Barclays Lenton got the first Tie-up with India Post Payments Bank (IPPB)

MUMBAI: British lender Barclays today became the first bank to have a
national tie-up with the India Post which runs over 1,55,000 post
offices across the country.
Others like Deutsche Bank, Citi, HSBC, StanC and many other domestic
banks are also waiting for such a tie-up with the postal department
which recently secured a payments bank licence.
The tie-up with India Post allows Barclays to extend its services across
the 1,55,000 post offices across the nook and cranny of the country.
"This tie-up seeks to deepen our relationship with India Post and
significantly enhances our capability to service the needs of customers
who require remote area cash management and related banking services,"
Pushkaraj Gumaste, managing director and head of client coverage,
corporate and investment banking, at Barclays India told PTI.
He further said the tie-up allows the bank to access to parts of the country that its existing branch network doesn't cover.
Barclays has an already existing tie-up across Maharashtra, Kerala,
Karnataka and Gujarat allowing access to 40,000 post offices in these
states, the bank said in a statement today.
The India Post Payments Bank is set to launch soon and combined with the
India Post network, offers a compelling proposition by way of an
integrated branch network.
The tie-up gives Barclays access to a large network of collection points
and strengthens its cash management proposition for customers who
require remote area collection services in semi-urban and rural areas
such as finance companies for EMI collections, premium collections for
insurers and FMCG companies and consumer goods companies for dealer
collections.

Kindly recall our personal discussion on 20/12/2016 along with my General secretaries& discussion over the phone on 07/01/2017
During the discussion it was assured that the GDS commission report
will be published on India post website with a copy to all Federations /
Union before 13/01/2017.
Now
we have come to know that publication of report may be delayed citing
Election code of conduct. In the Past, GDS Committee reports were
published on the same day of submission of it to the Department.The GDS
Committee report is not a secret or confidential one. However, we agree
with the Department when the report was referred to the Minster in the
larger of interest of GDS not to satisfy anyone.
Now
issues are going different directions. At this stage my Federation
cannot remain silent therefore FNPO &NUGDS have decided to go on
agitation from 17/01/2017.
The Programme of agitation:-
Circle
Secretaries of NUGDS and CHQ office bearers should take part in HUNGER
FAST in front of circle offices. The programme should start at10 AM to 5 PM.
Lunch hour demonstration at Directorate on 24/01/2017.
Submission of Memorandum to Hon'ble Prime Minster on 25/01/2017.

Dear colleagues,
You are aware that we have decided earlier not to go any agitation demanding publication of GDS committee report.We have taken this decision based on the discussion taken place with General secretaries of FNPO affiliated unions and Chairman Postal Board on 20/12/2016.
On 07/01/2017 SG FNPO contacted the Chairman, Postal Board, who assured that the report will be published within a week. We communicated the same to our colleagues and requested them to maintain patience for a another week.
Meanwhile, on 10/01/2017 we were informed that our Minster cleared file and the report will be published on 11/01/2017. Though we did not post this message on our official website(w.w.w.fnpo.org) this message was posted by our colleagues in their circle website.
On 12/01/2017 evening SG FNPO contacted senior officers in Directorate. He was told that a report will be published within 2days SG FNPO recorded protest immediately saying there is a time limit for our patience. If the Department did not publish the GDS Committee Report as promised before the end of this
week, we have no other alternative except to go on the hunger fast on 18/01/2017 in all the circles. It is not our intention, but we are forced to go on the hunger fast.
On 12/01/2017 we enquired the issue with our officers in Directorate SG FNPO was informed that Minster’s office has delayed the file citing Election Commission code of conduct.
We cannot remain silent at this stage.
In the fast, GDS Committee reports were published on the same day of submission of it to the Department.

OFFICE MEMORANDUM
Subject: Revision of rates of subscription under Central
Government Health Scheme due to revision of pay and allowances of
Central Government employees and revision of pension/ family pension on
account of implementation of recommendation of the Seventh Central Pay
Commission.
The undersigned is directed to refer to this Ministry’s ‘OM No.
S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were
issued revising the rates of monthly subscription for availing CGHS
facility, as also the entitlement for free diet, entitlement of
accommodation in private empanelled hospitals under CGHS, etc.
2. Consequent upon revision of pay on the basis of the implementation of
the recommendations of the 7th Central Pay Commission, it has been
decided to revise the rates of subscriptions, to be made by employees/
pensioners, for availing benefits under the CGHS, with effect from 1st
January 2017. It has also been decided to revise the monetary ceiling
limits for various entitlements of the beneficiaries for availing CGHS
facilities.
3. In supersession of all earlier instructions, the following revisions
are being made, is so far as it relates to the facilities mentioned
below:

Today Secretary General FNPO contacted Senior Officers in Directorate.
Directorate has given assurance that GDS Committee Report will be published at the end of this week. There is a time limit for our patience. If the Department did not publish GDS Committee Report as promised before the end of this week, we have no other alternative to go on the hunger fast on 18/01/2017 in all the circles. Sorry, It is not our intention, but we are forced to go on the hunger fast.

PFRDA appoints Karvy as 2nd Central Record keeping Agency for NPS

Subscribers of National Pension Scheme (NPS) will soon have an option to
choose Central Record keeping Agency as the sector regulator PFRDA has
appointed Karvy Computershare to offer such services.
Currently, NSDL e-Governance Infrastructure is the only CRA, which
establish an internal system that delivers compliance with standards for
internal organisation and operational conduct, with the aim of
protecting the interests of NPS subscribers and their assets.
“Karvy Computer share Pvt Ltd is currently at an advanced stage of CRA
system development and is expected to become operational in the near
future,” said the Pension Fund Regulatory and Development Authority
(PFRDA).
Now there will be two CRAs operating in the NPS system – NSDL e-Governance Infrastructure and Karvy Compurtershare, it said.
Karvy was issued Certificate of Registration by the PFRDA in June last year.
“The choice of CRA can be made by the employer (existing or prospective)
between the existing CRA and the new CRA depending on the policy of
employer in case where there is employer-employee relationship,” the
regulator said.
Voluntary subscribers will have an option to choose a CRA while in the
case of NPS-Lite subscribers, the aggregator will decide on the CRA.
In case of government sector subscribers, the government will chose the CRA for rendering the services.
A CRA is responsible for recordkeeping, administration and customer
service functions for all NPS subscribers. The function includes
receiving instructions from subscribers through the points of presence,
transmitting such instructions to pension funds and effecting switching
instructions received from subscribers.
It acts as an operational interface between PFRDA and other NPS
intermediaries such as pension fund managers, annuity service providers,
and Trustee Bank.
As on November 30, 2016 there were about 1.4 crore subscribers under NPS with over Rs 1.61-lakh crore asset under management.

India Post to Start SBI Buddy Wallet Service in Post Offices
In
order to move towards digitization of cash transactions at post offices
for its Saving Bank Customers, Department of Posts (DoP) has approached
the State Bank of India to provide customized services of State Bank
Buddy wallet for branches of Post Offices. Cashiers/Postal Assistant at
authorized Post Offices will accept two kinds of withdrawal forms from
their Saving Bank customers. One for withdrawing cash and other for
loading their Buddy wallet.
Draft of process flow is summarized below:
1. DoP would like to open wallets for their identified Post offices across India.
2. To begin with, DoP will start with 1000 Post Offices and then extend
to larger no. of Post Offices. All these Post Offices will be provided
with a smart phone, by the respective Divisional Heads/Chief
Postmaster/Sr. Postmasters. These phones Will be the assets of the post
Office concerned and Will be the deposited in the treasury at end of the
day. At the beginning of the day the phone will be given to the SB
Cashier handling the Buddy wallet.
3. State Bank Buddy wallet will be downloaded from Google play /Apple
store and wallet account will be registered on these (Post Offices’
Official) Mobile Numbers.
4. Sansad Marg HO will be assigned as a nodal office for SBl buddy. DoP
will share with SBl the list of mobile nos. to be used on Post Office
counters. Against each mobile no. in the list, name & address of PO
along with other details considered important for accounting and MIS.
5. SBI will prefund all 1000 post office e-wallet accounts with Rs.20,000 (each wallet to be topped up with Rs.20,000).
6. Cashiers/Postal Assistant at Post Offices will pay to their (PO)
customers, through P2P facility (using “Send Money/Ask Money) against
special withdrawal forms presented by the customers.
7. At 4.30 pm each day, Buddy Team at GITC will send MIS to NDMB (Sansad
Marg) & Sansad Marg HO containing the amount consumed by each PO
wallet during the day.
8. At the closure of Post Offices? customer dealing, 3:00 pm State Bank
Buddy team will run a scheduled job and block all these wallets so that
no further transactions can be made on that day.
9. Buddy team will generate Daily Transaction MIS of these wallets post office wise and share it with DoP
10. No PO wallet will be topped up during the day for increased requirement etc.
11. Buddy team will unblock these wallets in SOD (Start of Day) so that wallets will be operational for use.
1- Between Customer & Cashier/Postal Assistant
i. Customer should download buddy wallet from play store or apple store.
Assistance may be required. The cashiers/Postal Assistant will be
trained by SBI.
ii. Customer should use 'Ask Option" in Buddy giving mobile number of the Cashier.
iii. The statement of transactions on the wallet of the cashier can be made available by the Bank
At Post office
i. Debit SB account of customer
ii. Credit Wallet Account of customer
Reconciliation
The individual PO will download the Buddy report, check it against the transactions made and will
(A) Either confirm that the report tallied with the transactions done in the post offices, to the nodal office.

Sansad Marg HO will pay SBl Sansad Marg main branch at the end of the
day as per demand raised by them. In the case of any dispute which is
raised by post offices as per para B above, the adjustment would be made
next day.

Pongal Holiday is not in the List of Compulsory Holidays 2017
In Tamil Nadu, agitation Programme is being organised against the government decision of not including the Pongal Holiday in the list of Compulsory Holidays for the year 2017 for central government offices.
It is quite a surprise that some Political parties and Tamil Media are
telling that Central Government has removed the Pongal holidays from the
List of Compulsory Holidays for the year 2017.
Since 2009, there is no such order issued by DoPT (A Nodal Ministry for
Central government employees) that includes Pongal festival in the List
of Compulsory Holidays. The Orders for Central Government Holidays from
the year 2009 are available in DOPT website
The Holiday for the Festivals which are celebrated in States shall be
decided by the Central Government Employees Welfare Coordination
Committee in the State Capitals, if necessary, in consultation with
Coordination Committees at other places in the State from the list of
restricted Holidays declared by central government. There are three such
Holidays can be decided by State Coordination committees or Co
Ordination committees in Departments for Central Governments offices
functioning in States.

at New Delhi. The stamps features dance forms of the two countries.

Post has released a set of two stamps (5 Rs and 25 Rs) on 7th January 2017 to
commemorate 500 years of diplomatic relations between India and Portugal. Stamps
depicts dances of both the countries. A miniature sheet has also been
released of the issue.

Income-tax Rules amended to provide that bank shall obtain and link PAN
or Form No. 60 (where PAN is not available) in all existing bank
accounts (other than BSBDA) by 28.02.2017
Income-tax Rules have been amended to provide that bank shall obtain and
link PAN or Form No. 60 (where PAN is not available) in all existing
bank accounts (other than BSBDA) by 28.02.2017, if not already done. In
this connection, it may be mentioned that RBI vide circular dated
15.12.2016 has mandated that no withdrawal shall be allowed from the
accounts having substantial credit balance/deposits if PAN or Form No.60
is not provided in respect of such accounts. Therefore, persons who are
having bank account but have not submitted PAN or Form No.60 are
advised to submit the PAN or Form No. 60 to the bank by 28.2.2017.
The banks and post offices have also been mandated to submit information
in respect of cash deposits from 1.4.2016 to 8.11.2016 in accounts
where the cash deposits during the period 9.11.2016 to 30.12.2016
exceeds the specified limits.
It has also been provided that person who is required to obtain PAN or
Form No.60 shall record the PAN/Form.No.60 in all the documents and
quote the same in all the reports submitted to the Income-tax
Department.
