செல்கிறார். அவர் தம் பணி சிறக்க வாழ்த்துகிறோம். அந்த இனிய
தருணத்தில் அவர் நம் தோழர்கள் அனைவருக்கும் எழுதிய அன்பு மடல்.........
Dear friends,
One of those very few important days in every one’s life that showers both happiness and at the same time a sigh of grief mingled together that makes us smile and cry at the same time.
Yes… today is such day in my life…!!!!
This day I am leaving this wonderful service department that had made me what I am now .
A term spanning more than 5 years and 2 months in Department
of Posts inculcated in me all the necessary characters that an
individual should possess…
It’s
not over exaggeration… just turning back and relishing the moments that
I had in this DOP career as a Postal assistant life had definitely
meant a lot to me…
From just a college goer, my DOP friends, FNPO Comrades, colleagues, seniors,
staff of all Branch offices, Sub-offices , Head offices and Divisional
Offices and my dear DSMs, MEs and PRI(P)s, IP, ASP, SP upto SSPs with
whom I had worked with had helped me a lot in shaping my personality as
well as my career and to make me a matured responsible individual
adapatable to this society of mankind.
Thanks is just a word too small to express my gratitude to all of
you my dear friends… All of you will be etched in my heart forever and
I will be there when you are in need of anything that I can do…
Similarly
a word of sorry to all friends whom I have knowingly or unknowingly
hurt in these 1900 days of entire service …Please forgive your little
friend’s mistakes…
To
me DOP is like a university that taught me the unlearnt lessons of life
where all my DOP friends are the lecturers and professors…
Not
only as teachers.. I feel very proud and lucky that I have got many
brothers, sisters and all other relations in this esteemed department
that urged me to create a Whats app group “Postal Family Nellai” on
December 14 2014 which is functioning successfully with 81 out of
maximum 100 members till now. Not to stop with just words—Just call me
for all “our DOP family as well as members’ functions” and I will try me
best to make my presence… And the same way all my friends will be
invited to all my family occasions….
And
adding to that…. Just how gold is being accustomed to different
temperatures to strengthen its quality and how carbon allotrope is
exposed to numerous techniques that made it shine as a diamond—this
journey had exposed me to various situations and atmospheres ---relax
to tight… energizing to grueling schedules.. encouraging to
exasperating…. joyous to mournful… culminating in me and cultivating me
as a good soul and a good worker....
As my cursor is blinking sadly to the nearing second page of word document. it’s time to wind up..
God has directed me to my next assignment… Joining as a Asst.Manager in Indian Overseas Bank.
The
journey just pauses at DOP and now continues to IOB..But the path is
clear as it was laid by my dear DOP friends…
Does not know if my fingers had said everything that my heart wanted to convey..
This
is not a traditional or formal bye as “Miss u friends” As I never miss u
for all are in my heart as told earlier….Need all ur blessings and
wishes in my new career and for my success…

வணக்கம் நமது அலுவலகங்களில் Sweeper/Scavenger/Water Carrier ஆக பணிபுரிபவர்களுக்கு மிக குறைந்த தொகை வழங்கபடுவது அறிந்ததே.
அதன் காரணமாக பல்வேறு அலுவலகங்களில் அடிக்கடி அவர்கள் வேலையை விட்டு நின்று விடுவதும் அதற்கு மாற்றாக ஆள் தேடி அலைவதும் வாடிக்கையானது.
அதை நாமும் பல முறை கோட்ட நிர்வாகத்திடம் முறையிட்டும் சமிப காலமாக எவ்வித முன்னேற்றமும் ஏற்படாமல் இருந்தது. தற்போது கடந்த 28.09.2015 அன்று மாதாந்திர பேட்டியில் நமது கண்காணிப்பாளர் அவர்கள் அதை மறுசீராய்வுக்கு உட்படுத்தபட வேண்டிய அவசியத்தை ஒப்புகொண்டுள்ளர்கள்.

Swachh Bharat Mission - Programme in Post offices

The Secretary (Posts) has instructed all Circle Heads to take immediate action under the Swachh Bharat Mission as per the following program detailed below:
25th to 27th Sept 2015 - Special cleanliness drive for all Departmental Post Office and administrative office buildings.
28th to 30th September 2015 - Special cleanliness drive for all Departmental Post Office and administrative office campuses.
1st to 5th October 2015 - Special cleanliness drive for all Branch Post Offices.
6th to 10th October
2015 - Weeding out of old record, unserviceable items as well as
carrying out minor maintenance of departmental buildings.
11th October
2015 - Special cleanliness drive organized by all Postal employees and
officers to clean public places in the immediate vicinity of Post
Offices; attempt should be made to involve local self Government bodies
and district administration
It
has also been instructed to complete the programmes in true letter and
spirit and to send high resolution photos in soft copy to the
Directorate for each and every programme.
DoP to seek Cabinet nod to raise Rs 292 cr to set up payments bank

Expects the fund to be cleared in two months
The Department of Posts (DoP)
will approach the Cabinet within two months for raising Rs 292 crore from
the public investment board to set-up a payments bank, for which it has already
got the RBI approval.
"The DoP is going to take approval for Rs 292 crore fund from Public Investment Board (PIB) after which it will be submitted for Cabinet approval. We expect the fund to be cleared in two months," an official source told PTI. Payments bank licence allows companies to collect deposits (initially up to Rs 1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds. Besides, they can issue ATM or debit cards, but not credit cards.
The postal department had earlier tried for a Rs 632-crore fund from government for full fledged banking services but it was not cleared by the PIB.
Government has in-principle agreed to the entry of Postal department in banking services through the payments bank route.
"The DoP expects to roll out payment bank services by March 2017. There are no major infrastructure issues. Only we need to set up a data centre and disaster recovery centre which will be done soon," the official said.
The Department is also in the final stages of appointing a consultant that will guide it in setting up a payments bank.
According to another official source, the Department may go for a hybrid model under which about 600 branches will be directly operated by payment bank staff in post office premises and transactions in other parts of the country will be supported by its staff

The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDShas
viewed with grave concern, the total negative attitude of the Central
Government towards the genuine demands of the Postal employees which
includes the revision of wages and service condition of the Gramin Dak
Sevaks by 7th CPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.
As the 7th CPC may submit its report any time before 31st December,2015 , delay in settling the above demands will result in denial of justice to 5.5 lakhs Postal Employees .
In view of the above serious situation the PJCA unanimously decided
to revive the postponed indefinite strike of May 6th and to commence the indefinite strike from 23rd November, 2015, the
date from which JCM National Council Staff Side is going on
indefinite strike. It is further decided that in case the JCM
Staff Side change their decision the PJCA will go on strike from 23d November,2015 itself for the following demands:
(i)Include GDS in 7th CPC for wage revision and other service related matters.
(ii)Implement cadre Restructuring proposals in all cadres including
Postal Accounts and MMS in Department of Posts
(iii)Fill up all vacant posts in all cadres of Department of Posts(i.e.
PA,SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver
& other staff in MMS, PA CO, PA SBCO , PO Accounts &
Civil Wing Staff)

7th CPC likely to recommend up to 30 % pay hike and Health Insurance.

New Delhi: In good news for the Central government employees, the Seventh Pay Commission is likely to recommend a substantial pay hike which could be up to 30% or even more, said sources on Thursday.
New Delhi: In a move that could benefit more than 50 lakh central government employees and 56 lakh pensioners, the Seventh Pay commission is planning to propose to introduce health insurance scheme to replace Central Government Health Scheme (CGHS) at highly subsidized rates.
The pay panel has already held detailed discussions about this with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.
The pay panel will ask the central government to urge the insurance industry to come up with feasible health insurance solution for the central government employees and pensioners. The IRDA, the insurance regulatory body of India, will be compelled to ask the health insurance companies to offer a basic insurance to every central government employee and pensioner, regardless of age or medical condition and are not allowed to make a profit off this basic insurance.
The serving central government employees in non-CGHS areas are provided healthcare facilities under the CS(MA) Rules, 1994, but pensioners are not covered under these rules.
The pensioners are, however, entitled to a fixed medical allowance of Rs 500 per month. The pensioners residing in non-CGHS areas have the option to become a CGHS member in any CGHS-covered city of their choice to avail the medical facilities under the CGHS Scheme.
Health insurance would be available for central government employees and pensioners till death, with the insured employees and pensioners will have to pay 50% of the premium from their salaries and pensions and the remaining 50% premium may be paid by the central government.
The health insurance would cover a family of six the employee and pensioner himself or herself, the spouse, two children and two parents. The maximum sum assured for family in a year could up to Rs 5 lakh.
Under the CGHS, the annual per capita expenditure is more than Rs 5,000. In contrast, the National Rural Health Mission (NRHM), which caters to the rural masses, spends just Rs 180 per head.
The CGHS is financed mainly through the Centre’s tax revenues. Though beneficiaries do contribute a share of their wages towards premium, ranging from Rs 600 to Rs 6,000 a year depending on their pay scale, this accounts for just about 5 per cent of the total expenditure. The government shells out the remaining 95 per cent.
So, the central government also wanted for ending the CGHS in its current form and to move to an insurance-based health scheme to cut costs.
TSTNew Delhi: Seventh Pay Commission is ready with its recommendations on revising emoluments for nearly 48 lakh central government employees and 55 lakh pensioners, and will soon submit report to the Finance Ministry.
Earlier in August, the government had extended Commission's term by another four months till December 31 to give recommendations.
"The Commission is ready with recommendations and the report will be submitted soon," according to sources.

There will be 5 to 6% performance-based increment every year and those who are under-performing could retire by 55 years of age or after 30 years of service, added sources. House Rent Allowance could also be hiked by 10% to 30%.
The sources say that there will be a 5 to 6 per cent performance-based increment every year.

Seventh Pay Commission Likely To Introduce Health Insurance
New Delhi: In a move that could benefit more than 50 lakh central government employees and 56 lakh pensioners, the Seventh Pay commission is planning to propose to introduce health insurance scheme to replace Central Government Health Scheme (CGHS) at highly subsidized rates.
The pay panel has already held detailed discussions about this with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.
The pay panel will ask the central government to urge the insurance industry to come up with feasible health insurance solution for the central government employees and pensioners. The IRDA, the insurance regulatory body of India, will be compelled to ask the health insurance companies to offer a basic insurance to every central government employee and pensioner, regardless of age or medical condition and are not allowed to make a profit off this basic insurance.
The serving central government employees in non-CGHS areas are provided healthcare facilities under the CS(MA) Rules, 1994, but pensioners are not covered under these rules.
The pensioners are, however, entitled to a fixed medical allowance of Rs 500 per month. The pensioners residing in non-CGHS areas have the option to become a CGHS member in any CGHS-covered city of their choice to avail the medical facilities under the CGHS Scheme.
Health insurance would be available for central government employees and pensioners till death, with the insured employees and pensioners will have to pay 50% of the premium from their salaries and pensions and the remaining 50% premium may be paid by the central government.
The health insurance would cover a family of six the employee and pensioner himself or herself, the spouse, two children and two parents. The maximum sum assured for family in a year could up to Rs 5 lakh.
Under the CGHS, the annual per capita expenditure is more than Rs 5,000. In contrast, the National Rural Health Mission (NRHM), which caters to the rural masses, spends just Rs 180 per head.
The CGHS is financed mainly through the Centre’s tax revenues. Though beneficiaries do contribute a share of their wages towards premium, ranging from Rs 600 to Rs 6,000 a year depending on their pay scale, this accounts for just about 5 per cent of the total expenditure. The government shells out the remaining 95 per cent.
So, the central government also wanted for ending the CGHS in its current form and to move to an insurance-based health scheme to cut costs.

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2015
The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2015-E-II (B) dated 18th September, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.
