Postal department to handle Rs.1,500 crore COD by 2015-16

Providing a boost to the e-commerce industry in India, the post departments had handled cash on delivery (COD) orders worth Rs.500 crore up to March 2015 and is expected to reach about Rs.1,500 crore by end of 2015-16, Communications Minister Ravi Shankar Prasad said on Thursday.
Till December 2015, the COD value has crossed Rs.1,000 crore.
Speaking at the meeting of the Parliamentary Consultative Committee attached to the communications & IT ministry, on the e-commerce initiatives of the department of posts, he said various steps taken by the department for gearing up its capabilities for handling e-commerce parcel business as well as introducing services such as COD have revolutionized the e-commerce business in India.
Prasad also said the government's initiative to digitalize functioning would help in making e-commerce reach every corner. He said the initiative would further enhance India Posts' reach as national carrier.
The department of posts had set up 48 new parcel processing centers so far and nine more such centers are coming up during the current financial year, he said.
"These efforts in the last eighteen months have resulted in an overall revenue growth in the parcel segment by 45 percent during 2014-15 and more than 100 percent in the current financial year," Prasad said.

Sir, 

Sub : Unfair treatment to the staff by the Tamilnadu Circle administration - Regarding. My union constrains to write this letter to you. Under the pretext of Department’s interest, your subordinate officers in the Circle office are giving untold suffereings and much ill-treatment to the staff. The staff unions are not given its due recognition by officers working in your Circle office except yourself.

 I can point out many number of issues in this regard. You are aware that after computerisation in Post offices, how the staff are suffering. You are also aware how the MNOP system created double work in RMS offices. There is no need to express the sufferings of MMS drivers/staff. No one is peaceful in the last few years in our Department account of changing scenerio.

 It is necessary that we have to accept changes in work places for our survival in the era of cut-throat competition. But at the same time the employees are expecting humanitarian approach from the officers. 

You are aware during the recent flood in Tamilnadu, the multi-national companies granted extraordinary incentives and perquisites to their employees in order to keep up their morale. But it is upside down in our Department. Even Flood Advance which is due for employees is not granted yet, though the Prime Minister and state Chief Minister have announced that four Districts of Tamilnadu were badly affected due to flood. Forget about flood advance. In regard to Supervisor’s posting, for every posting your office is adopting different yardsticks in the name of departmental interests. It is not interest. It is nothing but cruel meted out to the staff. 

Officials who have performed more than 34 years of service are denied their legitimate choice. It is not fair on the part of the Circle administration. 

In Many post offices, OS who have rendered more than 20 years of service were recently sent out (Anna Road) mercilessly. 

The above issues are only a tip of an iceberg. Again I wish to state that we are not against the changes in the Department. We are not against the improvements taking place in the Department. We are not against the Postal business. We are not against the new products. But we are against the ill-treatment on our staff by your subordinate officers working in your circle office. 

My Federation as a first step is sending this letter explaining the mental agony of the staff with the hope that you will find a lasting solution to end the ill-treatment to the staff.

Empowered Committee On 7th CPC May Recommend Increase In Salary Of Junior And Mid Level Employees

New Delhi: Central government employees’ pay bill are unlikely to get increased salary from April under the Seventh Pay Commission recommendations, as the central government might delay the hike by six months to evaluate the actual needs of employees, said finance ministry officials.


The economists advised the government to measure the possible impact of the salary increase on next year’s budget before implementing it, they said.

The Empowered Committee of Secretaries led by Cabinet Secretary P K Sinha may recommend raising salary of junior and middle level employees as employees associations are pressing hard for it.

The committee will submit its report to the finance minister after reviewing the commission’s suggestions, and holding discussions with government high-ups.

Wishing anonymity, a finance ministry official said the government would see whether there would be any wastage of public money in paying increased salary and allowances or any new conditions can be imposed in line with the recommendations of the Pay Commission.

The empowered committee would place a proposal before the cabinet after budget for delaying the implementation of increased salary of Central government employees, said the officials.

Finance Minister Arun Jaitley while introducing the Seventh Pay Commission report on November 19 said that the final decisions on the Seventh Pay Commission report took five and a half months.

The Seventh Pay Commission award bill is about Rs 1,02,000 crore, according to the Finance Minister Arun Jaitley that can be afforded.

A pay commission reviews the pay of government employees every 10 years and its recommendations are usually accepted with some modifications.

The Seventh Pay Commission was set up by the UPA government in February 2014, The Commission headed by Justice A K Mathur submitted its 900-page final report to Finance Minister Arun Jaitley on November 19, recommending 23.55 per cent hike in salaries and allowances of Central government employees and pensioners.

The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous Sixth Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.

The Seventh pay commission recommended fixing the highest basic salary at Rs 250,000 and the lowest at Rs 18,000 and its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8

The Seventh Pay Commission suggested to discontinue the practice of appointing pay commissions in future.

Rival Federation had given direction to all their office bearers to project the sanctioned strength in the verification process instead of working strength indirectly. In the first step they made maximum dual membership in the verification process at Divisional / Branch level, but their plan was not succeeded and now they came up with another plan openly to project sanctioned strength to pave way to reduce the percentage of FNPO affiliated unions. Our Federation requests all the Circle Secretaries to meet the SR Branch of your Circle and make it clear that your circle is projecting only working strength not sanctioned strength to the Directorate in the Annexure IV.

Subject: Court orders against Government of India instructions on service matters-consultation with Ministry of Law and Department of Personnel and Training on question of filing appeals.
The undersigned is directed to refer to this Department’s O.M.No.28027/9/99-Estt.(A) dated 1st May, 2000 on the above subject ( copy enclosed) and to say that the Department of Personnel and Training is the nodal Department that formulates policies on service matters and issues instructions from time to time. These instructions are to be followed by the Ministries/Departments of the Central Government scrupulously. All the Court cases filed by employees have to be defended on the basis of the facts available with the Administrative Ministry/Department concerned, keeping in view the instructions issued on the subject by this Department.
2. Reference is also invited to the Cabinet Secretariat’s D.0 letter No.6/1/1/94-Cab dated 25.02.1994 and the Department of Expenditure’s O.M. No.7(8)/2012-E-II(A) dated 16.05.2012 inter-alia provide that (i) a common counter reply should be filed before a Court of Law on behalf of the Union of India by the concerned administrative Department/Ministry where the petitioner is serving or has last served; and (ii) a unified stand should be adopted instead of bringing out each Department’s/Ministry’s point of view in the said reply. It further provides that it is primarily the responsibility of the Administrative Ministry to ensure that timely action is taken at each stage a Court case goes through and that a unified stand is adopted on behalf of Government of India at every such stage. In no case should the litigation be allowed to prolong to the extent that it results in contempt proceedings.
3. However, it is noticed that the Ministries/Departments are making several references to this Department seeking interpretation of the guidelines without exercising due diligence. The Ministries/Departments are advised not to make any references to this Department unless there are difficulties relating to interpretation / application of these guidelines or any relaxation in Rules /instructions is warranted to mitigate a genuine hardship faced the Government servant. While seeking advice of this Department, instructions contained in this Department’s O.M. number 43011/9/2014-Estt (D) dated 28.10.2015 may be followed.4. The comments/advice of the Department of Personnel & Training may be sought in following cases:-

Subject: Admissibility of Travelling Allowance (TA) and other expenditure incurred while on training by the Government Servants on probation.
Institute of Secretariat Training and Management (ISTM) is conducting Foundation Training Course of newly recruited. Assistant Section Officers (DR) and Stenographers (DR). ISTM has received number of references from various Ministries and Departments, requesting for clarification, whether the expenditure incurred by trainee Assistants, now re-designated as Assistant Section Officers, for their boarding, lodging etc. while undergoing Foundation Training, under the aegis of ISTM can be reimbursed to them. Representations have also been received from Assistant Section Officers, through their administrative Ministries in this regard.
2. The matter has been examined in consultation with the IFD(MHA) with reference to the Supplementary Rules 164 and instructions issued by the Government from time to time under the aforesaid Rules, which govern claims of Travelling Allowances while on training by probationers. The rule position is clarified as under:-
(i) No Travelling Allowance may be allowed for the onward journey for joining the training institute;
(ii) No Travelling Allowance may be allowed to the probationers while they are taken for outstation for training activity;
(iii) Probationers have to pay boarding /lodging /transport charges, if any, from their pocket.
(iv) No daily allowance may be admissible.
(v) One side TA may be allowed to the participants while reporting for duty in the allocated Ministry/Department on completion of the Training Programme from an outstation Institute, which are located at Hyderabad, Kolkata, Chandigarh, Shimla and Jaipur, where such training is being conducted by ISTM at present, or any other State Training Institute, which may be identified later, outside NCR.
3. All Ministries/Departments of Government of India are, therefore, advised to decide the claims made by Assistant Section Offices in respect of reimbursement of expenditure by them for boarding/lodging and other transport charges during the period of their Foundation Training conducted by ISTM, in accordance with the provisions contained at para (2) of this O.M. In case, any reimbursement has already been made, the same may be recovered immediately.
4. This issues with the concurrence with the IFD(MHA), vide their Dy. No. 299/Fin.II/15, dated 31.12.2015.

100 Secret Files Relating To Netaji Subhash Bose Declassified, May Unveil Facts About His Controversial Death

Prime Minister Narendra Modi today made public digital copies of 100 secret files relating to Subhash Chandra Bose on his 119th birth anniversary, which could throw some light on the controversy over his death.The files were declassified and put on digital display at the National Archives of India (NAI) here by the Prime Minister, who pressed a button in the presence of Bose family members and Union Ministers Mahesh Sharma and Babul Supriyo. Later, Modi and his ministerial colleagues went around glancing at the declassified files, spending over half an hour at the National Archives. He also spoke to the members of the Bose family.
The NAI also plans to release digital copies of 25 declassified files on Bose in the public domain every month. In October last year, the Prime Minister had met the family members of Netaji and announced that the government would declassify the files relating to the leader whose disappearance 70 years ago remains a mystery.
While two commissions of inquiry had concluded that Netaji had died in a plane crash in Taipei on August 18, 1945, a third probe panel, headed by Justice M K Mukherjee, had contested it and suggested that Bose was alive after that.
The controversy had also split members of the Bose family too. The first lot of 33 files were declassified by the Prime Minister’s Office (PMO) and handed over to the NAI on December 4, last year.
Subsequently, the Ministries of Home Affairs and External Affairs too initiated the process of declassification of files relating to Bose in their respective collection which were then transferred over to the NAI, it added.
In his reaction to the declassification, Chandra Kumar Bose, spokesperson of the Bose family and grand-nephew of Subhash Chandra Bose said, "We welcome this step by Prime Minister wholeheartedly. This is a day of transparency in India."
Earlier in day, he told PTI, "We feel that certain very important files were destroyed during the Congress regime in order to hide the truth. We have documentary evidence to understand this. So we feel that the Indian government should take steps to ensure the release of files lying in Russia, Germany, UK, USA
