Will the Minister of PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether the Government is considering any proposal to change the present five days working for the employees of the Central Government Ministries/Departments;

(b) if so, the details thereof and the reasons therefor;

(c) whether the Government has consulted the Employees Union across the country in this regard;

(d) if so, the details thereof and the reaction of these Employees Union thereto; and

(e) whether there is any proposal to enhance Earned Leave and Casual Leave being granted to the employees and if so, the details thereof and if not, the reasons therefor?

EMPLOYMENT TO DEPENDANTS

Will the Minister of PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether there is a provision in the Government to provide employment to the dependant of a person who dies in harness on compassionate grounds;

(b) if so, the details of the rules laid down in this regard;

(c) whether there is a provision to give jobs to these dependants within a prescribed time-limit;

(d) if not, the reasons therefor; and

(e) the details of the number of such cases pending alongwith the time by which they are likely to be disposed of, Ministry/ Department-wise?

ANSWER

(a) & (b): Compassionate Appointment in Government are regulated as per instructions issued by Department of Personnel and Training’s vide Office Memorandum No. 14014/6/94- Estt.(D) dated 09.10.1998 as amended from time to time. All these instructions have been consolidated vide Office Memorandum No.14014/02/2012-Estt.(D) dated 16.01.2013.

(c): No, Madam.

(d): The time limit of three years for making compassionate appointment has been withdrawn vide this Department’s Office Memorandum No. 14014/3/2011-Estt.(D) dated 26.07.2012.

(e): Department of Personnel & Training only lays down the policy of compassionate appointment which is implemented by the Administrative Ministries/Departments while considering the cases of compassionate appointment. The Administrative Ministries/ Departments are required to monitor the state of implementation of compassionate appointment under their respective jurisdiction. DoP&T does not have information on specific details on the number of applications under consideration of the Union Government for appointment on compassionate grounds, department-wise.

PM encourages self-certification in place of affidavits and attestations to benefit the common man
·         All Union Ministries and State Governments asked to make provision for self-certification and abolition of affidavits, not required by law
·         PM steps in to reform the public service delivery system, bridge governance deficit
The Prime Minister, Shri Narendra Modi, has sought minimum use of affidavits and shift to self-certification, so as to benefit the common man.
In a citizen-friendly initiative, all Ministries and Departments of the Union Government, and all State Governments, have been asked to make provision for self-certification of documents in place of affidavits.
The requirement of attestation by Gazetted Officer is also sought to be replaced by self-certification by the citizen.
Under the self-certification method, the original documents are required to be produced at the final stage.
The Prime Minister, during his meeting with all Union Secretaries on June 4th, 2014, had spoken of reforming the public service delivery system, and bridging the governance deficit. This measure is a start in that direction. It is expected to benefit the people immensely, as all affidavits not required by law shall eventually be done away with.
In communications addressed to all Secretaries of the Union Government as well as the Chief Secretaries of States/Administrators of Union Territories, the Department of Administrative Reforms and Public Grievances has noted that “obtaining either an attested copy or affidavit not only costs money to the poor citizen but also involves wastage of time of the citizens as well as of the Government officials.” The Department has called for a review of the existing requirement of affidavits and attestation by Gazetted Officers, and replacement by self-certification.
In case of false self-certification, relevant provisions under the Indian Penal Code would apply.

Uniform Labour Law

             The Minister of State for Mines, Steel and Labour and Employment, Shri Vishnu Deo Sai has said that “Labour” is in the Concurrent List of the Constitution. Thus, both the Centre and the States can legislate in this area. There are 44 labour related statutes enacted by the Central Government dealing with wages, social security, labour welfare, occupational safety and health and industrial relations etc., being enforced by Central and State Governments, as appropriate Governments, as envisaged in the respective Acts. Each Act has been enacted keeping in view its objectives which are defined in each Act and accordingly the definitions have been incorporated in the Acts.
In a written reply in the Lok Sabha today, Shri Vishnu Deo Sai has said that ministry is also addressing the issue of ease of compliance to promote an enabling business environment. A single unified Web Portal is being developed for Online Registration of Units, Reporting of inspections, and submissions of Annual Returns and redressal of grievances. This portal will facilitate ease of reporting at one place for various Labour Laws by a single online Annual Return; consolidate information of Labour Inspection and its enforcement thereby enhancing transparency in Labour Inspection as well as that in monitoring of Labour Inspections. An Inspection scheme has also been notified with the objective of simplifying business regulations and for bringing in transparency and accountability in labour inspections. The scheme envisages objective criteria for selection of Units for inspection.

Biometric Attendance to be implemented soon



           
Soon all ministries and central departments will get biometric attendance system, which will be linked with Adhaar number of each employees.
Sources said that the entire project across all departments will be implemented by National Informatics Centre (NIC) and an order will be issued soon. Though at present, quite a few central offices have installed biometric attendance, the need to link it to Adhaar is being done to ensure that the employees cannot do any fraud to mark their attendance.
“This additional provision will ensure that the genuine employee is recording attendance while coming to office and when he clocks out,”said a government source.
Following recent surprise checks by two central ministers – Venkaiah Naidu and Prakash Javedekar – when they detected huge number of late comers, they had directed installation of biometric system so that there is proper record of when the employees reached office and when they left for the day.
Biometric attendance system is a foolproof technology to ensure the accuracy of attendance and is useful to big organizations and government entities. What makes a biometric time clock one of the best time and attendance systems is that it has a biometric fingerprint scanner built in that is much more accurate in time keeping that a time card or time sheets because employees can’t clock in other employees.

Extension of working hours of Central Government employees



             While answering to a question in Rajya Sabha, Minister Shri Jitendra Singh said there is no proposal to extend the working hours beyond 40 hours a week for Government employees by making each or alternate Saturday a working day or sticking to the present 5 days week system with extended daily work hours from 8 a.m. to 6 p.m.and he also said, the 6th CPC had recommended continuation of the fiveday week with 40 hours of working in the offices of the Central Government.
