Honour the decision or we shall go on path of struggle – Secy/Staff side to Government of India

போராட்டம், போராட்டத்தை தவிர வேறு வழியில்லை
இது இறுதி எச்சரிக்கை அரசுக்கு...........

Dated: October 26, 2016
Hon’ble Minister for Finance,
Ministry of Finance,
(Government of India),
New Delhi
Respected Sir,
We solicit your kind reference to the discussions; the representatives of the Staff Side JCM had with you on 30th June 2016 in the wake of impending strike action that was to commence from 11th July 2016. Hon’ble Home Minister, Shri Rajnath Singh, your goodself, Hon’ble Minister for Railways, Shri Suresh Prabhakar Prabhu and Hon’ble MoSR, Shri Manoj Sinha, on having detailed deliberations with the Staff Side, had appreciated that, the Central Government employees were not generally happy with the decision taken by the Union Cabinet on 29th June 2016, while accepting the recommendations of the 7th CPC, particularly in the matter of Minimum Wage and Fitment Formula. After detailed discussions it was agreed by your goodself and other Hon’ble Ministers present in the meeting that, the government would address the grievances of the employees, whereupon the NJCA had decided to defer the “Indefinite Strike”. Accordingly, a committee was set-up to consider the demand of Revision of Minimum Wage and Fitment Formula with a mandate to finalize its report within four months.
We (Staff Side) interacted with the said committee, headed by Shri P.K. Das, Addl. Secretary(Expenditure), on 24.10.2016. It would be quite appropriate to bring to your kind notice that, we have felt, during the course of meeting, that, the proceedings of the committee are extremely disappointing and are left with the impression that, the committee is dilly-dallying the issue.
We are, therefore, left with no option, but to address this communication with the fervent hope that, your goodself will direct the said committee to interact with the Staff Side in a fruitful manner and arrive at a mutually agreeable proposal on the issues of Minimum Wage and Fitment Formula.
We have full trust and believe that, the government would honour the decision taken in the meeting held on 30.06.2016 in your benign presence, and suitable direction will be given to the committee to complete the assigned task within the stipulated time frame in a satisfactory manner.
It would be the most unfortunate development, we regret to state, if we are constrained to tread the path of struggle once again in the event of the committee not coming up with a satisfactory settlement.
With Kind Regards!
Yours faithfully,
(Shiva Gopal Mishra)

Dearness Allowance hiked by 2 per cent for central government employees, pensioners The Cabinet on Thursday approved the 2 per cent hike in Dearness Allowance (DA) for Central Government employees and pensioners, effective from July 1, 2016. The proposal to hike the DA was granted during the Cabinet meeting today afternoon at the Prime Minister’s Office.  Dearness allowance is provided to employees and pensioners to minimise the impact of price rise on their earnings. Earlier this year, the government hiked dearness allowance by 6% to 125 % of the basic pay. It was later merged into the basic pay, based on the recommendation of the 7th Pay Commission Panel.

It is unfortunate that the government has not taken care of our demands which were kept to them almost three months ago

New Delhi, October 24: The second meeting of senior government officials with central government employees unions leader has already started in New Delhi over the hike in their minimum wage. The meeting started at 4:00 pm and will end in few hours after which a major announcement is expected today. (வாரணாசியில் வாய்ஜாலம் காட்டவே நேரம் போதவில்லை மோடிக்கு! - எங்கே கவனிக்க போகிறார் மத்திய அரசு ஊழியர்களை ? )  Most of the central government employees believe that the in spite of Finance Minister Arun Jaitley promise, the government had not done enough for them and the government has not cared to make any attempt to hike minimum pay till date. The high-level meeting between the Additional Secretary (Expenditure), Department of Expenditure, Ministry of Finance and the Standing Committee of National Council (Staff Side) NJCA, was earlier postponed and it was held today at 4:00 PM.
In the meeting, the NJCA Secretary Shiv Gopal Mishra is also present along with senior other officials. Earlier there was a similar meeting held in which senior officers failed to arrive at any decision for hiking the minimum pay of central government employees. Shiv Gopal Mishra was earlier reported saying that, the government has assured us they will act in minimum pay, but so far nothing had happened. After the 7thPay Commission recommendations made by the panel was accepted by the Narendra Modi government, Shiv Gopal Mishra and his fellow union leaders had threatened to carry out indefinite strike across India. The government which took seriously the threat then promised to hike the minimum pay of central government employees beyond Rs 18,000. The meeting took place at Home Minister Rajnath Singh’s house a day after the cabinet cleared 7th Pay Commission award when he met with representatives of central government employees unions’ leaders.  One of the central government employees who didn’t wish to be named said, “It is unfortunate that the government has not taken care of our demands which were kept to them almost three months ago”.
According to the consensus, the central government employees unions had demanded a hike of Rs 18,000 to Rs 26,000 and also asked to raise the fitment factor 3.68 times from 2.57 times. The government had also formed a 22-member high-powered committee headed by Secretary, Department of Personnel and Training (DoPT) in September to look at the anomalies coming out of the implementation of the 7th Pay Commission’s recommendations. The Narendra Modi government has accepted most of the recommendations made by the panel on of the 7th Pay Commission, which has been implemented from January 1, 2016

UNI Forum addresses crucial questions posed by rapid growth of E-Commerce

At the UNI E-Commerce Forum hosted by the CWU in Dublin, trade unionists from all over the world addressed some of the crucial questions emerging from the dramatic growth of E-Commerce. E-Commerce is one of the fastest growing and most hierarchical markets in the international economy. In many ways, the shift towards a digital economy has meant that there is a smaller market for traditional commerce and post and logistics companies.
Later this week, UNI Global Union will hold its World Post and Logistics Conference in Dublin at the Croke Park Conference Centre. Over 260 delegates from 50 countries, representing over 2 million postal and logistics workers, will assemble to examine the impacts of e-commerce on the post and logistics sector.
E-Commerce is driving a huge and irreversible shift in how businesses and consumers interact. This presents major challenges to the business models of national postal service providers and to traditional shopping trends. The forum examined the implications of these changes for the trade union movement, and how postal and logistic, commerce and ICTS sector unions represent and protect the pay and working conditions of workers.
General Secretary of CWU Ireland Steve Fitzpatrick said, “It’s important now that we have a collaborative, cross-sectoral approach to this market. We can no longer talk about encroaching on other sectors - we must work together across the Postal, Commerce and ICTS sectors to organise.”
“The conversations that we have here are fundamental for the future,” said Stephen DeMatteo, Head of UNI Post and Logistics. “There is no way to stop the evolution of e-commerce and its subsequent effect on the world of work. We must therefore adapt.”
“The fundamental goal of this forum is to prepare for the future with our affiliates, and to try and answer some of the questions posed by the growth of e-commerce.”
“We need a cross-sectoral, integrated approach to tackle the emerging issues posed by a rapidly changing e-commerce market,” said Alke Boessiger, the newly appointed Head of ICTS (former Head of Commerce.
“UNI will continue to improve international solidarity between unions. With international unity, we can fight for better wages and working conditions for workers at companies like Amazon.”
The forum featured the presentation of a new report from Peterloo Research. Focused on the growth of e-commerce and what it means for the traditional “brick and mortar” businesses, the report raises some crucial questions facing the labour movement. Does the growth of e-commerce mean the death of the high street? How do you collectively bargain with a website? How do we interact with workers who are internationally disparate?
According to research, although this technological has a different face to previous ones, the fundamentals remain the same. These “digisharks”, such as Amazon, Alibaba and others exploit the workforce by subcontracting, outsourcing and lowering labour costs through unscrutinised legal loopholes. Workers at e-commerce giants such as Amazon are subject to difficult working conditions with practices such as “dataveillance” contributing to long term health deterioration and safety issues.
The forum also saw detailed presentations from affiliates on the situations in their countries and how e-commerce had changed the game in their sectors and regions.
