Holding of PA/SA Direct Recruitment for the vacancies of 2011 and 2012-Tentative Schedule:

        Our Postal Directorate announced the Tentative Schedule to holding of PA/SA Direct Recruitment for the vacancies of 2011 and 2012 . The Examinations will be held in about 75 Cities across the country in Three Phases. In Tamilnadu Circle the exam will be held in 1st Phase on 21st April 2013 (Sunday). There would be a total of 1500 examination centres across the country.

                 Argentine Cardinal Jorge Bergoglio's election as pope has broken Europe's centuries-old grip on the papacy, opening the doors on a new age of simplicity and humility for the Roman Catholic Church, mired in intrigue and scandal.
                He is the first South American pontiff, the first non-European pope in 1,300 years and the first to take the name Pope Francis, in honour of St. Francis of Assisi, the 12th century saint who spurned wealth to pursue a life of poverty.
               His elevation on the second day of a closed-door conclave of cardinals came as a surprise, with many Vatican watchers expecting a longer deliberation, and none predicting the conservative 76-year-old Bergoglio would get the nod. He looked as startled as everyone, hesitating a moment on the balcony of St Peter's Basilica before stepping out to greet the huge crowds gathered in the square below to catch a glimpse of the new pontiff.
"I ask a favour of you ... pray for me," he urged the cheering crowds, telling them the 114 other cardinal-electors "went almost to the end of the world" to find a new leader.
He also offered a prayer to his predecessor, Pope Benedict, who resigned unexpectedly last month, after saying he was too frail to tackle the many problems assailing the world's largest organisation, which has an estimated 1.2 billion members.
"Good night and have a good rest," Bergoglio said before disappearing back into the opulent surroundings of the Vatican City - a far cry from his simple apartment in Buenos Aires. Delighted priests, nuns and pilgrims danced around the obelisk in the middle of St Peter's Square, chanting: "Long Live the Pope" and "Argentina, Argentina". In his native Argentina, jubilant Catholics poured into their local churches to celebrate.
"I hope he changes all the luxury that exists in the Vatican, that he steers the Church in a more humble direction, something closer to the gospel," said Jorge Andres Lobato, a 73-year-old retired state prosecutor.

7th Pay Commission, Not Now.

NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. 

"The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. Therefore, at present no proposal to constitute the 7th Pay Commission is under consideration of the government," Minister of State for Finance Namo  Narain Meena told Lok Sahba on Friday in a written reply. 

Meena further said, "There have been some demands received for setting up of the 7th Central Pay Commission. In the past, there has generally been a gap of a minimum 10 years between two successive Pay Commissions. 

According the information available, the central government employees had also gone for a day long token strike for their various demands including setting up of 7th Pay Commission in December last year. 

At present the number of central government employees and pensioners are about 50 lakh and 35 lakh respectively.

Budget 2013-14: Middle class will pay more.

This budget will bite the average citizen in more ways                  
                                                          
                                                                             Pay more to eat, 
                                                            Pay more to talk,
                                           Pay more to watch, 
                           Pay more to travel,
       With the pain, some gain. 

           AT first glance, the budget may appear harmless to the middle-class. In fact, it might even appear friendly what with all those improvements in housing loan deductions and stock market investments. But make no mistake, this budget will bite the average citizen in more ways than one.

Budget 2013-14 — Monetary policy:

The Finance Minister has alloted Rs .538 corres in the present Budget to eastablish Post Bank.

"We will use innovative and new financial methods to increase investment in infrastructure," says the Minister.
New steps have been announced to increase availability and amount of debts available for infrastructure projects.
The revised expenditure target is Rs 14,30,825 crore or 96 per cent of Budget estimate for this fiscal. In 2013—14, the budget estimate is Rs 16,65,297 crore.
Budget expenditure is Rs 16,65,297 crore and Plan expenditure Rs 5,55, 322 crore: FM.
Plan expenditure in 12th Five Year Plan revised to Rs 14,30,825 crore or 96 per cent of budgeted expenditure
We have brought down headline WPI inflation to 7 per cent and core inflation to 4.2 per cent. Food inflation is worrying: FM.
24.3 % hike in expenditure for health care both rural and urban health mission.
12.5 % hike in Scheduled caste and Scheduled tribe sub-plans
Overarching goal to create opportunities for youth to acquire skills for self-employment
All flagship programmes adequately funded. Ministries must take it forward.
Average economic growth rate in 11th Plan period is 8 per cent, highest ever in any Plan period.
Battle against inflation must be fought on all counts.
Foreign investment is imperative
Current account definict high due to dependence on oil , high gold imports
Need $75billion to bridge CAD
Present economic space is constrained by economic climate and tight monetary policy

Highlights of Budget 2013-14:
No revision of personal income tax slabs; relief in first bracket through tax credit of Rs.2,000 for earnings up to Rs.500,000 (approx $9,000)
Ten per cent surcharge on income exceeding Rs.1 crore (Rs.10 million/$180,000) a year; only 42,800 people have declared such income
Collective responsibility to ensure dignity and safety of women; recent incidents have cast a dark shadow; stand in solidarity with our girl children and women; will keep them safe and secure
Rs.1,000 crore allocated for establishing Nirbhaya Fund
* Rs.97,000 crore (Rs.970 billion/$18 billion) for women's development
Defence allocated Rs.203,672 crore (Rs.2.03 trillion/$37 billion), an increase of five per cent
Import duty on high-end vehicles raised from 75 per cent to 100 per cent
* Excise duty on cigarettes to be increased 18 per cent
* No change in service tax of 12 per cent

VERIFICATION OF HIGHER VALUE WITHDRAWAL AMOUNT ENHANCED.

            Directorate has issued orders for enhancing the minimum amount for verification of higher value with drawal vide memo No.113-02/2001-SB dated 26/02/2013. Now the amount is enhanced from Rs.5000/- to Rs.10000/- w.e.f 01/03/2013.

Postal Bank -

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’
“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.
The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.
Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.
The DoP is in process of setting up 1,000 ATMs.
“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.
As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.
