OFFICE MEMORANDUM

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K .

            The undersigned is directed to refer to this Department's O.M. of even No.  dated 18th  June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th  June, 2012 subject to the following conditions:

(a)        Travel by Air to continue to be in Economy Class only, irrespective of the entitlement of the officer.
(b)       The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT's O.M.No. 31011/6/2002-Estt.(A)  dated  02.12.2009),  would necessarily apply.
(c) All other conditions prescribed in this Department's O.M.  dated 18.6.2010, read with O.M. dated 05.8.2010 and  25.8.2011 would continue to apply.

THE LGO EXAMINATION - PROMOTION TO PA/SA


The LGO examination for promotion to the cadre of PA/SA will be held on 09-09-2012( Sunday ).

Eligibility Criteria:  The following categories of officials are eligible to appear for the above LGO Examination as per Revised Recruitment Rules.
1. Postman/Mail Guard in the Pay Band-1 of Rs.5200-20200+Grade Pay of Rs.2000 of the
concerned unit/division with 3 years of regular service in the grade.
2. Despatch Rider, in the Pay Band-1 of Rs.5200-20200 + Grade Pay of Rs.1900 of the
concerned unit/division with 5 years of regular service in the grade including any regular
service put in the erstwhile Group ‘D’ post on regular basis.
3. Multi-Tasking Staff in the Pay Band -1 of Rs.5200-20200 + Grade Pay of Rs.1800 of the
concerned unit/division with 5 years of regular service in the grade including any regular
service put in the erstwhile Group ‘D’ post on regular basis.
4. For the purpose of computing minimum regular service, the service rendered on regular
basis as on 01-01-2012 is to be taken as cut-off date.

No. of Chances:
As per the Staff Branch order No.60-10/2011-SPB-I dated 26-07-2011, the
number of chances prescribed for General Category is 8. In respect of SC/ST category , the
number of chances is 10 and in case any SC/ST candidate is appointed on the basis of his/her
9th or 10th chance, he/she shall be appointed against the vacancy reserved for SC/ST, as the
case may be, irrespective of his/her merit in the examination.
 
Venues for conducting the Examination:
The Examination will be conducted at all Circle /Regional Headquarters 


Receipt of Applications on plain paper from the willing candidate with service
details of his eligibility to divisional office is 25-06-2012 through the respective Sub
Divisional Heads/Head Postmasters or the Sub Postmasters(SAAs)

FNPO & NUGDS HAVE DECIDED TO ORGANISE LUNCH HOUR DHARNA IN FRONT OF ALL CPMGS OFFICE ON 19/06/2012.

                                   DEMANDS.
1) Declare GDS employees as civil servants and make them eligible for all service benefits at par with other central Government employees
2) Take back the GDS Engagement Rule and re introduce GDS Service and Conduct Rules. 
3) Issue orders to protect TRCA on the basis of MOS assurance. 
4) Fix the norms of cash handling by BPMs  as  Rupees 5000 for one point of work. 
5) Fix the  Bonus ceiling pay limit as rupees 3500 for GDS employees.
 After the lunch hour dharna  FNPO affiliated unions will  submit a Memorandum to the Secretary Department of Posts through  CPMG.

Central D.A. from July'12 may be 7% again.

                  Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.
                 The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops 1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.
              Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.

AICPIN for the month of April 2012

All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of April, 2012

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2012 increased by 4 points and stood at 205 (two hundred five).

The point to point rate of inflation based on CPI-IW(General) for the month of April, 2012 is 10.22% as compared to 8.65% in March, 2012. Inflation based on Food Index attained the level of 10.66% in April, 2012 as compared to 8.16% in March, 2012.

Expected DA raise may be 4 % upto April 2012 ( DA raised from 65% to 69.68 % )

GPF Interest rate 8.8 % from 2012-13

                     In a move which will benefit millions of employees, the government has hiked interest rate on contributions to General Provident Fund (GPF) and other similar funds to 8.8 per cent for 2012-13.
The interest rate on such funds was 8.6 per cent during December 2011-March 2012 period, while it was 8 per cent for April-November 2011.
"It is announced ... that during the year 2012-13, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.8 per cent per annum," the Finance Ministry said.
The benefit of increased interest rate will be available to subscribers of Contributory Provident Fund (India), All India Services Provident Fund, State Railway Provident Fund and General Provident Fund (Defence Services).
Contributors to Indian Ordnance Department Provident Fund, Indian Ordnance Factories Workmen's Provident Fund, Indian Naval Dockyard Workmen's Provident Fund, Defence Services Officers Provident Fund and Armed Forces Personnel Provident Fund will also benefit from the move.
Rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities of similar maturity.
