இதன்படி பதவி உயர்வு வாய்ப்புகள் அதிகரிக்கும்

The Salient features of the agreement are as follows :
1. Number of LSG posts will increase from 8 % to 22 %
2. Number of HSG II posts will increase from 2 % to 12 %
3. Number of HSG I posts will increase from 1.5 % to 4 %
4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)
5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio
6. Postman/Mail guard will get the same ratio of promotion.
1. The
Post of SPM in Single and Double Handed Post offices will be placed
under 2800/- Grade Pay ie All LSG and I MACP officials would man the
offices.
2. The
Post of SPM in Triple Handed and LSG Post offices will be placed under
4200/- Grade Pay ie All present HSG II / MACP II officials would man the
offices and Posts.
3. The
Post of HSG I and HSG II would be merged and placed under Grade Pay of
4600/- and be granted 4800/- on non functional basis after 4 Years.
4. The
Post of Existing Postmaster Cadre officials will be modified in light of
the same on approval of the Cadre Restructuring...
The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/-
The
Grade I Posts are likely to get ungraded to Grade II , creating wide
opportunity for the Postmaster Cadre Official to get promoted to Grade
II and Placed within the same division.
The
Present Grade II offices are likely to be placed under 4600/- Grade Pay
creating more number of offices for HSG I and II officials.
The
Norms of the Postmaster Grade III Offices would be modified so as to
identify 1/3rd of the merged HSG I and II for Postmaster Grade III.

Joint issue between Department of Posts and United Nations Postal Administration on UN Women HeForShe postage stamp
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, was
apprised of the joint issue of UN Women HeForShe postage stamp. A
Memorandum of Understanding (MoU) has been signed between Department of
Posts and United Nations Postal Administration (UNPA) in February, 2016
for this purpose.
In this Joint issue, the stamps were printed in the form of sheetlet of
20 se-tenants and Miniature Sheet of two stamps on the occasion of
International Women's Day.
UN Women HeForShe campaign is a solidarity movement for gender equality
that brings together one half of humanity in support of the other half
of humanity for the benefit of all in social terms. This Joint issue is
dedicated for the empowerment of women around the world. This would
promote great cause of gender equality which the Indian government has
been championing in the recent times. Thus, Department of Posts and UNPA
have arrived an agreement to celebrate and to commemorate International
Women's day on 8th of March, 2016 by releasing a joint stamp.

The next time you plan to get a loan for a new two or three-wheeler, walk to the nearest post office. The Department of Posts has tied up with Bajaj Auto Finance Limited to assist in financial enquires about loans.
In yet another attempt to reinvent itself and connect to customers, post
offices will now offer services to provide details about the finance
option available through brochures. Officials of the postal department
said post offices would act as an intermediary and provide information
on various two- and three-wheeler loan schemes and offers.
Of the 400 post offices chosen in the Tamil Nadu circle for the facility, nearly 100 post offices are in the city.
The service will be extended to other e-payment-enabled post offices depending on the performance.
Customers who apply through post offices would get a discount in
processing fee and also a waiver in rate of interest for the loan
obtained.
Patronage-based
Pointing out that Kerala postal circle was already accepting monthly
instalments, officials said such measures would be adopted based on the
patronage of the service.
Among the retail services, payment of electricity bills and reservation
of railway tickets are among the most-sought ones. Post offices are also
involved in sales of various products such as solar lamps and Penta
mobiles.
Officials said last year, the department earned revenue of Rs.3.5 crore through retail services.

not be accepted – Staff Side JCM writes to Govt for conducting negotiation with
Staff Side Associations before taking a decision on 7th Pay Commission
recommendations
Though
the central government employees are ardently waiting for the implementation of
the Seventh Pay Commission, reports suggest that it will not be done before the
results for the Assembly elections are announced. If reports are to be believed
then the proposal of minimum pay of 24,000 will be taken into consideration and
the reasonable expectations of central government employees will be met while
announcing the salary hikes in accordance with the 7th pay commission.
According
to a Zee news report, “Other than the pressure of trade unions, the results of
the Assembly election in five states, West Bengal, Assam, Tamil Nadu, Kerala,
Pondicherry, are likely to have an influence on the final pay out.
The
notification towards implementation of the seventh pay commission will be
announced only after the result of the elections. If the mandate goes totally
in favour of the Opposition, the government will be under greater pressure to
keep the dissatisfaction related to salalry hike in check.”
‘No
unilateral decision on salary hikes under 7th Pay Commission acceptable’ The
central government employees lead by the National Council (Staff Side) Joint
Consultative Machinery have said that they will not accept unilateral decision
on salary hikes under the seventh Pay Commission and would like to have more
say in the way their monthly salaries and allowances are shaped up by the
Empowered Committee of Secretaries. “Neither did the Government side made any
commitment on any demands, nor did they indicate in the minutes that further
discussion will be held with the staff side to arrive at a negotiated
settlement on each demands.
It
seems that the Modi Government is moving ahead to issue unilateral orders
taking the staff side for a ride”, M Krishnan, Secretary General of the central
government employees confederation was quoted as saying in the Zee report. “The
staff side on the other hand has taken a position that if unilateral orders are
issued, without taking the staff side into confidence, the NJCA shall go ahead
with the indefinite strike from 11th July 2016 as already informed to the
government”, Krishnan further added in the report.
An
empowered committee of Secretaries was formed under the Cabinet Secretary to
process the recommendations of the pay panel.
This
committee also invited the Joint Consultative Machinery which is the group
representing the Staff side (central employees union) to understand their view
point. The central employees union has clearly said that they will not accept
any unilateral decision on the issue and needs a bilateral negotiation on the
matter.

Delhi, May 15 (PTI) As emails and SMSes become the order of the day,
the good-old Postal Department is going hi-tech by geo-tagging the post
offices and has begun monitoring timely clearance of the letter boxes
through a mobile app.
In
collaboration with the Department of Space, India Post has geo-tagged
over 1.5 lakh post offices on the indigenous geo-portal Bhuvan,
developed by ISRO, to help people search the nearest post office and
know about services and timings.
India
Post has over 1.55 lakh post offices of which more than 1.39 lakh are
in the rural areas. An official in Communications and IT Ministry said
that the remaining post offices would also be geo-tagged soon on Bhuvan,
a Hindi word for universe.
The initiative is part of Prime Minister Narendra Modis drive to use space technology by various departments of the government, he added.
"More
than 1,50,000 post offices have been geotagged and their exact location
on a GIS satellite imagery map along with photograph, services and
office timings etc have been made available on the portal," he added.
Bhuvan,
developed by Indian Space Research Organisation (ISRO), is providing
visualisation services and earth observation data to users in public
domain.
Bhuvan,
started in 2009 with simple display of satellite data and basic GIS
functionality, now has more than 6,000 map services which are being used
under various applications.
Regarding
other achievements of India Post in the last two years, the official
said core banking solution (CBS) for providing anywhere banking has been
rolled out in 21,319 post offices, covering more than 30 crore Post
Office savings bank accounts.
Besides, 910 post office ATMs have been installed across the country.

New Delhi, May 15 (PTI)
Central
government ministries and departments will now be rewarded for
successful implementation of e-Office or 'paperless office' initiative.
The move is aimed at improving the ease of governance and expediting the
administrative process.
Minister
of State in the Prime Minister's Office Jitendra Singh has written to
all ministers to take urgent action to shift to paperless functioning
mode in a time bound manner. "It is one of the priority works of the
government. We are writing to all ministers for going paperless. The
e-Office will help in speeding up administrative work and result in
saving money for the exchequer," he told PTI.
Singh
said those doing exemplary work in this project may be given awards for
excellence in public administration, which are given annually by the
Prime Minister on civil services day. In his letter, the Minister said
one of the agendas of the minimum government-maximum governance is to
adopt e-Office in all government functioning for achieving the goal of
governance with accountability, transparency and innovation (GATI),
which is the sine-qua-non for achieving Prime Minister's Mission of
PRAGATI.
The
Department of Administrative Reforms and Public Grievances is providing
financial assistance for implementation of e-Office initiative. "In
order to give encouragement towards implementation of e-Office across
central ministries or departments, the Department of Administrative
Reforms and Public Grievances (DARPG) is also providing financial
assistance for implementation of e-Office based realistic estimates duly
vetted by National Informatics Centre (NIC). "It is also finalising a
scheme for awarding better performing Ministries and Departments in
e-Office," the letter reads.
The
DARPG acts as nodal authority for the implementation of e-Office in
central ministries with the help of the technical partner NIC. "It is
noteworthy that the Ministry of Panchayati Raj has completely
transformed itself to an e-Office platform, while the Ministry of Rural
Development is close to achieving it," the letter said, citing works
done by the two government departments.

Bajaj Auto Finance inks pact with India Post

Motorcycle
finance company Bajaj Auto Finance has entered into an arrangement with
post offices across India to enable buyers get information through
brochures available at post offices, as well as apply for two-wheeler
loans from the company.
Subsequently, customers can also make loan repayments by depositing money in post offices.
The
project is being launched with Tamil Nadu as pilot/nodal office and the
arrangement will initially be rolled out across 18 locations in the
State, Bajaj Auto said in a statement.
Pradeep
Srivastava, Executive Director, Bajaj Auto, said: “By joining up with
India Post we intend to reach all our customers in the remotest corners
of the country.”
Charles
Lobo, Chief Postmaster General, TN Circle, India Post, said: “Bajaj has
been one of the brands and names we have associated ourselves with for
ages. We hope to take this initiative to great heights by delivering
easy and convenient finance options to our customers through all our
post offices.”

Soon, Ready to submit income tax return copy to get LPG subsidy

The
IT Act forbids the income tax department from sharing income details of
an assessee unless the Central government specifies an officer,
authority or body to receive the data to perform his or its functions
under a law.Soon
you will have to submit a copy of your income tax return (ITR) every
year to the LPG dealer to claim subsidy on cooking gas cylinders.
With
the voluntary GiveItUp scheme not making much progress, the Petroleum
Ministry has asked the Central Board of Direct Taxes (CBDT) to include
the ministry as a recipient of ITRs under the Income Tax Act so that it
could weed out those with annual income above Rs 10 lakh from the
subsidy scheme.
“The
information related to taxable income of LPG consumers is critical to
implement the decision to exclude consumers belonging to higher income
group from availing subsidy, and this information on taxable income of
LPG consumers is required every year,” the ministry wrote to the CBDT
last week.
“Considering
the above, it is requested that the Ministry may be notified under
Section 138 of the Income Tax Act to obtain information related to
taxable income of LPG consumers in the public interest,” it added.
The
IT Act forbids the income tax department from sharing income details of
an assessee unless the Central government specifies an officer,
authority or body to receive the data to perform his or its functions
under a law.
Currently,
authorities implementing the Foreign Exchange Management Act,
Prevention of Money Laundering Act, Serious Fraud Investigation Office
and the National Food Security Act are among the few that have this
permission.
Last
December, the NDA government had announced that taxpayers with an
annual income of more than Rs 10 lakh will not get subsidised LPG
cylinders and that the scheme was to be implemented under
“self-declaration basis” while booking cylinders from January 2016
onwards.
A
government official said that nearly 70 lakh people had given up the
subsidy under GiveItUp scheme since it was launched in March 2015, but a
majority of them included consumers who had shifted to piped natural
gas or are officials of state-run oil marketing companies (OMCs).
“There
are very few with income exceeding Rs 10 lakh who have provided
affidavits and surrendered their LPG subsidy,” he said. “And the current
available mechanism does not provide for collecting ITR from consumers
to ascertain their taxable income.”
In
a separate letter to marketing heads of the three OMCs, the ministry
has modified its December 2015 order saying that those who are excluded
from LPG subsidy in one year could be included the next year provided
they furnish ITR showing that their annual income had fallen below Rs 10
lakh.
“Similarly,
a consumer, otherwise receiving subsidy, will become ineligible to
claim subsidy as and when taxable income of self or spouse is more than
Rs 10 lakh in the subsequent financial year,” it wrote to director
(marketing) of Indian Oil, Bharat Petroleum and Hindustan Petroleum.

by Rabindranath Tagore -- and the need to revamp the postal services in
the country figured prominently during question hour in the Lok Sabha on Wednesday.
Answering supplementary questions from members, Telecom Minister Ravi ShankarPrasad, who holds charge of the department of posts, said efforts are on "to make use of the vast network of postal platform all over the country for better growth and financial inclusion".
He said at the directive of Prime Minister Narendra Modi , the government is working hard to reinforce the infrastructure, connectivity and modernisation programme of the postal services and substantial progress has been made since 2014.
"Nearly 21,000-plus branches (of post offices) have been given core banking solution in only two years. It was only 230 in 2014. I am not saying that everything has been done," he said, adding that his ministry will also give "hand-held device to all postmen across India by March 2017".
Raising supplementaries, Trinamool Congress member Pratima Mondal recalled Nobel laureate Tagore's famous short story where the chief protagonist is a postman and also the film of maestro Satyajit Ray.

member Jyotiraditya Scindia recalled how during the previous UPA regime
steps were taken to provide allowances to postmen for maintaining their
shoes, dress, etc.
Prasad
said during his visits to the rural areas, he discovered that even
though writing of letters has decreased due to advancement of
technology, the growth of e-commerce has again reinforced the importance
of delivery men employed by the private companies.
Prasad said computerisation of post office branches in villages and small towns has enhanced the prestige of postal staff.
Bharatiya
Janata Party member S.S. Ahluwalia asked the telecom minister to
initiate action against a television commercial that shows postmen
showing respect to the rich and hurling insults at the poor.
Prasad said he has seen the advertisement and would bring it to the notice of Information and Broadcasting Minister Arun Jaitley as television advertisements come under the domain of the I&B ministry.
