7th pay commission pay revision expected to be made this year : Finance Minister

The recommendations of the 7th Pay Commission on pay revision of the central government employees is expected to be submitted to the government this year, the Lok Sabha was today informed.
Responding to a supplementary, Finance Minister Arun Jaitley said, ”Additional Ten cent revenue share for the state being provided by the Centre from this year and the recommendations of the pay commission– that are expected to be made this year– are bound to put additional burden on the fiscal situation.”
Keeping this in mind, we have opted to extend the deadline from two to three years for attaining the targeted mark of fiscal budgetary deficit,” he said.
Presently, the government’s annual income is around Rs 11.5 lakh crore against the expenditure of around Rs 17.5 lakh crore leaving a budgetary deficit of about Rs 5 lakh crore. – UNI.

The undersigned is directed to refer to this Department’s D.O. letter of even number dated 29th December, 2014 regarding the furnishing of information relating to assets and liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 and forwarding therewith copies of the Central Government’s notifications dated 26th December, 2014 containing —
(a) amendment to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014, for the purpose of extending the time limit for carrying out necessary changes in the relevant rules relating to different services from “three hundred and sixty days” to “eighteen months”, from the date on which the Act came into force, i.e., 16th January, 2014; and
(b)the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014, extending the time limit for filing of revised returns by all public servants from 31st December, 2014 to 30th April, 2015.
2. In this regard, the undersigned is directed to convey that the last date for filing of revised returns by public servants under the rules indicated in para 1 (b) above has now been further extended from 30th April, 2015 to 15th October, 2015. Formal amendments to the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 and to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014 are being notified separately. They will also be uploaded on the website of this Department, i.e., http://persmin.nic.in/DOPT.asp.
3. All Ministries/Departments and cadre authorities are requested to kindly issue orders towards ensuring compliance with the revised Rules by all officers and staff in the respective Ministry/Department/ Organisations/PSUs under their control, within the revised time-limit mentioned therein.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:
(a) whether thousands of crores of rupees are held up in post offices as unclaimed amount in the post office savings, Public Provident Fund accounts etc.;
(b) if so, the details under various schemes and the main reasons therefor;
(c) whether the main reason therefor is name of nominee not given at the time of opening the account and hassles of completing other court procedures for claiming the amount by the dependents of the deceased account holders; and
(d) if so, the measures proposed to be taken to make the procedure to claim the amount by genuine dependents hassle-free?

6) General Provident Fund Interest Rate 8.7%  

Government Decides to Fix Interest Rates at 8.7% for General Provident Fund(GPF) and other Similar Funds Including Special Deposit Scheme, 1975(SDS,1975) for Non-Government Provident, Superannuation and Gratuity Funds for the Financial Year 2015-16.

It was decided by the Government to link the interest rates of State PFs (General Provident Fund and other similar funds) including Special Deposit Scheme, 1975 (SDS, 1975) for Non-Government Provident, Superannuation and Gratuity Funds for the FY 2015-16 to Public Provident Fund (PPF) rates. In pursuance of that decision, the Government has decided to fix the rates 8.7% per annum applicable to the following:-
· The General Provident Fund (Central Services).
· The Contributory Provident Fund (India).
· The All India Service Provident Fund.
· The State Railway Provident Fund.
· The General Provident Fund (Defence Services).
· The Indian Ordnance Provident Fund.
· The Indian Ordnance Factories Workmen’s Provident Fund.
· The Indian Naval Dockyard Workmen’s Provident Fund.
· The Defence Services Officers Provident Fund.
· The Armed Forces Personnel Provident Fund.

The rate of interest is applicable to the above funds w.e.f. 1st April, 2015 and until further orders.
Recently, the Government had kept the interest rates for PPF and other Small Savings Schemes intact. However, interest rates for 5 year Senior citizen Saving Scheme and Sukanya Samriddhi Account Scheme have been increased from 9.2 to 9.3% and 9.1 to 9.2% respectively, keeping in view the commitment of the Government towards the welfare of the girl child and the senior citizens.

Tax Relief To Family Members of Differently Abled
Section 80DD of the Income Tax Act, 1961, inter alia, provides for a deduction to an individual or HUF, who is a resident in India, and
• Incurs expenditure for the medical treatment (including nursing), training and rehabilitation of a dependant, being a person with disability; or
• Pays any amount to LIC or any other insurer in respect of a scheme for the maintenance of a disabled dependant.
The section provides for a deduction of fifty thousand rupees if the dependant is suffering from disability and one hundred thousand rupees if the dependant is suffering from severe disability.
“Dependant” in the case of an individual, has been defined to mean the spouse, children, parents, brothers and sisters of the individual or any of them, and in the case of a Hindu undivided family, a member of the Hindu undivided family, if such person is dependant wholly or mainly on such individual or Hindu undivided family for his support and maintenance.
In view of the rising cost of medical care and special needs of a differently abled person, Finance Bill, 2015 proposes to amend section 80DD of the Income-tax Act so as to raise the limit of deduction in respect of a person with disability from fifty thousand rupees to seventy five thousand rupees and in respect of a person with severe disability, from one hundred thousand rupees to one hundred and twenty five thousand rupees.
This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today

Subject:-  Timely and advance action in convening of Departmental Promotion Committee meeting in terms of Model Calendar- regarding.
The undersigned is directed to state that with a view to having the approved select panels for promotion ready in advance in a time-bound manner, this Department has issued a Model Calendar for DPCs vide OM No. 22011 /9/98-Estt. (D) dated 8th September, 1998 as modified vide OM No. 22011/4/2013-Estt.(D) dated 28.01.2015. An indicative pattern has been provided in the Model Calendar for various events involved in the pre/ post DPC related actions. All the Ministries/Departments have been impressed upon from time to time by this Department to adhere to the prescribed time-line so as to ensure that the panel is ready in time and is utilised as and when the vacancies arise during the course of the vacancy year.
2. Appointment Committee of Cabinet has viewed it seriously that the Diplex are not being convened in time. Delay in promotion affects the manpower planning and impedes the career progression of the employees. The delays .in conduct of DPC negate the very purpose of the Model Calendar for Diplex issued vide Office Memorandum No.22011/9/98-Estt.(D) dated 8th September, 1998 as modified vide OM No. 22011/4/2013-Estt.(D) dated 28/01/2015.
4. The objective of timely promotions of employees in various Ministries/Departments can be achieved only by granting the promotion in time.
5. All the Ministries/Departments are, therefore, once again advised to ensure strict compliance of instructions in order to achieve the desired objectives of timely convening of Diplex/preparation of approved select panels within the prescribed time frame.

Postal department will train its staff to meet challenges of e-world:

In a move to strengthen postal services in the country, Indian postal department will set up six additional Postal Training Centers (PTCs) in the country. 
To ensure committed and efficient employees, the department is mulling over setting up additional training centers under the 12th Five Year Plan, said S K Sinha, member of human resources development, Postal Services Board. 
 
Delivering the keynote address of golden jubilee celebrations of PTC (Mysore) here on Monday, he said that the proposed centers will impart training in recent technologies and enable employees meet present-day challenges. 

Commitment from employees is much required to meet the challenges, he said, adding that training would play an important role in changing the attitude of employees. 

The department is also planning to impart training among group A and B employees to make them efficient, he added. Since 1980s, the nature of business has changed, he pointed. 

He also lauded PTC (Mysore) for its training programmes and other activities. Ever since its inception on April 20, 1965, the centre has trained 1,16,590 employees in various courses. It follows Universal Postal Union Train Post Methodology to train the employees. PTC (Mysore) has been catering to the needs of the postal circles of Karnataka, Kerala and Andhra Pradesh. 

Chief postmaster general (Karnataka circle) M S Ramanujan said that the department is gearing up (to meet the challenges), but it takes some time to absorb recent technologies and services. He said that e-commerce business needs the help of post department, and "it is certain they will come to us". e-commerce is the new baby of the department, and it will nourish the baby, he said, asking employees to be sensitive in handling e-commerce services. 

On the occasion, former directors of PTC were felicitated and a special cover on PTC (Mysuru), picture post cards on the wood works of PTC and a sovereign were unveiled. PTC (Mysuru) director D Veena Kumari presented a report on the journey of PTC.

Stamps on Indo-French ties in space technology released

The Postal Department on Thursday formally launched a set of commemorative postage stamps to mark five decades of Indo-French collaboration in space technology.
The commemorative stamps feature SARAL/Altika and Megha-Tropiques satellites and were released by Prime Minister Narendra Modi and French President Francois Hollande on April 10 at Elysee Palace in Paris.
Speaking at the formal launch, French Consul-General Philippe Janvier Kamiyama said that India and France share a very vibrant relationship and this would be strengthened.
Good development
The Indian Space Research Organisation (ISRO) and the Centre National d’Etudes Spatiales have been collaborating in space technology and launching several satellites.
This cooperation would continue for a long time and is a good development.
Chief Postmaster-General Mervin Alexander said that people may not be writing letters anymore but stamps continue to play an important role in diplomacy. This is a joint release and the commemorative postage stamps were simultaneously released by India posts and La Poste in France.
The stamps have the same set of designs and have been issued in the denomination of Rs.5 and Rs.25.
These stamps have been printed by a special process called wet offset process at the India Printing Press in Hyderabad. Around 9 million stamps have been printed and they will be made available at 60 philatelic bureaux across the country including Puducherry.
The first-day cover and miniature sheets have also been issued along with postage stamp.
Mr. Alexander said that joint philatelic release of stamps is very rare.

India Post to setup hybrid model Post Bank with separate employees

              The Department of Posts, which has applied for a payments bank licence, has a hybrid model in mind to operate Post Bank of India. Reserve Bank Governor Raghuram Rajan yesterday had said while the banking sector is set to undergo changes in the next few years, "we are going to possibly have postal bank".
According to a source, Communications and IT Minister Ravi Shankar Prasad has approved hybrid model suggested by Ernst & Young which prepared detailed project report on Post Bank of India (PBI).
"E&Y has come out with three models but suggested preference to a hybrid model. Under which about 600 branches will be directly operated by PBI staff in post office premises and transactions in other parts of the country will be supported by India post staff," the official said.
Post Bank of India is proposed to have its own employees and IT infrastructure. The transaction handled by India Post employees will be entered in to computer server of PBI.
The Department expects revenue of over Rs 550 crore from PBI in first 5 years.
"India Post will earn from every transaction it will carry out for PBI and rents that it will get from its branches. India Post financial services like saving account, postal life insurance will continue as it is," the official said.
The Department of Posts (DoP) will soon seek Cabinet approval for Rs 240 crore for setting up Post Bank of India.
The DoP has plans to set up Post Bank of India under payments bank licence. The Reserve Bank of India has already issued licensing norms for niche banks -- payments banks and small banks.
As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will be initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.
They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.
The DoP will evaluate its five year performance as payments bank and then it will take call of setting up full-fledged banking service.

Attention to Divisional / Circle Secretaries.

Our Federation is receiving calls from various Divisions/ Circles about the Verification of Membership.
                 Federation has already clarified that Verification of membership and enrolment of new members /inclusion of other union members are two different process.

             Verification of membership is conducted once in five years.
Inclusion of new members and other union members is being done every year for which 30th April of each year is last date.
Now the Directorate has extended the period of Verification process by one month. Therefore  I request all Divisional secretaries to submit forms  from the new members as well as other members on 30/04/2015,
                In regard to verification process new form will be supplied by the Directorate in the   month of May 2015 . New form will be posted in our website as and when received from the Directorate. In that new form, we have to obtain signatures of  all members this is for your information once again I appeal  to you all please submit declarations on 30/04/2015 in respect of new members and other union members.

Subject: The Lokpal and Lokayuktas Act, 2013- Submission of declaration of assets and liabilities by CSS officers for each year – regarding.
Ministries/Departments may refer to CS.I Division, DoP&T’s O.M. of even number dated 7.1.2015 on the subject mentioned above.
2. As Ministries/Departments are aware that all Government servants are now required to file information and returns regarding movable and immovable property under the Lokpal and Lokayuktas Act, 2013. In this regard, all Government Servants have been advised that:
(i) The first return under the Lokpal and Lokayuktas Act, 2013 (as on 01.08.2014) should be filed on or before 30.04.2015; and
(ii) The next annual return under the Lokpal and Lokayuktas Act, 2013, for the year ending 31.03.2015, should be filed on or before 31.07.2015.
3. For filing annual return under the Lokpal and Lokayuktas Act, new forms have been developed in the Web Based Cadre Management System which is hosted at cscms.nic.in Returns under Lokpal and Lokayuktas Act should be submitted by all CSS officers through Web Based Cadre Management System. Print out of the returns submitted online in respect of Under Secretary and above level officers of CSS should also be submitted to CS.I Division as it being the custodian of returns of these officers. The procedure for filing return is as under:
(i) Login to the system at cscms.nic.in by using the userid and password. In case of any difficulty in login please contact the nodal officer of the Ministry/Department for assistance. The generic Userid is eight digit date of birth followed by first four letters of name. Userid is also the employee code assigned to individual officers in the web based system. If the password is blocked, nodal officers can reset the password of individual employees by using the ‘reset password’ facility in the Tools Menu on the top of the screen. They can also provide ‘Employee Code’ from the system to individual officers to enable them to login to the system.
(ii) Verify whether personal details are reflected in the system correctly. To verify the details click on the ‘Employee Details’ button. If the details are not correct, first have them rectified through Admin. Division of concerned Department before proceeding further.
(iii) Click ‘IPR’ button on the top and then click on ‘Lokpal Returns’ icon.
(iv) Click ‘create new PR’ button and select property return year then click on create PR.
(v) Read declaration page carefully and click on ‘next’ button.
(vi) Form-I: Add one by one details of Public Servant, his/her spouse and dependent children and save details every time. After adding of details click on ‘next’ button.
(vii) Form-II: Add Movable Properties Owned By Self/ Spouse/ Dependent one by one by clicking ADD Button and save then click on ‘next’ button.
(viii) Form-Ill: Statement of Immovable Property: Add->Select ->IPR year-> Add new property details one by one by clicking ADD Button -> click on ‘next’ button.
(ix) Form-IV: Add Statement of Debts and Other Liabilities one by one by clicking ADD button then click on ‘FINISH’ button.
(x) Click ‘finish’ button. Property Return Details page automatically opens. Users may select the year by click on the particular year and then click on ‘Final submission of IPR’ button.
4. Ministries/Departments are requested that the contents of this O.M. may be widely circulated to the notice of all CSS officers working under their control. They should also ensure that the information and returns regarding movable and immovable property under the Lokpal and Lokayuktas Act is submitted by all officers within the stipulated period cited above without fail.
