Department of Posts on Friday started a contest inviting logo design and tagline for its payments bank from the public with a prize money of Rs.50,000 for the winner.
"The Department of Posts on June 10, 2016, launched a logo and
tagline design contest for the soon to be set up India Post Payments
Bank on the MyGov website. The contest is open to all Indian citizens,
institutions, agencies and entities for one month until July 9, 2016,"
the Postal Department said in a statement.
The Union Cabinet on Wednesday cleared proposal to set up India Post
Payments Bank (IPPB) with a corpus of Rs.800 crore and a plan for 650
branches operational by September 2017. It will be expanded further to
cover the entire country by the end of 2018-19.
"The best entry will be awarded Rs.50,000. A panel of eminent
designers and experts will help shortlist 20 best entries which will
thereafter be put up for voting on the MyGov platform for the final
selection of the winner," the statement said.
The government has earlier accepted new sign of the rupee and the Swachh Bharat logo from public contests.
The department said it wants to connect with and involve the people
of India in designing "the DNA" of the India Post Payments Bank.
"One of the guiding principles of the India Post Payments Bank would
be co-creating value propositions and products with its customers and
other stakeholders. The present contest is the first step towards this
ongoing engagement. It has also initiated a nationwide survey to
understand the needs of different segments of customers," the statement
said.
The India Post Payments Bank (IPPB) will offer digitally enabled
payments, banking and remittance services of all kinds between entities
and individuals and also provide access to insurance, mutual funds,
pension and credit products in partnership with third-party financial
service providers and banks.
Initially most of the 3.5 lakh workforce will be posted on deputation who will be gradually be replaced by fresh recruits.
Telecom Minister Ravi Shankar Prasad has asked the Postal Department
to hire an MD and CEO of the IPPB by August and set up a selection
committee for hiring a chief financial officer by June 15.

Newly launched ‘Own your post box’ scheme by Department of Posts to benefit IT employees

Here is a way to protect your privacy and receive mail without any
hassle. Instead of worrying about the timings of mail delivery,
individuals can now have their own post box that will keep mail safe
until they are ready to collect it.
As a step to reach out to IT employees who have issues in receiving
letters and parcels during work hours, ‘Own your post box’ scheme was
launched by Chennai City Postal Region along with Nasscom (National
Association of Software and Services Companies) on Friday. This will
also reduce the burden of postmen and women who face challenges
delivering mails to IT firms.
The service is now open for all individuals. These post boxes with
dedicated numbers are nothing but row of pigeon-hole facilities at post
offices where mail will be stored.
“I still depend on postal services for communication from banks and
receive bills by post. I hired a post box Rs.150 a year,” said M.
Ramalakshmi, an IT employee from Taramani. Some of her colleagues too
have availed service.
Mervin Alexander, Postmaster General (CCR), said instead of full
postal address, people could just use their post box number and not
worry about change of address. An intimation slip will be dropped in the
post box to facilitate customers to collect parcels. “We will write to
HR departments of IT companies about the facility for their employees,”
he said. The department has rented out nearly 2,500 post boxes and post
bags to many companies in the city. It earns a revenue of Rs.3.90 lakh a
year in this manner.
K. Purushothaman, Nasscom’s senior director —Tamil Nadu and Kerala —
noted that not all IT firms had mail rooms where employees could collect
personal mail. More awareness would be created about the initiative to
help seamless delivery of mail to IT employees.

CG Employees Serve Indefinite Strike Notice

The strike which commences on 11th July, 2016 shall be the largest participated strike action in the independent India.
7th pay commission As per the decision taken by the NJCA (National
Joint Council of Action of Central Government Employees Organisations),
Confederation of Central Government employees and workers and all its
constituent Associations/Federations in the Postal, Income Tax, Audit,
Accounts, Ground Water Board, Printing and Stationery, Survey
Departments, Atomic Energy, Central Secretariat, Central Excise and
Customs etc. served the strike notice on their respective head of
Departments yesterday the 9th June, 2016 protesting against the
recommendations of the 7th pay commission.
At
Delhi massive demonstrations were held at Dak Bhawan, Central Revenue
Building (ITO) and many other places. The NJCA includes all Associations
and Federations of Departments of the Government of India, including
Defence and
Railways, Postal, Income Tax, Audit, Accounts etc. About 35 lakh
Central Government employees are expected to take part in the indefinite
strike action which as per the notice will begin from 11th.July, 2016.
The
indefinite strike has become necessary due to the non settlement of the
charter of demands submitted to the Government by the NJCA in December,
2015. (Enclosed is the charter of demands and the NJCA letter addressed
to the Cabinet Secretary on10.12.2015.
‘The
7th Central Pay Commission submitted its report on 19th November, 2015,
after a delay of three months from the stipulated period of 18 months
given to them. The three months delay was also caused by the
intervention of the Present Finance Minister.
It
is now more than six months the report is with the Government. The
entire 35 lakh workers and the Civil Servant pension community was
extremely unhappy over the recommendations of the 7th CPC which did not
address the core issues presented before them and the wage revisions
suggested by the Commission was the lowest in the post independent
history of the country. A meagre rise of 14% alone was recommended by
the Commission to be effective for a long period of ten years. The
Government has so far failed to take note of the anger and anguish of
the employees in the matter as the wage rise recommended in the face of
the unprecedented rise in the inflation during the period between 2oo6
and 2016. The Government did not either grant any interim relief or even
a small financial benefit in the form of merger of DA which at the
setting up of every earlier Pay Commission the Government had adhered
to.
The
strike which commences on 11th July, 2016 shall be the largest
participated strike action in the independent India as more than 35
lakhs civil servants are expected to join the strike action.

CHENNAI: To popularise the use of postboxes among IT employees, India Post, in association with Nasscom, will on June 10 launch an 'Own Your Post Box' scheme for 150 per year at the Tidel Park post office.
Postmaster general for Chennai City Region Mervin Alexander said India Post is launching the scheme since many IT companies refuse to accept letters and parcels for their employees. Hundreds of letters and articles sent by speed post to IT companies in are being returned daily as companies do not have the means to distribute the items to staff, he noted.
Postboxes are already available on rent in certain post offices for fully pre-paid unregistered mail, like inland letter cards, post cards, aerogrammes, newspapers and books but there is little awareness about this. The tie-up with Nasscom is expected to increase the number of users.
Nasscom senior director K Purushottam said, "This will enable IT pros to use India Post services effectively."
The scheme will also boost the safety of women employees, said Alexander. "Some postmen are not given any respect by IT companies and return without delivering letters. We urge all employees, especially women, to make use the scheme," he said

Recognition of Trade Unions – New Rule Proposed by the Govt
Has to have at least 66% Support of the Workers In case no union garners the prescribed majority, the Bill provides for the formation of a collective bargaining council.
Trade UnionsSoon, managements of companies will have to recognise trade unions that has the support of at least two-thirds or 66 per cent of workers, if the proposed Industrial Relations Code is enacted. Currently, there are no norms for recognising unions.
A union proving the requisite amount of support will also be considered as the representative body of workers to engage in dialogue with the management in case of a dispute. The revised Bill, containing this provision, has been sent for approval to the law ministry by the labour ministry.
In case no union garners the prescribed majority, the Bill provides for the formation of a collective bargaining council, where different unions will send their representatives. In such a case, a union gets a seat on the council for every 10 per cent of votes. Unions that do not get at least 10 per cent votes would not be included in the council.Currently, there is no law that makes it mandatory for managements to recognise a trade union. Although there is a fundamental right to form unions and a statutory right to get it registered, there is no corresponding legal obligation on the employer to recognise a trade union, whether registered or not, even if they truly are representative.“Recognition of a trade union is very different from registration. There have been numerous cases before tribunals where the management has refused to recognise a union as the bargaining body of workers. This provision will benefit both employers and workers as this will ensure a smooth dialogue process,” said a senior labour ministry official.According to another ministry official, trade unions had objected to the original proposal of allowing a union that has even a per cent of votes higher than the second largest union as the sole negotiating agent during tripartite negotiations. For instance, in a situation where one union gets 41 per cent vote and the other 40 per cent, the second largest union with 40 per cent would have become irrelevant.“They felt that it would have rendered a union with 40 per cent support useless and render smaller unions without bargaining power,” the official said.

India Post releases Amazon India stamp

Mumbai: India Post on Friday released a Rs.5
stamp to mark the third anniversary of Amazon India’s services in the
country. Called My Stamp, it shows a delivery boy with a carton labelled
Amazon.
Amazon India, which launched its services in India in June 2013, serves
customers in over 19,000 pin codes through a network of 155,000 post
offices.
“The department of post has released ‘My Stamp’ for the first time to
commemorate a milestone with an e-commerce marketplace. The launch
reinforces the Amazon-India Post relationship. We would like to say that
it is a step towards the fulfilment of the aspirations of the people in
rural India,” said Usha Chandrashekar, chief postmaster general,
Karnataka circle.
India Post is one of Amazon India’s prime carriers. The marketplace uses the extensive postal network to reach its customers.
“Over the last three years, we have relentlessly focused on providing
customers with massive selection, fast and reliable delivery, and a
trustworthy shopping experience. India Post has been a valuable partner
to us and we look forward to our continued association as we endeavour
to transform the way India buys and sells,” said Amit Agarwal,

India Post payments bank to employ over 3 lakh staff

New Delhi: Telecom minister Ravi Shankar Prasad on Thursday asked
the department of posts to hasten the process of setting up all 650
payments bank branches by September 2017.
“The minister (Prasad) today met Postal Services Board for India Post
Payments Bank (IPPB) and asked them to expedite the process of setting
up this entity by September 2017 as desired by Prime Minister Narendra
Modi. There will be about 3.5 lakh employees who are being trained in
phases,” an official familiar with the matter told PTI.
The cabinet on Wednesday cleared a proposal to set up India Post Payments Bank with a corpus of Rs.800 crore and has plans to have 650 branches operational by September 2017.
It will be expanded further scaled up to cover the entire country by the end of fiscal 2019.
Earlier, the department of posts (DoP) had to set up 650 IPPB branches
in three years. With advancement of target, DoP will set up 50 branches
by March, 125 by April, 200 in May, 300 in June, 400 in July, 525 in
August and 650 by September.
“The minister (Prasad) will hold review meetings every fortnight,” the official said.
Initially, most of the 3.5 lakh workforce will be posted on deputation
who will be gradually replaced by fresh recruits. Prasad has asked the
postal department to hire the managing director and chief executive of
IPPB by August and set up a selection committee for hiring the chief
financial officer by 15 June.
The minister has also advanced dates for giving handheld devices to 1.3 lakh grameen dak sevaks.
“He has asked the department of posts to start rolling out handheld
devices from 15 June and finish the process by in next 3-4 months,” the
official said.
The IPPB will be managed professionally and most of its A Grade
employees will be hired from the market. The IPPB board will have
representation from other government departments including the
department of expenditure and department of economic services.
The government has approved a Rs.800 crore corpus for IPPB which will have Rs.400 crore equity and Rs.400 crore grant.Saturday, 4 June 2016

Index for Industrial Workers (CPI-IW) – April, 2016
The
All-India CPI-IW for April, 2016 increased by 3 points and pegged at 271 (two
hundred and seventy one). On l-month
percentage change, it increased by (+) 1.12
per cent between March, 2016 and April, 2016 when
compared with the increase of(+) 0.79 per cent between
the same two months a year ago.
The
maximum upward pressure to the change in current index came from Food group
contributing (+) 2.65 percentage points to the
total change. At item level, Wheat, Arhar Dal,
Gram Dal, Masur Dal, Urd Oal, Groundnut Oil, Poultry (Chicken), Milk, Chillies
Dry, Chillies Green, Potato, Tomato, Seasonal Vegetables and Fruits. Tea
(Readymade), Sugar, Doctors’ Fee, Petrol, Tailoring Charges, etc. are
responsible for the increase in index. However, this increase was
checked by Rice, Fish Fresh, Garlic, Onion, Soft Coke, Flower/Flower
Garlands, etc., putting downward pressure on the index.
The
year-on-year inflation measured by monthly CPI-IW stood at 5.86 per cent
for April, 2016 as compared to 5.51 per cent for the previous month and 5.79
per cent during the corresponding month of the previous year.
Similarly, the Food inflation stood at 7.55 per cent against
6.16 per cent of the previous month and 5.30 per cent during the
corresponding month of the previous year.
At
centre level, Rourkela reported the maximum increase of 10 points followed by
Goa (8 points), Angul-Talcher,
Rangapara-Tezpur, Warrangal, Sholapur and
Varanasi (7 points each). Among others, 6 points increase was observed in 3
centres,S points in 10 centres, 4 points in 15 centres, 3
points in 11 centres, 2 points in 11 centres and 1 point
in 11 centres. On the contrary, Quilon
recorded a maximum decrease of 5 points followed by Madurai
(3 points), Salem and Rajkot (2 points each) and Tiruchirapally and
Ghaziabad (1 point each). Rest of the 4
centres’ indices remained stationary.
The
indices of 35 centres are above All-India
Index and other 41 centres’ indices are below
national average. The indices of Vishakhapatnam and Ludhiana
centres remained at par with All-India Index.
The
next issue of CPI-IW for the month of May, 2016 will
be released on Thursday, 30th June, 2016. The

Undersigned is directed to say that following enactment the promulgation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 [SHWW(PPR)Act] and notification of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Rules, 2013 [SHWW(PPR) Rules] on 09.12.2013, the Government notified the amendments to Central Civil Services (Conduct) Rules 1964 and Classification, Control and Appeal Rules, 1965. The amendments and other salient features of the Act/ Rules was brought to the notice of all concerned vide Office Memorandum No. 11013/02/2014-Estt.A-1II dated 27.11.2014.
2. Section 18 (1) of the SHWW(PPR) Act, 2013 provides that any person aggrieved from the recommendations made under sub-section (2) of section 13 or under clause (i) or clause (ii) of sub-section (3) of section 13 or sub-section (1) or sub-section (2) of section 14 or section 17 or non-implementation of such recommendations may prefer an appeal to the court or tribunal in accordance with provisions of the service rules applicable to said person or where no such service rules exist then, without prejudice to the provisions contained in any other law for the time being in force, the person aggrieved may prefer an appeal in such manner as may be prescribed.
3. In accordance with Section 18(1) of the SHWW(PPR) Act, 2013, it has been decided that in all cases of allegations of sexual harassment, the following procedure may be adopted:
Where a Complaint Committee has not recommended any action against the Charged Officer in a case of involving allegations of sexual harassment, the Disciplinary Authority shall supply a copy of the Report of the Complaints Committee to the complainant and shall consider her representation, if any submitted, before coming to a final conclusion. The representation shall be deemed to be an appeal under section 18(1) of the Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
4. All Ministries/ Departments/Offices are requested to bring the above guidelines to the notice of all Disciplinary Authorities under their control. All cases, where final orders have not been issued may be processed as per these guidelines.

OFFICE MEMORANDUM
Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit Jammu & Kashmir – Extension reg.
The undersigned is directed to refer to this Ministry’s O.M. No. 31011/3/2014- Estt.(A-1V) dated 26th September, 2014 where Government servants in relaxation to CCS(LTC) Rules, were allowed to travel by air to visit Jammu & Kashmir (J&K), North East Region (NER) and Andaman & Nicobar Islands (A&N) on LTC for a period of two years against conversion of one block of Home Town LTC. The relaxation was given subject to air travel by Air India only.
2. Later vide DoPT’s O.M. of even no. dated 28.11.2014, the Government decided to allow travel by private airlines to visit Jammu & Kashmir under this special dispensation scheme subject to certain conditions. The scheme was valid for a period of one year from the date of issue of the O.M. and expired on 27.11.2015.
3. It has now been decided to extend the scheme for a further period from the date of issue of this O.M., till the date of expiry of the of the special dispensation scheme of travel by air to J&K, NER and A&N, i.e. 25.09.2016. All other terms and conditions prescribed in this Department’s O.M. dated 28.11.2014 shall continue to apply.

According to our information
Empowered committee may recommend a slight increase in the Minimum wage . No
indication about revision of Fitment Formula and Pay Matrix .Further there is
no information about restore the percentage of the HRA போராட்டத்தை தவிர வேறுவழி இல்லை.
What will be our reaction?
Let us wait for NJCA decision.
