Postal department deficit widens to Rs 11,000 cr
Deficit of the Department of Posts widened to Rs 11,138.84 crore in
February this year on account of wage revision under the 7th Pay
Commission.
The revenue of the postal department was Rs 10,292.18 crore and
expenditure Rs 21,431.02 crore, Communications Minister Manoj Sinha said
in a written reply to the Lok Sabha.
The deficit widened as a result of the implementation of 7th Central Pay Commission recommendations, he said.
In 2015-16, the deficit of DoP was Rs 6,007.18 crore, with revenue
receipts totalling Rs 12,939.79 crore and expenditure amounting to Rs
18,946.97 crore.
“Department of Posts takes action, from time to time, to induct
technology and upgrade the system to cater to the growing market
requirements and to increase revenue earnings,” Sinha said.
The department has plans to open 166 new branch post offices and 80 sub post offices during the current financial year, 2017-18.
The DoP has 1,54,802 post offices which include 812 head post offices,
24,566 sub-post offices and 1,29,424 branch post offices. The department
has computerised 25,348 post offices till date. PTI PRS SA

7th Pay Commission: Who is responsible for the delay in the implementation of 7CPC?

this month, a report said that “Neither Prime Minister Narendra Modi
nor Arun Jaitley could be held responsible for the delay in the
implementation of higher allowance.”
New Delhi, April 8: As the financial year had already ended, and the
Budget session is about to end by next week but the more than 1 lakh
central government employees have not got their answers on higher
allowances and pay hike under the 7th Pay Commission. The committee on
allowance which was formed by the government had already failed twice to
meet the deadline to submit the report and on Thursday the members of
the committee had a meeting and some reports suggest that they are
likely to submit its report in a week’s time. More than 43 lakh central
government employees and 57 lakh pensioners are eagerly waiting for the
implementation of 7th Pay Commission, especially for higher allowances.
As almost a year had passed and there is no firm decision on the issue,
due to which several government employees have held the committee
officials responsible for the delay.
In June last year, after the Narendra Modi government had approved the
recommendations made under the 7th Pay Commission b retired justice AK
Mathur and his team, the government had then formed 7th Pay Commission
recommendation committee on a higher allowance and the committee is also
responsible for working on the minimum wage of central government
employees. Finance Minister Arun Jaitley had announced the formation of
Lavasa panel under the chairmanship of Ashok Lavasa, to examine the
issues and suggestions raised on an allowance.
Earlier this month, The Sen Times quoted a source saying that “Neither
Prime Minister Narendra Modi nor Arun Jaitley could be held responsible
for the delay in the implementation of higher allowance.”
If reports are to be believed, the Committee on Allowances, headed by
Finance Secretary Ashok Lavasa, will submit its final reports to Arun
Jaitley and once the report is submitted there are chances that final
decision will be taken soon.
In Thursday’s meeting, the Committee on Allowances was apprised 14
existing allowances given by Department of Posts, Ministries of Railways
and Defence. The panel had sought more details on these allowances as
it were left out by the 7th Pay Commission. Some reports claim that the
committee has taken a final view on these 14 existing allowances.
Earlier the 7CPC in its findings had recommended the abolition of 51
allowances and subsuming of 37 others out of 196 allowances.

Delay In 7th CPC HRA in View Of RBI First Bi-monthly Monetary Policy Report?
Central Government Employees are eagerly waiting for a hike in
allowances as per 7th Pay Commission. The 7th Pay Commission recommended
the rates at which HRA is to be paid to 24 per cent, 16 per cent and 8
per cent respectively for Class X, Y and Z cities and towns respectively
of new Basic pay (pay in the pay band plus grade pay multiplying by the
fitment factor of 2.57). The existing rates of HRA for these cities and
towns were 30 per cent, 20 per cent and 10 per cent of Basic pay (pay
in the pay band plus grade pay) respectively.

(a) & (b): No data is maintained centrally regarding the number of
female/male employees in Government service in rural & urban areas
as sought in the question.
However, as per the Census of Central Government employees brought out
by Directorate General of Employment & Training, Ministry of Labour,
a total number of employees in various Central Ministries/ Departments
was 30,87,278 out of which 3,37,439 employees were women as on March
2011. The ratio between men and women employees works out to be 9.15:1
as per the above Census. The publication of the report on the Census of
Central Government employees has since been discontinued from 2011.
