Bonus Hike : Good news expected soon - Reportedly Election Commission given its nod

As per reliable sources, Election Commission has given it’s nod for issuing ordinance on “Payment of Bonus Act”.
Now the matter will go to Cabinet and after it’s approval, necessary ordinance will be notified soon.
Earlier the Government decided to raise the ceiling of Rs 3500/- per month to Rs 10,000/- per month. From this year, the ceiling is going to be increased to as high as Rs 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this  news to one of the 11 Central Trade Unions during 2nd Sep. 2015 one day Nation wide strike.

Consumer Price Index for Industrial Workers (CPI-IW) – August, 2015

The All-India CPI-IW for August, 2015 increased by 1 point and pegged at 264 (two hundred and sixty four). On 1-month percentage change, it increased by (+) 0.38 per cent (121.60) between July, 2015 and August, 2015 when compared with the increase of (+) 0.40 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.57 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Groundnut Oil, Mustard Oil, Beef, Milk, Onion, Garlic, Brinjal, Parval, Peas, Coconut, Tea (Readymade), Electricity Charges, Barber Charges, etc. are responsible for the increase in index. However, this increase was restricted by Rice, Wheat, Wheat Atta, Fish Fresh, Poultry (Chicken), French Beans, Potato, Tomato, Cooking Gas, Petrol, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 4.35 per cent for August, 2015 as compared to 4.37 per cent for the previous month and 6.75 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 3.55 per cent against 3.21 per cent of the previous month and 7.63 per cent during the corresponding month of the previous year.

At centre level, Jharia reported the highest increase of 9 points followed by Ludhiana (7 points), Kodarma and Labac Silchar (6 points each). Among others, 5 points in 6 centres, 4 points in 11 centres, 3 points in 7 centres, 2 points in 17 centres and 1 point in 15 centres. On the contrary, Goa centre recorded a maximum decrease of 4 points followed by Mundakayam and Ernakulam 3 points each. Among others, 2 points decrease was observed in Quilon centre and 1 point in 4 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 36 centres are above All India Index and other 42 centres’ indices are below national average.

The next index of CPI-IW for the month of September, 2015 will be released on Friday, 30th October, 2015. The same will also be available on the office website www.labourbureau.gov.in.

Dear Comrade,

The National JCA met today on 30.09.2015. In the background of the engineered delay in the submission of the 7th CPC report, the meeting reviewed the decision to go for indefinite strike action commencing from 23rd Nov.2015 and arrived at the following conclusions.

1.The 7th CPC, as per the indication the NJCA had, concluded its deliberations and finalised its report. But due to the pressure exerted by the GOI the report is not likely to be out till the Bihar election is going to be concluded on 8.11.2015.

2. Even if the report is given, the Government might plead for some more time to consider the same and arrive at conclusions.

3. Even though the charter of demand contain other major issues, viz FDI, outsourcing, New Pension Scheme etc, the CPC related issues especially the revision of wages has its own significance and struggle without the said issue is impracticable.

4. The meeting also noted that after the impressive march to parliament held on 28th April, 2015, no serious programme of action was undertaken, which has created a certain complacency in the movement. The meeting noted the necessity to rejuvenate the NJCA functioning at all levels.

5. It was also noted that there are states which have not held the state level conventions and consequently have not brought into being the state apparatus required to spearhead a serious action like indefinite strike.

6.In view of above mentioned conclusions, the National JCA has decided to defer the strike action slated for 23rd November 2015 to a date during the Budget session of the parliament i.e from Feb to April 2016. The exact date of commencement of the strike will be decided by the National JCA when the 7th CPC report is available.

7.The NJCA also has decided to call upon all Federations of Central Government Employees to organise a massive protest demonstration in front of all work-spots/offices on 19th November 2015 wearies Black Badge to register our anger and resentment over the Government’s action in engineering delay in the submission of the report by the 7th CPC.

8.The National JCA leaders and all standing council members will sit on a day long Dharna at Jantar Man tar on 19.11.2015 by wearies Black Badge to highlight the anti worker attitude of the GOI and its concerted efforts to undermine the functioning of JCM.

RESOLUTION

1.The National JCA of Central Government Employee, which met today on 30.09.2015 at New Delhi strongly condemns the Governments’ action in engineering delay in the submission of 7th CPC report. The 7th CPC was to submit its report on 28th August 2015. i.e on the expiry of 18th months’ time provided to it by the Government as per the terms of reference. The demand for interim-relief and merger of DA was denied. The Government refused to amend the terms of reference despite repeated appeals made by the National JCA on several occasions.

2.The Charter of demand submitted by the National JCA to the cabinet Secretary realisation of which it has been decided to organize indefinite strike commencing from 23rd November 2015 has remained unattended and unsettled. No follow up action was initiated by the Government after discussion of the issues at the level of Secretary Personnel held on 25th February 2015.

3.The National Council JCM has not met in the past 5 years even once, giving the impression that the Government’s intention is to award a natural death to the negotiating forums and compel the employees to tread the path of struggle for realization of the demands. Many departmental councils have been placed on hibernation for the part one decade.

4.The National JCA has come to the inescapable conclusion that the present Govt has no intention to reach out to a settlement on any issue pertaining to the Central Govt. Employees, given its anti labour, anti people attitude.

5.The National JCA has decided to call upon the Central Government Employees throughout the country to organise massive protest demonstration jointly on 19th November 2015 in front of all Offices/work place eliciting the participation of all employees workers and pass resolution and send the same to the Finance Minister and the Cabinet secretary.

The tax payers base in the country is just over 4 crore. The government aims to collect Rs 7.98 lakh crore in direct taxes in the current financial year. The department through its portal has electronically verified over 32.95 lakh e-returns.

 The government on Thursday extended due date for e-filing of all returns of income & audit reports till October 31, 2015. “Necessary order u/s 119 of the Income-tax Act, 1961 has been issued by CBDT in this regard,​” the release said.

The government said, “The issue of extension of last date for e-filing returns of income and audit reports u/s 44AB due by September 30, 2015 has been the subject matter of litigation in various High Courts across the country. While some High Courts have ruled in favour of the extension of due date, some others have ruled otherwise.  In order to avoid discrimination between taxpayers residing in different jurisdictions and to be fair to all, and also in view of paucity of time to approach the Hon’ble Supreme Court by way of Special Leave Petition (SLP), the Government has decided that across the country, all the returns of income and audit reports may now be filed by 31st October, 2015.”

The new e-filing system, enabled last month, allows online verification of a person s Income Tax Returns (ITR) by using either Aadhaar number, internet banking, ATM or email, thereby ending the practice of sending paper acknowledgement to its office in Bengaluru.

Suspension of Government Employees – Review to be made in 90 days



According to Rule 10(6) and 10(7) of CCS (CC&A) Rules, 1965 suspension of a government servant has to be reviewed within 90 days and action such as extension of the suspension or revoking the suspension of employees has to be taken immediately
CGDA instructs to Review Suspension of Government Servant before expiry of 90 days
Ministry of Defence D(Vigilance)observes that the suspension order has been struck down on the ground that the same had not been reviewed by the reviewing authority before expiry of 90 days. CGDA requests instructs all Defence Departments that suspension of Govt. servants may be reviewed on monthly basis to suspension orders being struck down in court of law.

Dear friends,

             One of those very few important  days in every one’s life that  showers both happiness and at the same time a sigh of grief mingled together that makes us smile and cry at the same time.


             Yes… today is such day in my life…!!!!


             This  day I am leaving this wonderful service department that had made me what I am now .

            A term spanning more than 5 years and 2 months in Department of Posts  inculcated  in me all the necessary characters that an individual should possess…

            Sincerity , Dedication, Responsibility, Communication, selfless Public service, politeness, helping mind, positive attitude, ability to form a group, respect, maintain a cool head in crunch situations, lateral thinking, customer friendly approach, only to name a few as gmail space may run out of stock if all are mentioned..

          It’s not over exaggeration… just turning back and relishing the moments that I had in this DOP career as a Postal assistant life had definitely meant a lot to me… 

       From just  a college goer, my DOP friends, FNPO Comrades, colleagues, seniors, staff of all  Branch offices, Sub-offices , Head offices and Divisional Offices and my dear DSMs, MEs and PRI(P)s, IP, ASP, SP upto SSPs with whom I had worked with  had helped me a lot in shaping my personality as well as my career  and to make me  a matured responsible individual adapatable to this society of mankind.

          Thanks is just  a word too  small  to express my gratitude to all of  you my dear friends… All of you will be etched in my heart forever and  I will be there when you are in need  of anything that I can do…

         Similarly a word of sorry to all friends whom I have knowingly or unknowingly hurt in these 1900 days of entire service …Please forgive your little friend’s mistakes…

         To me DOP is like a university that taught me the unlearnt lessons of life where all my DOP friends are the lecturers and professors…

          Not only as teachers..  I feel very proud and lucky that I have got many brothers, sisters and all other relations in this esteemed department that urged me to create a Whats app group “Postal Family Nellai” on December 14 2014 which is functioning successfully with 81 out of maximum 100 members till now. Not to stop with  just words—Just call me for all “our DOP family as well as members’ functions” and I will try me best to make my presence… And the same way all my friends will be invited to all my family occasions….

             And adding to that…. Just how gold is being  accustomed to different temperatures  to strengthen its quality and how carbon  allotrope is exposed to numerous  techniques that made it shine as a diamond—this journey had exposed me to various  situations and atmospheres ---relax to tight… energizing to grueling schedules..  encouraging to exasperating…. joyous to mournful… culminating in me  and cultivating me as a good soul and a good worker....     
     
            As my cursor is blinking sadly to the nearing  second  page of word document. it’s time to wind up..

             God has directed me to my next assignment… Joining as a Asst.Manager in Indian Overseas Bank.

             The journey just pauses at DOP and now continues to IOB..But the path is clear as it was laid by my dear DOP friends…

              Does not know if my fingers had said  everything that my heart wanted to convey..

              This is not a traditional or formal bye as “Miss u friends” As I never miss u for all are in my heart as told earlier….Need all ur blessings and wishes in my new career and for my success…
