DA and DR from July to Dec 2015 – Cabinet Committee may approve tomorrow

As per media news, the Cabinet committee in its meeting tomorrow is likely to approve an additional Dearness Allowance for Central Government employees due from July 2015.

The second installment of this year, from July to December 2015, an additional DA is finalized hike by 6% as per the calculations recommended by 6th CPC. Now the Central Government employees and pensioners are getting 113% DA and DR, after the declaration by the Cabinet Committee on DA, it will become 119%.

6 months of the All India Consumer Price Index (CPI-IW) from Jan to Jun 2015 is the key points to calculate DA and DR from July 2015, the below table describes the calculation clearly…

Sub: Uniform Pension Scheme to retiring Railways employees at par with ex-servicemen – reg.

At the outset, the National Federation of Indian Railwaymen (NFIR) thanks the Government for conceding to the demand of ex-Servicemen for introduction of “One Rank – One Pension” for them.

In this connection, I would invite your kind attention to the case of Railway employees numbering over 1.3 million as placed below:-


The Railway employees have been subjected to injustice as a result of introduction of New Pension Scheme (which is a contributory pension scheme) with effect from 01/01/2004. Consequently, those employees who joined railways on and after 01-01-2004 are governed by the contributory pension scheme with present nomenclature “New Pension System”(NPS).

Presently, there are two sections of Rail Workforce – One governed by the Liberalized pension Scheme (applicable to pre 01-01-2004 appointees) and the other one governed by the contributory pension scheme i.e. NPS applicable to post 01.01.2004 appointees. Since 2004, NFIR has been pressing the Government of India and the Ministry of Railways to withdraw New Pension Scheme as the duties and responsibilities of Railway employees are very complex, Complicated and their working conditions are arduous as they perform duties at remote places, extremist infested areas, jungle areas, without any supply chain. Vast percentage of Railway employees cannot afford to have timely medicines, social life, schooling facilities etc.,

Pursuant to the discussions held with the Railway Ministry on our pending demand seeking abolition of New pension-Scheme in Railways, the then Railway Minister Shri Mallikarjun Kharge had agreed with the demand and accordingly he had sent a communication to the Finance Ministry on 29-03-2014 duly explaining the nature of duties of the Railway employees and seeking Government’s approval for exempting the Railway employees from the NPS whereby they can be governed by the Liberalized pension scheme. This issue is continued to remain unresolved.

For your kind appreciation, I mention here that according to the report of the Dr.Anil Kakodkar committee, Submitted to the Railway Ministry in the year 2012. the death rate of Railway employees in the courses of performing duties was much larger than the public. I quote below the figures given by the High Level Safety Review committee headed by Dr.Kakodkar.

The above position reveals that the Railway employees killed during the period 2007-08 to 2011 were 1600 while those injured on duty were 8700. This figure would convince that the duties of Railway employee cannot be treated as less arduous in comparison with the defence and para-military forces. Like armed forces, Railway employees are expected to remain at their place of posting even during periodic rest and they cannot afford to leave the headquarters and they perform duties under open sky facing inclement weather conditions and ensure running of trains round the clock.

It would therefore, be necessary to exempt Railway employees from the New Pension System (NPS).

2. Need to provide Uniform pension Scheme or One Rank – One Pension to Rail Workforce:

The Railway employees discharges their duties round the clock by shifts and over 85% staff work in remote places where no human life exists. Their duties are safety- oriented. The are facing continuous stress and strain in the course of performing. Train passing duties causing health hazards leading to pre-mature death, medical invalidation at a scale larger than the armed/Par-Military forces. The demand for introduction of Uniform Pension Scheme to Railway employees of the same rank regardless of their date of retirement deserve consideration like that of retiring armed personnel.

I therefore, request you to kindly see that the Government accords approval, exempting Railway employees from the New Pension System for the purpose of covering them under the Liberalized Pension Scheme. I also request that “One Rank – One Pension” Scheme i.e. uniform pension for Railway employees retiring in the same rank regardless of their retirement may kindly be approved by the Government, considering the fact that Railway personnel are serving the nation, transporting military hardware and the army to the borders and ensuring uninterrupted movement of rail transport services at all times round the clock in all weather conditions.

One Rank One Pension – Army’s 40 Year Dream Comes True; to be Implemented from July 1, 2014

OROP Scheme : The long-pending demand of the ex-servicemen, for which they have been fighting for decades, has finally been granted.

The Centre has finally decided to implement the OROP. Defence Minister Manohar Parrikar has made the announcement in this regard.

Although it is being generally said that the demand was being made for 40 years, the movement picked up momentum only about 10 years ago. All their protests, to attract the Centre’s attention, have finally succeeded, one must say.


Some even accuse that the centre had granted the OROP after buckling under pressure due to the protests from the ex-servicemen.

The fact that the ex-servicemen have welcomed the move, despite some unfavourable clauses being introduced by the Government in the original bill, must be appreciated here. Arguments and debates continue over the revision clauses- those in service get a revision of pension each year. This is one of the major disagreements between the government and the protesters. The protesters expected a revision once every two years, but the government has remained adamant over revision once every five years.
NEW DELHI: Defence minister Manohar Parrikar said on Saturday that the government has decided to implement the "one rank, one pension" scheme.



Here is the highlights of Parrikar's announcement on the OROP:

1. OROP will be implemented from July 1, 2014 and the base year would be 2013.
2. The estimated cost to implement OROP would be between Rs 8,000 crore to Rs 10,000.
3. Pension of ex-servicemen will be revised every five years.
4. Re-fixed pension will be the average of minimum and maximum pension in 2013.
5. OROP arrears to be paid in 4 half-yearly installments.
6. Those drawing pensions above the average will be protected.
7. A one-member judicial committee will be constituted. It will give reports on equalisation period in 6 months.
8. Personnel who retire voluntarily will not be covered under OROP scheme.

113 lakh employees from the public, private and foreign banks are joining the nationwide strike called by trade unions to protest the “anti-labour” policies of the Narendra Modi government.

2“Around 13 lakh employees and officers from 25 public sector banks, 11 private sector banks and nine foreign banks will be on strike tomorrow,” All-India Bank Employees Association (AIBEA) said.

3Besides these banks, employees from 56 regional rural banks, 650 cooperative banks, the Reserve Bank, Nabard and Sidbi will also be on strike.

4In all, 14 unions representing bank employees and officers will be supporting the day-long stir called by 10 Central trade unions.

5Bank unions are also protesting against the government’s plan to revamp the working of the public sector banks. “We will fight against the government’s backdoor attempts to hand over public sector to corporates,” they said.

6The trade unions have given the strike call over a 12-point charter of demands, including withdrawal of the proposed “anti-worker” amendments in labour laws and stopping the disinvestment and privatisation of PSUs.

                  FNPO affiliated unions Divisional /Branch/Circle secretaries are organised successful strike across the country. Though our Federation issued strike notice in the last minute our colleagues made the strike successful  in the base.
                During Verification process our sister unions played all sort of misdeeds in the Branches / Divisions this has resulted in wide gap between sister unions and us.
                Our Federation explains the reasons for participating 2 September 2015 strike to the colleagues through circulars and e mails.   Some of the colleagues are not agreeing with Federation but organized strike well in their Circle/Divisions/Branches. Inter Ministerial Committee Holds Wider Consultations with Trade Unions on Charter of Demands Appeals to Reconsider Proposed Call for Strike in View of Discussions


The Second meeting of Inter-Ministerial Committee (IMC) continued discussion on 12 Demands Charter of Trade Unions for the second day here today in continuation of discussions held yesterday. The Committee comprises Shri Arun Jaitley, Finance Minister, Shri Bandaru Dattatreya, MoS(IC) Labour and Employment, Shri Dharmendra Pradhan, MOS(IC) Petroleum and Natural Gas, Shri Jitendra Singh, MoS DOPT, and Shri Piyush Goel, MoS (IC),Power. During the discussions Trade Unions expressed concern and asked for clarifications on their demands. Addressing their concerns and expectations, the Finance Minister explained policies on which the Government is working and assured that the Government is committed to welfare of labour. Underlining the importance of role of Trade Unions, Shri Jaitely assured the Central Trade Unions that all labour laws reforms will be done with due discussions and tripartite consultations.

In view of the discussions held in conducive and cordial atmosphere, the IMC appealed to Trade Unions to reconsider the proposed call for strike on 2nd September, 2015.The Trade Unions have agreed to consider the appeal.

In view of the suggestions given by Central Trade Unions in the meetings held on 19th July, 26th August and 27th August, 2015, the Government assured the following :

1. Appropriate legislation for making formula based minimum wages mandatory and applicable to all employees across the country.

2. For the purposes of bonus the wage eligibility limit and calculation ceiling would be appropriately revised. Earlier in 2006-07 the calculation ceiling was decided at Rs.3500/- and eligibility limit was wage of Rs.10,000/- per month which is proposed to be revised to Rs.7,000 and Rs.21,000 respectively.

3. The Government is expanding the coverage of social security and working out ways to include construction workers, Aanganwari workers ,ASHA workers and Mid Day Meal workers.

4. Regarding contract workers the Government assured that they will be guaranteed minimum wages. Moreover, the Government is working out ways so that workers of industries will get sector specific minimum wages.

5. Government has already enhanced minimum pension for EPFO members and every pensioner gets minimum pension of Rs.1000/- per month perpetually.

6. Labour laws reforms will be based on tripartite consultations as already stated by the Prime Minister. The States are also being advised to follow the tripartite process.

7. For strict adherence to labour law enforcement, advisory has been issued to the State/UT Governments and strict monitoring has been initiated by Central Government.

8. For employment generation Mudra Yojana, Make in India, Skill India and National Career Service Portal initiatives have been taken.

9. Abolition of interviews for all primary jobs which do not require any special knowledge/expertise, is being done for transparency and expediting the process of recruitment.

10. Inflation is lowest in the last many years excepting two items onion and pulses. Government is taking necessary steps to contain the higher prices of these two commodities also.

It was further clarified that there is no ban on filling up of vacancies in Government jobs and all concerned Departments are taking necessary action to fill-up these vacancies. It was further assured that the Government is committed to job security, wages security and social security to the workers. The issue of equal wages for equal work for contract workers is an issue requiring wider consultations and a committee will be constituted, if required.

7th Pay Commission Gets 4-Month Extension

48 லட்சம் மத்திய அரசு ஊழியர்களின் சம்பளத்தையும், 55 லட்சம் ஓய்வூதியதாரர்களின் ஓய்வூதியத்தையும் மாற்றி அமைப்பதற்காக நீதிபதி ஏ.கே. மாத்தூர் தலைமையில் 7–வது சம்பள கமிஷனை முந்தைய மன்மோகன் சிங் அரசு அமைத்தது. 10 ஆண்டுகளுக்கு ஒரு முறை இப்படி சம்பள கமிஷன் அமைப்பது வழக்கமான ஒன்றாகும்.
7–வது சம்பள கமிஷன், தனது பரிந்துரைகளை இறுதி செய்யும் பணியில் ஈடுபட்டுள்ளது.
அறிக்கை தாக்கல் செய்வது தொடர்பாக நீதிபதி ஏ.கே. மாத்தூர், டெல்லியில் நேற்று செய்தி நிறுவனம் ஒன்றிடம் பேசினார். அப்போது அவர், ‘‘7–வது சம்பள கமிஷன் அறிக்கை அடுத்த மாத இறுதியில் அரசிடம் தாக்கல் செய்யப்படும்’’ என கூறினார்.
இந்த சம்பள கமிஷனின் பரிந்துரைகள், அடுத்த ஆண்டு ஜனவரி 1–ந் தேதி முதல் அமலுக்கு வரும்.

The Union Cabinet on Wednesday extended the deadline for the Seventh Pay Commission to submit its recommendations by four months.
Earlier, it was reported that the commission, headed by Justice AK Mathur, had sought one-month extension of the deadline.
Appointed by the then UPA government in February 2014, the commission was given 18 months to submit its report. The time allotted for the commission was to expire this month.
The finance ministry estimates the central government's salary bill to rise by nearly 16% to Rs 1.16 lakh crore in the next financial year 2016-17 with the implementation of the recommendations of the Seventh Pay Commission.
The pay commission is likely to recommend hike in government employees' salaries by nearly 40%, according to an analyst at global brokerage firm Credit Suisse.
An official of the commission had said that the recommendations "need to be effective from 1 January 2016, or by April 2016 at the latest".
"It will be the government's prerogative when to implement it. But beyond 1 January 2016, there will be arrears. But then, the government will be subject to criticism. Earlier, they had hidden behind Pay Commissions giving late reports," he had said.

2ND SEPTEMBER 2015 STRIKE - OUR FUTURE SURVIVAL
Appeal to Divisional Secretaries/Circle Secretaries of FNPO affiliated unions Importance of 2nd September 2015 Strike
Dear Colleagues,
               You are aware that our Federation and its affiliated unions have issued strike notice on 17-8-2015 to participate in the 2nd September 2015 strike called by national trade union centres.
              Our Federation is aware how our sister unions targeted our members during verification. We received hundreds of complaints from various corners complaining about the sister unions and their atrocities. The Federation is very well aware about the local issues. But we have to think globally and act locally. This is the time to go on strike at the national level. If we choose to stay away from strike on the pretext of local animosity, we will be branded as anti-strikers sister unions are expert to propagate against us in this regard. Majority of innocent members always believe false propaganda of sister unions. We should not give room to them, We mentally satisfied with the demands which are placed by the national trade union centres, especially item No. 5 Minimum wage as Rs. 15000/- for Indian worker. Unless minimum wage is raised, we cannot demand Rs. 26000/- raise for Central Government employees. Like-wise, disinvestment, FDI and anti-labour laws are very important for indian Workers today. In regard to Part II now 7th CPC is going to submit its report in August/September 2015. But till date inclusion of GDS case in the 7th CPC purview has been rejected by the Government twice. This is unfair, unethical and unjust and we cannot accept the stand of the Government/Department. The Department/Government is always showing step-motherly treatment to the GDS employees.
             In Railways, Income Tax Department Central Secretariat and other Central Government establishment, Cadre Restructuring has already been implemented. But in our Department it is still pending including MMS. This is the time to show our anger against the Government/Department. Our Federation therefore requests all our colleagues to go on strike on 2nd September 2015. If the strike becomes successful, it will pave way for settling many issues across the table.
I request all our affiliated unions let us keep aside our differences with the sister unions for the time-being to achieve our main goal from the Government/ Department. Unless we achieve the goal, we will not be respected by the members. Do participate in the strike and make the strike thundering success. This is for our future survival.

FAQ about Internet Banking in India Post

1. What is Internet banking?

     Internet banking is the easy and most convenient way to transact- anytime, anyplace, at your convenience. Department of Posts offers Internet Banking services to the customers as a part of Core-banking solution.

2. I don't have a computer. Can I use DoP internet banking services?

     You can access DoP internet banking portal from any computer that has internet connectivity. Please make sure that the computer is Malware free. Avoid using internet banking portal at Cyber Café.

3. What are the procedures to access DoP internet banking?

     First of all you need to have an account at a Post office. You also need to register for the Internet banking service with the Post office. The PO branch will collect your application request for DoP internet banking and will be processed in 10 working days. You may need to visit your Post office for collecting your login credentials. During the first login, you need to go through a simple initialization process.
4. I do not have an account with Post office. What should I do?
     You are welcome to open it now. It is very easy to open an account in Post office. Please visit any nearest Post office which is migrated into CBS network and open the account. Avail our facilities once you open an account.

5. I want to register for Internet Banking. What do I do?

     Visit the Post office where you have opened the account. Our officials will guide you with the formalities.

6. Why are the user name and password so cryptic?

     The user name and password are system generated. We have no control over this process. During your first visit to DoP Internet Banking Portal, you must mandatorily change your user name and password.

7. Can I change the user name and password that were assigned to me?

     Yes. It is mandatory for you to change the system generated user name and password when you first logon to DoP Internet Banking Portal. Later at any point of time, you can change your password but not the user name. If needed, user name can be changed but only once.

8. Can I change my password?

     Passwords can be changed any time and any number of times. In fact we recommend that your password should be changed periodically to secure access to your account information.

9. What are the good practices for creating a password?

You are requested to select a word that is not available in an English Dictionary.
  • Do not assign your name, your family or vehicle number as your password as it can be easily guessed.
  • Change your password frequently.
  • Please commit your password to memory. Do not write it down or paste it somewhere.
  • Do not divulge your password to anybody even if they claim to be from Post office

10. What happens if I forget my logon password?

     Click on the 'Forgot password' link in the site and provide the requested information. A new password will be sent to your registered email address.

11. What happens if I forget my Internet banking username?

     If you forget the Internet banking user name, contact your Post office branch and re-register yourself.

12. I am unable to login with the user name and password assigned to me. What should I do?

     The user name and password are cryptic in nature because they are system generated and are case sensitive. When you are typing the user name and password for the first time, ensure that you type the characters as they appear in the document sent to you. If you still encounter problems, log a complaint in the "Complaints" link in the login page or contact your Post office branch immediately.

13. I want to know more about Post office and its services.
