As heavy rains continue to lash Chennai on Wednesday, several parts of the city have come to a standstill.
Dramatic scenes unfolded on the arterial Kotturpuram bridge near Adyar as the Adyar river has started overflowing. Tamil Nadu Housing Board Colony, with over 3,000 residents, is completely inundated. A rescue team is in action, strongly battling the currents of the river. The Kotturpuram bridge has beeen shut as water has completely entered into the bridge.
Earlier, water from Chembarambakkam reservoir was discharged at the rate of 20,000 cubic feet per second into the Adyar river.
On Tuesday, torrential rains battered the already-ravaged coastal areas and bringing life to a grinding halt in Puducherry and Chennai. Heavy rain in the catchment areas of the Chembarambakkam reservoir (25 centimetres between 8.30 a.m. and 5.30 p.m. on Tuesday) forced the authorities to discharge water at the rate of 20,000 cubic feet per second into the Adyar river. The Chennai Collector issued a flood warning, asking people living along the river to move to safer places.
Roads were flooded and essential services, including trains and buses, were suspended in most locations. As several areas were heavily water-logged, Saidapet bridge has been shut off.
Electricity was turned off in some areas as a precautionary measure. Most flights from and to Chennai were delayed, and those who landed found it tough to get out of the place, since south Chennai, on the fringes of which the airport is located, was among the worst affected. A holiday was declared for all schools and colleges.

Boats had to be called out once again to rescue residents caught in their workplaces and homes, after floodwaters entered the buildings. Water release from the reservoirs and the breaching of over 60 tanks in south Chennai contributed to the extensive damage in the city.
Puducherry received 19 cm of rain until 4 p.m. since Monday night, the highest in recent years. Roads connecting Villupuram and Cuddalore were inundated. Most lakes and ponds reached the full level. The Sankaraparani and Then Pennaiyar rivers were in spate. During the showers after Deepavali, Chennai and Cuddalore districts were literally marooned after a depression in the Bay of Bengal.
Chief Minister Jayalalithaa said senior IAS officers were sent to the affected districts to supervise relief works. Eight teams of the National Disaster Response Force (NDRF), Arakkonam, have been sent out for rescue operations.

Prime Minister Narendra Modi tweeted late night that he had spoken to Ms. Jayalalithaa and assured her of all assistance during this “unfortunate hour.”
Heavier rain has been predicted for the areas over the next four days. The Tamil Nadu government also requisitioned the Army’s help for rescue and relief.
Two Army Flood Relief Columns are carrying out extensive operations in Tambaram and Urapakkam areas in Chennai. Experts say there is a clear danger of infectious diseases breaking out, given the sanitary conditions. They warn that the State must be prepared and initiate remedial measures as soon as possible.

Bill on Bonus Act to be brought to Parliament: PM

Prime Minister Narendra Modi today said the government will bring to Parliament a bill to amend the Bonus Act with a view to enhance the benefits for the working class.

"We are going to bring an important (bill) in this House (to amend) Bonus Act...The Cabinet has already approved it. This is a very important bill for our workers. We are taking decisions and working for welfare of the labour class," Modi said while replying to a two-day long debate in the Lok Sabha to commemorate the Constitution Day and the 125th birth anniversary of Dr B R Ambedkar.

The Cabinet had earlier decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

Modi also said that the government has fixed the minimum pension under the EPF scheme at Rs 1,000 per month.
He said earlier people were getting pensions as low as Rs 7 and Rs 20 per month which was even insufficient to cover the transport cost.

While talking about these issues, Modi hailed Baba Saheb Ambedkar for providing in the Constitution a cap of eight hours a day on working hours for labourers.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year, he said.

As per the Cabinet decision, the new norms would come into force from April 1, 2015. The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.

At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

27 நவம்பர் - கருப்பு தினம்

அன்பு தோழர்களே !
          7 வது ஊதிய குழுவில் இழைக்கபட்ட அநிதிகளை களைய வேண்டி அனைத்து மத்திய அரசு ஊழியர்கள் நவம்பர் 27 அன்று கடைபிடிக்கும் கருப்புதினம்.
          நவம்பர் 27 அன்று நமது அஞ்சல் ஊழியர் சங்கங்களின் கூட்டு நடவடிக்கை குழு ( JCA ) சார்பாக கருப்புபட்டை அணிந்து மாபெரும் ஆர்ப்பாட்டம் பாளையம்கோட்டை தலைமை அஞ்சலகம் முன்பு நடைபெறும் அனைவரும் பங்குபெற்று வெற்றிபெற செய்ய வேண்டுகிறோம்.

HOLD PROTEST DEMONSTRATIONS ALL OVER THE COUNTRY on 27th November 2015 by wearing black badges.
The NJCA, in the meeting held at Delhi on the 20th of November 2015, termed it as the worst recommendations ever made by any previous pay commission. The following is the briefing of the meeting.
  • WORST RECOMMENDATIONS EVER MADE BY ANY PREVIOUS PAY COMMISSION
  • ONLY 14.29% INCREASE IN PAY AFTER 10 YEARS (EQUAL TO TWO DA INSTALLMENTS)!
  • 50 LAKHS CENTRAL GOVERNMENT EMPLOYEES AND DEFENCE PERSONNEL CHEATED & DECEIVED.
  • 7th CPC Recommendation for children Education Allowance
    8.17.11 CEA is paid to government employees to take care of schooling and hostel requirements of their children. The rates of CEA are double for a differently abled child.
    8.17.12 Many demands have been received regarding CEA. It has been requested that the amount be suitably raised and CEA should be extended for Graduation/Post Graduation level studies also. The Commission has received an overwhelming number of requests for simplification of the procedure for reimbursement.
    Analysis and Recommendations
    8.17.13 Before VI CPC recommendations, the scheme was known as Children Education Assistance and provided at the following rates:

    8.17.14 The VI CPC rationalized the structure to the following:-

    8.17.15 Effectively a 10-fold rise was given by VI CPC. This has led to high expectations, and consequently, vast number of demands for increasing the rates, expansion of scope and simplification for procedure of reimbursement of this allowance.
    8.17.16 The various issues are examined seriatim:
    • Has CEA kept pace with time? Presently CEA goes up by 25 percent each time DA increases by 50 percent. Thus, since DA currently stands at 113 percent, CEA has gone up by 50 percent from its 2008 level. As against this, the movement of the All India Education Index33 is shown below:
    The above chart shows that between 2008 and 2013, the Education Index has gone up from 134 to 154, i.e., by 14.9 percent, whereas CEA went up by 25 percent w.e.f. 01.01.2011 (when DA exceeded 50 percent). Thus, it can be concluded that increase in CEA has kept pace with (and in fact exceeded) the cost of education.
    • What is the adequate level of compensation? Given the wide range of educational institutions, and the varying fee structure, the question of adequacy depends upon many factors. On the one hand we have government institutions like Kendriya Vidyalayas that charge fees to the tune of ₹1,000 per month (including Vidyalaya Vikas Nidhi) and on the other hand there are private institutions where the monthly fee varies from ₹5,000 to ₹25,000 (or even more) per month.
    8.17.17 On the whole, the Commission is of the view that quantum of CEA should be calibrated in such a manner that the main objective is met without the government entering into the field of subsidizing private education. Hence, taking into account the various items of expenditure that are reimbursed as a part of this allowance, the following is recommended:

    • What should be the scope of CEA? Presently CEA is payable up to Class XII. There is a strong demand for increasing the scope to Graduate and Post Graduate studies. However, due to the greatly varying nature of studies at the graduate level and beyond, the extension of scope of the allowance beyond Class XII cannot be accepted.
    Simplification of Procedure for Reimbursement. This is a major area of concern. Many representations have been received by the Commission wherein employees have stated that due to cumbersome procedures, reimbursement has been held up for years. Another issue is the kind of voucher which will be accepted and which kind of voucher will not. The issue has been examined, and the apprehensions expressed are not without merit. It is recommended that reimbursement should be done just once a year, after completion of the financial year (which for most schools coincides with the Academic year). For CEA, a certificate from the head of institution where the ward of government employee studies should be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year. For Hostel Subsidy, a similar certificate from the head of institution should suffice, with the additional requirement that the certificate should mention the amount of expenditure incurred by the government servant towards lodging and boarding in the residential complex. The amount of expenditure mentioned, or the ceiling as mentioned in the table above, whichever is lower, shall be paid to the employee.
