Post Offices are going to play a vital role in development of farmers
The Centre has decided to use 1.75 lakh Common Service Centres (CSC) and
post offices in a big way to encourage more non-loanee farmers to take
up crop insurance schemes such as Prime Minister Fasal Bima Yojna
(PMFBY) in 2017-18 crop year beginning July. At present, it is mandatory
for loanee farmers to take the crop insurance policy. CSCs, set up
under the Ministry of Electronics and Information Technology, till now
were being utilised for booking railway tickets, providing Aadhaar
numbers and passport applications. Sources said the Government now wants
both loanee and non-loanee to take advantage of PMFBY as well as
weather-based crop insurance scheme.

relating to bunching and to address the queries on various aspects of
bunching, it has been decided to issue detailed guidelines on
bunching.All Ministries/Departments are , therefore. advised that the

OFFICE MEMORANDUM
Subject: Recommendations of the 7th Central pay Commission — bunching of
stages in the revised pay structure under Central Civil Services
(Revised Pay) Rules, 2016.With reference to the subject mentioned above and in continuation of this Department’s OM of even number dated 07.09.2016, the undersigned is directed to inform that, a large number of references have been received from Ministries/Departments seeking clarifications relating to the application of the benefit on account of bunching of stages while fixing the pay in the revised pay structure.
2. It has also been brought to the notice of this Department that some offices have extended the benefits on account of bunching based on subjective interpretation of the provisions of OM dated 07.09.2016, which may not be consistent with the principles and philosophy of the 7th CPC recommendations on bunching. Implementation of such pay fixation orders are not in conformity with the 7th CPC principles on bunching and may create further anomalies. In order to ensure consistency of approach in applying the provisions relating to bunching and to address the queries on various aspects of bunching, it has been decided to issue detailed guidelines on bunching.
3. All Ministries/Departments are , therefore. advised that the implementation of the provisions on bunching in OM dated 07.09.2016 may be put on hold till the time the detailed instructions in this regard are issued by Department of Expenditure. It is also requested that if orders on account of bunching have already been issued by Ministries/ Departments but not implemented, the same may not be given effect to.

Subject:- Problems being faced by the pensioners / family pensioners regarding credit of pension amount into their Bank Accounts.
Attention is invited to CPAO's OM NO. CPAO/Tech/Bank
Performance/2015-16/60 dated-14.06.2016 for better pensioner services by
banks and minimize grievances/complaints from pensioners related to
pension payments. Inspite of issuing frequent instructions, number of
representations are received from pensioners/family pensioners
experiencing difficulties relating to delays and incorrect amount of
pension being credited in their bank accounts. The pensioners have also
complained about the recovery of excess amount from their bank accounts.
All measures should be taken for efficient pension delivery to avoid
such grievances and Heads of CPPCs and Heads of Govt. Business Divisions
are again requested to provide monthly pension slips alongwith break up
to pensioners/ family pensioners and invariably at the time of
commencement of pension and thereafter whenever there is a change in the
quantum of pension.
This issues with the approval of the competent authority.

BHUBANESWAR: The Centre has decided to open passport service centres in
all the 800 district head post offices across the country in two years'
time to increase people's access to the facility, especially in remote
areas.
Making the announcement here today, minister of state for External
Affairs V K Singh said, "150 post office passport seva kendras are being
opened this year and within two years all the 800 head post offices in
all the districts would be in place."
"We have decided to ensure that no citizen is made to travel long
distances for a passport. People in far-flung areas of the country find
it difficult to obtain passports and redress passport-related
grievances," Mr Singh said.
The step has been initiated through a joint effort by the ministry of
external affairs and the department of posts to deliver passport-related
services to the people.
Passport seva kendras have already been launched in several district head post offices in various parts of the country.
"It has been decided to utilise head post offices as front offices for
rendering passport services under this novel programme," he said.
The government has decided to scale up the programme following
successful operationalisation of two pilot projects taken up initially.
Apart from expanding the passport services and giving a wider reach,
procedures for obtaining passports have also been substantially
simplified, the minister said.
"In addition, the entire process of getting passports has been made
transparent, while middlemen and dalals have been done away with," Mr
Singh said.

7th Pay Commission Allowances may be finalised by Cabinet today – News Sources indicates that Fiance Minister may table the much awaited Lavasa Allowances Committee report vetted by Empowered Committee of Secretaries
The Union Cabinet will put an end to the wait for revised allowances
under the Seventh Pay Commission as a decision is expected to be reached
when it convenes tomorrow. After being dropped from the agenda of the
last Cabinet meeting, chances are good that Finance Minister Arun
Jaitley will table the proposals in this regard at the one tomorrow.
The Empowered Committee of Secretaries (E-CoS) had submitted its
suggestions to Jaitley on June 1 after considering the review report
from Committee on Allowances led by Finance Secretary Ashok Lavasa.
Around 50 lakh central government employees have been waiting for
revised allowance rates to be implemented since.
The E-CoS report includes proposals on House Rent Allowance (HRA),
Dearness Allowance (DA) along with others, based on the Lavasa Committee
recommendations. Arrears against revised allowance rates are also
expected to feature in the list of proposals set to be put up before the
Cabinet.
Meanwhile, reports suggest that Cabinet may decide to not pay arrears
for the period of almost a year that allowance rates have been delayed.
Saving funds is cited as one of the reasons behind this probable move.
The government has been able to save Rs 2,200 crore per month or Rs
40,000 crore cumulatively since January 1 last year because of the
delays in revised allowances distribution. The loan waiver extended by
the Maharashtra government to farmers of the state may also be a factor,
stated a Times of India report.
On the other hand, Cabinet may also look into demands of higher
allowance rates raised by the central government employees to compensate
for delays in implementing the said rates. Central government employees
want the rates to be retained at 30 per cent, 20 per cent and 10 per
cent for Class X, Y and Z cities, even if they are not hiked. The
Committee has capped HRA between 2 per cent and 27 per cent. Several
reports suggest that the new allowances will be implemented from July.
The pay commission had recommended abolition of or subsuming of
allowances like acting, assisting cashier, cycle, condiment, flying
squad, haircutting, rajbhasha, rajdhani, robe, shoe, shorthand, soap,
spectacle, uniform, vigilance and washing.
The Lavasa Committee was constituted in June last year after the
government implemented the recommendations of the Pay Commission.
The Seventh Pay Commission had recommended abolishing 53 of the 196
allowances, and subsuming 36 other allowances. It also recommended
slashing the House Rent Allowance (HRA) — for metros, commission
recommended bringing down the HRA from 30 per cent to 24 per cent.
The Seventh Pay Commission had recommended the rate of House Rent
Allowance (HRA) be kept at 24 percent, 16 percent and 8 percent of the
Basic Pay for Class X, Y and Z cities respectively.
Government employees protested the recommendations of the Seventh Pay
Commission, following which the Narendra Modi-government formed a
committee under the Finance Secretary to review the suggestions.
The Committee on Allowances was constituted in July and after an
extended deadline was asked to submit its report to the government by
February 22, 2017. However, it submitted its review report on April 24.
The report was then taken up by the E-CoS for consideration and
consolidation, after passing through Department of Expenditure, so that
it can be presented before the Cabinet.

High Expectation over announcement of 7th CPC Allowances and its Date of Effect
7th CPC Allowances is now become a hottest topic of discussion and most
expected matter by Central Staffs. Central Government confirmed
officially that the Report of the Allowance Committee is submitted to
the Government. Later the Cabinet Secretary told that Allowance
Committee Report will be examined by the Expert Committee of Secretaries
which was appointed initially to expedite the Recommendations of 7th
Pay Commission.
It was said that the Cabinet Secretary Fixed 1st June 2017 for perusal
of the report of the Allowances Committee by the Empowered Committee.
Whether ECoS has finished its work or not is not known yet.
The Cabinet Committee under the Chairmanship of Prime Minister Shri.
Narendra Modi has met On 7th June 2017. There was lot of expectation on
that day that the Cabinet would announce its decision about 7th CPC
Allowances. But nothing has been announced so far.
The CG Staff have been frustrated by the Government’s approach towards
settling the issue of 7th CPC Allowances. The Government servants are
considerably losing monetary benefits they are supposed to get from the
implementation of 7th CPC Recommendation. They are expecting the
following two things to be decided at the earliest.
The amount of Increase in the Rates and Percentage of Allowances What will be the Date of effect ..?
Delaying the Decision on the above two issues are the main reason for
the frustration of Central Government Employees. The Federation are
trying their level best to give pressure through agitation program to
invite the attention of Central Government to announce the 7th CPC
Allowances as soon as possible.

Aadhaar enrollment at Post Offices from July

City residents may visit post offices to enrol themselves for the Aadhaar cards from July.
The postal department is in the process of identifying designated post
offices across the State to function as centres for Aadhaar enrollment
and updating.
The department has planned to implement the project at head post offices
in 12 places — Chennai, Puducherry, Kanniyakumari, Madurai, Tiruchi,
Coimbatore, Erode, Salem, Tiruppur, Dindigul, Vellore and Tirunelveli.
These select post offices would enable residents to enroll themselves for
Aadhaar cards and update details such as mobile numbers and address.
Officials of the postal department said while residents may be able to
enrol for Aadhaar cards only in select head post offices, they may
approach any branch post office with a computerised network for updating
details in the Aadhaar card.
Postmaster General in charge (Chennai city region) J.T.Venkateswarulu
said besides 12 head post offices, 2,515 sub post offices have been
identified to provide the facility across the State.
Reaching rural areas
This would be beneficial particularly for residents in rural pockets as post offices have a better reach.
Two staff members would be involved in providing the service in each
post office. “We have trained 100 postal personnel who will in turn
train other employees across the State. We are procuring equipment for
registering biometric identification of residents,” he said.
The project would be implemented at a cost of ₹80 lakh. In Chennai, Anna
Road head post office is likely to chosen as designated post office for
Aadhaar enrolment, officials said.
