Who is responsible for delay in Cadre Review ?

First cadre review is still pending for  POST MEN,RMS & MMS, Circle office & SBCO Staff who are representing  nearly 1,30000 employees. 

But Sixth cadre Review of Indian Postal Service, (IPos) Group A- creation and abolition of Posts orders issued who are only 561.

Who is responsible for delay?

 Can we remain silent?

 If so, how long?
