistant irrespective of their GP will first be promoted to LSG only. Some comrades were raising a question that whether MACP III (4600 GP) will directly be placed in HSG-I post. No not at all, For getting promoted to HSG-I, one have to work in HSG-II cadre for at least 5 years of service. So they will be placed in LSG first.

So there are chances that, many HSG-II places may be vacant due to non availability of elibilge officials. So union is asking for one time relaxation to Recruitment rules for posting the officials. 

Query 1:

Whether MACP-II (Grade pay 4200) PA be placed in HSG-II(before Cadre restructuring A CLASS OR LSG OFFICE) after Cadre restructuring?
No. MACP is mere financial up gradation. MACP-II official is also should be treated as PA. As such they will be getting promoted to LSG first.

Query 2:

What is the tenure for single handed/Double handed offices, Treasury after Cadre restructuring?
2 years .As per Directorate order no 4-7/2009-vig dated 07.10.16 these Posts comes under sensitive posts . So they will be rotated after 2 years.

Query 3:

Who is competent for posting of PA in LSG post (previously single/double handed) after Cadre restructuring?
As LSG is a circle cadre, Posting for the LSG and above posts will be done by Circle office. So Posting of SPM in single/Double handed will be done by circle office. Divisional head can issue transfer orders only for Postal assistants Posts.

Query 4:

Whether System Administrator, Marketing Executive are LSG posts after Cadre restructuring?
As of now, they are PA cadre only. There is no LSG posts for System Administrator, Marketing Executive cadre.

Query 5:

If a time scale PA happens to officiate for more than 14 days in LSG post (i.e as SPM in single hand/double hand), whether he is eligible for officiating pay?
Yes, if an official officiating in higher post for less than 14 days, he is not entitled for higher pay. However, even if the first spell is less than 14 days but subsequently extended, the official officiating in the higher post is entitled for higher pay as per the Directorate letter No. 9-25/82-SPG/SPB II dt. 29.05.86.

Query 6:

Whether MACP-I (2800 GP) official working in single handed office will get disturbed after Cadre restructuring ?
May or may not be. It is subject to grant and acceptance of LSG. As of now, though he/she is placed in 2800 GP he/she is only PA. If that official was granted LSG he/she may not get disturbed else LSG official will be posted in that office.

Query 7:

A LSG official working currently in APM (now upgraded HSG-II after Cadre restructuring) can continue in his post?
May or may not be. If another HSG-II official opts for that post he had to work in other LSG Post. If no eligible officials, they may continue to officiate in HSG-II.

Cabinet approves modifications in the 7th CPC recommendations on pay and pensionary benefits

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi approved important proposals relating to modifications in the 7th CPC (Central Pay Commission) recommendations on pay and pensionary benefits in the course of their implementation. Earlier, in June, 2016, the Cabinet had approved implementation of the recommendations with an additional financial outgo of Rs 84,933 crore for 2016-17 (including arrears for 2 months of 2015-16).

The benefit of the proposed modifications will be available with effect from 1st January, 2016, i.e., the date of implementation of 7th CPC recommendations. With the increase approved by the Cabinet, the annual pension bill alone of the Central Government is likely to be Rs.1,76,071 crore.  Some of the important decisions of the Cabinet are mentioned below:1.Revision of pension of pre – 2016 pensioners and family pensioners

The Cabinet approved modifications in the recommendations of the 7th CPC relating to the method of revision of pension of pre-2016 pensioners and family pensioners based on suggestions made by the Committee chaired by Secretary (Pensions) constituted with the approval of the Cabinet.  The modified formulation of pension revision approved by the Cabinet will entail an additional benefit to the pensioners and an additional expenditure of approximately Rs.5031 crore for 2016-17 over and above the expenditure already incurred in revision of pension as per the second formulation based on fitment factor.  It will benefit over 55 lakh pre-2016 civil and defence pensioners and family pensioners.

While approving the implementation of the 7th CPC recommendations on 29th June, 2016, the Cabinet had approved the changed method of pension revision recommended by the 7th CPC for pre-2016 pensioners, comprising of two alternative formulations, subject to the feasibility of the first formulation which was to be examined by the Committee.



In terms of the Cabinet decision, pensions of pre-2016 pensioners were revised as per the second formulation multiplying existing pension by a fitment factor of 2.57, though the pensioners were to be given the option of choosing the more beneficial of the two formulations as per the 7th CPC recommendations.

In order to provide the more beneficial option to the pensioners, Cabinet has accepted the recommendations of the Committee, which has suggested revision of pension based on information contained in the Pension Payment Order (PPO) issued to every pensioner.  The revised procedure of fixation of notional pay is more scientific, rational and implementable in all the cases.  The Committee reached its findings based on an analysis of hundreds of live pension cases.  The modified formulation will be beneficial to more pensioners than the first formulation recommended by the 7th CPC, which was not found to be feasible to implement on account of non-availability of records in a large number of cases and was also found to be prone to several anomalies.

2.Disability Pension for Defence Pensioners

The Cabinet also approved the retention of percentage-based regime of disability pension implemented post 6th CPC, which the 7th CPC had recommended to be replaced by a slab-based system.

The issue of disability pension was referred to the National Anomaly Committee by the Ministry of Defence on account of the representation received from the Defence Forces to retain the slab-based system, as it would have resulted in reduction in the amount of disability pension for existing pensioners and a reduction in the amount of disability pension for future retirees when compared to percentage-based disability pension.

The decision which will benefit existing and future Defence pensioners would entail an additional expenditure of approximately Rs. 130 crore per annum.

SC Should Know the Difference Between Unsound Mind, Mental Illness and ‘Bad’ Behaviour

The Supreme Court has ordered a mental examination of Justice Karnan to determine if he is fit to defend himself in court.

There was more drama yesterday in the suo moto contempt petition against Justice C.S. Karnan before a seven-judge bench of the Supreme Court, with the court concluding that Justice Karnan may not be medically fit to defend himself in the contempt proceedings, based on his press briefings and orders. The Supreme Court ordered that he should be medically examined by a board of doctors from Pavlov Government Hospital, Kolkata, which was asked to report to the court whether he is in a fit condition to defend himself.
Calcutta Pavlov Hospital, as it is called on the website of Bengal Health and Family Welfare Department, is a mental hospital. By asking for a medical examination to be conducted by doctors from this hospital, the Supreme Court is questioning Justice Karnan’s mental fitness.
Indian law recognises two related but distinct concepts of unsound mind and mental illness. Although these concepts have been treated as synonymous at times, the law does distinguish between the two. Mental illness is a medical condition while unsoundness of mind is a legal finding. Indian Contracts Act, 1872 is the only law in the country that defines a sound mind. According to the law, a person is of sound mind if at the time of making a contract, he is “capable of understanding it and forming a rational judgment as to its effects upon his interests”. Thus, mental illness is neither necessary nor sufficient for a finding of unsound mind.
Even if the medical board finds that Justice Karnan has a mental illness, it does not automatically imply he is of unsound mind. Clause 5 of the Mental Health Care Act, 2017 says “determination of a person’s mental illness shall alone not imply or be taken to mean that the person is of unsound mind unless he has been declared as such by a competent court”. Irrespective of his mental health status, the Supreme Court will have to satisfy itself that Justice Karnan is incapable of understanding his actions and is unable to form a rational judgement of the effects of his actions on his interests, and thus make a declaration that Justice Karnan is of unsound mind, before halting legal proceedings. Indian law allows for legal proceedings to be stayed if a person is of unsound mind.
On the other hand, Justice Karnan may claim that the Supreme Court is trying to malign him and portray him as mad as he has made serious allegations against the court. Clause 3 (b) of the Mental Health Care Act says mental illness is not to be diagnosed based on non-conformity to moral, social, cultural, work or political values. Justice Karnan’s battle has been with his peers and colleagues and he has been accused on not living up to judicial behaviour, displaying “abject disrespect” to the Supreme Court and thus not behaving in conformity with his professional values. There are no reports of Justice Karnan exhibiting any abnormal behaviour in his interaction with the press or public, or in his personal life. Can Justice Karnan claim that he cannot be diagnosed as having a mental illness under the Act merely based on non-conformity with work values?
Given these factors, one wonders what can be achieved by ordering a mental health examination. Besides, there are practical problems in implementing the court’s order. The Supreme Court has asked for the medical report to be submitted in eight days. Psychiatrists will struggle to arrive at a definite conclusion about the presence or absence of mental illness within eight days, especially since Justice Karnan is unlikely to submit himself to examination and/or co-operate with a psychiatric examination. It may be further argued that it is impossible for a group of psychiatrists to arrive at any conclusion about the presence or absence of mental illness in the current situation, even if the court were to give them more time.
Psychiatrists are thus placed in an unenviable position of having to conduct a medical examination with little co-operation from the person concerned and submit a medical report in an unrealistic time frame for what is essentially a work related legal conflict between the country’s senior-most judicial officers.
Mental health professionals will also have to consider other legal aspects in this case. The Mental Health Care Act allows mental health professionals to examine a person with their consent, or with the consent of a person’s nominated representative in very limited circumstances (violence towards others or self or lack of self-care putting the person’s life at risk), or without consent in a medical emergency. It is unlikely that Justice Karnan will consent to being examined nor can his nominated representative consent for his examination since he does not fulfil the criteria for consent by a nominated representative and clearly there is no medical emergency. If they cannot do it under the Mental Health Care Act, under what legal authority will psychiatrists examine Justice Karnan, if they insist on doing so? Can psychiatrists be prosecuted under the Act for violating its provisions or does an order of the Supreme Court override the provisions of the law and grant them immunity from prosecution?
One further issue from the Supreme Court order merits attention. Immediately after ordering a mental examination of Justice Karnan on the suspicion of him being unfit to defend himself, the Supreme Court also asked him to submit his response to the notice issued to him by the court in the next eight days. The court further said if he chose not to file a response it would be presumed he had nothing to say in the matter. It is difficult to understand the Supreme Court raising a question of the accused person’s mental fitness to defend himself and simultaneously asking the person to submit his defence to an earlier notice!
Our society presumes persons with mental illness cannot make decisions, equating the illness with an unsound mind. In the past few years, mental health stakeholders have made a huge effort to correct this erroneous impression. We have also tried hard to make people understand that mental illness is a medical condition and not just bad behaviour. Unfortunately, this case and the Supreme Court’s order negates our efforts by conflating mental illness with unsound mind and equating mental illness with possibly just bad behaviour. This is a major setback for the movement to reduce stigma against mental illness.

Signing of Tripartite MOU for broadband services to Post Offices


A tripartite Memorandum of Understanding has been signed today among BBNL, Department of Posts and BSNL for providing broadband connectivity of BharatNet to Post Offices in rural areas. The MoU signed under the chairmanship of Minister of Communications Shri Manoj Sinha is the first tri-partite agreement to provide broadband connectivity to about 1.3 lakh, post offices in rural areas and 25,000 sub-post offices for high speed internet connectivity to the rural masses.
Speaking on the occasion, Shri Sinha said that the first phase of connecting about one lakh Gram Panchayats is nearing its completion and in the remaining one and a half lakh Gram Panchayats 100 mbps broadband connectivity will be completed by December, 2018. In reply to a question, the Minister said that BharatNet is one of the 9 pillars of realising the Prime Minister’s vision of Digital India.
Shri Sinha said that provision of citizen services is the focus of BharatNet and in the agreement signed today, BSNL is the service provider, that would provide broadband services, the cost of setting up of infrastructure and the operational expenses would be paid by the Department of Posts. Since the BharatNet is the National Network, BBNL would facilitate and coordinate this entire operation. In future, MoUs with other Government Departments are also proposed to be signed.

Government revamps jobs on compassionate ground for Gramin Dak Sevaks

Dependents of GDS to get benefit within 3 months

Department of Posts has revamped the existing compassionate engagement scheme offered to the dependent family members of Gramin Dak Sevak. A GDS who dies in harness, the dependents of such GDS will benefit from a liberalised and time bound procedure for engagement on compassionate grounds. Henceforth, any death of a Gramin Dak Sevak while on engagement would be compensated by a compassionate engagement to a dependent family member irrespective of the circumstances or indigence. Upper age limit of the applicant could also be relaxed wherever found to be necessary. Thus the new scheme of compassionate engagement will provide greater relief to the members of the family of the deceased GDS who belong to weaker and poorer sections of the society and are thrown into penury and hardship.

The ambit of the dependent family member has also been expanded to include:


•Married son living with parents and dependent for livelihood on the GDS on the date of death of the GDS
•Divorced daughter wholly dependent on the GDS at the time of death of the GDS
•Daughter in law of the deceased GDS who is wholly dependent on the GDS, if the only son of the GDS is predeceased.

 


This expansion of the definition of family members aims to bring greater relief to women in our society who are subjected to difficult circumstances in the unfortunate event of the demise of their spouse/parent.

 

The present system of relative merit points to ascertain the degree of indigence has been dispensed with. Keeping in view the unique and distinct service conditions, socio-economic aspects and to relieve the family from financial destitution, the time-consuming process of consideration by Circle Relaxation Committee has been done away with. Henceforth, a request received for compassionate engagement would be considered and decided within three months from the date of receipt of the application.

 

Further to ensure the least displacement, it has been decided that to the extent possible, compassionate engagement would be offered to the dependent of the deceased GDS, to a GDS post near the place where the family of the deceased normally resides.

During his period, he has done a lot of the downtrodden GDS employees of our Department.  His contribution towards the improvement of GDS employees is marvellous and ever rememberable.  He has also helped other Postal employees also in many ways. 
FNPO always remember the Officers who have worked for the welfare of the employees.  Our Federation prays the ALMIGHTY to shower his choicest blessings towards Shri. B.V.Sudhakar and his family members.

Lavasa said the government will take the final call on the date of payout of revised allowances to government employees

New Delhi, Apr 27 A high-level committee headed by the Finance Secretary submitted today its report on allowances to 47 lakh government employees to Finance Minister Arun Jaitley.

The Ashok Lavasa Committee was constituted in June last year after the government implemented the recommendations of the 7th Pay Commission.


The pay panel had recommended abolition of or subsuming of allowances like acting, assisting cashier, cycle, condiment, flying squad, haircutting, rajbhasha, rajdhani, robe, shoe, shorthand, soap, spectacle, uniform, vigilance and washing.

After submitting the report to Jaitley, Finance Secretary Ashok Lavasa said the committee has taken into account representations made by various stakeholders.


The report will now be examined by the empowered committee of secretaries and following that it will be placed before the Cabinet, he said.


Out of total 196 allowances, it had recommended abolition of 52 and subsuming of another 36 into larger existing ones.


The commission had recommended hiking the HRA in the range of 8-24 per cent.


If the pay commission recommendations on allowances are implemented fully, then as per estimates the cost to the exchequer will be Rs 29,300 crore.

Appeal from FNPO/National Association Postal Employees, Group-C, CHQ, New Delhi-1

The National Association of Postal Employees Group-c appeals to all unions and federations regarding ‘Removal of 3 -A (i) of GDS Conduct & Engagement Rules,2011. My Federation and its affiliated unions, including NUGDS, warmly welcome all other unions for discussion regarding report given by Chairman, Sri.Kamalesh Chandra. My Federation wholeheartedly appreciates on the welfare measures which were recommended by the Committee and welcome some amendments which were taken into consideration from the memorandums submitted by FNPO & NAPE GR-C. 

At the same time, we also object on the issues which were not taken into consideration where the issues which could play a major part in the life of GDS. My  Federation strongly oppose for non-implementing of Rule 3-A (i) as it is so transparent to the Postal Department that the GDS are working beyond this rule for more than 8 hours which was not taken into account by the Committee for the removal of this cap. This is very unconstitutional and against Natural Justice in the recommendations given by the GDS Pay Committee.
The Committee is directly or indirectly having clear idea of the effect of rule 3-A (I) on GDS officials and has clearly expressed that the Department has to take the stand on the removal of 3-A(i) and not given any recommendation on it as it is the rule framed by the Department of Posts. No Judicial authority will intervene if that rule is removed by the Department of Posts, by doing so never it will be termed as subjudice. If the Department would have done it much before GDS Pay Committee by including in the terms of reference, the Committee would have recommended full working hours i.e., 7 hours 30 mints as it is visible from the inside of the Committee report.
At this juncture considering our demand of withdrawal of income and cost the revenue generation is introduced. By the present standards, revenue generation is given for jumping one level to another and getting allowances beyond level 2 the chances are remote. It’s practically not possible with present standards of remuneration such as Rs.64/- as B.O. share out of Rs.205/- in respect of POSB. If same percentages are fixed at B.O. level in forthcoming India Post Payment Bank and Rural Communication and Information Technology, how the BPM at the second level will cross the benchmark of Rs.36, 000/- in revenue generation.
Hence it is felt by this Federation it is the apt time to join hands by all Federations and GDS Unions  for the achievement of the above said recommendations which were framed by this union by forming a Forum to protest till we achieve our legitimate demand.


Rule 3 A(1) of the Gramin Dak Sevaks (Conduct and Engagement) Rules 2011 specifically says that a GDS should not be asked to work for more than 5 hours a day. Therefore GDS committee report submitted by Shri Kamalesh Chandra also has not imagined a case in which GDS will have to work beyond 5 hours, and the wage structure is also framed accordingly. But the fact remains that in many circles, there are Branch Offices where GDS BPM’s have to work for even beyond 8 hours! If the case is taken up legally, the result will be adverse as there is no case in which GDS official’s working hours are fixed beyond 5 hours.
WE APPEAL FOR A UNITED FORUM & UNITED STRUGGLE

The following suggestions are offered.
1) To remove provisions 3A (1) from GDS (Conduct and Engagement ) Rules 2011 immediately
2) T o replace the recommendations of Shri Kamalesh Chandra to provide additional wages to those GDS BPM’s who are working for more than 5hours with full working hours up to 7 hours 30 mints.

கேடர் ரீ ஸ்ட்ரக்சரை எந்த வழியில் எல்லாம் கிடப்பில் போட முடியும் என்பதை விடுத்து நமது எதிர் கால சந்ததியினர் உயர வேண்டும் என்பதை முன்னிறுத்தி இந்த கேடர் ரீஸ்ட்ரக்சரில் சில குறைகள் இருந்தால் விரைந்து களைந்து இளைஞர்கள் முன்னேற வழிவிடுங்கள். 

ஒரு வட்டத்துக்கு ஒரு PMG   என்ற நிலை மாறி இன்று 5 PMG ஒரு CPMG வரை சென்றனர் என்றால் ஒரு DG இரண்டு DG ஆனார்கள் என்றால் கடந்த முப்பது வருடங்களில் 5 கேடர் ரீஸ்ட்ரக்சர் அதிகாரிகளுக்கு நிறைவேற்றப் பட்டதால் தான். 

இந்த 30 வருடங்களுக்கு பிறகு கஷ்டப்பட்டு Gr. C க்கு வந்த கேடர் ரீஸ்ட்ரக்சரை எப்படிடா கிடப்பில் போடலாம் என்பதை விடுத்து ஒன்றுபட்டு நமது Operative கேடரும் உயர வழி செய்ய வேண்டும் என்பதே நமது துறை இளைஞர்கள் விருப்பம்

Meeting with Secretary Posts on Cadre Restructuring

Meeting with Secretary, Department of Posts Today ( 26.04.2017 )a team from FNPO/ NAPE Group C Sri D.Kishanrao, GS along with Asst. Secretary Generals Sri B.Shivakumar and Sri Sivaji Vasireddy met Sri BV Sudhakar, Secretary and Chairman Postal Board and discussed the following problems. 1.Cadre restructuring : The NUPE, Group C already sought for modifications on 6.4.2017 for implementation of cadre restructuring.  
We opposed any deferment or abeyance of orders which will create frustration among the Group-c cadre. 
We also opposed the divisionalisation of LSG and HSG II. The base for the restructuring in Group-c is up gradation of C&B class offices which was approved by the nodal ministries and any deviation will affect the restructuring itself. There are no orders so far in regard to deferment or abeyance. It is the Secretary assured to settle the issues within 30 days.
  2. The NAPE Group-c opposed the draft Revised Recruitment rules for AAO’s as per our letter dated 20.04.2017. Any modification to the RR will affect the cadre drastically. 3. On GDS issues two letters submitted for one time exemption of skill test for GDS who wrote PA examination in 2016. 4. It is also requested to allow the GDS employees to work as PA’s in the clear vacancies like MTS and Postman. The response was positive. It is also informed orders are under issue in regard to compassionate appointment of GDS without any point system and adding more dependents like widow daughter and married son.

Cadre Restructuring & GDS Issues latest.

        Today we discussed the matter with the officers in the Directorate.  According to our information, the Directorate is going to form a committee to review the order of cadre restructuring after obtaining the views of the Heads of Circle.
                    FNPO & NAPE-C strongly feel that some modifications required in the present cadre restructuring order at the same time keeping the orders in abeyance will create the unnecessary delay to get the promotion of the staff.  We are seeking the appointment of Secretary today after meeting the Chairman, we will post the outcome of our discussion on our website. 
GDS issues

GDS DA order will be issued shortly, in regard to the implementation of GDS Committee recommendation formalities will take at least 3 months time.
Let us hope for the best.

Process and Latest development on Implementation of GDS Pay Committee Recommendations
The proposal of the implementation Committee is now being examined by the Joint Secretary & Financial Advisor (JS & FA) of the Postal Board. After JS & FA’s approval the proposal is to be approved by Secretary, Departmental of Posts. Then the file is to be submitted to the Minister, Communication for approval. Only after the approval of the Minister, Communications, the file will be submitted to Department of personnel & Training for approval and then the proposed is to be submitted to Finance Ministry and Law Ministry for approval. After completing all these process only the final proposal will be submitted to Cabinet for approval.

This it can be seen that much delay is taking place in implementation of the favourbale recommendations of the GDS Committee Report. Eventhough Secretary, Department of Posts has informed that Postal Board will take speedy action for implementation, many hurdles including Finance Ministry’s approval are to be crossed yet.

At an event organised by the India Post department in Bengaluru today, Sitharaman unveiled the stamp which is a collector’s version and is priced at Rs 100. Subject:- Opening of joint Account by pensioner with first name of pensioner.
Attention is invited to Correction Slip No.1 dated – 08.02.2006 of Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Ranks on crediting of pension in the Joint Account of Pensioners with spouse (copy enclosed).
It has been reported that in some cases Banks are allowing the pensioners to open their pension account as Joint Account with first name of his/her spouse which may create difficulties for pensioner at the time of filing the Income Tax Returns as the income tax is assessed on the income of the pensioner and not of the spouse.
Heads of CPPCs/Government Account Divisions of all the banks are advised to instruct their bank branches to facilitate the retiring employees approaching them for opening their pension accounts before their retirement. In case of Joint. Account, the same may be opened with first name of pensioner only.
This issues with the approval of Competent Authority.

7th Pay Commission – NJCA may call for Strike if Committee on Allowances further delays Report

The National Joint Council of Action (NJCA), aggrieved over the delay on higher allowances under the 7th Pay Commission recommendations, may call for nationwide strike if the Committee on Allowance fails to submit its final report.
According to media reports, the Committee on Allowances is likely to submit its report on higher allowances under the 7th Pay Commission to the Finance Ministry this week. But there is no official confirmation in this regard. It’s been almost nine months since the formation of the Committee on Allowances, but it is yet to submit its report.
Meanwhile, the National Council Staff Side has called a meeting on May 2 of the Joint Consultative Machinery (JCM) to discuss the next course of action if the Committee on Allowance further delays report.
National Joint Council of Action (NJCA) convenor Shiv Gopal Mishra said the central government employees might go on strike if the Committee on Allowances delays the report further or rejected their demands.
The NJCA is leading the negotiation over 7th Pay Commission on behalf of central government employees. Shiv Gopal Mishra also informed that the issues of abolition of ‘option 1’ for pensioners will be discussed at the JCM meet too. Option 1 allowed pensioners to avail their pension hike as per the pay band in which they were enrolled at the time of retirement. Pensioners were forced to accept option 2 as option 1 had been rejected.
“The JCM meeting is called on May 2. Whether the Lavasa Committee submits it report or not (by the end of the month), the meet would be held. If the report on allowances is not tabled, then we will plan the next step of action. I cannot rule out the option of reviving the call for strike. After all, how long should the employees wait?” said Shiv Gopal Mishra.
The issue of hike in minimum pay would also be discussed at the JCM meet. “It is the centrifugal issue. All pay commission so far had kept the issue of minimum salary at the centre. We will negotiate with the government and attempt to persuade them,” he said.
The 7th Pay Commission had also recommended abolition of 52 allowances and subsuming 37 others out of 196 allowances, which triggered resentment among central government employees. Central government employees are unhappy because of the reduction in housing rent allowance (HRA) and want the government to increase basic pay from from Rs 18,000 to Rs 26,000.

It is announced for general information that during the year 2017-2018, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.9% (Seven point nine per cent) w.e.f. 1st April, 2017 to 30th June, 2017. This rate will be in force w.e.f. 1st April, 2017. The funds concerned are:—

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
