Narendra Modi today said the government will bring to Parliament a bill
to amend the Bonus Act with a view to enhance the benefits for the
working class.
"We are going to bring an important (bill) in this House (to amend) Bonus Act...The Cabinet has already approved it. This is a very important bill for our workers. We are taking decisions and working for welfare of the labour class," Modi said while replying to a two-day long debate in the Lok Sabha to commemorate the Constitution Day and the 125th birth anniversary of Dr B R Ambedkar.
The Cabinet had earlier decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.
The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.
Modi also said that the government has fixed the minimum pension under the EPF scheme at Rs 1,000 per month.
He said earlier people were getting pensions as low as Rs 7 and Rs 20 per month which was even insufficient to cover the transport cost.
While talking about these issues, Modi hailed Baba Saheb Ambedkar for providing in the Constitution a cap of eight hours a day on working hours for labourers.
The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year, he said.
As per the Cabinet decision, the new norms would come into force from April 1, 2015. The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.
At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

NJCA, in the meeting held at Delhi on the 20th of November 2015, termed
it as the worst recommendations ever made by any previous pay
commission. The following is the briefing of the meeting.

Education Allowance
8.17.11 CEA is paid to government employees to take care of schooling and hostel requirements of their children. The rates of CEA are double for a differently abled child.8.17.12 Many demands have been received regarding CEA. It has been requested that the amount be suitably raised and CEA should be extended for Graduation/Post Graduation level studies also. This has led to high expectations, and consequently, vast number of demands for increasing the rates, expansion of scope and simplification for procedure of reimbursement of this allowance.8.17.16 The various issues are examined seriatim:
- Has CEA kept pace with time? Presently CEA goes up by 25 percent each time DA increases by 50 percent. Thus, since DA currently stands at 113 percent, CEA has gone up by 50 percent from its 2008 level. As against this, the movement of the All India Education Index33 is shown below:
The above chart shows that between 2008 and 2013, the Education Index has gone up from 134 to 154, i.e., by 14.9 percent, whereas CEA went up by 25 percent w.e.f. 01.01.2011 (when DA exceeded 50 percent). Thus, it can be concluded that increase in CEA has kept pace with (and in fact exceeded) the cost of education.- What is the adequate level of compensation? Given the wide range of educational institutions, and the varying fee structure, the question of adequacy depends upon many factors. On the one hand we have government institutions like Kendriya Vidyalayas that charge fees to the tune of ₹1,000 per month (including Vidyalaya Vikas Nidhi) and on the other hand there are private institutions where the monthly fee varies from ₹5,000 to ₹25,000 (or even more) per month.
8.17.17 On the whole, the Commission is of the view that quantum of CEA should be calibrated in such a manner that the main objective is met without the government entering into the field of subsidizing private education. Hence, taking into account the various items of expenditure that are reimbursed as a part of this allowance, the following is recommended:ComponentRecommended RateRemarksCEA (Rs pm)1500 x 1.5 =2250Whenever DA increases by 50%, CEA shall increase by 25%Hostel Subsidy (Rs pm)4500 x 1.5 = 6750Whenever DA increases by 50%, Hostel Subsidy shall increase by 25%The allowance will continue to be double for differently abled children.- What should be the scope of CEA? Presently CEA is payable up to Class XII. There is a strong demand for increasing the scope to Graduate and Post Graduate studies. However, due to the greatly varying nature of studies at the graduate level and beyond, the extension of scope of the allowance beyond Class XII cannot be accepted.
Simplification of Procedure for Reimbursement. This is a major area of concern. Many representations have been received by the Commission wherein employees have stated that due to cumbersome procedures, reimbursement has been held up for years. Another issue is the kind of voucher which will be accepted and which kind of voucher will not. The issue has been examined, and the apprehensions expressed are not without merit. It is recommended that reimbursement should be done just once a year, after completion of the financial year (which for most schools coincides with the Academic year). For CEA, a certificate from the head of institution where the ward of government employee studies should be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year. For Hostel Subsidy, a similar certificate from the head of institution should suffice, with the additional requirement that the certificate should mention the amount of expenditure incurred by the government servant towards lodging and boarding in the residential complex. The amount of expenditure mentioned, or the ceiling as mentioned in the table above, whichever is lower, shall be paid to the employee.

Govt forms panel to revisit Gramin Dak Sevaks pay,
benefits
The government has formed a committee to review pay
structure and social security benefits provided to 'gramin dak sevaks'.
The one-man committee will review and suggest changes in existing wage
structures, facilities and other social security benefits provided to 'gramin
dak sevaks' (GDS), according to a notification by the Communications and IT
Ministry.
Gramin dak sevaks are extra-departmental agents recruited by the postal
department to serve in rural areas. They have been demanding pay and facilities
at par with regular postal department employees.
"The question of examining the conditions of service and emoluments and
other facilities available to the Gramin Dak Sevaks (GDS) has been under the
consideration of the Government of India for some time. The Government has now
decided to set up a one-man committee for the purpose," the notification
dated November 19 said.
The Committee headed by Retired Member of the Postal Services Board Kamlesh
Chandra will go into the service conditions of Gramin Dak Sevaks and suggest
changes as considered necessary, it said.
All India GDS Union last week had demanded that the panel should be formed
under retired Supreme Court or High Court judge and not under chairmanship of a
retired officer.
In the letter to Secretary, Department of Posts, the union said that it will go
on one-day hunger strike on November 27 at divisional offices, at circle
offices on December 4 and in New Delhi on December 10 if the demand is not met.
The committee will examine the system of branch post offices, employment
conditions and the existing structure of wage and emoluments paid to GDS and
recommend necessary changes.
It will also "examine and suggest any changes in the method of
recruitment, minimum qualification for appointment as Gramin Dak Sevaks and
their conduct and disciplinary rules, particularly keeping in view the proposed
induction of technology in the Rural Post Offices", the notification said.
The Committee will function for a period of one year.

NJCA appeals to the Central Government Employees to be prepared for more serious action programmes
The National Joint Council of Action of Central Government Employees in its meeting held on 20th November 2015 has unanimously resolved to fight back against the adverse and retrograde recommendation of the 7th CPC. The Central Government Employees are totally disappointed and dissatisfied with the recommendations of the 7th CPC submitted to the Government on 19th November 2015. While the wage revision for the employees of PSUs and Banks etc takes place once in five years the Central Government Employees have to wait for a long period of 10 years for wage revision.
The demand of the Staff Side of the National Council JCM to fix the minimum pay to that of Rs. 26,000/- has been completely rejected by the 7th CPC and has arbitrarily fixed the minimum pay as Rs. 18000/, The 7th CPC has mutilated the formula for fixing the minimum wage. The minimum wage recommended amounts to a meagre increase of Rs. 2250 from the existing minimum pay of Rs. 7000 + 8750 (125 % DA as on 1.1.2016). From this minimum pay of Rs, 18000/-, as per the recommendation of the 7th CPC itself Rs. 1500/- will be recovered for CGEIGS and 10 % i. e Rs.1800/- will be recovered towards New Pension Scheme from the employees recruited after 1.1.2004 and 6% towards GPF contribution from the employees recruited prior to 1.1.2004 resulting in minus benefit for the low paid employees.
The public at large is misled by the statement that a hike of Rs 23.5% is granted to Central Government employees where as the actual increase is only 14.29%. While the minimum wage is fixed as Rs. 18000/- the Secretary level officers are given a huge hike of Rs. 2,25,000 and the Cabinet Secretary’s salary is fixed as Rs. 2,50,000. Whereas the demand of the National Council — JCM (Staff Side) that the ratio between minimum pay and the maximum pay should be not more than 1: 8, the 7th CPC has kept the ratio as 1: 13.8. while the National Council — JCM has demanded for reducing and rationalising the number of pay scales the 7th CPC rejected the same and retained all the 18 pay scales.
The House Rent Allowance has been reduced from the existing 30% to 24%, 20% to 16% and 10% to 8%. More over the 7th CPC has recommended for abolition of various allowances like small family allowance and advances like festival advance etc. Instead of removing the existing anomalies in the MACP Scheme, the 7th CPC has introduced examination for granting MACP. The 7th CPC has refused to make any recommendations against the New Pension Scheme. For the 2114 spell of 365 days child care leave for women employees the leave wages will be reduced to 80%.
In a nutshell the Central Government Employees are totally upset, dissatisfied and disappointed over the major recommendations of the 7th CPC. Therefore the NJCA has decided to observe a massive demonstration on 27th November 2015 against the adverse recommendation of the 7th CPC. All the constituent organizations are requested to advise their affiliates to observe in an effective manner and also to issue similar press statements in their respective states / center. The NJCA will meet on 8th December 2015 to finalise the views on the various recommendation of the 7th CPC and to forward the same to the Government for a negotiated settlement.
The NJCA further appeals to the Central Government employees to be prepared to carry forward the struggle till a negotiated settlement is reached.
