சாதனை தமிழரை நாமும் வாழ்த்துவோம் !

              
                           தமிழ் வழியில் படித்து இந்தியாவின் உயர்ந்த பதவியை அடைந்துள்ள சாதனை தமிழரை வாழ்த்துவோம் !  கடந்த 50 ஆண்டு கால வரலாற்றில் தமிழகத்தை சேர்ந்த சதாசிவம் உச்ச நீதிமன்ற தலைமை நீதிபதியாக இன்று காலை பொறுப்பேற்றார்.

ஜனாதிபதிமாளிகையில் நடந்த எளிய விழாவில் இவருக்கு ஜனாதிபதி பிரணாப்முகர்ஜி பதவிப்பிரமாணம் செய்து வைத்தார்.

               இந்தியாவின் தலைமை நீதிபதியாக இருந்த திரு அல்டமாஸ்கபீர் பதவிக்காலம் நேற்றுடன் நிறைவடைந்தது. இதற்கு பதிலாக திரு சதாசிவம் தலைமை நீதிபதியாக நியமிக்கப்பட்டார். இவர் இன்று தனது பொறுப்பை ஏற்றுக்கொண்டார். பதவியேற்பு விழாவில் பிரதமர் மன்மோகன்சிங்கும் பங்கேற்றார்.மேலும் காங்., தலைவர் சோனியா, பா.ஜ., மூத்த தலைவர் அத்வானி, மத்திய அமைச்சர்கள், நீதிபதிகள், மூத்த வழக்கறிஞர்கள் கலந்து கொண்டனர்.

          64 வயதாகும் சதாசிவம் உச்ச நீதி மன்றத்தின் 40 வது தலைமை நீதிபதியாவார். இவர் 2014 ஏப்ரல் மாதம் 26 ம் தேதி வரை பதவியில் இருப்பார். 50 ஆண்டு கால வரலாற்றில் தமிழகத்தை சேர்ந்த ஒருவர் தலைமை நீதிபதியாக பொறுப்பேற்றமைக்கு பலரும் வாழ்த்து தெரிவித்து வருகின்றனர். நாமும் வாழ்த்துவோம்.

SHORT LISTED CANDIDATES FOR PAPER II  The list in respect of the remaining Postal Circles will be published shortly.
II.The above Short List has been prepared in accordance with the procedure published in the Notification No 60-9/2009 SPB1 dated 8-5-2012. The candidates who figure in the above list have qualified for appearing in the Paper II based on marks in the Paper I.
III The list is in order of Roll Number.
IV. Paper II is tentatively scheduled on 10th,11th,24th,25th,31th August 2013 and 1st September 2013

RBI penalises 22 banks for money laundering, violating customer identification rules

The Reserve Bank of India has imposed penalties on State Bank of India,Punjab National Bank and 20 other lenders for violating requirements on customer identification, in probably the single biggest penalisation of the industry. 
The banking regulator found non-adherence to norms at these banks in a scrutiny of their books of accounts and internal control and compliance systems in April 2013. 
The money laundering charges levelled by online portal Cobrapost.com, initially againstAxis Bank, HDFC Bank and ICICI Bank and extended to many later, had prompted the central bank to investigate practices at banks. 
"After considering the facts of each case and individual bank's reply, personal submissions, information submitted and documents furnished, the Reserve Bank came to the conclusion that some of the violations were substantiated and warranted imposition of monetary penalty," it said in a statement issued on Monday. 
Based on the findings, RBI issued show-cause notices to these banks before imposing penalties ranging from Rs 0.50 crore to Rs 3 crore. 
RBI's inquiry did not reveal any prima facie evidence of money laundering. "However, any conclusive inference in this regard can be drawn only by an end-to-end investigation of the transactions by tax and enforcement agencies," it said. 
The central bank found flaws in banks' customer identification procedure, KYC practice for walk-in customers and sale of third party products such as insurance and mutual funds. There were lapses in monitoring of transactions in dormant accounts and in following instructions on import of gold on consignment basis. 
A dozen public sector and ten private banks were at the receiving end of the regulator's stick. Seven banks including Bank of Baroda, Bank of India and Federal Bank were fined Rs 3 crore each while Indian Overseas Bank faced the highest penalty of Rs 3.002 crore. Foreign lender Deutsche Bank was fined Rs 1 crore while Ratnakar Bank faced the lowest fine of Rs 0.50 crore. 
RBI had earlier imposed a Rs 10.5 crore penalty on Axis Bank, HDFC Bank and ICICI Bank, taken together. 
The central bank let off seven other lenders, including BNP Paribas, Citibank and Standard Chartered Bank, with just a warning as it found their explanation satisfactory.

India post applied fullfledged Bank Licence in 2006. At that time Dr. USR was Secretary, Department of posts. RBI did not consider our requests then. Now the Government want to grant banking licence to public and private sector companies.
According to the Ministry of Finance, 26 Public and Private sector companies applied for banking licence, out of which, how many applicants are eligible for banking licence  is not known. Further Finance Minister said that there was no ceiling on number of new bank licence. 3rd July 2013 RBI Governor gave a statement to the press that not all eligible applicants may get banking licence. In another statement of RBI it was stated that India Post is a part of Ministry it cannot be considered as a private sector entity. India posts will have to permit corporate entity to be eligible for banking licence. In other words the Government (Postal) Department, will not become under RBI Purview for banking licence.
At present in our nation we have 14+6=20 Nationalised banks besides this nationalized banks, Foreign banks and private banks are there. However these banks have no branches in rural areas. Though we have 24 million accounts in post office such as S/B
A/c, Mis A/c, NSS A/cs, PPF A/c, senior citizen savings scheme, Cumulative time Deposits, FD and NREGA. We cannot convert in all post office immediately for Banking operations.

Deutsche posts is successfully running the banks with co-operation of German Government and its communication Ministry. In our Country our union Government Finance Minister and RBI are not supporting post office whole heartedly.
Under these circumstances Dept. of Posts applied banking licence on 1-7-2013 and also moved the banking need with the Government providing Rs. 500 crores as seed capital to India Posts for licencing purpose. This is an immediate paid up capital required under the licence norm for banking licence to be granted by the RBI.
Even if RBI permit us to open post banking, whether we can compete with nationalized banks, co-operative banks and Foreign banks, or Tatas, Birlas & Ambani will allow us to run the post bank successfully is not known. 
This is our doubt. Let us wait..

Curtains fall on India's telegram service, forever

Curtains came down today on the 163-year-old telegram service in the country - the harbinger of good and bad news for generations of Indians - amid a last minute rush of people thronging telegraph offices to send souvenir messages to family and friends.

A large people, many of them youngsters and first timers, turned up at four telegraph centres in the Capital which have almost been forgotten in recent years to send a message to their loved ones on the last day of the service.

Among them were housewifes, college students, morning joggers in track suits, old timers and office goers lining up, taking time off on a holiday. Some children, accompanied by parents, also sent their life's first and last telegram.

"This is the first time I am sending a telegram. It is for my 96-year-old grandfather who lives in a village near Trichy," Anand Sathiyaseelan, a lawyer by profession, said.

A manager in a real estate firm Vikas Arvind said he was sending greetings to his parents in Bareilly.

"This I hope they will keep it as a memorabilia," Arvind said.
"Hope all is well" and "An iconic service comes to an end" were among the messages sent today.

Once the fastest means of communication for millions of people, the end of the humble telegram service left behind a string of happy and bitter memories for people across the country.

The last telegram will be preserved as a museum piece.

the staff at the telegram counters were increased today in view of the anticipated rush.

Started in 1850 on an experimental basis between Kolkata and Diamond Harbour, it was opened for use by the British East India Company the following year. In 1854, the service was made available to the public.

It was such an important mode of communication in those days that revolutionaries fighting for the country's independence used to cut the telegram lines to stop the British from communicating.

Though started as a Morse code service, the telegram service evolved gradually with the use of computers. At the time of its death, it had become a web based telegraph mailing service (WBTMS) which used emails to instantly convey message to the other end.
Nudged out by technology --- SMS, emails, mobile phones -- the iconic service gradually faded into oblivion with less and less people taking recourse to it.

Old timers recall that receiving a telegram would be an event itself and the messages were normally opened with a sense of trepidation as people feared for the welfare of their near and dear ones.

For jawans and armed forces seeking leave or waiting for transfer or joining reports, it was a quick and handy mode of communication.
