அடுத்த ஆண்டில் இருந்து Bonus Ceiling Rs 7000 ஆக உயர்வு மத்திய அமைச்சரவை ஒப்புதல்

தொழிலாளிகளை ஏமாற்றியே பழகிப்போன அரசு மீண்டும் ஒருமுறை தனது செயலை அரங்கேற்றியது 
அடுத்த ஆண்டில் இருந்து தான் Bonus Ceiling Rs 7000 ஆக உயர்கிறது - அதற்கு மத்திய அமைச்சரவை ஒப்புதல்

தற்போதுள்ள போனஸ் சட்டம் 1965-ம் ஆண்டு கொண்டு வரப்பட்டது. இடையில் இந்த சட்டத்தில் திருத்தங்கள் செய்யப்பட்டு போனஸ் பெறுவதற்கான சம்பள உச்ச வரம்பு மாற்றப்பட்டன. கடைசியாக 1993-ம் ஆண்டு உச்சவரம்பு உயர்த்தி மாற்றியமைக்கப்பட்டது. அதன்படி தற்போது, அதிகபட்சமாக 3,500 ரூபாய் போனஸ் தொகையாக வழங்கப்பட்டு வருகிறது. போனஸ் பெறுவதற்கான சம்பள உச்சவரம்பும் 10 ஆயிரம் ரூபாயாகவே உள்ளது.

அதற்கு பிறகு கடந்த 12 ஆண்டுகளாக இந்த சம்பள உச்சவரம்பு உயர்த்தப்படவில்லை. இதனால் கோடிக்கணக்கான தொழிலாளர்கள் போனஸ் பெற முடியாத நிலைமை உள்ளது. இதனையடுத்து போனஸ் தொகையை 10 ஆயிரம் ரூபாயாக உயர்த்த வேண்டும் என்றும், உச்சவரம்புத் தொகையை உயர்த்த வேண்டுமென்றும் தொழிற்சங்கங்கள் வலியுறுத்தி வந்தன. 

இந்த கோரிக்கையை வலியுறுத்தி தொழிற்சங்கங்கள் சார்பில் கடந்த செப்டம்பர் மாதம் 2-ம் தேதி நாடுதழுவிய வேலைநிறுத்த போராட்டம் நடைபெற்றது. இதனையடுத்து, மோடி தலைமையிலான தற்போதையை அரசு போனஸ் தொகை உயர்த்த சட்டத்திருத்தம் கொண்டுவரப்படும் என்று தெரிவித்தது.

இந்நிலையில் முன்னர் இருந்த அதிகபட்ச போனஸ் தொகையை 3,500 ரூபாயில் இருந்து 7,500 ரூபாயாக உயர்த்தும் சட்டத்திருத்த மசோதாவிற்கு மத்திய அரசு இன்று ஒப்புதல் அளித்துள்ளது. மேலும், போனஸ் பெறுவதற்கான உச்சவரம்பு சம்பளத்தை 10 ஆயிரம் ரூபாயில் இருந்து 21 ஆயிரம் ரூபாயாக மாற்றுவதற்கான சட்டதிருத்தத்திற்கும் ஒப்புதல் அளித்தது. இதன்மூலம் 21 ஆயிரம் ரூபாய் வரை சம்பளம் வாங்கும் தொழிலாளர்கள் அனைவருமே போனஸ் பெற முடியும் என்பது குறிப்பிடத்தக்கது. 

இந்த சட்டத்திருத்த மசோதா வருகிற பாராளுமன்ற அனுமதிக்காக அனுப்பப்பட்டுள்ளது. பாராளுமன்ற குளிர்கால கூட்டத்தொடர் வருகிற நவம்பர் மாதம் இறுதியில் நடைபெறவுள்ள நிலையில், அப்போது நிறைவேற்றப்படும் என்று எதிர்பார்க்கப்படுகிறது.

 
 
New Delhi: The Cabinet today decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.
 
The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.
 
The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.
 
The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.
 
The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.
 
At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.
 
The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.
 
This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of assurances given by the Centre after 10 central trade unions went on one-day strike on September 2.
 
The government had hinted at meeting workers’ aspirations on nine out of 12 demands submitted by the unions.

7th pay commission Vs Retirement Age

Revising Retirement age does not come under the purview of 7th Pay Commission. 

Recently the news about retirement age is blown out of proportion in Social Media. In Social Media it has been signaled casually that the retirement age will be brought down to 58 years. Initially it was said that 7th pay commission going to recommend the criteria for retirement age as either 33 years of Service or 60 Years of age whichever comes first.


And gradually it is reduced to 58 years of age or 33 years of service and finally ends up with 30 years of service or at the age of 55 years.

Does it worth to believe the news circulated in social media about 7th pay commission recommendation and retirement age..? We asked the Federation sources about this and they want to maintain anonymity told that it depends upon the individuals to decide whether it is true or not. We should not blame the media for everything. We should be able to know the difference between the news and rumors.

One of our Sources told that revising the retirement age will not fall under the purview of Pay commission. It should be decided by central government only. No Pay commission has recommended anything about Retirement age so far.
Federation Leaders were asked about this retirement age issue, when it became sensational in Print and e-Media, why don’t they come forward to clear the doubts on this sensational issue?. They told that they didn’t want do give importance to the rumors and hear says.

They said, “We need to clarify the doubts of our cadres across the country whenever it was rumored in social media about their service related sensational issues. But when sensational becomes routine, it’s not our business to respond to such hearsays on daily basis”

“As far as retirement age is concerned we know that 7th pay commission cannot recommend revising the retirement age of central government employees, since it does not fall under the purview of 7th Pay Commission. Even we won’t accept it if the central government tries to reduce the retirement age,” the sources added.

OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoo Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

20th All india Conference of  National Union of RMS & MMS MAIL GUARD & MTS  was held at APJ ABDULKALAM Nagar ,in Kandukuri Kalyanamandapam, Gandhi nagar, Vijayawada from 1310/2015to16/10/2015.
 
On 13/10/2015 the conference was inaugurated by Secretary General of FNPO Shri.D.Theyagarajan. General secretaries of FNPO afiliated unions greeted the conference .
 
On 14/10/2015 the subject committee was held Shri P.D.Bhavikar preside the meeting 
Shri N.Ramppa presented the Biennial report for the period of 2013to 2015 . 
Shri S.Sridharan presented Audited Accounts both are adopted  by the house.

Reaching across to someone in another continent is as easy as a phone call or a chat message now. But there were times when messages were passed through mail runners who traveled long distances on foot.

On Wednesday, a team of youngsters tried to rewind the clock a bit and took Chennaiites to a bygone era when sturdy men were employed to deliver messages. Clad in khaki and white, carrying mail bags and spears, these youth walked the streets of Chennai commemorating the service of mail runners, the predecessors of the postal system. Thirty five youngsters relayed two km in the costume and covered 50 post offices on two routes — Mogappair West to General Post office and Valasaravakkam to GPO. They were honoured at a function at GPO.

“It was difficult to manoeuvre in the traffic between Saligramam and Vadapalani. Because of the period costume, people gave me surprised glances and I was even chased by a dog. The idea to pay tribute to mail runners came about when debut actor and entrepreneur Ram Arun Castro was researching for his upcoming movie Ottathooduvan . “I did not find much information even on the internet on these brave men who met with even fatal accidents on their way to convey messages. There were runners who ran 20 km a day carrying a lantern, a sack of letters and a spear to defend themselves,” said Mr. Castro. He mobilised a group of youth to play the role of mail runners as a tribute.

“Some people mistook us to be beggars as we tried to check for addresses,” he said. The group has also submitted a petition to the postal department to establish a statue for mail runners. There were over 1300 mail runners in the Indian postal department when the service was started in 1854.
