Dos of payments banks

* Has to use the word ‘Payments Bank’ in its name to differentiate from other banks * Accept demand deposits, i.e., current deposits, and savings bank deposits from individuals, small businesses and other entities

* To hold a maximum balance of Rs one lakh per individual customer.

* Will be allowed to set up branches, ATMs, BCs

* Allowed to issue debit cards also offer internet banking

* Can accept a large pool of money to be remitted but at the end of the day the balance should not exceed Rs one lakh

* Can accept remittances to be sent to or receive remittances from multiple banks

* Permitted to handle cross border remittance transactions in the nature of personal payments / remittances on the current account

* Allowed to distribute mutual fund products, insurance products and pension products

* Bank can also undertake utility bill payments

Don’ts of payments banks

* No NRI deposits should be accepted

* Cannot issue credit card

* Not allowed to set up subsidiaries to undertake non-banking financial services activities

* Other financial and non-financial services activities of the promoters should not be mingled with the working of payment banks

         சமிப காலங்களில் பல்வேறு மட்டங்களில் நமது தொழிற்சங்க தோழர்களிடம் இருந்து பெற்ற ஆலோசனை அடிப்படையில் நமது சம்மேளனம் மத்திய அரசின்  தொழிலாளர் எதிர்ப்பு கொள்கைக்கு  எதிராக அனைத்து தேசிய தொழிற்சங்களின் அறைகூவலின் படி நடைபெறும் செப்டம்பர் 2 ஒருநாள் அடையாள வேலைநிறுத்தத்தில் பங்கேற்க முடிவு செய்துள்ளது.
        
மாற்று தொழிற்சங்கத்தினர் சமீபத்திய
உறுப்பினர் சரிபார்ப்பு பணியில், நமது உறுப்பினர் சேர்ப்பில் பாதிப்பு ஏற்படும் வகையில் அனைத்து வகையான யுத்திகளையும் நியாயமற்ற வகையில் பயன்படுத்தினர்.  அப்படிபட்ட அவர்களுடன் இணைந்து வேலை நிறுத்தத்தில் கலந்து கொள்வது இயலாத ஒன்றாகிறது. இருந்தபோதிலும் நாமும் இது ஒரு " அரசியல் சார்பு வேலைநிறுத்தம் "  என்று முத்திரை குத்துவதன் மூலம் தவிர்க்க விரும்பவில்லை. இது  அரசின் தவறான கொள்கை எதிராக தேசிய தொழிலாளர் நலன் சார்ந்த வேலைநிறுத்தம். எனவே நாமும் செப்டம்பர் 2 அன்று நடைபெறும் வேலை நிறுத்த போராட்டத்தில்  பங்கேற்க முடிவு செய்துள்ளோம். அதற்காக நமது துறை தலைவரிடம் 17 இம் தேதி ஒரு வேலைநிறுத்த கடிதம் கொடுத்துள்ளோம்.            உங்களின் மேலான ஒத்துழைப்பும் ஆதரவும் இல்லாமல் நாம் செப்டம்பர் 2 - 2015 அன்று வேலை நிறுத்த போராட்டத்தை வெற்றிகரமாக நடத்த முடியாது என்பதை நாம் அறிவோம். ஆகையால் நாம் அனைவரும் ஒன்றுபட்டு வேலைநிறுத்தத்தில் பங்குபெற்று வெற்றிபெற செய்ய நம்முடைய சம்மேளனம் உங்களிடம் அன்புடன் வேண்டுகிறது.

The Government has asked banks and Postoffices to achieve weekly targets set for the purpose of enabling “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system for Pensioners so as to cover at least 50% in next 2-3 weeks. Pensioners can approach their paying branches with the PPO, Aadhaar card and bank pass book for trouble-free seeding of Pensioners’ Aadhaar number in their bank account.
 
Various steps are being taken by the Government to sensitize pensioners and bank branches to link up the Aadhaar number, PPO number and bank account number. All pension disbursing banks observed 1st to 7th August, 2015 as ‘Aadhaar Seeding Week for Pensioners.’ All through the week, priority was given to pensioners visiting the bank branches for seeding Aadhaar number in their bank account. Besides, five camps were organised from 13th to 17th July, 2015 at different locations covering Delhi, NOIDA and Faridabad to facilitate seeding of Aadhaar number in the bank accounts of pensioners. All banks participated in these camps. Facility was also provided by UIDAI for on-the-spot registration for Aadhaar numbers.
Conventionally, pensioners are required to give a Life Certificate to the pension disbursing authority in November, every year – either by presenting themselves before the Branch Manager or by means of a Certificate issued by a Gazetted Officer or other designated authorities.
 
The “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system with an objective to facilitate on-line submission of Life Certificate by pensioners, was launched by the Prime Minister Shri Narendra Modi on 10th November, 2014. This facility is in addition to the other existing methods of submitting Life Certificates. It is hoped that all pensioners who have Aadhaar numbers will make use of this additional facility of biometric life certification.
 
With “Jeevan Pramaan” the pensioners and family pensioners need not visit the pension disbursing agency or Gazetted/designated authority for submission of Life Certificates. The Life Certificates may be submitted from personal computers and laptops at home or by visiting a conveniently located Common Service Centre or the nearest branch of any pension disbursing bank. There are about 55,000 branches of pension disbursing banks and 40,000 Common Service Centres throughout the country. Submission of Digital Life Certificate also ensures authenticity of pension payments.

NEW DELHI:  Armed with a payments bank licence now, the postal department should gear up to become a vehicle of financial inclusion in the country, Communications and IT Minister Ravi Shankar Prasad said today.    
The minister said that the postal department should prepare itself properly and effectively for this opportunity
The payments bank licence will enable the Department of Post (DoP) to offer banking services to the masses through its vast network of 1,54,000 post offices, of which 1,30,000 are in rural areas.    "This is a very proud moment for the postal department. I have been trying since I became minister to energise and make the vast network of the department for financial digital inclusion and e-commerce activity," Mr Prasad told PTI.   
"I am very happy to learn that the postal department has been given a payment banking permission by the RBI. I thank the RBI, governor and his team," Mr Prasad said.
RBI today decided to grant "in-principle" approval to 11 applicants, including DoP, National Securities Depository Ltd and RIL, to set up payments banks.  As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.

RBI granted in principle approval to set up payment bank to our Department

The Reserve Bank of India (RBI) has today decided to grant “in-principle” approval to 11 applicants to set up payments banks.
Aditya Birla Nuvo, Airtel M Commerce Services, Cholamandalam Distribution Services, Department of Posts (DoP), Fino PayTech, National Securities Depository, Reliance Industries, Dilip Shantilal Shanghvi, Vijay Shekhar Sharma, Tech Mahindra and Vodafone m-pesa were issued license under the Guidelines for Licensing of Payments Banks issued on November 27, 2014.
The process for selecting the applicants was based on detailed scrutiny by an External Advisory Committee (EAC) under the chairmanship of Dr Nachiket Mor, director, Central Board of the Reserve Bank of India. The recommendations of the EAC were an input to an Internal Screening Committee (ISC), consisting of the governor and the four deputy governors.
The ISC prepared a final list of recommendations for the Committee of the Central Board (CCB), after independently scrutinizing all the applications. On August 19, 2015, the CCB went through the applications and approved the announced list of applicants.
In arriving at the final list, the CCB noted that it would be difficult at this stage to forecast the most successful likely model in the emerging business of payments. The CCB further noted that payments banks cannot undertake lending, and therefore believed that the payments bank would not be subject to the same risks as a full service bank.
Going forward, the Reserve Bank intends to use the learning from this licensing round to appropriately revise the guidelines and move to giving licences more regularly, that is, virtually “on tap”. The Reserve Bank believes that some of the entities who did not qualify in this round, could well be successful in future rounds.
The Reserve Bank received 41 applications for payments banks.
The “in-principle” approval granted will be valid for a period of 18 months, during which time the applicants have to comply with the requirements under the Guidelines and fulfill the other conditions as may be stipulated by the Reserve Bank.
On being satisfied that the applicants have complied with the requisite conditions laid down by it as part of “in-principle” approval, the Reserve Bank would consider granting to them a license for commencement of banking business under Section 22(1) of the Banking Regulation Act, 1949. Until a regular license is issued, the applicants cannot undertake any banking business.

ஏன் இந்த 2nd September போராட்டம் ? - Federation விளக்கம்

      Our Federation decided to participate in the 2nd September strike called by National trade Union centers against the anti labour policy of the Central Government. We have taken this decision last minute based on the feedback and advice received from the various levels. 

     In the recent verification process, the sister federations and their affiliated unions caused damage to our membership by using all sorts of unfair means. They may say there is no rules and regulations in war (Verification of Membership) . We to agree that this a war but even in a war there are codes of conduct to be observed by the both sides. But in this verification process both federations and their affiliated unions targeted only our unions. Unfortunately the Department also supported both federations and their affiliated unions by issuing favorable orders in favor of them in the verification process. This has very much affected the morale of the rank and file of our union.  The behavior and conduct shown by the rank and file of the sister federations towards our rank file spoiled the normalcy. Despite the unsavory incidents it is time for strike to protest against the wrong policy of the Government. our non participation should not be construed that we are supporting the anti-labour policy of the Government. We do not want to skip by branding that this a political strike, of course it is a labour oriented strike.

      We have therefore decided to participate strike on 2nd September. Without cooperation and support of the rank file we are unable to organize the strike on 2nd September 2015 successfully. Madam,

In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947. We hereby notify that all the Postal/RMS/ MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks go on One Day Strike on 2nd September, 2015.

The Charter of Demands is enclosed herewith.
CHARTER OF DEMANDS

ANNEXURE 1

1. Urgent measures for containing price-rise through universalization of public distribution

system and banning speculative trade in commodity market.

2. Containing unemployment through concrete measures for employment generation.

3. Strict enforcement of all basic labour laws without any exception or exemption and

stringent punitive measure for violation for labour laws.

4. Universal social security cover for all workers.

5. Minimum wages of not less than Rs. 15,000/- per month with provisions of indexation.

6. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working

population.

7. Stoppage of disinvestment in Central/State PSUs.

8. Stoppage of contractorisation in permanent perennial work and payment of same wage

and benefits for contract workers as regular workers for same and similar work.

9. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the

quantum of gratuity.

10. Compulsory registration of trade unions within a period of 45 days from the date of

submitting applications; and immediate ratification of ILO convention C 87 and C 98.

11. Against Labour Law Amendments

12. Against FDI in Railways, Insurance and Defence.

 

PART II

1. Include Gramin Dak Sevaks within the ambit of 7th CPC. Effect wage revision of the

Central Government Employees from 1-1-2014 accepting memorandum of the staff

side JCM; ensure 5 year wage revision in future; grant interim relief and merger of

100% of DA; Settle all anomalies of 6th CPC.

2. Implement Cadre restructuring proposal in all Cadres including MMS.

3. Implement arbitration awards and revise OTA Rates.

4. No privatization, PPP or FDI Railways, Defence Estatblishment and no corporatization

of Postal Services.

5. No ban on creation of new posts. Fill up all vacant posts.

6. Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

7. No outsourcing, contractrisation, privatization of governmental functions; withdraw the

proposed move to close down the printing press, the publications, form stores and

stationery departments and medical stores Depots; regularize the existing daily-rated/

casual and contract workers and absorption of trained apprentices.

8. Revive the JCM functioning at all level as an effective negotiating forum for settlement

of the demands of the Central Government Employees.

9. Remove arbitrary ceiling on compassionate appointment.

10. No labour reforms which are inimical to the interest of the workers.

11. Remove the ceiling on payment on bonus.

12. Ensure five promotions in the service career.

Government to incur additional expenses due to 7th Pay Commission :

Pay and Allowances of Central Government employees will increase one lakh crore in the current financial year and also projected to increase further due to recommendations of 7th Pay Commission.

“Salary is a big question for even profit-minded private concerns. It is therefore not surprising that the employees of service-oriented Central Government departments are so obsessed about their pays and allowances. For a few central and state government organizations that rake in huge profits, salaries and allowances to their employees is no big issue.”
 
A report on the spending habits of the middle class was presented in the Parliament yesterday. According to the report presented by the Minister of Finance, Arun Jaitley, “the salary given to Central Government employees in the current financial year will exceed Rs.1 lakh crore.” The amount is expected to rise further after the implementation of the recommendations of the 7th Pay Commission. This could lead to a financial crunch.
 
According to estimates, there could be an increase of 9.56 percent in the salary allocation for Central Government employees, to Rs.1 lakh 619 crores. In the Financial Year 2016-17, after the implementations of the 7th Pay Commission’s recommendations, it is very likely to increase to 15.79 percent and touch Rs.1.16 lakh crores. During the Financial Year 2017-18, it will further rise to Rs.1.28 lakh crores. Funds for pensioners will increase to Rs.88,521 crores this financial year. During the Financial Year 2016-17, it is expected to be 1.02 lakh crores. By the Financial Year 2017-18, it would be Rs.1.12 lakh crores.
 
7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the last week of September.
 
If everything goes as planned, the 7th Pay Commission recommendations will come into effect from 01.01.2016 onwards.
 
Meanwhile, there is no doubt in the fact that employees are extremely curious to find out how much their salaries would increase if the new Pay Commission recommendations are implemented.

Subject : Issue of Pensioners’ Identity Card to pensioners.
 
The undersigned is directed to say that the instructions were issued by this Department vide O.M. No.41/21/2000-P&PW(D) dated 16/11/2000 for issue of Identity Cards to Central Government pensioners. These instructions were reiterated/clarified vide this Department’s OMs of even number dated 30.4.2013 and 25.7.2013. It has been observed that various Departments/Offices are either not issuing pensioners Identity Card to the retired employees or the Identity Cards are not in the format prescribed vide this Department’s OM dated 25.7.2013.
 
2. The matter has been reviewed in this Department. It has been decided that apart from the details already prescribed, the Pensioners Identity Card should include the Aadhaar Number of the pensioner (if available). Accordingly, a revised format for the pensioners Identity Card is enclosed (Annexure-I and Annexure-11).
3. Further, the following specifications are laid down for the pensioners Identity Card to be issued by the Departments/Offices from which the pensioner retired:
 
(i) The Pensioners Identity card should be in the prescribed format.

(ii) The Identity Card should be of the standard size of 8.5 cm x 5.5 cm.
 
(iii) The Pensioners Identity Card should be printed (and not hand written) on good quality paper of 125 GSM or equivalent.
 
(iv) The Identity Card would be got laminated by the Department/Office before handing it over to the pensioner.
 
4. All Departments in the Government of India are requested to issue suitable instructions to the Offices under their control to invariably issue Identity Card to the pensioners in accordance with the instructions issued by this Department.
