இன்று கந்த சஷ்டி திருவிழா

அதர்மத்தை அழிந்து  தர்மத்தை நிலைபெற்றிட 
சூரஸம்ஹர மூர்த்தியை வணங்குவோம்.
குறிஞ்சி நிலத் தெய்வமாகப் போற்றப்படுகின்ற முருகப்பெருமானுக்கு, தமிழகத்தில் பல திருத்தலங்கள் இருந்தாலும், திருப்பரங்குன்றம், திருச்செந்தூர், பழநி, சுவாமிமலை, திருத்தணி, பழமுதிர்சோலை ஆகிய ஆறு தலங்கள் முருகனின் ஆறுபடைவீடுகளாக கருதப்பட்டு பக்தர்களால் வணங்கப்பட்டு வருகிறது. போர் புரியச் செல்லும் தளபதி தனது படைகளுடன் தங்கியிருக்கும் இடம் ‘படைவீடு' என்றழைக்கப்படுகிறது. அவ்வகையில் சூரபத்மனை வதம் செய்வதற்காக முருகப்பெருமான் வேல் கொண்டு படைவீடு அமைத்து தங்கியிருந்த தலம், இரண்டாம் படைவீடாக கருதப்படுகின்ற திருச்செந்தூர் ஆகும்.
ஆறுபடை வீடுகளில் திருச்செந்தூர் மட்டும் கடற்கரையிலும், பிற ஐந்துவீடுகள் மலைக்கோவிலாகவும் அமைந்துள்ளதாக தோன்றினாலும், திருச்செந்தூரும் மலைக்கோயிலே ஆகும். புராணகாலத்தில், இத்திருத்தலத்திற்கருகே சந்தன மலை அமையப் பெற்றிருக்கின்றது. இதனால் ‘கந்தமாதன பர்வதம்' என இத்திருத்தலம் அழைக்கப் பெற்றிருக்கிறது. காலப்போக்கில் குன்று மறைந்து விட்டாலும், திருக்கோவிலின் இரண்டாவது பிரகாரத்தில் பெருமாள் சன்னதி அருகிலும், வள்ளிக் குகைக்கு அருகிலும் சந்தனமலை இருந்ததை அடையாளப்படுத்தும் வகையில் சிறுகுன்று இன்றும் அமையப் பெற்றுள்ளது.
ஐப்பசி மாதம் வளர்பிறை சஷ்டியன்று சூரபத்மனை வெற்றி கொண்டு முருகப்பெருமான் ஆட்கொண்ட தலம் என்பதால், வருடந்தோறும் இங்கு நடைபெருகின்ற கந்த சஷ்டி விழா மிகவும் பிரசித்தி.
கந்த சஷ்டி வரலாறு
சூரபத்மன் தன் தம்பியர்களுடன் குலகுருவாகிய சுக்கிராச்சாரியரிடம் உபதேசம் பெற்று, கடுமையான தவம் புரிந்து சிவபெருமானிடம் 1008 அண்டங்களையும் ஆளும் வரம், யாராலும் அழிக்க முடியாத வஜ்ஜிரதேகம், இந்திர ஞாலத்தோர் நினைத்த நேரத்தில் நினைத்த வடிவம் எடுக்கும் அரியவரம் பலவும் பெற்றான். சிவபெருமான் தனது சக்தியன்றி வேறு யாராலும் அழிவு கிடையாது என்று வரமருள, தேவர்களுக்குப் பலவகையான இன்னல்களைக் கொடுக்க ஆரம்பித்தான் சூரபத்மன்.
தேவர்கள் சிவபெருமானிடம் சென்று வேண்டினர். அவர் ஆறு சுடர்களை உருவாக்கி, அதனை வாயுதேவன் மற்றும் அக்னிதேவனிடம் கொடுத்து கங்கையில் சேர்க்குமாறு சொல்ல, கங்கை அச்சுடரினை சரவணப் பொய்கையில் சேர்த்தது. ஆறுதாமரை மலர்களில் ஆறு சுடர்களும் ஆறு குழந்தைகளாக உருவெடுத்து தவழ்ந்து விளையாடத் தொடங்க, கார்த்திகைப் பெண்கள் பாலூட்டி வளர்த்தனர்.
அன்னை பராசக்தி ஆறு குழந்தைகளையும் வாரி எடுத்துப் பரிவுடன் அணைத்து ஒரு உருவமும், ஆறுமுகமுமாக ஆக்கி கந்தனென்று பெயரிட்டு, ஞானசக்தியாகிய வேலாயுதத்தினை தந்தார். அதனால் திருச்செந்தூரில் படைவீடு அமைத்து, சூரனுடன் போரிட்டு தனது மறக்கருணையினால் சேவலும், மயிலுமாக ஆட்கொண்டார்.
கந்த சஷ்டி திருவிழா - 2017
முருகப்பெருமானின் அறுபடை வீடுகளில் இரண்டாம் படைவீடான திருச்செந்தூர் சுப்பிரமணிய சுவாமி கோவிலில் ஆண்டுதோறும் பல்வேறு திருவிழாக்கள் கொண்டாடப்படுகின்றன. அவற்றுள் முக்கிய திருவிழாவான கந்த சஷ்டி திருவிழா 31-ம் தேதி (திங்கட்கிழமை) தொடங்கியது. ஆறாம் திருநாளான வருகிற 5-ம் தேதி (சனிக்கிழமை) அதிகாலை ஒரு மணிக்கு கோவில் நடை திறக்கப்படுகிறது.
1.30 மணிக்கு விசுவரூப தீபாராதனை, 2 மணிக்கு உதய மார்த்தாண்ட அபிஷேகம், 9 மணிக்கு உச்சிகால அபிஷேகம், தீபாராதனை நடக்கிறது. பகல் 12 மணிக்கு யாகசாலையில் தீபாராதனை நடக்கிறது. மாலை 4.30 மணியளவில் சுவாமி ஜெயந்திநாதர் சூரசம்ஹாரத்துக்கு எழுந்தருள்கிறார். பின்னர் கடற்கரையில் சுவாமி ஜெயந்திநாதர், சூரபத்மனை வதம் செய்யும் சூரசம்ஹார நிகழ்ச்சி நடக்கிறது.

National Union Meeting with Secretary, DoP, Sri.B.V.Sudhakar

Memorandum submitted to Secretary India post by

and Shri.Sivaji- CS AP submitted representations regarding GDS compassionate appointment, GDS Rule-3 transfer, NUGDS trade union facilities, Dettachment of GDS MC/MD duties to BPM and discussed about allowances of departmental employees. A detailed memorandum submitted to Secretary for recommending Govt.of India regarding GDS pay committee recommendations 
IP exam key also going to release within week days.

The outcome of the 5th meeting of the committee on Allowances constituted to examine the recommendations of the 7th CPC regarding allowances .

On 4/11/2016 the meeting was conducted under the Chair of Fiance secretary & secretary (expenditure). During the meeting India Post Chairman, Postal board, Member (P), DDG (Esst.) , DDG (P)&Director (Esst.)   are present. From the staff side, 3 Federations Secretaries Generals have participated.
The Department of Posts submitted a proposal that the need for retaining the  following allowances. .

1) Fixed Monetary Compensation to Postmen @Rs 300 per day for an additional full beat and Rs 150 per day for sharing of beat (half beat) and further proposed to increase by 25% every time when DA reaches 50%  

2) Special Allowance to PO&RMS Accountants. The allowance is required to be continued as this special allowance has been sanctioned in lieu of Higher pay scale. If abolished one increment is to be allowed on promotion which costs more to the Department. Therefore, it is proposed to grant special allowance equivalent to one increment, which will be kept separately and not to be added to the basic pay. Other conditions applicable to present allowance will remain in force.(ie if this allowance is drawn for 3 years, it will be added to basic pay while pay fixation on promotion.

3) Cycle allowance to Postmen: Must be retained while doubling the amount to Rs 180 p.m. and further increase by 25%every time the DA increases by 50%
4) Cash handling and Treasury allowance: The cash Handling allowance should be retained and need to doubleed and further increase by 25% every time the DA increase by 50%
5) Fixed Medical allowance: The FMA may be allowed @ Rs 2000/ per month enhancing from Rs 500 p.m. being paid at present.
6) Headquarter allowance: Proposes to retain the Headquarters allowance at the uniform rate of 10% of the basic pay subject to the ceiling of Rs 9000/ per month.
7)  Overtime Allowance: It  is proposed Rs 100 per hour and further increase by 25% every time the DA increase by 50%
After a long discussion on the revision of above allowances, the Fiance secretary  wants the quantum of the Fund required by the Department of Post to meet the Expenditure. Our departmental officers who are present at the meeting agreed to give fund details shortly.
Let us hope Fiance Ministry will agree our Department proposal.

Dearness Allowance to C.G employees M.O.F Order.

Your provident fund (PF) and Employee Pension Scheme (EPS) dues will be paid by the Employees’ Provident Fund Organisation (EPFO) on or before the day you retire. A decision to this effect has been taken by EPFO and instructions have been issued by the Central Provident Fund Commissioner, V P Joy on Tuesday to all its offices as a follow up the directions received from Prime Minister Narendra Modi at the recent PRAGATI review meeting held on October 26. The PRAGATI (Pro-Active Governance And Timely Implementation) was held to reviewing programmes and projects of the central and state governments. 
It has been decided that PF and pension payments to members of EPF Scheme 1952 and EPS 1995 are made on the date of retirement itself,” Joy has said in his communication to EPFO offices.The move comes a day after the CPFC issued instructions regarding settlement in respect of death cases on priority within 7 days.
Joy has instructed EPFO offices to take several steps to ensure payment of dues on the day of retirement. These include:Generate a monthly list of retiring EPF/EPS members attaining the age of superannuation three months in advance by concerned offices. This should be communicated to the concerned members and their respective employers.
The employers should be requested to make payment of contributions in advance in respect of such retiring employees one month in advance of the date of their retirement.A complete set of PF and pension claim form along with the communication to fill up the forms and submit to the concerned office complete in all respect at least 14 days prior to the date of retirement should be sent to the retiring employees
The PRO and officials in the Facilitation Centre should be instructed to scrutinise the claim forms received in respect of retirement cases and guide the claimants for submission of all required documents in one attempt only.For this purpose an official trained and deputed in the facilitation centre will receive the retirement claims. Proper display in regard be made on the seat/counter “please contact for retirement cases’ in Hindi, Regional Language and English
All such retirement claims should be stamped in bold ‘ Retirement claims – Top Priority” The PF claim settlement amount must invariably be credited to the member accounts on or before the date of retirement.

Sub: Government’s assurance on 7th CPC issues mainly relating to Minimum Wage & Multiplying Factor – reg.

I seek you valuable time through this letter and place the following for kind consideration and immediate action.

The Central Government employees in general and Railway employees in particular were extremely upset over the retrograde recommendations of 7th Central Pay Commission, particularly the recommendations relating to Minimum Wage and Multiplying Factor. In the wake of Indefinite Strike decision on Charter of demands of NC/JCM Constituent Organizations (Railways, Defence, Postal Confederation etc)., the Group of Ministers held meetings with JCM (Staff Side) leaders on 30th June 2016 & 06th July 2016 and consequently assurance was given that a High Level Committee will examine 7th CPC issues mainly Minimum Wage and Multiplying Factor. On this assurance, JCM Constituent organizations have deferred Strike action on 06th July, 2016.

Though a Committee was constituted under the chairmanship of Addl. Secretary (Exp), Ministry of Finance and discussions held, the response has been disappointing. The employees of Railways and other Central Government departments are greatly disappointed over non-settlement of main issues through discussions.

May I request your kind attention in the matter for implementation of assurance given by Group of Ministers for the revision of Minimum Wage & Multiplying Factor through discussions with NC/JCM (Staff Side) very early.

Tirupati Darshan Tickets now at Post offices

Residents of Chennai planning for a pilgrimage to Tirupati can now book special darshan tickets through post offices.
On Tuesday, the Department of Posts launched this facility at the T. Nagar and Mylapore post offices on a pilot basis.
The ticket booking system has already been launched in Andhra Pradesh.
The Chennai city region of the Postal Department has tied up with TTD for the facility. Officials of the department said entry tickets are to be sold at Rs. 300 each and permits registration for six persons.
Each person will get two free laddus.

J.T. Venkateswarulu, postmaster general (mails and business development), said customers can book 56 days in advance of their journey. At present, tickets can be booked for four slots of darshan _ 10 a.m., 11 a.m., 12 p.m. and 1 p.m. Devotees have to produce photo identity cards to book tickets.
At present, TTD has limited number of bookings through post offices to 5,000 tickets per day.

            While expressing our sincere thanks to you and the Postal Board for taking positive action for settling the demand for bonus parity to Gramin Dak Sevaks, we would like to request your sympathetic and immediate intervention for implementing the Directorate orders for payment of revised wages to Casual, Part time Contingent employees working in the Postal Department with effect from 01.01.2006. 
      The Directorate has issued orders for payment of revised wages (6th CPC minimum) to casual labourers in the month of January 2015. Subsequently the queries raised by some Chief PMGs were also clarified by Directorate. Even though 21 (twenty-one) months are over, the Directorate orders are not yet implemented in some circles. We have already brought the case to your notice and the notice of the concerned Chief PMGs several times, but the issue still remains unsettled. Hence we were compelled to include this demand also as the second demand of the proposed indefinite fast in front of Dak Bhawan from 3rd November and two days strike on 9th & 10th November 2016.
         As you have assured us that the grievances of this poor and most downtrodden section of workers will be settled in a time-bound manner, we hereby inform you that we have decided to withdraw the proposed hunger fast from 3rd November and two days strike on 9th & 10th November 2016.
          We once again request you to issue strict instructions to all Chief PMGs to implement the Directorate orders in a time bound manner, say, before 30th November 2016.

Out come of the meeting on Allowances :

Today"s (01.11.2016) meeting was called for to appraise the staff side about the  proposals prepared by the department . The official side was  of the view to proposing abolition of some of the allowance so that most required allowances could be got  approved from 7th CPC  Implementation Cell. In regard to OTA, there was some confusion from the Official Side that OTA was abolished by 5th, 6th and the  7th Pay Commission.  But it was informed by the staff side  that operative cadres are exempted from the purview of abolition by the previous pay commissions.

Further staff side  informed that we cannot change our earlier views at this stage.FNPO was represented by

The India Post Payments Bank is working on striking synergies with the Post Office Savings Bank of the Department of Posts to ensure that its customers don’t look elsewhere for parking deposits exceeding Rs 1 lakh.

 Rs 1 லட்சத்துக்கு மேல் Deposit ல் பணம் இருந்தால் அது Postoffice Account க்கு மாறுமாம்.

Aimed at creating a mechanism where balances in excess of Rs 1 lakh stay within the postal system. 



The India Post Payments Bank is working on striking synergies with the Post Office Savings Bank of the Department of Posts to ensure that its customers don’t look elsewhere for parking deposits exceeding Rs 1 lakh.

In view of the regulatory restriction that a payments bank can hold a maximum balance of Rs 1lakh per individual customer, the India Post Payments Bank (IPPB) is planning to create a mechanism whereby balances over this limit get automatically transferred to the Post Office Savings Bank (POSB). In this regard, the IPPB is closely examining a clause in the Reserve Bank of India’s payments bank guidelines whereby it can accept a large pool of money to be remitted to a number of accounts provided at the end of the day the balance does not exceed Rs 1 lakh.

The IPPB and the POSB apparently want to make sure that as far as possible the customer’s money stays within the government-owned postal system. So, a customer opening a savings bank account with IPPB will be given the option to also open a linked POSB account. The IPPB has been set up under the Department of Posts (DoP) as a public limited company wholly owned by the government of India. The DoP received ‘in-principle’ RBI approval to set up payments bank in August 2015.

The POSB currently offers investment options, including savings bank account, recurring deposit account, time deposit, monthly income scheme, senior citizens savings scheme, and public provident fund, to small investors. These services are offered as an agency service for the Finance Ministry.

As per RBI guidelines, payments banks can accept demand deposits — current deposits and savings bank deposits from individuals, small businesses and other entities. They can neither accept fixed deposits and NRI deposits nor can they give loans.

The primary objective of a payment banks is to further the cause of financial inclusion by providing small savings accounts and payments/remittance services to migrant labour workforce, low-income households, small businesses, other unorganised sector entities and other users.

Among the reasons cited by banking industry experts for mainstream banks to pick up stakes in entities having ‘in-principle’ RBI approval to start payments banks are to provide their banking expertise, the opportunity to tap deposits exceeding Rs 1  lakh, and cross-selling loans.

For example, Reliance Industries and State Bank of India have signed an agreement to set up a payments bank with equity contribution of 70 per cent and 30 per cent, respectively. Kotak Mahindra Bank has acquired 19.90 per cent stake in Airtel Payments Bank.
