Enhancement of withdrawal limits from ATMs and Current Accounts
Please refer to our circulars DCM (Plg) No. 1274, 1317, 1437 and 2142/10.27.00/2016-17 dated November 14, 21 and 28 and December 30, 2016, respectively, on the above subject.
2. On a review of limits placed on withdrawals from ATMs and current
accounts, it has been decided to enhance the same, with immediate effect
as under:
(i) The limit on withdrawals from ATMs has been enhanced from the
current limit of ₹ 4,500/- to ₹ 10,000/- per day per card (It will be
operative within the existing overall weekly limit).
(ii) The limit on withdrawal from current accounts has been enhanced
from the current limit of ₹ 50,000/- per week to ₹ 1,00,000/- per week
and it extends to overdraft and cash credit accounts also.
3. There are no changes in the other conditions. The relaxations as
provided in our circular dated November 28, 2016 will continue.

FNPO & NUGDS are giving correct
information to our colleagues about the GDS commission report without
hiding the truth, we are maintaining cent percent transparency in every
issue. The following developments have taken place in the last week.
On 09/01/ 2017 Our officers approached Minister to give concurrence to publish a report.
On 10/01/2017 Minister clear the file.
On 11/01/2017 Minster's office raised the objection to publish the report citing Election commission code of conduct.
On 12/01/2017 & 13/01/2017, our department discusses the issue of Election commission code of conduct & staff side pressure finally Department decided to meet Election commissioner on 13/01/2017.
Our Department officers propose to meet Election commissioner on 16/01/2017 to get the clearance.
We may get a reply on the same day or next day.
We request our colleagues, we maintain enough patience on this issue. we cannot remain silent furthermore, we will show our protest on 17/01/2017 by conducting peaceful hunger fast with our NUGDS Circle office bearers to the Department.

குறியீட்டில் உங்கள் பெயரை எழுதுவோமா?
தோழர்களே! ஜனவரி 11 அன்று ‘மோர்ஸ் குறியீட்டில் பெயரை எழுதக் கற்கும் தினம்’ கடைபிடிக்கப்படுகிறது. அதென்ன மோர்ஸ் குறியீடு? என்று இன்றைய அஞ்சல் ஊழியர்கள் கேட்கும் கேள்வி நம் காதுகளை தொடுகிறது.
அதைத் தெரிந்துகொள்ள வேண்டும் என்றால் கொஞ்சம் பின்னோக்கிச் செல்ல வேண்டும். போய்விட்டு வருவோமா?
ரொம்ப தூரத்தில் உள்ள நமது உறவினர்களை எப்படித் தொடர்புகொள்கிறீர்கள்? செல்போன் உதவியுடன் பேசுகிறீர்கள் அல்லவா?
பேச முடியாத நேரத்தில் எஸ்.எம்.எஸ். அனுப்புகிறோம் இல்லையா?
இப்போது ‘வாட்ஸ்அப்’ வந்துவிட்டது.
இந்த வசதியெல்லாம் 10 அல்லது 15 ஆண்டுகளுக்குள் வந்தவைதான்.
அதற்கு முன்பு எப்படித் தொடர்புகொண்டார்கள் தெரியுமா? தந்தி மூலம்தான்!
பழங்கால உத்திகள்
அதற்கு முன்பு, பழங்காலத்தில் தூரத்தில் உள்ள ஒருவருக்குத் தகவலைச் சொல்ல ரொம்ப நாள்கூட ஆனது. தகவலைக் கொண்டு செல்பவர் நடந்தோ, ஓடியோ, குதிரை மீது சென்றோ கொடுத்துவிட்டுத் திரும்புவார். அப்புறம், பறவைகளுக்குப் பயிற்சி தந்து அவற்றின் காலில் கடிதம் கட்டி அனுப்பினார்கள். போர் போன்ற அவசர, ஆபத்து காலங்களில் இவையெல்லாம் உதவுமா? அதற்காக அப்போது, குறிப்பிட்ட தூர இடைவெளிகளில் பறை மற்றும் ஊதல் கருவிகளின் மூலம் அடுத்தடுத்து ஒலிகளை எழுப்பியோ, புகை மூட்டியோ தகவலைத் தெரிவித்தார்கள். காற்று, மழை போன்ற பருவ மாற்றங்கள் இந்தத் தகவல் தொடர்புகளை வெகுவாகப் பாதித்தன. எனவே புதிய தகவல் தொடர்புகளைக் கண்டுபிடிக்க வேண்டிய கட்டாயம் ஏற்பட்டது.
மோர்ஸ் உருவானது
18-ம் நூற்றாண்டில் பல புதிய கண்டுபிடிப்புகள் தொடர்ந்து வெளி வந்தவண்ணம் இருந்தன. மின்சாரம் மற்றும் காந்த சக்திகளின் பயன்பாடு புதிய கருவிகளை உருவாக்க உதவின. அடிக்கடி நடைபெற்ற போர்கள், தகவல் தொடர்பின் தேவையை ரொம்ப அதிகரித்தன. ரயில் பாதையில் சிக்னலுக்காக உருவாக்கப்பட்ட மின்காந்தத் தகவல் தொடர்பை அடிப்படையாக வைத்துப் பலர் பலவகையான ஆராய்ச்சிகளைச் செய்தார்கள்.
அப்போது அமெரிக்கரான சாமுவேல் மோர்ஸ் என்பவர் மின்காந்தக் கருவியிலிருந்து வயர்கள் வழியாகக் குறியீடுகளை அனுப்பும் முறைக்கு1837-ல் பிள்ளையார்சுழி போட்டார். அவருக்குப் பின்னர் வந்த ஆராய்ச்சியாளர்கள் அவரது கண்டுபிடிப்பை இன்னும் மேம்படுத்தினார்கள். அந்தக் குறியீடுகள் மோர்ஸ் பெயராலேயே பின்னர் அழைக்கப்பட்டன. புள்ளிகள், சிறு கோடுகள் அவற்றின் இடைவெளிகள் வாயிலாகக் குறியீடுகள் பயன்படுத்தப்பட்டன.
ஆங்கில எழுத்துகள் மற்றும் எண் வரிசைகள் இந்த 2 குறியீடுகளுக்குள் கொண்டுவரப்பட்டன. உதாரணத்துக்கு உடனடி அவசர உதவிக்கு இன்றைக்கும் நாம் SOS என்ற எழுத்துகளைப் பயன்படுத்துகிறோம் அல்லவா? இதை மோர்ஸ் குறியீட்டில் ‘S’ எழுத்து 3 புள்ளிகளாலும், ‘O’ எழுத்து 3 சிறுகோடுகளாலும் குறிக்கப்படுகிறது. மோர்ஸ் குறியீடுகள் வந்த பிறகு, அதுவரையிலான போர்கள் மற்றும் பத்திரிக்கை செய்தி பரிமாற்றத்தின் போக்கையே மாற்றின. வான்வழி மற்றும் கடல் போக்குவரத்தில் மோர்ஸ் குறியீடுகள் பல ஆண்டுகள் முக்கியப் பங்கு வகித்தன.
‘தந்தி’ வந்ததும் போனதும்
தொடக்கத்தில் அரசு தகவல் தொடர்புகளுக்கு மட்டுமே நடைமுறையில் இருந்த மோர்ஸ் பயன்பாடு, டெலிகிராம் எனப்படும் ‘தந்தி’துரித சேவையாகப் பொதுமக்களுக்குப் பயன்பட ஆரம்பித்தது. உங்கள் பெற்றோர், தாத்தா பாட்டியிடம் ஏன் நமது ஒய்வு பெற்ற ஊழியர்களிடம் அவர்கள் காலத்துத் தந்திகளைக் கேட்டுப்பாருங்கள்.
ஒவ்வொரு தந்திக்குப் பின்னாலும் ஒரு கதையைச் சொல்வார்கள்.
வெளியூரில் இருப்பவர் அங்குள்ள அஞ்சலகத்தில் தனது தகவலை எழுத்து வடிவில் கொடுப்பார். தனிப் பயிற்சி பெற்ற அஞ்சலக ஊழியர் அத்தகவலை மோர்ஸ் குறியீடாக மாற்றி, நமது ஊர் அஞ்சலகத்துக்கு அனுப்புவார். அங்கே குறியீடுகள் உரிய வார்த்தைகளாக மாற்றப்பட்டு, நமது வீட்டுக்கு வந்து சேரும்.
இன்றோ தொலைபேசியின் நவீன வளர்ச்சியும், இண்டர்நெட் பயன்பாடும் தகவல் தொடர்பை இன்னும் எளிமையாக்கிவிட்டது. இதனால் பல்வேறு நாடுகளிலும் தந்தி சேவை முடிவுக்கு வந்தது. நம் நாட்டில் 1850-ல் கிழக்கிந்திய கம்பெனி மூலம் அறிமுகமான தந்தி சேவையை, சுதந்திர இந்தியாவில் அஞ்சல் துறையும், தொடர்ந்து பி.எஸ்.என்.எல். தொலைத்தொடர்பு நிறுவனமும் வழங்கி வந்தன. இச்சேவை 2013-ம் ஆண்டு ஜூலை 15 அன்று நிறுத்தப்பட்டது.
மோர்ஸில் பெயர் எழுதுவோம்
இன்று தகவல் தொடர்பு எவ்வளவோ வளர்ந்துவிட்டது. என்றாலும் அவற்றின் முன்னோடியான மோர்ஸ் தந்த தந்தியை மறக்க முடியுமா?

India Post unveiled Mphasis ‘My Stamp’, to commemorate Mphasis’ Silver
Jubilee at an event held at the General Post Office in Bengaluru.

Barclays Lenton got the first Tie-up with India Post Payments Bank (IPPB)

MUMBAI: British lender Barclays today became the first bank to have a
national tie-up with the India Post which runs over 1,55,000 post
offices across the country.
Others like Deutsche Bank, Citi, HSBC, StanC and many other domestic
banks are also waiting for such a tie-up with the postal department
which recently secured a payments bank licence.
The tie-up with India Post allows Barclays to extend its services across
the 1,55,000 post offices across the nook and cranny of the country.
"This tie-up seeks to deepen our relationship with India Post and
significantly enhances our capability to service the needs of customers
who require remote area cash management and related banking services,"
Pushkaraj Gumaste, managing director and head of client coverage,
corporate and investment banking, at Barclays India told PTI.
He further said the tie-up allows the bank to access to parts of the country that its existing branch network doesn't cover.
Barclays has an already existing tie-up across Maharashtra, Kerala,
Karnataka and Gujarat allowing access to 40,000 post offices in these
states, the bank said in a statement today.
The India Post Payments Bank is set to launch soon and combined with the
India Post network, offers a compelling proposition by way of an
integrated branch network.
The tie-up gives Barclays access to a large network of collection points
and strengthens its cash management proposition for customers who
require remote area collection services in semi-urban and rural areas
such as finance companies for EMI collections, premium collections for
insurers and FMCG companies and consumer goods companies for dealer
collections.

Kindly recall our personal discussion on 20/12/2016 along with my General secretaries& discussion over the phone on 07/01/2017
During the discussion it was assured that the GDS commission report
will be published on India post website with a copy to all Federations /
Union before 13/01/2017.
Now
we have come to know that publication of report may be delayed citing
Election code of conduct. In the Past, GDS Committee reports were
published on the same day of submission of it to the Department.The GDS
Committee report is not a secret or confidential one. However, we agree
with the Department when the report was referred to the Minster in the
larger of interest of GDS not to satisfy anyone.
Now
issues are going different directions. At this stage my Federation
cannot remain silent therefore FNPO &NUGDS have decided to go on
agitation from 17/01/2017.
The Programme of agitation:-
Circle
Secretaries of NUGDS and CHQ office bearers should take part in HUNGER
FAST in front of circle offices. The programme should start at10 AM to 5 PM.
Lunch hour demonstration at Directorate on 24/01/2017.
Submission of Memorandum to Hon'ble Prime Minster on 25/01/2017.
The further course of action will be intimated later.

All CWC Members,
All Circle Secretaries of NUGDS.
Dear colleagues,
You are aware that we have decided earlier not to go any agitation demanding publication of GDS committee report.We have taken this decision based on the discussion taken place with General secretaries of FNPO affiliated unions and Chairman Postal Board on 20/12/2016.
On 07/01/2017 SG FNPO contacted the Chairman, Postal Board, who assured that the report will be published within a week. We communicated the same to our colleagues and requested them to maintain patience for a another week.
Meanwhile, on 10/01/2017 we were informed that our Minster cleared file and the report will be published on 11/01/2017. Though we did not post this message on our official website(w.w.w.fnpo.org) this message was posted by our colleagues in their circle website.
On 12/01/2017 evening SG FNPO contacted senior officers in Directorate. He was told that a report will be published within 2days SG FNPO recorded protest immediately saying there is a time limit for our patience. If the Department did not publish the GDS Committee Report as promised before the end of this
week, we have no other alternative except to go on the hunger fast on 18/01/2017 in all the circles. It is not our intention, but we are forced to go on the hunger fast.
On 12/01/2017 we enquired the issue with our officers in Directorate SG FNPO was informed that Minster’s office has delayed the file citing Election Commission code of conduct.
We cannot remain silent at this stage.
In the fast, GDS Committee reports were published on the same day of submission of it to the Department.
