            The Government of India , Ministry of Finance  has  again rejected  the demand of PJCA  for inclusion of  matters relating to  GDS  Wages  revision  and other service conditions in 7th CPC . During the meetings on PJCA  6th May, 2015  Strike Charter of Demands  Postal Board and Communication  Minister  has assured  that a strong  note  with strong recommendations will be  sent to  Finance Ministry for inclusion  of GDS  in 7th CPC . But unfortunately  it has been rejected  once again and it  shows  the thinking of  Government of India  towards  this most deprived  and exploited  section of  Postal Department . It has come to notice that Department has started action to form Bureaucratic Committee which requires to be protested strongly. Besides this the file of Cadre restructuring has been sent back by DOP&T for clarification on some points. Though we  were  assured by the Department  that all Cadre Restructuring  proposals  will be implemented  before 7th CPC.
            In all cadres of Postal Department, there is acute shortage and no appropriate action is being taken by the Postal Board to fill up the vacancies.
            Hence  being  aggrieved  we strongly  oppose all these moves of Government of India and  Department of Post, and to protest all these  things  the following  programme of action is declared for the below mentioned Demands: -
(i)     Include GDS in 7th CPC for wage revision and other service related matters.
(ii)    Implement cadre Restructuring proposals in all cadres including Postal Accounts and MMS in Department of Posts
(iii)   Fill up all vacant posts in all cadres of Department of Posts (i.e. PA,SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in MMS, PACO, PASBCO , PO Accounts & Civil Wing  Staff )
   
PROGRAMMES -
1.      Observe protest day on 19th August 2015 by observing lunch hour demonstration in front of all Divisional, Regional and Circle offices.
2.   One Day Dharna on 26th August 2015 at all Divisional, Regional and Circle Offices.
3.   One Day Dharna by All India Leaders of PJCA (NFPE+FNPO+AIPEU GDS (NFPE) + NUGDS) in front of Dak Bhawan (Postal Directorate) New Delhi on 22nd September-2015)

            Postal JCA appeals entire  rank and file to make  all efforts to make all agitational  programmes  a grand success to give a  strong message  to Government of India  and Department of Posts  that if  our genuine  demands are not settled the Postal Employees  including GDS  will be compelled to go  on Indefinite Strike.

7 th Pay Commission likely to abolish Gazetted Holidays.


New Delhi: The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices.

Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, “A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture.”

The sources argued that the government offices worked only for 196 days in India in a year. Besides, whenever there was election, the government servants were pressed into election work. This affected the routine government business, sources contended.

Earlier, the sixth central pay commission recommended that central government offices should remain closed only on three national holidays (Republic Day, Independence Day and Mahatma Gandhi Jayanti) and all other gazetted holidays should be abolished and the number of restricted holidays (optional) depending on one’s religious persuasion should be increased from two to eight days.

The Seventh Central Pay Commission is also likely to make suggestion for flexible work hours for women and employees with disabilities.

Flexible working gives them greater choice over when and where they work, allowing them to better manage their work-life balance

“As flexi working hours will allow women central government employees to strike a balance between her professional and family responsibility, maintain healthy lifestyles and contribute to parenting well, it is recommended for the same and urge upon the government to work out the modalities in this direction,” the pay panel source said.

“Flexible working can also provide central government employees with disabilities with a ‘bridge’ into retirement. Many of surveys show that often the complete loss of professional work account of disability can leave employees with disabilities feeling depressed and unmotivated, even to the point of affecting mental health. Flexible working time can help employees with disabilities delay retirement without giving up too much of their hard-earned freedom.” said an official.

Department of Post is taking action to form Bureaucratic Committee under Chairmanship of  Retired Member of Postal Board.

DoP mulling e-mail route to transmit unregistered mails

NEW DELHI: Indian postal department may look at the feasibility of transmitting unregistered mails like post cards through e-mail instead of carrying it physically from source till its destination.

"India Post may conduct a comprehensive study of the viability and feasibility of transmitting unregistered mail through e-mail rather than through physical transportation as at present," the department said in its submission citing recommendation of task force to a Parliamentary panel on IT .

The panel, chaired by BJP MP Anurag Thakur, tabled its report in the Lok Sabha today.

The report of Task Force on Leveraging the Post Office Network in November recommended that the Department of Posts should leverage its IT infrastructure to reduce delivery cost and transmitting unregistered mails such as post card.

Citing use of e-mail, the task force said "there is no reason why the Post Card cannot be scanned and transmitted by e-mail to the receiving Post Office and thereafter printed there and delivered to the addressee, thus saving on the cost of physical transporting the article."

The department is currently rolling out IT Modernisation project to connect and computerise all its 1.55 lakh post office across for project outlay of Rs 4,909 crore.

The project was to be completed in 2015 but the department estimates it to be completed by March 2017.

Besides computerisation, the project includes deployment of core banking solution, setting up data centre facility, integration of postal networks, rural hardware (RH), rural system integrator and mail operation hardware.
