Birth Centenary of KR & IX Federal Congress open Session held at world University Service Centre at Chennai

The special cover was received by Mrs K.Ramamurthy. 

        IX Federal Congress of FNPO started with KR birth Centaury on 08.08.2012 world University Service Centre at Chennai. 

         The Department of Posts released special cover in the honor of late Sri KR. The first day cover was released by Sri Brig.G. Bhuyan, PMG (CCR), Tamil Nadu. The special cover was received by Mrs K.Ramamurthy. 
Sri J.T.Venkateswaralu, DPS (HQ) was present on the occasion. 

               The grand open Session was inaugurated by Bro. Christopher Ng, Regional Secretary, Asian Pasic Region UNI. 
Through video conference Bro. Phillips J. Jennings, General Secretary, UNI Globlele Union in his message narrated the service of Sri KR to the World Trade Union Community and to the Post and Telecom sector in particular. 
Bro. Eiichi Ito, Director UNI Postal Sector Japan addressed the large gathering. Dr. U. Srinivas Raghavan, Former Secretary Dept. of Post in his speech preside the leader ship qualities of Sri KR. The other prominent speakers were

K.R Birth centenary will be celebrated on a grand manner on 8/8/2012.
IX Fedral congress open session will be held on 8/8/2012 at 5.P.M.
Special cover on KR will be released on the ocassion by the Dept of Posts.
Our federal congress will be inanugrated by Bro Christopher ng Regional Secretary Asia Pacific Region.
Bro Eich Ito Director UNI Global union will give Special lecture on Challanges before the Postal Department.
Trade union leaders from Railway, Bank, Telecom, IT Sector will address the open Session.
In this connection letters and notices have already been sent to all the Heads of Circles for grant of special leave.
Name of the delegates will be decided by General Secretaries of the affilated unions.
Federal congress notice was already sent to all circle secretaries of all FNPO affiliated unions in all cirlces.

AICPIN for the month of June 2012

 DA 7 % Raise from July 2012

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2012

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2012 increased by 2 points and stood at 208 (two hundred eight).

During June, 2012, the index recorded maximum increase of 8 points each in Mercara and Godavarikhani centres, 7 points in Puducherry centre, 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres, 4 points in 7 centres, 3 points in 13 centres, 2 points in 11 centres, 1 point in 18 centres. The index decreased by 2 points each in Ludhiana and Mysore centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

             The point to point rate of inflation based on CPI-IW(General) for the month of June, 2012 is 10.05% as compared to 10.16% in May, 2012. Inflation based on Food Index declined to 10.45% in June, 2012 from 10.61% in May, 2012.

The CPI-IW for July, 2012 will be released on the last working day of the next month, i.e. 31st August, 2012.

        The Federal Congress Conference to be held at World University Service Center in Madras from 8^th Aug to 10^th Aug 2012.

        In the Opening day of this conference will be the end of the celebration of Centenary year (2011-2012) of Our beloved Founder leader KR and also our circle union to organize a seminar on ‘Future India Post’. 
       After a long gap, 27 officials got the LSG Accountant promotion in Tamilnadu Circle.

       LSG General Line promotion is also be expected to release in the first week of August.

Some important issues discussed in the 4^th Anomaly Committee meeting held on 17.07.2012.

         For Promotees, Govt will consider for grant of entry pay in all such cases wherever the recruitment rules provide for Direct Recruitment.

         Restoration of commuted value of pension after 12 years instead of 15 years will be considered.

          All matters including anomalies of MACP will be discussed in the next meeting to be held on 27.07.2012

                Lakshmi Sahgal was a freedom fighter, an officer in Netaji Subhas Chandra Bose' s Indian National Army and Minister of Women's Affairs in the Azad Hind government which gave a 'Delhi Chalo' call to freedom fighters to liberate India from the yoke of British Imperialism.

110th BIRTH ANNIVERSAY.

          

          We remember the ‘King Maker’ Shri.K.Kamaraj (Former Chief Minister of Tamilnadu) in his 110th  birth anniversary.

          He is still remembered for bringing school education to millions of the rural poor by introducing free education and the free Midday Meal Scheme during his tenure as chief minister. He was awarded India's highest civilian honour, the Bharat Ratna, posthumously in 1976.

Brutal attack on postal service.

                    The Government of India has proposed to set up postal Development Board shortly. The board will be chaired by the secretary , Department of Posts and in addition it will have three secretaries as full-time member and two members from other stake holder bodies and Ministries.
If we go through the draft of national postal policy it is visible that the Government desires to make the postal Department as public sector unit like Telecom . This means that the present postal employees will no longer Government employees.

Dearness Allowance expectation from July 2012

As per AICPIN data, DA would be 7% from July 2012. Central Government increased 7% Dearness Allowance from January 2012, so we have 65% in total from Jan 2012 onwards, now it would be 65%+7%=72% from July 2012. So we can expect announcement from the Government to increase of 7% Dearness Allowance from July 2012 onwards. But this announcement will come only after August 2012. However we have to wait for Government order for final confirmation.

Organizational restructuring Committee

                   Yesterday the Directorate conducted the meeting on Organizational restructuring . Staff side was represented by R.N Parashar and Shri D. Theagarajan. The following was presented by the FNPO Federation.

1) Future Of Post Offices - ( Power Point Presentation)

Responses of FNPO to the Terms of refernces of the Meeting :-

TOR - (1)Revisiting the norms for creation of new Postal Division and Regions as well as upgradadtion of class II Division into Class I Division

Response of FNPO : Status Quo should be manitained

TOR - ( 2) Study the fesaibility of organizational restructuring of feild formations ( Circle and below) keeping in veiw the emerging needs for India Post in the New Socio Economic environment.

Response of FNPO : Under any circumstances the FNPO will not accept the organizational restructuring ( Indirect corporate model like telecom)

TOR -(3) Reveiw of norms for upgradation of Post Offices:-

Response of FNPO : FNPO agreed the proposal of department but before finalizing the norms staff side should be consulted.

TOR - (4) To study the fesiabilty of strengthening/ creation of Postal Assistants/Sorting Assistants Posts in veiw of the increased need of System Administrators

Response of FNPO :- FNPO agreed veiws of the department . The officials may be selected keeping in veiw of the emerging need of Post Offices/Sorting Offices by suitably ammending the recruitment rules

Additional Suggestions given by FNPO:
1. Regional Offices should be meged with Circle Offices

2. Under any circumstances Postal Operations should not be divided as three groups such as mail business/ banking/Insurance

INJUSTICE CAUSED TO PROMOTEES IN MACP – QUASHED FANTASTIC ORDERS PRONOUNCED BY CAT, JODHPUR

v Promotion as PA from Group ‘D’/Postmen should not be construed as Promotion under MACP

v    MACP shall be granted afresh from PA cadre based on 10, 20, 30 years in PA cadre

v Any promotions under LDCE shall not be brought into no. of promotions under MACP

v Applicant should be paid arrears with interest applicable to GPF

The full text of the judgment is furnished below in the link. What we are demanding all along (i.e) to exclude the promotions acquired by exam has been categorically declared by the Hon’ble judge. A remarkable decision.

The CHQ is referring the CAT decision to the Directorate requesting to implement the same to all without further appeal in High court or other forums.
