Consumer Price Index for Industrial Workers (CPI-IW) – October, 2014
The All-India CPI-1W for October, 2014 remained stationary at 253(twohundred and fifty three). On 1-month percentage change. it remained static between September, 2014 and October, 2014 when compared with the rise of 1.26 per cent between the same two months a year ago.
The largest upward pressure to the change in current index came from Miscellaneous group contributing (+) 0.28 percentage points to the total change. At item level, Wheat, Wheat Atta, Arhar Dal, Potato. Green Coriander Leaves, Lemon, Guava, Tea (Readymade). Snack Saltish, Cigarette. Firewood, Primary & Secondary School Fee, Private Tuition Fee, Toilet Soap, Tailoring Charges. etc. are responsible for the increase in index. However, this increase was restricted to some extent by Coconut Oil, Onion. Apple. Banana. Cauliflower, Gowar Phali, Tomato. Sugar, Medicine (Allopathie). Petrol. etc.. putting downward pressure on the index.
The year-on-year inflation measured by monthly CPI-1W stood at 4.98 per cent for October, 2014 as compared to 6.30 per cent for the previous month and 11.06 per cent during the corresponding month of the previous year. Similarly the Food inflation stood at 4.48 per cent against 6.46 per cent of the previous month and 15.02 per cent during the corresponding month of the previous year.
At centre level, Munger Jamalpur reported an increase of 12 points followed by Goa (11 points), Srinagar (7 points), Giridih and Sholapur (5 points each) and Coonoor (4 points). Among others, 3 points rise was observed in 10 centres, 2 points in 9 centres and 1 point in 5 centres. On the contrary, Chhindwara recorded a decrease of 5 points. Among others, 3 points fall was registered in 5 centres, 2 points in 5 centres and 1 point in 16 centres. Rest of the 21 centres’ indices remained stationary.
The indices of 37 centres are above and other 41 centres’ indices are below national average.

Central Govt. Planning to reduce retirement age from 60 to 58 ?

In a move that would help curb the relentless increase in the Centre’s non-Plan spending and ease the way for infusion of more young blood and professionalism into the country’s largely moribund bureaucracy, the Narendra Modi government is planning to reduce the retirement age of central government employees from the present 60 to 58.


The move that comes at a time when the Seventh Pay Commission is mulling another sharp boost to the pay structure of the Centre’s 5-million-strong workforce is also aimed at creating the requisite space for lateral entry of technically qualified professionals into the government, official sources told FE.

The retirement age was last revised in 1998, when the then NDA government led by Atal Bihari Vajpayee raised it from 58 to 60 years. The last UPA government had reportedly considered enhancing the retirement age further to 62 just before the general elections, but dropped the move.

The superannuation age was increased from 55 to 58 way back in 1962.

The total wage and salaries bill of the central government, excluding PSUs but including the railways, rose sharply between 2008 and 2010 due to the revised pay scales (along with payment of arrears) implemented as per the Sixth Pay Commission’s proposals.

The wage bill rose from Rs 1.09 lakh crore in 2007-08 to Rs 1.4 lakh crore in 2008-09, and further to Rs 1.7 lakh crore in 2009-10, before the growth moderated to Rs 1.84 lakh crore in 2010-11. The government spent Rs 2.54 lakh crore in wages and salaries in 2013-14. The railways (with 1.4 million employees), defence (civil), home affairs, India Post and revenue account for more than 80% of the total spending of the Centre on pays and allowances.

Thanks to successive pay commissions, the salaries and other emoluments of government employees have, on average, more than doubled in every decade since independence even though lack of sufficient performance incentives is still considered to be a drawback.

A merger of 50% of the dearness allowance with the basic salary, likely to be part of the Seventh Pay Commission’s award, which is to implemented from 2016, is expected to hike the Centre’s wage bill by a third and strain its fiscal situation. In February this year, the government hiked DA to 100%, from 90%, benefiting both its employees and 3 million pensioners.

The Centre’s expenditure on pension stood at Rs 74,076 crore in 2013-14 and the estimate for the current fiscal is Rs 81,983 crore. However, growth in the outgo on pension is expected to moderate due to the National Pension System based on the concept of defined contribution, launched in January 2004. The NPS has been accepted by large sections of central government employees and most state governments have shifted their employees to the new system.

According to Madan Sabnavis, chief economist at CARE Ratings, reducing the retirement age will give the government an opportunity to outsource more jobs, including by bringing in people as temporary consultants, who will then have to be paid only a fixed salary but not pension or provident fund. Their salary component will then show up as administrative costs, rather than as wage bill.

The finance ministry is weighing the pros and cons of the proposal to cut the retirement age. The move, sources said, is also in line with the BJP’s manifesto, which had promised to rationalise and converge ministries, departments and other arms of the government, open up government to draw expertise from industry, academia and society and tap the services of the youth in particular to contribute to governance.

Secretary (Posts) felicitates Arjuna Awardee

Secretary (Posts) today felicitated Ms. Parul Dalsukhbhas Parmar, Postal Assistant, Gandhinagar HO for winning a Gold Medal in Women’s Singles and Silver Medal in Mixed Doubles at Asian Para Games – 2014 held at Incheon, South Korea in October, 2014. Ms. Parmar has won several medals in badminton tournaments held in India as well as international tournaments held in Israel ( 2004 & 2005 ), Malaysia (2004 & 2006), Thailand (2007), Taiwan (2007), Germany (2009 & 2013) and China (2010). She has so far won 14 medals, 5 Silver medals and 4 Bronze medals. She has also won international Role Modal Award in 2006 as well as the prestigious Arjuna Award 2009.

Secretary (Posts) congratulated Ms. Parmar on her exceptional achievements in the field of sports which have brought pride to the country and Department of Posts in particular.

Amending-CCS-Rules to make working conditions more conducive for women

As per the new definition contained in the Explanation (1) under the amended Rule 3C of the Central Civil Services (Conduct) Rules, 1964, “sexual harassment” includes any one or more of the following acts or behaviour (whether directly or by implication) namely : –
(i) physical contact and advances; or
(ii) a demand or request for sexual favours; or
(iii) making sexually coloured remarks; or
(iv) showing pornography; or
(v) any other unwelcome physical, verbal, non verbal conduct of a sexual nature.
The following circumstances, among others, if it occurs or is present in relation to or connected with any act or behaviour of sexual harassment may amount to sexual harassment : -
(i) implied or explicit promise of preferential treatment in employment; or
(ii) implied or explicit threat of detrimental treatment in employment; or
(iii) implied or explicit threat about her present or future employment status; or
(iv) interference with her work or creating an intimidating or offensive or hostile work environment for her; or
(v) humiliating treatment likely to affect her health or safety
Further, as per Explanation (1)(c) under the Rule 3C of the Central Civil Services (Conduct) Rules, 1964, “workplace” includes,-
(i) any department, organisation, undertaking, establishment, enterprise, institution, office, branch or unit which is established, owned, controlled or wholly or substantially financed by funds provided directly or indirectly by the Central Government;
(ii) hospitals or nursing homes;
(iii) any sports institute, stadium, sports complex or competition or games venue, whether residential or not used for training, sports or other activities relating thereto;
(iv) any place visited by the employee arising out of or during the course of employment including transportation provided by the employer for undertaking such journey;
(v) a dwelling place or a house .
This was stated by Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh in a written reply to Shri Rajan Vichare in the Lok Sabha today

Representation of OBC,SC,ST in Higher Officers

The representation of SC & ST officers in the higher echelon of bureaucracy has been indicated in the table below. As far as OBC officers are concerned, the reservation for officers belonging to OBC started w.e.f 1994. The officers who qualified under OBC reservation system are yet to gain the requisite seniority for appointment as Additional Secretary, Special Secretary and Secretary. The appointment of officers depends on their empanelment to hold the post at the relevant level and willingness to come on Central deputation.
The number of Secretary, Special Secretary, Additional Secretary and Joint Secretary in various Ministries/Departments under the Central Staffing Scheme, as per available records, are as under:

The posts of Secretary of Scientific Departments, Ministry of External Affairs, Department of Legal Affairs and Legislative Department under the Central Government are not under the Central Staffing Scheme.
To fill up the post of Secretary, Additional Secretary and Joint Secretary in Ministries/ Departments of Government of India under the Central Staffing Scheme (CSS), the officers of various services participating under the CSS are considered for empanelment to hold these posts. These posts are not cadre posts of any service. Out of the empanelled officers, those who give their option for deputation are considered for appointment under the CSS. There is no provision for reservation of SCs/STs in the posts under the CSS. However, at the time of empanelment every effort is made to empanel officers belonging to SC/ST categories, if necessary, by adopting liberal benchmark as compared to officers of General category.
Since these post under CSS are not cadre posts of any service, the question of promotion to the rank of Additional Secretary/Joint Secretary under the CSS does not arise. The promotion to such officers are given in the Cadre.

Dear Colleagues,
You are aware that the Postal JCA has decided to go ahead with the programme which we planned earlier. The Department of Posts does not respect our sentiments. Every demand which we raised in the charter of Demands is either rejected or delayed indefinitely by the Department. Taking into consideration of the present condition, the Postal JCA has decided to go ahead with our original programme, “March to Parliament” on 4th December 2014.
The following places/locations have been arranged for staying purpose for participants in the programme.
1.      Sanatan Dharam Sabha
Shiv Mandir
2283, Ashok Nagar
Faiz Road, Karol Bagh,
New Delhi 110 005.
2.      MTNL Quarters
CH 17-18, Atul Grove Road,
New Delhi 110 001.
In both the above places, our Federation will provide bedding for the participants.
Ø The Federation is unable to provide any kind of food to the participants.
Ø Participants may make their own arrangements in respect of food. Further we are unable to provide hot water to participants during their stay.
Ø  In December,the climate in Delhi will be of severe cold. Therefore participants are requested to bring necessary clothing so as to bear the cold.
Ø The March to Parliament will start at 10 a.m. from Jantar Matar.
All the participants of FNPO affiliated unions are requested to come to MTNL Quarters at Atul Grove Road at 9.30 a.m. FNPO procession will start from Atul Grove Road to Jantar Mantar and join with NFPE participants. From there we will proceed to parliament. Participants are requested to bear any inconvenience caused during their stay in Delhi. We are unable to provide proper accommodation to the participants at Delhi due to paucity of funds with the Federation. However we provide accommodation which is not lesser than that of NFPE participants. The places of stay mentioned above will be available from 3rd December to 5th December2014 up to 10 a.m. Therefore participants are advised to reach Delhi on 3rd December and leave by 5th December 10 a.m. The participants belonging to Delhi, Punjab, Haryana and Himachal Pradesh are requested to come on the morning of 4th December.
The intention to hold “March to Parliament” is to show our strength as well as our anguish and protest against the Department / Government. Therefore all participants should bear the inconvenience during the stay in Delhi .FNPO hopes and trusts the participants will raise to the occasion.

The Train Tickets can book from today onwards and Please avoid the eleventh hour rush and mental agony. 
 About Bhilai
                 The Bhilai is just 32 Kilometer from the the capital city (Raipur) of Chattisgarh State. Bhilai is well connected to all major Indian Places by train.
The nearest major railway station is the Durg Railway station, about half an hour from the city as it has almost all major train stoppages.  
Bhilai, known as ‘Mini India’ owing to its multiculturalism and diversity is the second largest city located in the state of Chhattisgarh. It has won accolades for being one of the fastest developing cities of the world. It is known for its lush green and clean environment and serene atmosphere. Besides housing the famous Bhilai Steel Plant, it also boasts of a number of tourist attractions including religious places as well as historical relics and picnic spots. Tourist Attraction in and around Bhilai :

Bhilai Steel Plant: It is one of the main attractions in Bhilai. The plant is known for producing beams, rails, angles, crossings, sleepers, plates, channels, wide rods etc.

Maitri Bagh: It is a combination of a landscaped garden and a zoo, and was established by Bhilai Steel Plant. Also known as the ‘Friendship Garden’, it stands as a symbol of India-USSR friendship.

Uwasaggharam Parshwa Teerth:    It is a Jain Temple in Nagpura. Dedicated to Shri Parshwanath it houses several beautiful temples, guesthouses and gardens and is worth visiting.

Dhamdha: The Dhamdha Shrine about 35 kilometres from Bhilai and is one of the most prominent tourist spot for Hindus.

Tandula Dam: About 60 kilometres from Bhilai, it is a famous tourist spot and attracts hundreds of tourists, especially during the winter. Various restaurants and accommodation options are available here.

Deobalod: At about 3 kilometres from Bhilai, it is home to an ancient Shiv Mandir.

Civic Center: Known to be the shopping hub of Bhilai, it offers a variety of options for social activities, entertainment and shopping.

Ganga Maiya Temple: About 60 kilometres from Bhilai, this temple located at Jhalmala has its own importance among the locals as well as tourists.

Hajra Falls: Situated at about 100 kilometres from Bhilai, amongst dense forests, hills and tunnels, this place is a popular picnic spot and a visual delight for the tourists.

Siyadevi: Located amidst a forest, this place is known for the famous temple dedicated to Sita Maiya and a natural waterfall between July and February.

Kali Bari: This temple dedicated to Goddess Kali is located in sector 6 of Bhilai.

Kharkhara: A dam built across the Kharkhara river and its surroundings in Durg is a favourite among the nature lovers. 


Ganga Maiya Temple
About 61 kilometres from Bhilai, it takes about an hour to reach the temple by road. You could take a train from Bhilai to Balod and then reach Jhalmala by road. A more convenient option would be to travel via private vehicles or taxis offered by travel agencies. 
 

Maa Bamleshwari Temple
Located in Dongargarh, this is a famous temple located on the peak of a mountain, about 1600 feet high, dedicated to Bagulamukhi Devi, a powerful manifestation of Goddess Durga. While some believe this temple was built by king Vikramaditya, others believe that it was constructed by Raja Veersen. Devotees have to ascend about 1100 stairs to reach the shrine of Badi Bamleshwari. Aerial Ropeway or cable car facilities are also available as a substitute. It is a major tourist attraction, as it is the only ropeway constructed in the state of Chhattisgarh. Another temple called Chhoti Bamleshwari Temple is located at ground level near the main temple, for the devotees who find it difficult to climb the 1100 stairs to the main temple. One can have a picturesque view of the surroundings from the top of the mountain. An enormous golden Buddha Statue can also be viewed on the opposite mountain. Pilgrims from all over the country flock here during the Navaratri festival, to participate in the celebrations.
Maa Bamleshwari Temple
Dongargarh is situated around 80 km from bhilai and the travel time by road is approximately one and a half hours depending on the traffic conditions. There are a number of trains from Bhilai Power House to Dongargarh. One can hire a private vehicle from the station to the temple.

Shree Uwassaggaharam Parshwa Tirth
Established in the year 1995, located on the banks of river Sheonath in Nagpura, this Jain shrine is famous as a religious as well as pilgrim centre. This place houses numerous temples, gardens, guesthouses, yoga centre and more. This place is known for its scenic splendour and marvellous architecture. The main temple contains a pedestal, on which the footprints of the Lord can be seen. The temple of Shri Manibhadra Veer is on the right side of the main temple, while the temple of Padmavati is to its left. Numerous visitors throng here to get a glimpse of the charming and beautiful statue of Shri Parshwanath, supported by four pillars and the 30 feet high entrance gate of the temple.
Meru Mountain with the Jinalaya of all the 24 Tirthankers, Tirthankar Udyan or the garden of renunciation, Aarogya Dham- a 30 bedded hospital of Naturopathy are other major highlights of  this holy place. The holy nectar or the ‘Amiya’ oozes out of the statue here, leaving the visitors wonderstruck. This nectar is belived to have curative properties. This place attracts thousands of pilgrims from nook and corners of the country on the full moon night, who come here to experience spiritual ecstacy.
Uwassaggaharam Parshwa Tirth
It takes about 15 minutes by road to reach Durg from Bhilai. There are a number of trains from Bhilai Power House to Durg. You can reach this shrine in about 20 minutes from Durg station by road, in private buses or taxis.
Shiva Temple in Deobalod
It is home to one of the oldest temples in Chhattisgarh dedicated to Lord Shiva, dating back to about 5th century. The ancient linga is present in the garbhagriha, below the ground level, even though the shikhara of the temple had been destroyed over time. The main mandapa is supported by exquisitely sculpted two rows of five pillars each. There is a pond next to the temple, which is believed to have an underground link to the town of Arang in Chhattisgarh. Apart from the main Shiva Linga, there are sculptures of Lord Shiva, Lord Ganesh, and carvings of dancing men, demi-gods and warriors. The Nandi statue is another special feature of this temple. The peaceful atmosphere and the enchanting sculptures attract visitors in large numbers.
Shiva Temple 
It is located at a distance of about 3 kilometres from Bhilai in Charoda. One can take autos or private vehicles to reach this place. 
             Apart from these famous temples and pilgrim centres, there are a number of places of worship in different areas within as well as around the city of Bhilai. They include Balaji Temple, Hanuman Mandir, Kali Bari Temple, Sai Baba Temple, Ganesh Temple, Siyadevi Temple, Bhoramdeo Temple etc. The tranquillity, sanctity and the palpable energy radiated from these temples will help you satisfy your spiritual quests and fill you with immense joy and pure bliss, indescribable by mere words.

வரலாறு படைத்திட வாருங்கள்.

Dear Friends, 
                 Vanakkam, The 21st All India Conference of NAPE, Group C will be held at Bhilai, Chattisgarh Circle from 20 to 22nd January 2015. We request all the Branch and Divisional Secretaries to start Preparations and Book the Train tickets for Bhilai early. The Train Tickets can book from today onwards and Please avoid the eleventh hour rush and mental agony. 
 About Bhilai
                 The Bhilai is just 32 Kilometer from the the capital city (Raipur) of Chattisgarh State. Bhilai is well connected to all major Indian Places by train.
The nearest major railway station is the Durg Railway station, about half an hour from the city as it has almost all major train stoppages.  
Bhilai, known as ‘Mini India’ owing to its multiculturalism and diversity is the second largest city located in the state of Chhattisgarh. It has won accolades for being one of the fastest developing cities of the world. It is known for its lush green and clean environment and serene atmosphere. Besides housing the famous Bhilai Steel Plant, it also boasts of a number of tourist attractions including religious places as well as historical relics and picnic spots. This place being an important educational, industrial and commercial hub is well connected to all major cities by means of rail, road and air. Tourists from all over the country, flock here to catch a glimpse of this simple, yet beautiful city.

Tourist Attraction in and around Bhilai :

Bhilai Steel Plant: It is one of the main attractions in Bhilai. The plant is known for producing beams, rails, angles, crossings, sleepers, plates, channels, wide rods etc.

Maitri Bagh: It is a combination of a landscaped garden and a zoo, and was established by Bhilai Steel Plant. Also known as the ‘Friendship Garden’, it stands as a symbol of India-USSR friendship.

Uwasaggharam Parshwa Teerth:    It is a Jain Temple in Nagpura. Dedicated to Shri Parshwanath it houses several beautiful temples, guesthouses and gardens and is worth visiting.

Dhamdha: The Dhamdha Shrine about 35 kilometres from Bhilai and is one of the most prominent tourist spot for Hindus.

Tandula Dam: About 60 kilometres from Bhilai, it is a famous tourist spot and attracts hundreds of tourists, especially during the winter. Various restaurants and accommodation options are available here.

Deobalod: At about 3 kilometres from Bhilai, it is home to an ancient Shiv Mandir.

Civic Center: Known to be the shopping hub of Bhilai, it offers a variety of options for social activities, entertainment and shopping.

Ganga Maiya Temple: About 60 kilometres from Bhilai, this temple located at Jhalmala has its own importance among the locals as well as tourists.

Hajra Falls: Situated at about 100 kilometres from Bhilai, amongst dense forests, hills and tunnels, this place is a popular picnic spot and a visual delight for the tourists.

Siyadevi: Located amidst a forest, this place is known for the famous temple dedicated to Sita Maiya and a natural waterfall between July and February.

Kali Bari: This temple dedicated to Goddess Kali is located in sector 6 of Bhilai.

Kharkhara: A dam built across the Kharkhara river and its surroundings in Durg is a favourite among the nature lovers. 


Ganga Maiya Temple
About 61 kilometres from Bhilai, it takes about an hour to reach the temple by road. You could take a train from Bhilai to Balod and then reach Jhalmala by road. A more convenient option would be to travel via private vehicles or taxis offered by travel agencies. 
 

Maa Bamleshwari Temple
Located in Dongargarh, this is a famous temple located on the peak of a mountain, about 1600 feet high, dedicated to Bagulamukhi Devi, a powerful manifestation of Goddess Durga. While some believe this temple was built by king Vikramaditya, others believe that it was constructed by Raja Veersen. Devotees have to ascend about 1100 stairs to reach the shrine of Badi Bamleshwari. Aerial Ropeway or cable car facilities are also available as a substitute. It is a major tourist attraction, as it is the only ropeway constructed in the state of Chhattisgarh. Another temple called Chhoti Bamleshwari Temple is located at ground level near the main temple, for the devotees who find it difficult to climb the 1100 stairs to the main temple. One can have a picturesque view of the surroundings from the top of the mountain. An enormous golden Buddha Statue can also be viewed on the opposite mountain. Pilgrims from all over the country flock here during the Navaratri festival, to participate in the celebrations.
Maa Bamleshwari Temple
Dongargarh is situated around 80 km from bhilai and the travel time by road is approximately one and a half hours depending on the traffic conditions. There are a number of trains from Bhilai Power House to Dongargarh. One can hire a private vehicle from the station to the temple.

Shree Uwassaggaharam Parshwa Tirth
Established in the year 1995, located on the banks of river Sheonath in Nagpura, this Jain shrine is famous as a religious as well as pilgrim centre. This place houses numerous temples, gardens, guesthouses, yoga centre and more. This place is known for its scenic splendour and marvellous architecture. The main temple contains a pedestal, on which the footprints of the Lord can be seen. The temple of Shri Manibhadra Veer is on the right side of the main temple, while the temple of Padmavati is to its left. Numerous visitors throng here to get a glimpse of the charming and beautiful statue of Shri Parshwanath, supported by four pillars and the 30 feet high entrance gate of the temple.
Meru Mountain with the Jinalaya of all the 24 Tirthankers, Tirthankar Udyan or the garden of renunciation, Aarogya Dham- a 30 bedded hospital of Naturopathy are other major highlights of this holy place. The holy nectar or the ‘Amiya’ oozes out of the statue here, leaving the visitors wonderstruck. This nectar is belived to have curative properties. This place attracts thousands of pilgrims from nook and corners of the country on the full moon night, who come here to experience spiritual ecstacy.
Uwassaggaharam Parshwa Tirth
It takes about 15 minutes by road to reach Durg from Bhilai. There are a number of trains from Bhilai Power House to Durg. You can reach this shrine in about 20 minutes from Durg station by road, in private buses or taxis.
Shiva Temple in Deobalod
It is home to one of the oldest temples in Chhattisgarh dedicated to Lord Shiva, dating back to about 5th century. The ancient linga is present in the garbhagriha, below the ground level, even though the shikhara of the temple had been destroyed over time. The main mandapa is supported by exquisitely sculpted two rows of five pillars each. There is a pond next to the temple, which is believed to have an underground link to the town of Arang in Chhattisgarh. Apart from the main Shiva Linga, there are sculptures of Lord Shiva, Lord Ganesh, and carvings of dancing men, demi-gods and warriors. The Nandi statue is another special feature of this temple. The peaceful atmosphere and the enchanting sculptures attract visitors in large numbers.
Shiva Temple 
It is located at a distance of about 3 kilometres from Bhilai in Charoda. One can take autos or private vehicles to reach this place. 
             Apart from these famous temples and pilgrim centres, there are a number of places of worship in different areas within as well as around the city of Bhilai. They include Balaji Temple, Hanuman Mandir, Kali Bari Temple, Sai Baba Temple, Ganesh Temple, Siyadevi Temple, Bhoramdeo Temple etc. The tranquillity, sanctity and the palpable energy radiated from these temples will help you satisfy your spiritual quests and fill you with immense joy and pure bliss, indescribable by mere words.
