The Payment of Bonus (Amendment) Bill, 2015 was passed by the Parliament in the just concluded Winter Session of the Parliament. The Payment of Bonus (Amendment) Act, 2015 has been published in the Gazette of India, Extraordinary on 1st January, 2016 as Act No. 6 of 2016. The provisions of the Payment of Bonus (Amendment) Act, 2015 shall be deemed to have come into force on the 1st day of April, 2014.The Payment of Bonus (Amendment) Act, 2015 envisages enhancement of eligibility limit under section 2(13) from Rs.10,000/- per month to Rs.21,000/- per month and Calculation Ceiling under section 12 from Rs. 3500 to Rs.7000 or the minimum wage for the scheduled employment, as fixed by the appropriate Government, whichever is higher. The Payment of Bonus (Amendment) Act, 2015 also mandates previous publication of draft subordinate legislations, framed under the enabling provisions under the said Act, in the Official Gazette for inviting objections and suggestions before their final notification.
The Government has been receiving representations from trade unions for removal of all ceilings under the Payment of Bonus Act, 1965. It is also one of the demands made by them during the country-wide General Strike held in February, 2013 and September, 2015. As the last revision in these two ceilings were made in the year 2007 and was made effective from the 1st April, 2006, it was decided by the Government to make appropriate amendments to the Payment of Bonus Act, 1965.
These changes in the Payment of Bonus Act, 1965 will benefit thousands of work force.

Postal dept's Postinfo, RICT services, a crowd puller

      Visitors to ‘Pride of India’, particularly students, were excited to witness a variety of initiatives and services of Postal department. Recent initiatives such as Rural Information and Communication Technology (RICT) and Postinfo, a mobile application.

H P Vinayak, a class nine student, said, he was unaware about a variety of services that the Postal department offered. “I have never visited a post office and did not know much about the facilities available. It offers a wide range of services,” he said.

Like him, a majority of the students were unaware about the services and facilities available in the department. A majority of visitors to the stall were students, with not much knowledge about the department. But, they were keen to know about it, said G Kanchana, Assistant Manager, Centre for Excellence in Postal Technology (CEPT), Mysuru.

Indian Posts, Mysuru division, has displayed a variety of services with recent upgrading. Of them, Postinfo and RICT were attracting the crowds.

With the help of Postinfo, developed by the CEPT, one can easily locate a post office, track containers and calculate insurance premium and interest provided by the department to its customers. Besides, customers can track their mail such as Speed Post, Registered Letter, Registered Parcel, Insured Parcel, Business Parcel, Express Parcel and Electronic Money Order.

Customers need to enter the article number to get the status of the service. The app also provides the interest rate for different savings schemes like National Savings Certificate, Kisan Vikas Patra and others. At present 70,000 customers across the country are using the app. It can be downloaded from Google App store for free.

In a move to computerise all the post offices and to offer services at the customers’ door steps, the department has introduced the RICT. The concept offers a wide range of services and facilities, particularly for rural citizens, including financial services, and disbursement of social security schemes.

Through the RICT, the department also aims to generate more revenue, by offering new services to rural customers like collection of electricity and telephone bills, booking of train tickets, etc. The RICT provides higher self-esteem for Gramin Dak Sevaks, says Kanchana.

Through the hand-held device, postal personnel are able to transact for core banking, insurance and mail operations at the customers’ door steps. Regional language support on the device and provision of solar panels for battery charging has made the device unique, she added.

Since attending Staff Adalat by the concerned officials is voluntary, they cannot claim TA/DA or special casual leave for that purpose.
                 Representations which have already been decided should not be entertained again.

THE PAYMENT OF BONUS (AMENDMENT) ACT, 2015
NO. 6 OF 2016                                                                              [31st December, 2015.]

An Act further to amend the Payment of Bonus Act, 1965.

BE it enacted by Parliament in the Sixty-sixth Year of the Republic of India as follows:—

1. (1) This Act may be called the Payment of Bonus (Amendment) Act, 2015.
(2) It shall be deemed to have come into force on the 1st day of April, 2014.

2. In section 2 of the Payment of Bonus Act, 1965 (hereinafter referred to as the principal Act), in clause (13), for the words ‘‘ten thousand rupees’’, the words ‘‘twenty-one thousand rupees’’ shall be substituted.

3. In section 12 of the principal Act,—

(i) for the words ‘‘three thousand and five hundred rupees’’ at both the places where they occur, the words ‘‘seven thousand rupees or the minimum wage for the scheduled employment, as fixed by the appropriate Government, whichever is higher’’ shall respectively be substituted;

(ii) the following Explanation shall be inserted at the end, namely:—

‘Explanation.—For the purposes of this section, the expression ‘‘scheduled employment’’ shall have the same meaning as assigned to it in clause (g) of section 2 of the Minimum Wages Act, 1948.’.

4. In section 38 of the principal Act, for sub-section (1), the following sub-section shall be substituted, namely:—

‘‘(1) The Central Government may, subject to the condition of previous publication, by notification in the Official Gazette, make rules to carry out the provisions of this Act.’’.

Sub: Impact of the recommendations of 7th CPC- reg.
 
Ref: AM(B) note No. 2015-B-265 dated 23/12/2015 addressed to GS/NFIR.With reference to the note received from AM(B) dated 23/12/2015 on the subject relating to the implementation of the recommendations of 7th CPC on Railways, the Federation at the outset conveys as follows:-
During discussions with the Hon’ble MR and the Board (CRB, FC, MS) on 23rd December 2015, the NFIR General Secretary has expressed that there is all-round unhappiness on 7th CPC recommendations as in many cases the ‘Take Home Pay’ is either very marginal or less than what is received by the employee now. The Federation also disputed the estimated financial implications (Rs.28,500 crores) and said that the estimated expenditure has been exaggerated. It was also brought to the notice of the MR the retrograde recommendations of 7th CPC, while the case of Railway employees of various categories was not dealt adequately and the Railway Ministry has unfortunately not apprised the inadequacies of Grades Pay and Pay Band of 6th CPC to the Chairman, 7th CPC.
2. As desired vide note dated 23/12/2015, the Federation furnishes the followins details as Annexures to this letter.
(a) Table -I gives the position of 6th CPC minimum pay in Pay Band & Grade pay (PB-1 to PB-3) as on 01/01/2016.
 
(b) Table -I (a) explains the 7th CPC minimum pay from Level-l to Level-12 of the Pay Matrix.
[A comparison of Table-I with Table-I(a) reveals that the net benefit is marginal at Level-1, minus at Level-2. However, there may be substantial increase from Level-7 and above. If Income Tax deduction takes place, the increase will fall.]
 
(c) Table-II indicates 6th CPC minimum pay in GP + Pay Band without HRA.
Table-II (a) gives 7th CPC minimum pay without HRA (staff in occupation of Railway quarters are not entitled for HRA).
[A comparison of Table-II with Table-II (a) shows minus ‘Take Home Pay’ for employees of Level-I to Level-6 of Pay Matrix and equally marginal increase to those in Level-7, 8 & 9 of pay Matrix. Again in Level-10 the ‘Take Home Pay’ will be less than the present amount’. Overall position will be either “minus” or “marginal increase”. The Income Tax deduction would further worsen.]
 
(d) Table-III shows the approximate 6th CPC pay of employees after drawal of 10 annual increments.
Table III(a) provides information pertaining to 7th CPC Pay (approx) for staff in Level-1 to Level-12 (Pay Matrix).
[A comparison between Table-III and Table-III(a) reveals that there will be marginal increase to those in Level-1 to Level-6. Although there will be an increase of more than 2400 to those in Level-7 to Level-12, the Income Tax deduction would reduce their ‘Net Take Home Pay.’
 
(e) Table-IV gives position of 6th CPC Pay of staff (without HRA + 10 annual increments – approx) as on 01/01/2016
Table-IV(a) explains 7th CPC Pay without HRA as on 01/01/2016.
[A comparison of Table-IV with Table-IV (a) reveals that those in 7th CPC Pay Matrix Level-1 to Level-12 will draw minus salary. With Income Tax deduction, the position may be more worse.]
Note: (i) In the case of employees living in Railway Quarters (nearly 40%) the financial
(ii) The unfilled vacancies are approximately over two lakhs since the last two years. The implications of HRA will be Zero. The costs of these posts have already been saved by the Indian Railways.

மத்திய அரசு GDS கோரிக்கைகளை நிறைவேற்றிட வேண்டும் - G.K. வாசன்

              மத்திய அரசு கிராம தபால் நிலைய ஊழியர்களின் கோரிக்கைகளை நிறைவேற்றிட வேண்டும்
               நம் நாட்டில் ஆரம்பக் காலம் முதல் இன்று வரை கிராமம் முதல் நகரம் வரை வாழும் மக்கள் செய்தியை அனுப்புவதற்கும், பெறுவதற்கும் தபால்களை பயன்படுத்துகிறார்கள். இந்த தபால்கள் அனைத்தையும் உரியவர்களிடம் ஒப்படைக்கும் பணியை தபால் நிலைய ஊழியர்கள் சிறப்பாக செய்து வருகின்றனர். இதற்காக தபால் நிலையங்களில் நிரந்தர மற்றும் ஒப்பந்த அடிப்படையில் ஊழியர்கள் பணிபுரிகிறார்கள்.

நகர்புற தபால் நிலையங்களிலும் பணி நிரந்தரம் செய்யப்படாத ஊழியர்கள் பலர் பணிபுரிகிறார்கள். இந்தியாவில் சுமார் 1 இலட்சத்து 52 ஆயிரம் தபால் நிலையங்கள் உள்ளன. இவற்றில் கிராம தபால் நிலைய ஊழியர்களாக சுமார் 2 இலட்சத்து 92 ஆயிரம் பேர் வேலை செய்கிறார்கள். தமிழகத்தில் சுமார் 20 ஆயிரம் பேர் கிராம தபால் நிலைய ஊழியர்களாக வேலை செய்கிறார்கள். குறிப்பாக கிராமப் புற அஞ்சல் நிலையங்களில் பணிபுரியும் 90 சதவீதம் கிராம அஞ்சல் நிலைய ஊழியர்கள் பல ஆண்டுகாலமாக தங்கள் கோரிக்கைகளை தொடர்ந்து மத்திய அரசுக்கு வலியுறுத்தி வருகிறார்கள்.

                குறிப்பாக பணி நிரந்தரம், நிரந்தர பணியாளர்களுக்கு உள்ள அனைத்து சலுகைகளும் வழங்கப்பட வேண்டும். பணப்பயன், ஓய்வூதியம் உள்ளிட்ட பல்வேறு கோரிக்கைகளை மத்திய அரசு நிறைவேற்ற வேண்டும் என அவர்கள் போராடி வருகிறார்கள். மேலும் 7 ஆவது ஊதியக் குழுவில் இவர்களது பரிந்துரைகள் ஏற்றுக்கொள்ளப்படாமல் இருப்பது இவர்களை மேலும் கவலையில் ஆழ்த்தியுள்ளது.

                தற்போது மத்திய அரசு ஓய்வு பெற்ற தபால் நிலைய அதிகாரியைக் கொண்ட ஒரு நபர் தனிக்குழு அமைத்திருக்கிறது. இந்த ஒரு நபர் தனிக்குழு கிராம அஞ்சல் நிலைய ஊழியர்களின் கோரிக்கைகளை பரிந்துரை செய்யுமா, அதனை மத்திய அரசு நிறைவேற்றுமா என்பது போன்ற சந்தேகங்கள் ஊழியர்கள் மத்தியில் எழுந்துள்ளது.

எனவே மத்திய அரசு நீண்ட காலமாக போராடி வரும் கிராம தபால் நிலைய ஊழியர்களின் நியாயமான கோரிக்கைகளை காலம் தாழ்த்தாமல் ஒரு காலக்கெடுவிற்குள் நிறைவேற்ற வேண்டும் என கேட்டுக் கொள்கிறேன்.

MYSORE, 03/01/2016 : Prime Minister Narendra Modi on Sunday appealed to scientists to harness the full potential of traditional knowledge so that India can craft "local and more sustainable solutions" for modern-day challenges. He also urged them to focus on five Es - Economy, Environment, Energy, Empathy, Equity, and keep them at the centre of "enquiry and engineering" to make lives of people across the globe better.



"If we wish to restore the harmony between human and nature, we must also harness the full potential of traditional knowledge. Societies across the world have developed this enormous wealth through wisdom gathered over the ages. And, they hold the secrets to economic, efficient and environment friendly solutions to many of our problems", said the Prime Minister.
He was delivering his inaugural speech at the 103rd Indian Science Congress at the University of Mysore campus.
Expressing his concerns on how traditional knowledge is at risk of extinction in a globalised world, Modi said, "Like traditional knowledge, science has also evolved through human experiences and exploration of nature. So, we must recognize that science, as we see it, does not constitute the only form of empirical knowledge about the world.
"And, we must bridge the distance between traditional knowledge and modern science, so that we can craft local and more sustainable solutions for our challenges."
In his inaugural speech, Modi preferred to focus on issues of innovations and reminded the gathering of what he had promised in Paris during the climate conference in November when he along with other leaders, including US president Barack Obama and French president Francois Hollande, pitched for doubling of the national investments in the area of innovation.
Modi said, "I also said in Paris that innovation is important not just for combating climate change, but also for climate justice. For, the developed world must leave enough of the little carbon space left for developing countries to grow. For this, we need research and innovation to make clean energy technology available, accessible and affordable for all.
"At Paris, President Hollande, President Obama and I joined a number of global leaders for an Innovation Summit. We pledged to double national investments in innovation; and, build a global partnership that combines the responsibility of governments with the innovative capacity of the private sector. I also suggested an international network of 30-40 universities and labs focusing for next ten years on transforming the way we produce, distribute and consume energy. We will also pursue this in G20."
Speaking about increasing the country's focus on ocean or blue economy, he said, "We will raise the level of our scientific efforts in marine science".
He said, "We have entered into agreements on marine science and ocean economy with several countries. We will also hold an International Conference on 'Ocean economy and Pacific Island Countries' in New Delhi in 2016."
Emphasizing on why it is important for India to grow not only for its own sake but for the sake of the entire humanity, Modi said, "The success of one-sixth of humanity will also mean a more prosperous and a sustainable future for the world. We can only do this with your leadership and support".
Referring to five Es, the Prime Minister noted that the impact of scientific innovations would be the most when scientists and technologists will keep these principles - Five Es "at the centre of their enquiry and engineering."
According to the PM, the five Es are explained as: Economy - when we find cost effective and efficient solutions; Environment - when our carbon footprint is the lightest and the impact on the ecology is the least possible; Energy - when our prosperity relies less on energy; and the energy we use keeps our skies blue and our earth green; Empathy - when our efforts are in tune with our culture, circumstances and social challenges and Equity - when science advances inclusive development and improves the welfare of the weakest.
Elaborating on these points, he said, "The impact of science will be the most when scientists and technologists will keep the principles of what I call 'Five Es' at the centre of their enquiry and engineering."
He further said, "This year, we mark a hundred years of a significant moment in the history of science, when Albert Einstein published in 1916 'The Foundation of the General Theory of Relativity.' Today, we must recall the humanism that defined his thought: "Concern for man himself and his fate must always form the chief interest of all technical endeavours."
Concluding his 33-minute speech, Modi said, "Nothing can be a higher duty for us, whether we are in public life, or we are private citizens, and whether we are in business or explore science, than to leave the planet in a better state for our future generations. Let the different disciplines of science, technology and engineering unite behind this common purpose".
Over 100 eminent scientists from different universities and research institutions will deliver plenary talks at the Indian Science Congress on subjects like Nano Science, Space Science, Technology & Applications, Diabetes, Evolution: The Frontiers, Atomic Energy, Safe water and sanitation, Diseases and drug development, Public-Private partnership for the Swachh Bharat Mission initiative during the five-day meet.
Noble laureates Arthur B McDonald of USA; Dan Schetman of Israel; John Gurdan of UK; Serge Haroche of France; David J Gross of USA and Fields Medalist Manjul Bhargava will be the key speakers at a special panel discussion on the topic "Science and Technology: Present and Future".
As part of Indian Science Congress, the Children Science Congress will be inaugurated by Nobel Laureate John B Gurdon (Nobel Prize in Physiology or Medicine in 2012) on January 4 at the amphitheatre, Manasagangothri inside the university campus.
Besides, the 5th Women's Science Congress will also be inaugurated on the second day on January 4.
