IndiaPost inks deal to issue 1.5 crore debit cards


MUMBAI: IndiaPost will soon issue debit cards to its 1.5 crore account holders with the Department of Post signing a Rs 30 crore deal with CMS Info System to supply Rupay enabled cards. The Department of Post (DOP) has over 10 crore account holders in India, and has already begun deploying ATMs across the country in aphased manner.

The personalized debit cards for DOP will be issued on the NPCI platform and their usage would initially only be on ATMs installed at DOP branches, as a closed loop environment. The cards can later be used on other ATMs with Rupay affiliation. These cards will initially be of the magstripe variant, with the option of EMV being available to the account holders after a set period of time.

"This deal will power issuance of personalized cards to complement IndiaPost'sATM deployment plans over a three-year period. We expect this to benefit people using teller facilities at the branches, as they can now begin to use these cards for more convenient cash withdrawals," said Mokam Singh Matta, Head of Card Business, CMS Info System. In addition to financial cards, CMS also personalizes Smart Cards which are being increasingly used in large scale government projects, including National ID, Rashtriya Swasthya Bima Yojana (RSBY), Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and Employee's State Insurance Corporation (ESIC). Brief Minutes of the meeting of the NAC

Brief on the meeting of the NAC held today under the chairmanship of Jt. Secretary(E), DoP&T, Government of India
As per notification No.11/1/2015-JCA dated 12.05.2015 of the DoP&T(Government of India), meeting of the National Anomaly Committee was held today under the Chairmanship of Jt. Secretary(Estt.), Jt. Secretary(Pers.) and officials from other establishments and Ministry of Railways were also present.

At the outset, Secretary(Staff Side), National Council(JCM), Shri Shiva Gopal Mishra, expressed anguish for communication gap and non-finalization of the issues raised by the Staff Side JCM at various levels, and that is the reason, the staff working in the Central Government is quite agitated.
He also mentioned that, when we met the Secretary, DoP&T, we were given assurance that very soon meeting of the NC/JCM would be held, but unfortunately could not.
NAC was formed seven years back, and up-till now whatsoever had been agreed, that is not implemented, and wherever disagreement, items have not been sent for arbitration.
Out of 60 items, only 48 were discussed, and most of them are under review, and there are 12 items which are still pending, require urgent meeting on pending items.
Leader, Staff Side, Shri M. Raghaviah also shown his anguish and demanded meetings more frequently. Shri K.K.N. Kutty, Shri Sri Kumar and other members of the Staff Side also expressed their anguish on inordinate delay.
The J.S.(E) assured that the meeting on the pending items would be held soon. On the insistence of the Secretary(Staff Side), she agreed for the meeting on the pending items in the afternoon of 9th June, 2015. She also agreed for giving status papers.
Agenda Items
Item No.1 – Review of MACP to GP of Rs.2000 where there is no such grade pay in Railways
Though the Official Side was not in the mood to make any change, but on the insistence of the Staff Side, they agreed to review the matter once again.
Item No.2 – Granting of Additional Pay to Loco & Traffic Running Staff
The Jt. Secretary(Pers.) asked the Railways to give some more logical arguments, so that they can reconsider the issue of Additional Pay to Loco Pilots and Guards of the Goods Trains.
Item No.3 – Treatment of employees selected under LDCE/GDCE Scheme
The Official Side informed that, they have already sent a letter on 27.09.2012, that whatsoever benefit is available to the employees selected under LDCE and GDCE in the ACP, that will continue in the MACPS also. The item is closed.
Item No.4 – Grant of minimum entry pay meant for Direct Recruits to Promotees
There had been lots of arguments and when the Staff Side insisted that, in the JCM Scheme, once the items have been finalized and we reach to an agreement in the Standing Committee, there is no provision of referring back the issue to JCM again. The Secretary Staff Side told pointblank to the Official Side that we are not going to yield on this issue, and if the Official Side feels that the Hon’ble Finance Minister has some specific objection for implementing this issue where Promotee should get bottom of the grade where Direct Recruitment is available, we would like our meeting with Hon’ble Finance Minister. The Official Side agreed that they will put up the case to the competent authority to approach the Hon’ble Finance Minister once again.

10 (+2) Points Charter of Demands of Central Trade Unions

Minister of State for Labour & Employment (Independent Charge) writes to all Central trade unions with reference to the 10(+)2 Point Charter of Demands submitted by Trade Unions, that after consultation of Prime Minister he is detailed to discuss with the all trade unions. This is with reference to the 10(+2) point charter of Demands submitted by Central Trade Unions to the Government on 24th June, 2014 and 15th September 2014.  In pursuance of the said demands, a meeting was held on 15th May, 2015 with the Central trade Unions, which was chaired by me alongwith Hon'ble Minister of State (IC) for Petroleum and Hon'ble Minister of State(IC) of Power.  Prior to the said meeting, a meeting was also held with all Central Trade Union along with Hon'ble Minister of State for Finance.

Consequent to the said meeting, I had met with Hon'ble prime Minister and informed him about the charter of demands and issues & concerns raised by the Trade Unions.  Hon'ble Prime Minister advised me that detailed discussions be held with all Central Trade Unions through a Committee of Ministers.  I am happy to announce that the Prime Minister Office has constituted a committee comprising of Finance Minister, Minister of State Independent Charge for Petroleum and Natural Gas an Minister of State Independent Charge for Power, Minister of State Prime Minister office and myself to address all issues raised by the Central Trade Unions.

We shall be visiting Geneva for the International Labour Conference in June and immediately after return from Geneva, we shall organize two days meeting with the Central Trade Unions to carry out threadbare discussions on each of the charter of demands given by the Unions.  

I would like to reiterate that the amendments of labour laws are taken up only after detailed deliberations and discussions with the Central Trade Unions in the Tripartite meetings and the suggestions of the Trade Unions are given due consideration.  I am enclosing a copy of the press note being released by me which indicates action taken so far on the Charter of Demands.

In view of above, I would expect your full cooperation in the Government's endeavor to achieve not only the twin objectives of transparency and accountability but also safe guard the interest of the workers.

The Seventh Central Pay Commission has had wide ranging interaction with a variety of Stakeholders. It has had a series of meetings with National Council and the Constituents of the JCM from March 2015 onwards. The Commission has also sought views of Individual Ministries / Departments on the issues Posed in relation to matters that ar relevant to the Ministries

Simplified procedure in filling IT Returns.

Income Tax Return Forms ITR 1, 2 and 4S Simplified for Convenience of the Tax Payers;
A New Form ITR 2A Proposed which can be Filed by an Individual or HUF who does not have Capital Gains, Income from Business/Profession or Foreign Asset/Foreign Income; In Form ITR 2 and the New Form ITR 2A, the Main Form will not Contain more than 3 Pages, and other Information will be Captured in the Schedules which will be Required to be filled only if applicable;

As the Software for these Forms is under Preparation, they are likely to be available for e-filing by 3rd week of june 2015;Time Limit for Filing these Returns is also Proposed to be Extended up to 31.08.2015;

Only Passport Number, if available, would be required to be given in forms Itr-2 and itr-2A. Details of Foreign Trips or Expenditure thereon are not required to be Furnished
Forms ITR 1, 2 and 4S for Assessment Year 2015-16 were notified on 15th April 2015 (15.04.2015). In view of various representations, it was announced that these ITR forms will be reviewed. Having considered the responses received from various stakeholders, these forms are proposed to be simplified in the following manner for the convenience of the taxpayers:-

1) Individuals having exempt income without any ceiling (other than agricultural income exceeding Rs. 5,000) can now file Form ITR 1 (Sahaj). Similar simplification is also proposed for individuals/HUF in respect of Form ITR 4S (Sugam).

4) As regards bank account details in all these forms, only the IFS code, account number of all the current/savings account which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished. Details of dormant accounts which are not operational during the last three years are not required to be furnished.
5) An individual who is not an Indian citizen and is in India on a business, employment or student visa (expatriate), would not mandatorily be required to report the foreign assets acquired by him during the previous years in which he was non-resident if no income is derived from such assets during the relevant previous year.
6) As a measure of simplification, it has been endeavoured to ensure that in Form ITR 2 and the new Form ITR 2A, the main form will not contain more than 3 pages, and other information will be captured in the Schedules which will be required to be filled only if applicable.
As the software for these forms is under preparation, they are likely to be available for e-filing by 3rd week of June 2015. Accordingly, the time limit for filing these returns is also proposed to be extended up to 31st August, 2015 (31.08.2015). A separate notification will be issued in this regard.

Cabinet Approves Revision and Up gradation of Cities for granting HRA and Transport Allowance

Revision of the classification/up gradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.

On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from ‘Y’ class to ‘X’ class and 21 cities have qualified for being upgraded from ‘Z’ to ‘Y’ class for the purpose of HRA. Six cities have qualified for being upgraded from “Other Places” to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.
Background:
HRA and Transport Allowance are admissible to Central Government employees depending upon employees’ Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. ‘X’, ‘Y’ and ‘Z’ for the purpose of HRA and 13 specified cities classified earlier as ‘A-1’/ ‘A’ and “Other Places” for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. The existing qualifying limits of population for classification for HRA purpose is 50 lakhs & above for ‘X’, 5 – 50 lakhs for ‘Y’ and below 5 lakhs for ‘Z’ class city. Transport allowance is payable at ‘higher rates’ in 13 specified cities classified earlier as ‘A-1′ / ‘A’ (that is those cities having population of 20 lakhs & above) and at ‘lower rates’ in all other places.
The classification of cities/towns for this purpose is revised on the basis of their population as reflected in the decennial census report. The existing classification of various cities/towns is based on 2001 Census figures. The criterion of population for this purpose has been followed as recommended by the Central Pay Commissions.

Government employees to get passport without NOC

No Objection Certificate (NOC) is not now a mandatory requirement for government employees to get a passport.

To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport.

The Ministry of External Affairs has recently issued an Office Memorandum No.VI/401/01/05/2014 making the ‘Prior Intimation Letter’ valid proof like ‘No Objection Certificate (NOC)’ to obtain passport for government employees, public sector undertakings (PSU) employees and autonomous body employees.
Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.
The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad as per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time
