7th CPC: Gazette to be issued early this week.

government employees' unions are trying to douse all speculation and rumours whether the 7th Pay Commission will be implemented or not, saying that notification towards implementation of the Pay Commission will be issued early this week.

The government's flip flop in accepting the employees demand and further setting up a high level committee to look into their demands, has created confusion among central government employees whether or not the 7th Pay Commission will be implemented soon.

“There should not be any doubt that salary for the month of July onward will be based on 7th CPC recommendations approved by the government on 29th June, 2016 with only change that, all the allowances, as admissible at present, will continue till report of various committees set up for different purposes are finalized. Gazette Notification for the same is expected today or early next week", said Shiv Gopal Mishra, Convenor, of National Joint Council of Action (NJCA) in his official blog.

National Joint Council of Action is an umbrella body of 33 lakh central government employees including Railways, Defence, and other central government unions.

Mishra had earlier said that NJCA will put forth its demands to government very strongly and hopes positive outcome from the negotiations.

He reiterated that the minimum wages recommended by 7th Pay Commission were not acceptable to the government employees and hopes that the high level committee, which government will set up to look into raising minimum salary, would do the needful in this regard in stipulated time frame i.e. four months.

Bank strike: Deferred temporarily, announces AIBEA

New Delhi: Banks will be open and operations normal on Tuesday and Wednesday after a section of the public sector bank employees on Monday deferred their proposed two-day nationwide strike following the intervention of the Delhi High Court.

The nationwide strike, in protest against the proposed merger of SBI associates and privatisation of IDBI Bank, was scheduled for July 12 and 13.

However, with the interference of the Delhi High Court, the proposed strike has been deferred.

"In view of Delhi High Court restrain order our strike on July 12 and 13 stands deferred," All India Bank Employees' Association General Secretary C H Venkatachalam said.

Earlier, the employee union had announced to go on strike to protest against the proposed merger of SBI associates and privatisation of IDBI Bank.

All India Bank Officers' Association and State Sector Bank Employees' Association had also announced their support to the strike.

The high court in its order on a plea of State Bank of Patiala and four other subsidiary banks of SBI restrained State Sector Bank Employees Association (SSBEA) and All India Bank Employees' Association (AIBEA) from proceeding ahead with the two-day strike till the next date of hearing.
The HC listed the matter for further hearing on July 20.

The five associate lenders of SBI are State Bank of Bikaner and Jaipur, State Bank of Travancore, State Bank of Mysore, State Bank of Patiala and State Bank of Hyderabad.

Doubts & Clarifications
We are receiving mails &telephonic calls from various levels about 7th CPC . Our federation clarifies the doubts after consulting top NJCA leader.
1)When Government issued 7th CPC implementation notification?
It is clarified that  the Gazette  notification will be issued by the Government by the 2nd week of July , 2016 & Central Government employees will get 7th Cpc  Salary in  the month of August,2016   
2)What is the recommendation of empowered committee Chaired by Cabinet secretary?
Committee recommendation is not disclosed with NJCA leaders. But it is visible report is not accepted by the NDA Government
3)What is the present High level committee?
The present committee consists of  Group of Ministers which includes Finance Minster; Home Minster& Railway   Minister this committee submits its opinion within 4 months.
4)If the New committee rejected our Demand what is the stand of NJCA?
It is clarified by the NJCA that deferred indefinite strike will revive  
5)What is rate of HRA & other allowances?

According to announcement the HRA will be paid in the ratio of 30% 20%10% for another 4 months & allowances will be paid in the rates in existing Pay structure. High level committee will take final assessment with in time frame of 4months.

6)Whether better settlement is possible if we go on strike on the proposed date of July 11 2016 ?
We cannot presume things on assumption basis but it is sure Government will abide by when    only Railway men go on strike. We are only minority partners. We cannot do any major role in the NJCA.
7)What about the pension in regard to parity?
The Finance Minister categorically assured that the Govt. has accepted the recommendations in toto and the Pension Department has  been asked to sort out the difficulties in implementation
8)What is the fate of GDS demand ?
Postal unions demand proportionate scales for GDS employees, hence the minimum wage is important to fix salary to GDS.
In the Kamlesh Chandra committee FNPO&NUGDS demand regularization of GDS employees by giving with full justification. FNPO will continue its efforts to get status to GDS like earlier we will not talk much about GDS  but FNPO will do everything as in the case of past.  -S.G.FNPO.

The nostalgic coming-of-age story of India Post

We all are tuned to cope up with the delays and defaults of government services. Yes, in India, approaching a government office is generally perceived as “the job of the jobless;” and if anyone dares to do that, he/she should be prepared to buy “ thousand pairs of sandals” before getting the task done (Courtesy: a commercial from a footwear company). For the same reason I had developed an aversion towards India Post services when I was living in metros, far away from my family in Kerala. The indefinite wait for receiving a registered post or a letter from my family had often made me vent my anger on the lifeless bricks of my house. It was when I fell prey to the ‘lightning speed’ promises of the private courier companies. .
Surprisingly, the story has a different twist now. India Post has evolved to a tech-savvy, people friendly service; on the other side, the courier mafia has grown arrogant and unapproachable. I am totally unhappy with the way private courier companies are handling the service; and trust me, now I am in deep love with India Post speed post service! Yes, India Post has transformed a lot; they are no more the slowpoke, but are the people-friendly mail delivery service of the new-age Indian.


The process is simple, but highly professional. I book the post at a post office at a minimum price; it costs less than half of private courier service. My mobile number is attached to the packet. The moment the party receives the packet, I get an SMS. In case someone sends me a packet where my number is mentioned I get the message as soon as it reaches my post office. What’s more impressive is that you can track the packet, bit by bit – done in a superb way – much more professional than the so-called professional couriers! (See the image below).

Have you ever approached a private courier helpline and have you ever succeeded in getting a satisfactory answer from them? If yes, you are lucky! I have had enough bad experience from them. The numbers given in the website never get on their way. In case I succeed in connecting one of them, the executives play smarter by re-directing our calls to the next agent or asking us to contact the next branch office, and so on. Frustrated, I have also filed a legal case against a courier firm that failed to deliver a cheque to my old mother. They asked her to travel a long 25 km to collect the packet. The reason: they don’t have the service in that remote village.

Yes, here’s the success of our own India Post that has 154,866 post offices, (89.8% of which belong to rural India). Hats off to the visionaries of this postal system; now we are able to connect anyone in any corner of India- even in places where telephone, cable TV and electricity are distant dreams. I was sad when the Department of Posts announced the “demise” of Telegram services a few years ago. I feared the same will happen to the Inland letter, post card, post cover and those sticky stamps, all of which still sleep in the treasure box of my romantic days! Indeed, they arouse the nostalgic at the same time exciting memories of those days when I eagerly waited for the postman carrying the letter/ greetings from my boyfriend!

Memories will fade away, so are the materials on earth that build those memories. In this age of e-mail, Whatsapp and 123greetings.com, there is no point in worrying about the fate of inland, post cards, and the like; but I still feel we should preserve our postal network without any damage to it, and uphold its integrity of serving the people in a democratic way. I am optimistic seeing the evolution of our age-old post-office to a banking center, a pension/PF shelter for elderly, an e-commerce collection center, and much more in offing.

Yes, there is no substitute for India Post. It’s the heart of the country, circulating its pulses across the borders and within. We should never let it die

NJCA Unanimously resolves to defer the Indefinite Strike

After the meeting with the Home Minister today by the NJCA and further developments leading to issue of a Press Release by the Government of India assuring consideration of the issues raised by the Staff Side relating to the pay scales and other recommendations of the Pay Commission by a High Level Committee. The NJCA has decided to defer the Indefinite Strike in the background of meetings with the Ministers and the assurance by the Government of India.

Government assures Representatives of Unions representing employees of the Central Government that the issues raised by them relating to the pay scales and other recommendations of the 7th Pay Commission would be considered by a High Level Committee
Representatives of Unions representing employees of the Central Government had met the Home Minister Shri Rajnath Singh, the Finance Minister Shri Arun Jaitley and the Minister for Railways Sh. Suresh Prabhu in the evening of 30th June, 2016.
 
They had requested that certain issues raised by them in relation to the pay scales and other recommendations of the Pay Commission be allowed to be raised before a Committee of Secretaries looking into different aspects of grievances of employees in relation to the Pay Commission recommendations.

The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committee.

Latest development on Strike

The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today (06.07.2016) at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.

The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After receipt of the copy of the Press Communique issued by the Honourable Finance Minister, the NJCA will take a final decision.

RBI may soon allow interoperability of Post payment bank ATMs

India Post, the world's largest mail delivery network, is carving out a separate vertical to manage banking services, a move that will help it win RBI nod for interoperability of its ATMs with those of PSU banks. 
India Posts, which had last year won a licence to operate a payment bank, has not been able to move much on starting operations. 
"We wanted interoperability of the ATMs of Post Offices with other banks. RBI said we can allow it only if Post offices create a separate bank vertical because RBI has jurisdiction over only banks. The Postal department has taken a positive approach and created a separate vertical," a finance ministry official said. 
The vertical will be based out of Bengaluru. 
Interoperability will allow individuals to transfer money from their Post Office account to their accounts in any bank. Besides, the Post Office ATMs can be used for withdrawal of money from the bank accounts. 
The official, further, said the vertical will be created to operationalise the Post Bank licence and ultimately it would get merged suitably with the Post Bank. 
DoP has 28,000 departmental post offices and 1.50 lakh rural post offices across the country. 
The Postal Department is proactively setting up ATMs and micro ATMs in its rural post offices so as to tap its wide network for financial inclusion. 
"RBI said this separate vertical of the Postal department is open for banking regulation. The RBI is favourably considering the option to provide interoperability," the official said. 
"This will help in moving towards a less cash economy. Post Office has its branches even in the remotest areas where banking mitras or business correspondents cannot reach. Interoperability will allow leveraging the reach of Postal department," the official added. 
With the formal structure of Post Bank likely to take around a year and half, the government wants to kick start its operations in parts by first putting into use the ATMs of Post Offices. 
India Post plans to roll out 10,000 ATMs and 20,000 micro ATMs across the country by the end of this year. 
India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services. 
The Union Cabinet last month cleared a proposal to set up India Post payments bank with a corpus of Rs 800 crore. 
Payments banks can accept deposits (initially up to Rs 1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds by piggy-backing on existing retail or other networks. Besides, they can issue ATM/debit cards, but not credit cards. 
The Postal payments bank, which will be run by Chief Executive Officer, will be professionally managed and there will be a officials from Department of Posts, Department of Expenditure and Department of Economic Services etc on its board.

SSC has decided to conduct online Exam


The Staff Selection Commission (SSC) has decided to conduct its flagship Combined Graduate Level Examination (CGLE) online to check malpractices and make the test more transparent.
Besides, the Commission has also changed the pattern of the examination and included descriptive portion (essay writing) in it for the first time.
Hundreds of students are selected through the CGLE every year for various mid-level central government jobs, including as Assistant in Intelligence Bureau and Inspector in Income Tax.
"It has been decided to conduct the CGLE through online mode rather than Optical Mark Recognition (OMR) based. It is a historic decision that will bring in more transparency in the examination process," SSC Chairman Ashim Khurana said.
He said a video walk through on the SSC's website has been put up to help the aspirants understand the new pattern.
About 38 lakh aspirants, who had already applied for CGLE 2016, will have to take the test under the new pattern which will be conducted in the next two months.
"A notice mentioning the changes in pattern of examination has been issued. The new online system will effectively put a check on any incident of leakage of exam paper or tampering with the examination process," Khurana told .
He said the Commission is getting positive feedback from the students across the country on the recently announced changes.
The decision to hold the CGLE online was endorsed by Prime Minister Narendra Modi also, senior officials in Personnel Ministry said.
The SSC is one of the largest recruiting agencies in the country mandated to conduct eight exams. It will fill about 89,000 government posts this year alone from among about two crore applicants.
The Commission's flagship CGLE is for filling vacancies in 30 different services in the central government.
There will be no fresh application for CGLE 2016 and those who have already applied will have to take the exam on computer rather than OMR mode, which was prone to malpractices by tech-savvy syndicates, the officials said.
The computer-based examination will ensure greater confidentiality and faster processing of results, they said.
The SSC has for the first time been authorised to make recruitment for gazetted posts of Indian Audit and Accounts department.
As per the changed pattern, the CGLE will now be conducted in three tiers instead of two.
In phase I, there will be 100 questions as against 200 earlier. The aspirants will get 1.15 hours instead of two. There will be no change in tier II and two papers of 200 marks each would continue. Those who qualify in both tier I and II, will have to take tier III exam of 100 marks which will be descriptive in nature, the officials said.
They said the descriptive portion will help in checking candidates' comprehension and analytical skills. The New Indian Express

It has since been learnt from some of our cadres that reports appeared in the Media (Thiruvananthapuram etc.) that a union/Federation has withdrawn from the strike decision. This report is not only false but also misleading. It is reiterated that the NJCA in its meeting held at New Delhi on July 1, 2016 has decided to meet on 06th July 2016 at New Delhi for taking appropriate decision.

It is hereby clarified that there is no change on Indefinite Strike decision of NJCA.

Department of Posts scouts for payments bank CEO, COO

The Department of Posts has written to chiefs of several public sector banks asking them to nominate officials to fill the posts of chief executive officer and chief operating officer at the department’s payments bank, which is to be unveiled soon.
We have written to select public sector banks like Punjab National Bank, Canara Bank, Bank of Baroda, Bank of India (and) Union Bank to recommend their board-level officers or senior executives who may be interested in managing our payments bank as CEO on one-year deputation basis,” Department of Posts Secretary, S.K. Sinha, said.
The Secretary clarified that a similar request was not sent to State Bank of India to avoid conflict of interest as country’s largest lender has partnered with Reliance Industries, which has been granted a payments bank licence by the Reserve Bank of India.
March deadline
Since the government has set a March 2017 deadline for launching the payments bank's operations, the department wants to bring in top management quickly. The formal process of appointing a full-time CEO and COO will be initiated simultaneously, for securing approvals from competent authorities, including the Appointments Committee of the Cabinet.
Mr Sinha said: “We expect the board of IPPB to be in place within 30 to 45 days. If we get the name of the CEO, then we can have the board running.”
The India Posts Payment Bank (IPPB) will have 650 branches across the country.
