ஆதார் திருத்தங்கள் சரி செய்வதற்கு மக்கள் மிகுந்த சிரமத்துக்கு ஆளாகி வருகின்றனர். இதனைக் கருத்தில் கொண்ட மத்திய அரசு, ஆதார் அட்டையில் உள்ள திருத்தங்களை மாவட்டம் தோறும் உள்ள அஞ்சல் அலுவலகங்களில் மேற்கொள்ளலாம் என தெரிவித்துள்ளது.
தமிழகத்தில், ஆதார் அட்டையில் திருத்தங்கள் மேற்கொள்ள முதற்கட்டமாக சென்னையில் உள்ள பத்து அஞ்சல் அலுவலகங்களில் புதிய வசதி ஏற்படுத்தப்பட்டுள்ளது.
அதன்படி, சென்னையில் உள்ள சென்னை தலைமை அஞ்சல் அலுவலகம், அண்ணாசாலை தலைமை அஞ்சல் அலுவலகம், தியாகராய ‌நகர் அஞ்சலகம், மயிலாப்பூர், பரங்கிமலை, பூங்கா நகர், அசோக் நகர் உள்ளிட்ட பத்து அஞ்சலகங்களில் முதல்கட்டமாக ஆதார் திருத்தங்கள் மேற்கொள்ளப்படுகின்றன.
மத்திய அரசின் இந்த புதிய நடைமுறை, நாளை (திங்கட்கிழமை) முதல் சென்னை பெருநகரத்தில் அமலுக்கு வரவுள்ளது.
இதைத்தொடர்ந்து, தமிழகத்தில் பிற மாவட்டங்களில் உள்ள 2,515 அஞ்சல் அலுவலகங்களிலும் இந்தப் புதிய நடைமுறை விரைவில் அமலுக்கு வரும் என அறிவிக்கப்பட்டுள்ளது.

In a move that will benefit about 50 lakh central government employees and defence personnel, the Union cabinet on Wednesday approved the recommendations of the 7th Pay Commission for higher allowances, including house rent allowance (HRA).
The HRA that has been approved will be 24%, 16% and 8% of the new basic pay, depending on the type of city.
The HRA will not be less than Rs 5,400, Rs 3,600 and Rs 1,800 depending on the type of city and calculated at 30%, 20% and 10% of minimum pay Rs 18,000,” a government statement said.
The HRA revision will benefit more than 7.5 lakh employees. HRA constitutes 60% of the total allowance of a government employee’s pay.

The move could help revive demand at a time when the economy has sagged after the government’s decision last year to junk 1000-and 500-rupee bank notes that led to a severe cash crunch. A buoyed consumer sentiment could also translate into political goodwill for the ruling BJP as the party heads into another round of state elections, beginning with Gujarat by December.

The financial implication of revised allowances would be around Rs 30,748 crore per annum, the statement said.

The cabinet decision comes more than a year after the pay of central government employees was increased.

Other allowances increased

* Rates of Siachen allowance for soldiers increased from Rs 14,000 to Rs 30,000 per month and from Rs 21,000 to Rs 42,500 for officers per month for extreme risks and hardship.

* Fixed medical allowance for pensioners increased from Rs 500 to Rs 1,000 per month.

* Constant attendance allowance for those with 100% disability has been increased from Rs 4,500 to Rs 6,750 per month.

* Rate of nursing allowance increased from Rs 4,800 to Rs 7,200 per month.

* Operation theatre allowance increased from Rs 360 to Rs 540 per month.

* Hospital patient care allowance/patient care allowance increased from Rs 2,070 to Rs 4,100 per month and Rs 2,100 to Rs 5,300 per month.

10. Recommendations in respect of some important allowances paid to Pensioners

Rate of Fixed Medical Allowance (FMA) for Pensioners has been increased from ₹500 per month to ₹1000 per month. This will benefit more than 5 lakh central government pensioners not availing CGHS facilities.



i. The rate of Constant Attendance Allowance granted on 100% disablement has been increased from ₹4500 per month to ₹6750 per month.






Recommendations in respect of some important allowances paid to all employees:



(i) Rate of Children Education Allowance (CEA) has been increased from ₹1500 per month / child (max. 2) to 2250 per month / child (max.2). Hostel Subsidy will also go up from ₹4500 per month to ₹6750 per month.
(ii) Existing rates of Special Allowance for Child Care for Women with Disabilities has been doubled from ₹1500 per month to 3000 per month.
(iii) Higher Qualification Incentive for Civilians has been increased from ₹2000 – ₹10000(Grant) to ₹10000 – ₹30000 (Grant)

There may be a slight delay in the implementation of the 7th Pay Commission recommendations. However the good news is that 47 lakh central government employees are set to get a major HRA hike.



The question is whether the Cabinet will take up the recommendations of the pay panel on June 28th or not. If the Cabinet is busy with the GST roll out on June 28 then it will be taken up in the next meet on the following Wednesday, highly placed sources informed OneIndia.

HRA hike confirmed: 

The government will finalise 7th pay commission allowances, including HRA later this month. National Joint Council of Action (NJCA) convenor Shiv Gopal Mishra says that the 7th Pay Commission may be finalised by the end of this month. There is a good possibility of central government officials getting higher HRA than that recommended by the pay panel.

GST or pay commission: 

Finance Ministry sources said that they are very busy with the GST roll out. Earlier there were rumours that the GST roll out would be postponed to August 1. However Finance Ministry Arun Jaitley dismissed the rumours and said that it would happen on July 1. The employee union leaders said that the Cabinet will take up the matter relating to higher allowances and HRA on June 28.

Agenda not fixed: 

The agenda for the Cabinet meeting has not yet been fixed. On the June 28 meeting, the Cabinet is likely to give preference to GST, India's biggest tax reform. Sources said that time would be made for the higher allowances and HRA as per the 7th Pay Commission. However if further discussion is needed, then the issue would be taken up in the next cabinet meeting.

Grievance reports: 

The Finance Ministry is likely to seek a report from each of the ministries on the grievances of the central government employees. In the report the respective ministries would put-forth the problems being faced by the central government employees. These would be taken into account before a final announcement is made.

Will it be a phased roll out: 

It is not clear whether the higher allowances and HRA as per the 7th Pay Commission will be rolled out in one shot or in a phased manner. The centre would take into account the burden on the exchequer. Sources said that the government does not want to delay the matter and hence is doing its best for a one time roll out. Moreover there is a concern following the IB report which states that the unrest is growing among the central government employees. The centre would not want to take chances. With the GST roll out round the corner, the centre cannot afford a mass strike by the Central Government employees.

Dr Jitendra Singh launches Online Software for Departmental Proceedings

The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh launched the online Software for Departmental Proceedings, here today.

Speaking on the occasion, Dr Jitendra Singh complemented the Department of Personnel and Training (DoPT), CVC and other departments for their collective efforts in this direction. He said that the Government under the leadership of Prime Minister Shri Narendra Modi has been working on the principles of ‘maximum governance, minimum government’, transparency with accountability & citizen centricity and zero tolerance against corruption. The Minister said that the aim of the software is to see that the proceedings are done against corrupt officers and the honest officers are not put to harm due to inordinate delays. He said that the bureaucracy is the tool of governance and the aim of the government is to provide work-friendly environment to the officers. He said that the software will check that the honest officers are not intimidated and it will encourage the transparent functioning in the Government. It will ensure that the malpractices are not spared and the good practices are not punished, he added. He said that the efforts have been made to complete the disciplinary enquiry within 2 years. He said that reducing the timeline in completion of disciplinary proceedings will give faster relief to the honest officers.

The Secretary to Prime Minister, Shri Bhaskar Khulbe said that it is a big achievement accomplished by DoPT to bring departmental proceedings online. He said that delays are inordinate in the entire proceedings structure and this software will address that issue. He also emphasised upon the training of the disciplinary proceeding officials and also mentioned that a ready reckoner on rules and procedures should be available to the disciplinary proceeding officials.

The SS & EO, DoPT, Shri Rajiv Kumar said that DoPT has taken various steps to streamline the process and make it more transparent. This software will help fast track the process of departmental proceedings and bring more transparency in the system, he added.

The Secretary, CVC, Smt. Nilam Sawhney said that the focus of the software is to reduce the pendency in the cases related to disciplinary proceedings.


The online software portal for Departmental Proceedings is as per provisions of All India Service (AIS )(D&A) Rules, 1969, against All India Service officers. There had been serious concerns raised on the enormous time and delay encountered for completion of departmental proceedings instituted against government servants. As per a report of CVC, departmental proceedings which should ideally be completed within 2 years take anywhere from 2 to 7 years for completion. The delay is due to numerous factors which inter alia include delays in furnishing replies by the charged officer, finalisation/acquiring of documents required for proving the charges (listed documents), multiple adjournments during the inquiry process due to non-receipt or delayed receipt of information by the stakeholders and lack of accountability for completion of inquiry and in other stages during the departmental proceedings. To plug the delays and to complete inquiries expeditiously, specific timeframes were recently introduced through amendment to the AIS (D&A) Rules, 1969 which were notified on 20.01.2017. The amendments have provided a timeframe of six months for completion of inquiry. Any further extension will require approval of the disciplinary authority with cogent arguments. Similarly, timeframes have also been introduced for reply of the charged officer on the charge sheet and advice of the UPSC. Amendments have also been made to the analogous provisions of CSS (CCA) Rules in respect of Central Government Employees vide notification dated 02.06.2017.

To augment the amendments made to the rules and to further expedite the inquiry process, the online system for departmental proceedings has been introduced. The online system envisages use of cloud based technology and provides interface to different stakeholders like the Administrative Ministry, which is initiating the inquiry, the Cadre Controlling Authority, Charged Officer, Inquiry Officer etc. through separate modules. All documents required for the conduct of the inquiry will be stored online and authenticated through digital signature/e-signature. Further, all communication between the different stakeholders will be through the system with provision for email and SMS alerts. The software also provides status of all pending cases on real time basis along with alerts for adhering to the timeframes indicated in the rule. It is expected that the online system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online portal will initially be adopted in respect of IAS officers posted in the Central Government and will subsequently be extended to AIS officers in the Central Government as well as Central Group ‘A’ employees. The State Government will also be involved in the subsequent phases for consideration of extension to AIS officers serving in the State Government.

The senior officers of the DoPT were also present on the occasion.

Prime Minister Narendra Modi met Finance Minister Arun Jaitley and Finance Secretary Ashok Lavasa yesterday evening to discuss his views on the 7th Pay Commission allowances, reported ANI.

With pressure building on the government from the lakhs of central government employees, both Modi and Jaitley met yesterday to discuss the issue.
The government has confirmed that the central government employees will get revised allowances from July 2017 onwards. The exact date given for this is July 18 2017.

Crucial Modi-Jaitley meet

With the unrest among the central government employees growing, it was decided that the government does not want to keep the issue pending. Both the Prime Minister and Finance Minister are going out of the country this week. While Modi will be away in the US, Jaitley is on a visit to Russia from June 20 onwards.
Both Modi and Jaitley were unable to discuss the 7th Pay Commission recommendations earlier as they were busy with the Presidential candidate. However it was decided that the two leaders would hold a quick meeting to clear pending issues.

What next?

Now that the meeting has been held, there is still no confirmation that revised allowances would be rolled out from next month.The issue of revised allowances and higher HRA, the matter would be placed before the Union Cabinet. The Cabinet is meeting on Wednesday, but is unlikely to take up the matter as Jaitley would not be present. It is the Finance Minister who has to place the matter before the Cabinet. Sources say that the matter will be taken up in the next Cabinet to be held on June 28.
The federal Cabinet too is reluctant to discuss the matter in absence of its Finance Minister as seen in the past two weeks. Twice the issue of reformed allowance structure has been dropped from the Cabinet’s agenda.

Agenda to be fixed

The matter which should have been cleared two weeks ago remains pending. On both occasions the agenda was not fixed as a result of which it was not taken up. Government sources said that certain issues were being finalised and hence there was a delay. Moreover many in the BJP government were busy with the Presidential elections and hence there was a delay on higher allowances and HRA.

HRA to be fixed at 27 per cent

While there is confirmed news that revised allowances would be rolled out from July 2017 onwards, sources now say that the Finance Ministry is in favour of giving HRA at 27 per cent, 18 per cent and 9 per cent for X, Y and Z cities respectively under the 7th Pay Commission. The general secretary of National Joint Council of Action or NJCA is holding talks with the government on behalf of the employees. He recently met the Cabinet Secretary P K Sinha and urged him not to delay the matter further.

IB warns of unrest

Meanwhile various intelligence agencies say that if the matter is delayed further there could be a nation wide unrest. There is already lot of tension and frustration among the employees. The IB has said that if the matter gets delayed any further it could go out of hand. For now the employees are indulging in peaceful protests such as forming human chains. However if the matter gets delayed further, it could go out of control. The government has taken this report seriously and will work on the issue and try resolving by June end.

The intelligence agencies have warned that if the announcement of the higher allowances and HRA is delayed further there could be a nationwide unrest. The issue that was supposed to be taken up at last cabinet was not taken up due to the absence of the Finance Minister. It is unlikely that the Cabinet will set the agenda for the issue before June 24. Jaitley will leave on a 4-day visit to Russia on June 20 and currently he is busy with the presidential polls for the agenda to be taken up on 19th.

The government has taken this report seriously and will work on the issue and try resolving by June end.

Cadre Restructuring - FNPO Stand clarified.

CADRE RESTRUCTURING –Our stand.

          It has been habitual of the NFPE to always claim victory is theirs and in the case of any adversities, they will blame others in regard to Cadre restructuring. We already mentioned in our website the following on 26/04/2017.   Today we discussed the matter with the officers in the Directorate.   According to our information, the Directorate is going to form a committee to review the order of cadre restructuring after obtaining the views of the Heads of Circle. The committee will take the final decision.    
           FNPO & NAPE-C strongly feel that some modifications required in the present cadre restructuring order at the same time keeping the orders in abeyance will create the unnecessary delay to get the promotion of the staff.  
           We are seeking the appointment of Secretary today after meeting the Chairman, we will post the outcome of our discussion on our website. After that I met the new Chairman only on 08/05/2017 during the meeting I requested him to convene a meeting to discuss the issues cadre restructuring. He agreed but did not conduct the meeting.
Constituting a Committee is not news, it was a decision by the then chairman on 26/04/2017.
I request the SGNFPE to not claim all victories as his.

Cadre restructuring update 

Our union opposed the divisionalisation  of LSG proposal given by NFPE. we are still on that demand. In Tamilnadu instead of up gradation of C & B class offices,  PA posts were  upgraded in contravention  of DOPT and DG orders. Our union opposed this TN circle orders and given letter to secretary.  
We never asked total Abeyance. But the  GS AIPEU misleading the issue. This is to keep the records straight.
