(a) Whether Government has formed a Committee for taking decision about the allowances to the Central Government employees and removal of anomalies in their pay scales announced by the Seventh Pay Commission;

(b) if so, whether the Committee has submitted its report;

c) if so, the main features thereof and if not, the reasons for delay in submission of report;
and

(d) the time by which recommendations of Seventh Pay Commission regarding the allowances are proposed to be implemented?

(a) to (d): The Committee on allowances has been constituted vide order dated 22.07.2016 to examine and make recommendations as to whether any changes in the recommendations of the 7th CPC relating to allowances are warranted and if so, in what form. A separate anomaly committee at National Level has also been set up, vide O.M. dated 09.09.2016, to settle the anomalies arising out of the implementation of the 7th CPC recommendations.

The National Anomaly Committee has made recommendations on the calculation methodology of the Disability Pension for Defence forces personnel. The Committee on allowances has received a large number of demands on allowances and even now receiving such demands. All the demands have been diligently examined. The Committee has already held 13 meeting so far and interacted with the representatives of Central Nodal Ministries, National Council (Staff Side), Joint Consultative Machinery (JCM) and officers and representatives of employee associations of Ministry of Health and Family Welfare, Home Affairs, Railways, Defence and Department of Posts. The Committee is now in the process of finalizing its Report. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.

(a) Madam, the total number of Postal Circles in the country is 23. The total number of GPOs is 24, the total number of Sub Post Offices (SPOs) is 24753, the total number of Extra Departmental Branch Offices (EDBOs) is 129346. The details of these post offices rural and urban regions wise is enclosed at Annexure-I.
(b) The number of post offices which are manned by Gramin Dak Sewaks (GDS) is given in the Annexure-II. Details of the monthly wages admissible to various categories of Gramin Dak Sewaks are given in the Annexure-III.
(c) No, Madam. The legal status of the Gramin Dak Sevaks as held in 1977 by Apex Court is that they are holders of the civil posts outside the regular civil service. Being a distinct and separate category, CCS (Pension) Rules, 1972 are not applicable in the case of Gramin Dak Sevaks (GDS).
(d) Yes, Madam. To examine the system of Branch Post Offices, engagement conditions, existing structure of allowances and all other welfare issues pertaining to Gramin Dak Sevaks, a one-man Committee under the Chairmanship of Shri Kamlesh Chandra, Retired Member Postal Services Board was set up.
(e) Yes, Madam. The committee has submitted its report. The salient feature of the report is given in the Annexure-IV.
(f) The recommendations of the committee are being examined by the Department of Posts. No timeline is specified to implement the recommendations of the Committee.

Subject: Grant of Dearness Allowance to Central Government employees –
 Revised Rates effective from 1/1/2017The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2016-E-II(B) dated 4th November, 2016 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 2% to 4% of the basic pay with effect from 1st January, 2017.
2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4.The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2017.6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
7.In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Age Relaxation in Job

            Relaxation of age up to 35 years (up to 40 years for members of Scheduled Castes and Scheduled Tribes) for the widows, divorced women and women judicially separated (JSW) from their husbands who are not re-married, for employment to Group ‘C’ and erstwhile Group ‘D’ post already exists in Department of Personnel & Training’s (DoP&T) Office Memorandum (OM) No. 15012/13/79-Estt (D) dated 19.01.1980. Similar relaxation also exists for Group ‘A’ and Group ‘B’ posts except where recruitment is made through open competitive Examination in DoP&T OM No. 15012/1/87-Estt.(D) dated 05.10.1990. All the above-mentioned instructions have been reiterated vide DoP&T OM No. 41034/1/2014-Estt.(D) dated 30.01.2014.

            It is incumbent upon all the Ministries/Departments of Government of India to follow the above-mentioned instructions.
            This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri B. Sriramulu in the Lok Sabha today.

Sub: Meeting of Committee on Allowances held today remained inconclusive
Meeting of Committee on Allowances took place on 28th March 2017, discussion on Allowances remained inconclusive. The issue of House Rent Allowance didn’t come up during a meeting.
I met Cabinet Secretary/GOI & urged him for early resolution of pending demands of Railwaymen that includes NPS, early disbursal of Allowances of 7th Pay Commission, Increase in Minimum wages and fitment formula. The issue of MACP was also discussed and removal of the provision of benchmark ‘Very Good’ for MACP, which has been recommended from ‘Good’ to ‘Very Good’ by the 7th Pay Commission, has also been demanded. Though Cabinet Secretary has given positive assurance on our demands yet we need our rank and file to be prepared for a persistent struggle.

FNPO affiliated unions agitational program is postponed

FNPO affiliated unions agitational program is postponed

Today, the Directorate has called us for a meeting to discuss long pending issues of FNPO affiliated unions viz NUPE, MTS & NUCW.  The meeting was chaired by MS. Meena Datta, Director General (Addl) along with the Directors.
NUPE PM & MTS meeting was held at 11.00 AM and it lasted up to 1300 hrs.  NUCW meeting was held in the afternoon 15.00hrs to 16.00hrs.
MS. Meena Datta, Director General (Addl), assured that the details of the meeting will be intimated to The Chairman Postal Board immediately after his arrival to the Head Quarters.
The minutes of meeting will be issued after the approval of Chairman (Postal Board).  Based on the assurance, the agitation program of FNPO affiliated Unions is postponed for time being.

(a) whether it is a fact that the newly introduced Contributory Pension System is not beneficial to the employees and so the employees unions are requesting Government to re-introduce the old pension system in its place, if so, the details thereof; and
(b) whether any representation has been received in this regard by Government, if so, the details thereof and the stand of Government in this regard?
ANSWER

(a) & (b) National Pension System (NPS), which is a contributory pension system, has, inter alia, the following features which benefit the employees:
• NPS is a well designed pension system managed through an unbundled architecture involving intermediaries appointed by the Pension Fund Regulatory and Development Authority (PFRDA) viz. Pension Funds, Custodian, Central Recordkeeping and Accounting Agency, National Pension System Trust, Trustee Bank, Points of Presence and Annuity Service Providers. It is prudently regulated by PFRDA which is a statutory regulatory body established to promote old age income security and to protect the interests of subscribers of NPS.
• Dual benefit of Low Cost and Power of Compounding– The pension wealth which accumulates over a period of time till retirement grows with a compounding effect. The all-in-costs of the institutional architecture of NPS are among the lowest in the world.
• Tax Benefits– Tax benefits are available to the NPS subscribers under various provisions of the Income- tax Act, 1961.
• Transparency and Portability is ensured through online access of the pension account by the NPS subscribers, across all geographical locations and portability of employments.
• Partial withdrawal– Subscribers can withdraw up to 25% of their own contributions towards their pension account, before attaining superannuation age for certain specified purposes subject to certain conditions.
Representations have been received from certain quarters regarding the implementation of NPS which, inter alia, include the demand that NPS may be scrapped and the Government may revert to old defined benefit pension system. However, there is no proposal to replace the NPS with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.

(a) whether the non-gazetted employees belonging to the SC/ST categories working with the Central Government and the autonomous institutions are not given promotion as per the reservation guidelines;

(b) if so, the reasons therefor;

(c) whether a number of proposals for amendments in the rules for promotion are under consideration of the Government; and

(d) if so, the details thereof and the reaction of the Government thereto?

(a) & (b): As per extant instructions, reservation to the members of the Scheduled Castes and the Scheduled Tribes is provided in the matter of promotion when promotion is made: (a) through Limited Departmental Competitive Examination in Group B, Group C and Group D posts; (b) by selection from Group B post to a Group A post or in Group B, Group C and Group D posts; and (c) by non-selection in Group A, Group B, Group C and Group D posts. Reservation in all the above cases is given at the rate of 15 per cent for the Scheduled Castes and 7.5 per cent for the Scheduled Tribes. However, reservation in promotion is not given in the grades in which the element of direct recruitment, if any, exceeds 75 per cent.

As per extant instructions, Autonomous Bodies/Institutions including Municipal Corporations, Cooperative Institutions etc. under the administrative control of the Central Government also provide reservation for Scheduled Castes and Scheduled Tribes in their services on the lines of the reservations in services under Central Government.

However, as desired by the Honble Supreme Court in Contempt Petition No.314/2016, conveyed to the Law Officer and intimated by him, instructions in pursuance were issued by Department of Personnel and Training on 30.9.2016 not to rely upon Office Memorandum of 10.08.2010 for implementation of own merit concept in promotion for Scheduled Castes and Scheduled Tribes. Due to this, there may be administrative difficulties while considering cases for promotion of employees, including SCs and STs, where selections in promotion have already been made on own merit or are to be made by applying own merit by the concerned cadre controlling authority.

(c): No, Madam.

(d): Does not arise in view of reply given to Part (c) above.

7th Pay Commission: Government likely to make higher allowances effective from April 1, next fiscal year

A source from Finance Ministry quoted by the 'Committee on Allowances', said a meeting will be held next week with members of the allowance committee on 7th Pay Commission 

New Delhi, March 25: The higher allowances under the 7th Pay Commission for which the central government employees are eagerly waiting is likely to be implemented from April 1, next fiscal year, a government official was quoted by The Sen Times on condition of anonymity. The report also says that the government employees, for sure will get higher allowances under the new pay scale but didn't mention the exact percentage.

A source from Finance Ministry quoted by the 'Committee on Allowances', said a meeting will be held next week with members of the allowance committee on 7th Pay Commission. Also, Shiv Gopal Mishra, the convenor of National Joint Council of Action (NJCA) confirmed the same.

Shiv Gopal Mishra also added that the Ashok Lavasa committee, which is looking into 7th Pay Commission and allowances may submit their reports after having a discussion with employee representatives.

FNPO and JPGU organized seminar on IPPB and Japan Post comparative study at Palm Beach Hotel, Visakhapatnam, AP on 22nd and 23rd March 2017. The programme was inaugurated by DDG IPPB Sri Tanveer Ahmad. Sister Kankao Oshaki, UNI APRO Posts and Logistics Director welcomed the delegates. Bro Suma and Sister Seguchia from Japan Post explained about Japan Post Bank through Power Point presentation. The presentation lasted nearly more than two hours. There after, our DDG given a presentation on India Post Payment Bank. After the above presentation the Circle Secretaries of NAPE Gr-c and CWC members of AP Circle union raised various doubts about implementation and our future target. Our DDG patiently clarified the doubts of the participants without any agitation. The brain storming session went nearly three hours.  Our FNPO affiliated General Secretaries Sri D.Kishanrao, Sri T N Rahate and Sri P U Muralidharan presented their views and doubts and sought clarification. With vote of thanks by Sri Sivaji Vasireddy, Local coordinator the first day programme was concluded at 1900 hrs.
     On second day the programme was started with subject on personality development of union office bearers. Guest lecture was given by Sri Sanjiv Ranjan, Postmaster General, Kurnool region. The participants raised various doubts. All the doubts were clarified by the PMG with smiley face. After the break SG FNPO presented "Trade Union movement in India" after Independence to till date. After the lunch break Circle secretaries presented their views and future action plan. With closing remarks from SG and General secretaries of FNPO affiliated unions the seminar ends with vote of thanks to JPGU for sponsoring the seminar. FNPO and JPGU conveyed their thanks to Sri Sivaji Vasireddy, L.Krishnaprasad and their team for making excellent arrangement's for participants and Guest.
