Government proposes to entrust banking related services to the Department of
Posts;
(b) whether all post
offices in the country would also function as a bank; and
(c) if so, by when
this work is likely to be completed?

(a) Yes Sir. The
Department of Posts applied to the Reserve Bank of India for issuance of
license for setting up of Payments Bank on 30.01.2015.
(b) No Sir. The
Government does not propose to convert all post offices in the country to function
as a bank. However, Department of Posts applied for license for setting up a
Payments Bank on 30.01.2015, which may utilize a part of existing resources
/infrastructure of the Department.
(c) Date of
completion of the above work will be depended on the decision of the Reserve
Bank of India.

(a) whether
Government plans to establish Post Bank of India by converting the wide network
of post offices spread across the country into commercial banks, if so, the
details thereof;
(b) whether the
Department of Posts had expressed its intention before the Government of
entering into banking services in the rural areas during a discussion on the
suggestions of a task force constituted on India Post; and
(c) if so, the details thereof and the
action plan made by Government in this regard?
ANSWER

(a) The Government does not propose to
convert the wide network of post offices
spread across the country into commercial banks. The proposed Post Bank of
India is envisaged as an independent entity.
(b) During the discussions on the suggestions
put forward by task force constituted for leveraging the Post Office Network,
the Department of Posts expressed the view that it is ready to enter into the
banking space with focus on rural areas.
(c) Based on a consideration of all relevant aspects,
the Department of Posts has submitted an application to Reserve Bank of India
seeking License for setting up a Payments Bank as an independent entity.

Dear Cooleagues,
VII Central Pay Commission invited the Standing council members of
National Council of JCM for submission of oral evidence on the
JCM/Common memorandum submitted by the National Council constituents to
the commission on Pay and Allowances, Pay determination, Minimum and
Maximum Pay, Pensionery benefits, Commutations, Revision of Pension for
Pensioners etc on 25/2/2015 at 11.00 Hrs.
The Standing Committee members attendted the meeting with the 7th
Central Pay Commission from 11.00 Hrs ti 12.30 Hrs and the details are
given as under :
1. At the outset Leader and Secretary Staff Side raised the issues that
6th CPC Chairman invited the Standing Committee NC(JCM) for oral
evidence on 17th, 18th and 19th April, 2008 on the common memorandum
submitted by the National Council Consituents. Therefore, we need
minimum three days to supplement and give oral evidence to the VII CPC
and one day for Retirement benefits.
a. Determination Pay and Minimum Pay as well as Maximum Pay
b. Pay and Allowances
c. Special Benefits on particular categories
d. Terminal and Retirement Benefits etc.
After receiving the names and dates for discussion we shall be able to
allot time for discussion on those matters mentioned in the memorandum.
2. We have demanded that sufficient time to be given to the Federation
to present their respective Ministries/Departments specific problems
particularly Railways, Defence, Postal, Health Ministry where the issues
are different from each other. Chairman agreed to give time after
requestes from the respective Federations.
3. Regarding merger of DA and Granting of interim report on granting
Interim Relief as per our request, Chairman said that this has not been
included in the Terms of reference. However, we have insisted upon that
the erosion of pay due to increase in prices and inflation the DA has
crossed more than 100%, therefore merger of DA is important and Interim
Relief should be granted. Chairman 7th CPC said there is no mention in
the Terms of Reference and there are directives from Government on this
issue. However, he assured that he will a DO letter to the Government
whether 7th CPC can consider to recommend and submit an Interim Report
on this matter.
The National Council JCM agreed to submit the names of members and dates
for further discussion on the memorandum after having internal
discussions among us and also approach the Government of India to give
directives to 7th CPC for submitting an Interim Relief on merger of DA
and Interim Relief for both employees and pensioners.
The meeting ended after the above discussions.

Income Tax 2015-16 – Changes relevant to Salaried Employees in Budget 2015

While Finance Minister termed Budget
2015-16 as a growth oriented one with due attention to common and poor in
India, there were not much changes as far as Income Tax 2015-16 in respect of
salaried employees are concerned. Personal Income Tax Rates were untouched and
as a result Salaried Class will have to pay same Income Tax that they paid last
year.
However, following changes have been
effected with regard to deductions / exemption allowed from total income of
Salaried Employees under various Sections Income Tax Act by which quantum of
Income Tax payable this year may get reduced if an employee is eligible for
such deduction / exemption.
Sukanaya
Samriddhi Scheme made eligible for deduction under Section 80C
Individuals who are subjected to
Personal Income Tax Provisions can now save Sukanaya Samriddhi Scheme, a newly
started savings scheme with a view to encourage savings in the name of girl
child’s education and marriage, for the purpose of claiming deduction under
Section 80C
Additional
Income Tax Exemption in respect of Health Insurance Premium under Section 80 D:
Medical expenditure is getting
increased day by day and however awareness towards Health Insurance is very
minimal in India. In order to make Health Insurance Schemes more attractive and
to cover entire health insurance premium paid by an employee for the purpose of
deduction under Section 80 D, limits of Health Insurance Premium for covering
individual and a senior citizen for the purpose of Income Tax Exemption have
been increased to Rs. 25,000 and Rs. 30,000 respectively.
Moreover, as far as very senior
citizens (aged 80 years or more) are concerned any payment made on account of
medical expenditure up to Rs. 30,000 would be eligible for deduction under
Section 80D.
More
Deduction under Section 80DD for very senior citizens (increased from Rs.
50,000 to Rs. 80,000)
While an individual is eligible to
deduct up Rs. 50,000 which was spent towards medical expenditure under Section
80DD, budget 2015 has brought out an additional provision under this section to
allow deduction of Rs. 80,000 for very senior citizens.
The condition of producing
certificate from a medical doctor under Section 80DDB has been relaxed and it
is enough the tax payer produces a prescription from a specialist doctor.
Additional
Income Tax Exemption for Persons with disability under Section 80U:
In view of the rising cost of
medical care and special needs of a disabled person, it is proposed to amend
section 80DD and section 80U so as to raise the limit of deduction in respect
of a person with a disability from Rs. 50,000 to Rs. 75,000.
It is also proposed to raise the
limit of deduction in respect of a person with severe disability from Rs. 1
lakh to Rs. 1.25 lakhs.
Limit
under Section 80CCD and Section 80CCC for contribution in NPS and other pension
funds raised
With an agenda to promote social
security measures and to bring the existing provision in line with the recently
increased overall limit of Rs. 150,000, the deduction for contribution to
certain pension funds under section 80CCC has been increased to Rs. 150,000
from present Rs. 100,000.
Also, an additional deduction under
section 80CCD to the extent of Rs. 50,000 has been introduced for contributions
under the National Pension Scheme.
Deduction
towards Transport Allowance increased from Rs. 800 to Rs. 1600 per month
The long due increment in the
monthly travel allowance has now finally materialized. In order to commensurate
with the increased costs of transportation, it is now proposed to be double the
original transport allowance and it shall stand at Rs. 1,600 per month.
