Deposits above Rs. 2.5 lakh to face tax, penalty on mismatch

Further dangling the stick, government tonight warned that cash deposits above Rs. 2.5 lakh threshold under the 50-day window could attract tax plus a 200 per cent penalty in case of income mismatch.“We would be getting reports of all cash deposited during the period of November 10 to December 30, 2016, above a threshold of Rs. 2.5 lakh in every account.

“The (tax) department would do matching of this with income returns filed by the depositors. And suitable action may follow,” Revenue Secretary Hashmukh Adhia said tonight.
Any mismatch with income declared by the account holder will be treated as a case of tax evasion.
“This would be treated as a case of tax evasion and the tax amount plus a penalty of 200 per cent of the tax payable would be levied as per the Section 270(A) of the Income Tax Act,” he said.
The government has allowed citizens to deposit in their bank accounts old currency of Rs. 500 and Rs. 1,000 denominations, which had been declared invalid in the nation’s biggest crackdown on blackmoney, corruption and counterfeit notes, between November 10 and December 30.
Adhia said small businessmen, housewives, artisans and workers who had some cash lying as their savings at home should not be worried about any tax department scrutiny.
“Such group of people... need not worry about such small amount of deposits up to Rs. 1.5 or 2 lakh since it would be below the taxable income. There will be no harassment by the Income Tax Department for such small deposits made,” he said.
On people resorting to buying of jewelery, he said persons buying jewelery has to provide the PAN number.
“We are issuing instructions to the field authorities to check with all the jewellers to ensure this requirement is not compromised.
“Action will be taken against those jewellers who fail to take PAN numbers from such buyers. When the cash deposits of the jewellers would be scrutinised against the sales made, whether they have taken the PAN number of the buyer or not will also be checked,” he added.

With demonetisation of Rs 500 and Rs 1,000 currency notes, the government has directed Income-Tax Department to coordinate with all banks and furnish details of individuals who exchange cash amount of Rs 2 lakh and above.
“A key reason for scrapping these two currency denominations is to curb the huge menace of fake currency, tackle black money and make India a cashless economy,” said a senior I-T department official.
The object was also to make Indians tax complaint, which will eventually lead to higher revenues for government, he added.
The tax department has been asked to keep record of every individual along with his/her PAN card details and tally it with the tax filing. Accordingly, the department will impose penalty, which could be between 30 per cent and 120 per cent, depending on the source of income.

India has physical cash circulation of Rs 17 lakh crore, of which 88 per cent is Rs 500 and Rs 1,000 notes. Official data suggest that 40 per cent of black money is generated in real estate, while stock market and bullion transactions are other big sources.

Estimated total value of gold in India at 25,000 tonnes is Rs 70 lakh crore. India imports 750-1,000 tonnes of gold every year.

Among the key reasons that triggered the move was the moderate response to Income Declaration Scheme (IDS), which charged a one-time effective tax rate of 45 per cent on undisclosed income or property, giving a chance to domestic taxpayers to declare undisclosed income or assets by September 30. The scheme offered immunity from prosecution under the Income Tax Act, Wealth Tax Act and Benami Transactions (Prohibition) Act.

According to estimates, the government collected only Rs 65,250 crore, resulting in tax revenue of Rs 30,000 crore, about 0.2 per cent of GDP. The government has also tried to deal with the currency problem where 250 out of every 1 million notes are found fake, according to the data submitted by the Union Home Ministry to Parliament on May 3.

In 2015, investigative agencies and the Reserve Bank of India had recovered 632,000 fake currency notes with a value of Rs 30.43 crore. In 2015, various intelligence agencies filed 788 cases of smuggling and circulation of fake currency notes, in which at least 816 people were accused. It has been learnt that Delhi and Uttar Pradesh together accounted for over 43 per cent of fake currency recovered.

You are aware that our honorable. Prime Minister  Shri.Modiji had announced that Rs.500. and, Rs.1000. denomination currency will not be valid from 08.11.2016 midnight. Further, he announced that the exchange of these currencies will be done at banks and post offices. Since the majority of our HO/SOS does not have the fake currency detecting machine, during the exchange of old currencies it will be difficult to detect the fake currency. Hence it is requested to supply of fake currency detecting machines to all HO/SOs on a war-putting measure.

This is not the first time high-value notes have been demonetised

The sudden move to demonetise Rs 500 and Rs 1,000 currency notes is not new. Rs 1,000 and higher denomination notes were first demonetised in January 1946 and again in 1978.
The highest denomination note ever printed by the Reserve Bank of India was the Rs 10,000 note in 1938 and again in 1954. But these notes were demonetised in January 1946 and again in January 1978, according to RBI data.

Rs 1,000 and Rs 10,000 bank notes were in circulation prior to January 1946. Higher denomination banknotes of Rs 1,000, Rs 5,000 and Rs 10,000 were reintroduced in 1954 and all of them were demonetised in January 1978. The Rs 1,000 note made a comeback in November 2000. Rs 500 note came into circulation in October 1987. The move was then justified as attempt to contain the volume of banknotes in circulation due to inflation.
However, this is the first time that Rs 2,000 currency note is being introduced.
While announcing currently circulated Rs 500 and Rs 1,000 notes as invalid from midnight on Tuesday night, Prime Minister Narendra Modi said new Rs 500 note and a Rs 2,000 denomination banknote will be introduced from November 10.
Bank notes in Ashoka Pillar watermark series in Rs 10 denomination were issued between 1967 and 1992, Rs 20 in 1972 and 1975, Rs 50 in 1975 and 1981 and Rs 100 between 1967-1979. The banknotes issued during this period contained the symbols representing science and technology, progress and orientation to Indian art forms.
In the year 1980, the legend Satyameva Jayate -- 'truth alone shall prevail' -- was incorporated under the national emblem for the first time. In October 1987, Rs 500 banknote was introduced with the portrait of Mahatma Gandhi and Ashoka Pillar watermark.
Mahatma Gandhi (MG) series banknotes - 1996 were issued in the denominations of Rs 5, (introduced in November 2001), Rs 10 (June 1996), Rs 20 (August 2001), Rs 50 (March 1997), Rs 100 (June 1996), Rs 500 (October 1997) and Rs 1,000 (November 2000).
The Mahatma Gandhi Series - 2005 bank notes were issued in the denomination of Rs 10, Rs 20, Rs 50, Rs 100, Rs 500 and Rs 1,000 and contained some additional/new security features as compared to the 1996 MG series. The Rs 50 and Rs 100 banknotes were issued in August 2005, followed by Rs 500 and Rs 1,000 denominations in October 2005 and Rs 10 and Rs 20 in April 2006 and August 2006, respectively

.2. These orders will take effect from the date of issue of this O.M. The cases where the advances have already been sanctioned need not be reopened.
3. The other interest bearing advances relating to Motor Car Advance and Motorcycle / Scooter Moped Advance will stand discontinued.

7th Pay Commission – Cabinet may nod this month – May Accept 7th cpc Recommendations – No Hike expected.

The report of the ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, on allowances under the 7th Pay Commission recommendations, is likely to get Cabinet approval in this month.
The ‘Committee on Allowances’ is unlikely to suggest any hike in allowances and would stick with the recommendations of the 7th Pay Commission. reliable sources indicate.
The ‘Committee on Allowances’ is ready with its report on allowances under the 7th Pay Commission and will submit it to the Finance Ministry soon. The Cabinet meetings in this month is expected to approve the proposal of ‘Committee on Allowances’.
According to reports, Prime Minister’s Office (PMO) has directed the Finance Ministry to obtain report from the ‘Committee on Allowances’ and to prepare cabinet note in this regard.
Sources in the Finance Ministry said Finance Minister Arun Jaitley will soon place  allowances note before the Cabinet for approval after receiving the ‘Committee on Allowances’ report.
The central government employees have been waiting for  the allowances to be announced since July when the government issued the notification for the implementation of the 7th Pay Commission recommendations.
The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. In order to review the suggestions, Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance.
This is turning out to be a farce to buy time, as per reports.
The ‘Committee on Allowances’ was given four months to submit a report on a fatter allowance, however, the special committee is ready with the report before the deadline and waiting for Cabinet’s approval. The ‘Committee on Allowances’ is unlikely to give any respite to central government employees as it is not going to make any changes in the recommendations of the 7th Pay Commission on fatter allowances.
Sources indicate that the Finance Ministry has made it clear that the National Anomaly Committee on behalf of the government won’t consider any hike in basic pay and fatter allowances recommended by the 7th Pay Commission. Sources also said that  the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and there will be no hike in basic pay or allowances.
As per the notification for the implementation of the 7th Pay Commission, central government employees will get 14.27 percent hike in basic pay at junior levels, which is the lowest ever.

அதர்மத்தை அழிந்து  தர்மத்தை நிலைபெற்றிட 
சூரஸம்ஹர மூர்த்தியை வணங்குவோம்.
குறிஞ்சி நிலத் தெய்வமாகப் போற்றப்படுகின்ற முருகப்பெருமானுக்கு, தமிழகத்தில் பல திருத்தலங்கள் இருந்தாலும், திருப்பரங்குன்றம், திருச்செந்தூர், பழநி, சுவாமிமலை, திருத்தணி, பழமுதிர்சோலை ஆகிய ஆறு தலங்கள் முருகனின் ஆறுபடைவீடுகளாக கருதப்பட்டு பக்தர்களால் வணங்கப்பட்டு வருகிறது. போர் புரியச் செல்லும் தளபதி தனது படைகளுடன் தங்கியிருக்கும் இடம் ‘படைவீடு' என்றழைக்கப்படுகிறது. அவ்வகையில் சூரபத்மனை வதம் செய்வதற்காக முருகப்பெருமான் வேல் கொண்டு படைவீடு அமைத்து தங்கியிருந்த தலம், இரண்டாம் படைவீடாக கருதப்படுகின்ற திருச்செந்தூர் ஆகும்.
ஆறுபடை வீடுகளில் திருச்செந்தூர் மட்டும் கடற்கரையிலும், பிற ஐந்துவீடுகள் மலைக்கோவிலாகவும் அமைந்துள்ளதாக தோன்றினாலும், திருச்செந்தூரும் மலைக்கோயிலே ஆகும். புராணகாலத்தில், இத்திருத்தலத்திற்கருகே சந்தன மலை அமையப் பெற்றிருக்கின்றது. இதனால் ‘கந்தமாதன பர்வதம்' என இத்திருத்தலம் அழைக்கப் பெற்றிருக்கிறது. காலப்போக்கில் குன்று மறைந்து விட்டாலும், திருக்கோவிலின் இரண்டாவது பிரகாரத்தில் பெருமாள் சன்னதி அருகிலும், வள்ளிக் குகைக்கு அருகிலும் சந்தனமலை இருந்ததை அடையாளப்படுத்தும் வகையில் சிறுகுன்று இன்றும் அமையப் பெற்றுள்ளது.
ஐப்பசி மாதம் வளர்பிறை சஷ்டியன்று சூரபத்மனை வெற்றி கொண்டு முருகப்பெருமான் ஆட்கொண்ட தலம் என்பதால், வருடந்தோறும் இங்கு நடைபெருகின்ற கந்த சஷ்டி விழா மிகவும் பிரசித்தி.

சூரபத்மன் தன் தம்பியர்களுடன் குலகுருவாகிய சுக்கிராச்சாரியரிடம் உபதேசம் பெற்று, கடுமையான தவம் புரிந்து சிவபெருமானிடம் 1008 அண்டங்களையும் ஆளும் வரம், யாராலும் அழிக்க முடியாத வஜ்ஜிரதேகம், இந்திர ஞாலத்தோர் நினைத்த நேரத்தில் நினைத்த வடிவம் எடுக்கும் அரியவரம் பலவும் பெற்றான். சிவபெருமான் தனது சக்தியன்றி வேறு யாராலும் அழிவு கிடையாது என்று வரமருள, தேவர்களுக்குப் பலவகையான இன்னல்களைக் கொடுக்க ஆரம்பித்தான் சூரபத்மன்.
தேவர்கள் சிவபெருமானிடம் சென்று வேண்டினர். அவர் ஆறு சுடர்களை உருவாக்கி, அதனை வாயுதேவன் மற்றும் அக்னிதேவனிடம் கொடுத்து கங்கையில் சேர்க்குமாறு சொல்ல, கங்கை அச்சுடரினை சரவணப் பொய்கையில் சேர்த்தது. ஆறுதாமரை மலர்களில் ஆறு சுடர்களும் ஆறு குழந்தைகளாக உருவெடுத்து தவழ்ந்து விளையாடத் தொடங்க, கார்த்திகைப் பெண்கள் பாலூட்டி வளர்த்தனர்.
அன்னை பராசக்தி ஆறு குழந்தைகளையும் வாரி எடுத்துப் பரிவுடன் அணைத்து ஒரு உருவமும், ஆறுமுகமுமாக ஆக்கி கந்தனென்று பெயரிட்டு, ஞானசக்தியாகிய வேலாயுதத்தினை தந்தார். அதனால் திருச்செந்தூரில் படைவீடு அமைத்து, சூரனுடன் போரிட்டு தனது மறக்கருணையினால் சேவலும், மயிலுமாக ஆட்கொண்டார்.

முருகப்பெருமானின் அறுபடை வீடுகளில் இரண்டாம் படைவீடான திருச்செந்தூர் சுப்பிரமணிய சுவாமி கோவிலில் ஆண்டுதோறும் பல்வேறு திருவிழாக்கள் கொண்டாடப்படுகின்றன. அவற்றுள் முக்கிய திருவிழாவான கந்த சஷ்டி திருவிழா 31-ம் தேதி (திங்கட்கிழமை) தொடங்கியது. ஆறாம் திருநாளான வருகிற 5-ம் தேதி (சனிக்கிழமை) அதிகாலை ஒரு மணிக்கு கோவில் நடை திறக்கப்படுகிறது.
1.30 மணிக்கு விசுவரூப தீபாராதனை, 2 மணிக்கு உதய மார்த்தாண்ட அபிஷேகம், 9 மணிக்கு உச்சிகால அபிஷேகம், தீபாராதனை நடக்கிறது. பகல் 12 மணிக்கு யாகசாலையில் தீபாராதனை நடக்கிறது. மாலை 4.30 மணியளவில் சுவாமி ஜெயந்திநாதர் சூரசம்ஹாரத்துக்கு எழுந்தருள்கிறார். பின்னர் கடற்கரையில் சுவாமி ஜெயந்திநாதர், சூரபத்மனை வதம் செய்யும் சூரசம்ஹார நிகழ்ச்சி நடக்கிறது.

and Shri.Sivaji- CS AP submitted representations regarding GDS compassionate appointment, GDS Rule-3 transfer, NUGDS trade union facilities, Dettachment of GDS MC/MD duties to BPM and discussed about allowances of departmental employees. A detailed memorandum submitted to Secretary for recommending Govt.of India regarding GDS pay committee recommendations 
IP exam key also going to release within week days.

The outcome of the 5th meeting of the committee on Allowances constituted to examine the recommendations of the 7th CPC regarding allowances .

On 4/11/2016 the meeting was conducted under the Chair of Fiance secretary & secretary (expenditure). During the meeting India Post Chairman, Postal board, Member (P), DDG (Esst.) , DDG (P)&Director (Esst.)   are present. From the staff side, 3 Federations Secretaries Generals have participated.
The Department of Posts submitted a proposal that the need for retaining the  following allowances. .

1) Fixed Monetary Compensation to Postmen @Rs 300 per day for an additional full beat and Rs 150 per day for sharing of beat (half beat) and further proposed to increase by 25% every time when DA reaches 50%  

2) Special Allowance to PO&RMS Accountants. The allowance is required to be continued as this special allowance has been sanctioned in lieu of Higher pay scale. If abolished one increment is to be allowed on promotion which costs more to the Department. Therefore, it is proposed to grant special allowance equivalent to one increment, which will be kept separately and not to be added to the basic pay. Other conditions applicable to present allowance will remain in force.(ie if this allowance is drawn for 3 years, it will be added to basic pay while pay fixation on promotion.

3) Cycle allowance to Postmen: Must be retained while doubling the amount to Rs 180 p.m. and further increase by 25%every time the DA increases by 50%
4) Cash handling and Treasury allowance: The cash Handling allowance should be retained and need to doubleed and further increase by 25% every time the DA increase by 50%
5) Fixed Medical allowance: The FMA may be allowed @ Rs 2000/ per month enhancing from Rs 500 p.m. being paid at present.
6) Headquarter allowance: Proposes to retain the Headquarters allowance at the uniform rate of 10% of the basic pay subject to the ceiling of Rs 9000/ per month.
7)  Overtime Allowance: It  is proposed Rs 100 per hour and further increase by 25% every time the DA increase by 50%
After a long discussion on the revision of above allowances, the Fiance secretary  wants the quantum of the Fund required by the Department of Post to meet the Expenditure. Our departmental officers who are present at the meeting agreed to give fund details shortly.
Let us hope Fiance Ministry will agree our Department proposal.

Your provident fund (PF) and Employee Pension Scheme (EPS) dues will be paid by the Employees’ Provident Fund Organisation (EPFO) on or before the day you retire. A decision to this effect has been taken by EPFO and instructions have been issued by the Central Provident Fund Commissioner, V P Joy on Tuesday to all its offices as a follow up the directions received from Prime Minister Narendra Modi at the recent PRAGATI review meeting held on October 26. The PRAGATI (Pro-Active Governance And Timely Implementation) was held to reviewing programmes and projects of the central and state governments. 
“It has been decided that PF and pension payments to members of EPF Scheme 1952 and EPS 1995 are made on the date of retirement itself,” Joy has said in his communication to EPFO offices.The move comes a day after the CPFC issued instructions regarding settlement in respect of death cases on priority within 7 days.
Joy has instructed EPFO offices to take several steps to ensure payment of dues on the day of retirement. These include:Generate a monthly list of retiring EPF/EPS members attaining the age of superannuation three months in advance by concerned offices. This should be communicated to the concerned members and their respective employers.
The employers should be requested to make payment of contributions in advance in respect of such retiring employees one month in advance of the date of their retirement.A complete set of PF and pension claim form along with the communication to fill up the forms and submit to the concerned office complete in all respect at least 14 days prior to the date of retirement should be sent to the retiring employees
The PRO and officials in the Facilitation Centre should be instructed to scrutinise the claim forms received in respect of retirement cases and guide the claimants for submission of all required documents in one attempt only.For this purpose an official trained and deputed in the facilitation centre will receive the retirement claims. Proper display in regard be made on the seat/counter “please contact for retirement cases’ in Hindi, Regional Language and English
All such retirement claims should be stamped in bold ‘ Retirement claims – Top Priority” The PF claim settlement amount must invariably be credited to the member accounts on or before the date of retirement.
