DOP floated tender for appointing consultants for Post Bank of India

Postal dept has also floated tender for appointing consultants for the new venture; likely to finalize one by next month.

As many as 25 commercial banks and institutions including Deutsche Bank,  State Bank of India, Punjab National Bank, Axis Bank, Yes Bank and IDBI have evinced interest in partnership with India Post for their payments bank venture.

The postal department has also floated tender for appointing consultants for the new venture and likely to finalise the consultant by next month, a senior official from the department of posts told Business Standard.
"We are in the process of appointing a consultant. Subsequently, we will take a decision on the various proposals by banks and institutions which might take few months. We are evaluating the proposals," the official said.

In August this year, RBI approved Payments Bank plans of 11 firms including Paytm, Reliance Industries, Bharti Airtel, Departments of Posts (DoP), Vodafone and others.

The official said such partnerships could be beneficial for end users and could enable offerings of mutual funds, insurances and other related products to the customers.

As per RBI guidelines, the first branch of payments bank has to be set up within 18 months. Payments bank will be able to offer products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to hold a maximum balance of Rs 1 lakh per customer. However, they will be allowed to issue ATM or debit cards as other prepaid payment instruments, but not credit cards.

Money remittance is a big segment and 55-60 per cent of these happen in the un organised sector while the total market is estimated to be Rs 2 lakh-crore, half of which is in the informal sector.

DoP is in the process of preparing a note for approval by the Public Investment Board (PIB) for an investment of around Rs 300-400 crore for Payments Bank.

After PIB, an approval will be sought from the Cabinet. A wholly-owned subsidiary will be carved out under the DoP for payments bank, which will later become an umbrella firm for a full Bank and professionals will be roped from the private sector to manage the new firm

Under the payments bank, the initial plan is to have 650 main branches where the department has head or bigger post offices. Subsequently, 25,000 'spoke' branches will be set up while the other 130,000 POs will act as business correspondents. The new unit will use the existing infrastructure of the postal department and will pay user charges to the department.

According to an earlier detailed project report by Ernst & Young for DoP, the payments bank will be able to break-even in five years, once operations start. And, DoP will earn revenue of Rs 250 crore in the first year from the new banking entity, expected to go up to Rs 600-700 crore annually in the five years.

        Besides our earlier normal demands we suggest the following demands to rack up and to succeed

1.Extension of tenure: In all nationalized banks where they deal with full and full money transaction there was no tenure in clerical cadre in the beginning.  Now a day they are not transferred up to ten years. Therefore in our department also the tenure for clerical cadre should be raised to 10 years. 
We are the second large departmental establishment in our country and hence if the tenure is extended to 10 years there will be huge savings to the department and the government also.
2.Medical allowance: Now days a family consisting of a spouse and two children is compelled to have a medical treatment at least  5 times in a month. All the time it is not possible to have the treatment from the Govt hospital or AMA. Hence the medical allowance @ rs.2000 per month per one first employee of the family may kindly be demanded. On sanctioning the medical allowance the ROHSC claim for outpatient may be abolished and retained only for inpatient treatment. The expenditure for granting this medical allowance may be met out from the fund to be saved due to extension of tenure

3. Commutation: official retired on 31.12.2015 will get commutation in the old pension. But official retiring on 01.01.2015 will get commutation in the revised pension. But many such pensioner got commutation in the revised pension by approaching the court. Hence our demand is to get commutation in the revised pension.

4. Notional increment: official retiring on 30th June every year will retire without having the benefit of getting increment even after they worked for full year. The state government of tamilnadu has issued orders for fixing the notional increment for calculation of pension those who retire prior to the date of increment. Our union should also fight for the same.

5. NPS recovery: while discussing for grant of HRA the rate of HRA has been reduced keeping the raised pay in mind. But while recovering the amount for NPS the rate of 10% has been retained. Hence the rate of NPS recovery has to be reduced to 5%

6. Increasing of  IT rates: the revised pay will be fixed as per fitment formula (i.e. 2.57 times). Similary the income tax rates also to be raised to 2.57 times (i.e. 250000 to 642500)

7. Special allowance for PO & RMS Accountants is not raised or discussed. The allowance should be three times the present. (i.e. 450x3=1350)

Geo Platform. The URL for the Bhuvan Geo Portal is:

(Android based) App is a user-friendly mobile application which enables to collect the report geo-tagged information on various parameters such as type of Post Office, Name, Services offered, Delivery Status, PIN-Code and Address. This Mobile App will provide a platform for controlled crowd sourcing to build spatial database on Bhuban Geo-Platform. The internet connectivity is not required during data collection process.
The internet connection or Wi-Fi is useful and necessary to upload the data collected by the user which can be done on the spot if connected or the same can be uploaded later to the BHUVANIndiaPost server when the user gets internet connectivity.

The 7th pay commission have now given its recommendation detailing the modus opearndi  as to how the same was arrived at ., The general dictum claimed to have been adapted are not uniformly applied in all cases and only some isolated cases have been benefitted  that too on extraneous reasons like court observations and parity among  recuritees from  the one and the same examination  regardless of nature of the work and department to which they are appointed .
The job evaluation has been totally treated as an non entity and the evidence tendered by the stake holders are meted with luke- warm response. The observation of V and VI pay commission have been bluntly cited to ignore the up gradation sought for and thereby failed to contemplate the   justification  under lying  the existing  work  pattern and schedules in the changed scenario.
While the past pay commissions relied justifiably on fair comparison among the work of homogenous nature , the 7 th pay commission had decided to ward off such approach on the plea that historical parity is longer a moot point under its consideration for the present. Most of the up gradation sought for under this agenda has been turned down by the 7th commissions on this reason ( right from pay of Postal Board members to that of Postal asst.) ; Likewise equal pay for equal work is also prime victim of this pay commission ( eg. Artisan in MMS ).

       The Pay hike recommended by 7th Pay Commssion has been discribed as Bonanza by Media
      Pay commission said 14.29 % Hike in Pay is recommended, Media said central government employees will get 23.55%  hike in salary including allowances. 
we will find out the real fact about the so called Bonanza..!
      Let us know whether the Media claims are true or not through a simple calculation…!

        The strength of Group C employees in Central Government is 85%. So we must know what the Pay Hike is recommended for them actually.
But Media give more attention to this 15 % because they have been paid more
It doesnt make sense that the Pay hike recommended for remaining 15 % taken into account. Because they are creamy layer of the Government. The Pay Hike for them also will be decided by them. So the take extra care for not giving more to this 85%.
7th CPC recommendation on Pay Hike is mocking rather than encouraging the Central government employees. See the following example
Assume a govt servant has been appointed in GP 1800 on 1st August of 2015 and he has been provided accomadation in Govt Quarters

His Net Pay for the month of January 2016 in Sixth CPC is given below..

Basic Pay Pay = PB Rs.5200 + GP Rs.1800  =  Rs.7000/-
Assuming DA 125% as on 31-1-2016  =  Rs.8750/
( Since he hs availed Quarter) HRA  =  Nil
TA = 600 + DA  =  Rs.1350
Total Gross Pay    =  Rs. 17100


Deductions
NPS 10% of basic Pay  =  700
CGEGIS   =   30

Total deductions   (700+30) = 730 Net Pay = 17100-730   =  16370

His Revised 7th CPC Pay as on 31-1-2016


Minimum Basic Pay  =  Rs. 18000/-

DA   =    Nil
HRA =    Nil
TA  =  Rs. 1350
                             Total gross pay  =   Rs.19350


Deductions
NPS = 1800

CGEGIS = 1500                            Total deductions = 3300
                                                                  Net Pay -= 19350-3300 = 16050

Before 7th Pay Commission his Net pay  = Rs.  16370  
After    7th Pay commission his Net Pay  = Rs.  16050

He will be drawing Rs.320 lesser in 7th Pay Commission revised Pay than from his Sixth CPC pay.
Anybody can calculate from the above example that how much percentage of increase this Group ‘C’ Government servants get from this 7th CPC bonanza ?

Alleging that Modi has launched a "big assault" on the workers, a combative Gandhi vowed to fight their battle like the Congress did for the farmers on the land acquisition bill.

Congress vice-president Rahul Gandhi Saturday accused Prime Minister Narendra Modi of having launched a “big assault” on workers by trying to weaken labour laws and attempting to “tear into pieces” their safety net.
He said the Prime Minister is coming with new buzzwords like ‘Smart Cities’, ‘Make in India’ and ‘Digital India’ and is talking about growth and progress, but “only a handful” are benefiting and becoming billionaires.
“Prime Minister thinks that the workers of India are dishonest, work shirkers and could be made to work only by wielding a lathi. He feels labour laws have to be weakened and workers disciplined so that they are forced to work. He wants to bring them on their knees. If you look at the new laws being made in Gujarat, Rajasthan and Haryana, it will become clear that Modi has started a big assault on workers,” he said, addressing the 31st plenary session of INTUC, the trade union arm of the Congress.
“He (Modi) feels workers will work by implementing hire and fire policy and by weakening unions. The government should be impartial. But the government has left the workers to fend for themselves… It is not the government’s job to forcefully make workers work. Partnership between workers and industry is only possible when the government plays the role of a judge and doesn’t act as an advocate of capitalists,” he said.
Rahul also said the PM was merely creating buzzwords. “It started with ‘achche din’, then came ‘Swachch Bharat’, ‘Smart Cities’, ‘Make in India’, ‘Digital India’ and now ‘Accessible India’. God knows which jumla will come out next.”
“The phrases are interesting, but they hide as much as they talk. Words like growth, development and progress are tossed around. But growth, development and progress for whom? Who is benefiting from growth? Only 20-25 people are becoming billionaires,” he said.
He said the Prime Minister’s vision was to make India a global manufacturing centre. “He thinks India can compete with China and I agree with him. Unfortunately, there ends our unanimity because our view on what is ‘Make in India’ is totally different… India is lagging in manufacturing because our workers are scared as they are uncertain about their future. You talk about productivity but workers will not be able to work properly if they fear about their future… The worker is scared whether the job he has today will be there tomorrow. Will the factory gate open for him tomorrow… you remove that fear from their minds and see where they will take India….we will surpass China,” the Congress leader said.
“Modiji, you cannot make workers work better by reducing their job security. Their problems cannot be solved by making setting up of unions difficult. ‘Make in India’ will not be successful by ending their basic necessities. Productivity will not increase and they cannot be made to work more by introducing contractual system…I don’t know who is giving you advice on these issues… you should spend some time with those who understand the issues of workers,” Rahul added.
Referring to the Congress’s opposition to changes in the Land Bill, he said the party will fight for the cause of workers. “We will not retreat an inch. We will fight BJP, Modi and the RSS,” he said.

Barclays Bank London Wishes to Tie Up with India Post

Barclays Plc is seeking a partnership with India’s postal department, which won preliminary approval to set up a payments bank, as the U.K. bank strives to widen its reach in the South Asian country.


A partnership with India Post, as the service is known, would give Barclays “access to areas where we do not have a physical presence,” George Cherian, a Mumbai-based spokesman for the bank, said by phone on Friday.



The U.K. bank and Deutsche Bank AG are among 17 firms including three insurers that want to use the postal service’s network to deliver financial services, according to a person familiar with the matter, who asked not to be identified as the information is private. A unit of the department will offer the services initially through 500 branches and will later expand the operation across the country, the person said.



A tie-up opens up the prospect for lenders and insurers to distribute products and offer financial services through a portion of a network that has about 155,000 post offices across India. By comparison, State Bank of India is the nation’s largest lender by branches with 16,400 outlets.



The Department of Posts was one of 11 entities that won “in-principle” approval from the central bank in August for a payments banking license, which allows companies to collect deposits, facilitate money transfers and sell insurance and mutual funds. Through these lenders, Prime Minister Narendra Modi hopes to eventually tap into savings from rural areas that currently have limited access to banking services, and bolster credit growth in the world’s second-most populous nation.



Banks such as Barclays could also use the postal network to provide cash-management services to clients. In cash management, a bank collects and disburses cash, and manages surplus funds to support a corporate customer’s day-to-day operations.



Linus Chettiar, a Mumbai-based spokesman for Deutsche Bank, couldn’t immediately comment. Postal department spokesman N. N. Kaul didn’t answer two calls to his mobile phone.

Staff from this divisions are being deputed to Chennai & Pondicherry from 09.12.2015. The forecast eats territorial rain during next week. Kindly postpone the CBS training to be imparted in coastal station prone to heavy rainfall. Kindly grant flood advance liberally.

Flood Advance for Tamilnadu Circle.

             The Secretary General of FNPO Shri.D.Theyagarajan appeal to DG Posts to grant Flood advance to the Staffs of flood affected division in Tamilnadu Circle. The DG readily agreed and directed the Tamilnadu CPMG to send the proposal to the Directorate. The Secretary General also further talks to Tamilnadu CPMG and requested him to expedite the submission of proposal. Now, the process is under way. 

               He also discuss with the Tamilnadu CPMG to cancel all the training programme and also to grant Spl CL to the staff's in flood affected areas like as Chennai, Tiruvallur, Kanchipuram, and Cuddalore district. The CPMG favourably assured to consider the case as per provision of the rules in this regard.

FNPO Federation's appeals to our colleagues,
                  FNPO & NFPE submitted joint Memorandum to the 7th CPC, at this stage we cannot go back from our earlier demands, further 7th CPC rejected our demands out right.
                  Submitting different views to 7th CPC will helpful to Department & Government not to  staff , however we have to  submit our views according to the present scenario.
             FNPO therefore request our colleagues to send their view to our Federation before 3rd December. time line is very short, views received after 3rd will not be considered.
