7 % DA உயர்வு

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of December 2011.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2011 decreased by 2 points and stood at 197 (one hundred & ninety seven).
During December, 2011, the index recorded maximum decrease of 8 points each in Ghaziabad and Jamshedpur centres, 7 points each in Mysore, Bokaro and Ranchi Hatia centres, 6 points in 3 centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 11 centres, 2 points in 18 centres and 1 point in 17 centres. The index increased by 6 points in Coonoor centre, 4 points in Chennai centre, 3 points in Mercara centre, 2 points in 3 centres and 1 point in 2 centres, while in the remaining 7 centres the index remained stationary.
The maximum decrease of 8 points in Ghaziabad and Jamshedpur centres is mainly on account of decrease in the prices of Onion, Vegetable & Fruit items, Primary and Middle School Fee and Books, etc. The decrease of 7 points in Mysore, Bokaro and Ranchi Hatia centres is mainly due to decrease in the prices of Rice Wheat, Onion, Vegetable & Fruit items, Primary and Middle School Fee and Books, Petrol, etc. The increase of 6 points in Coonoor centre is mainly due to increase in the prices of Rice, Maida, Suji, Dairy Milk, Milk (Cow), Tamarind, Tea (Readymade), Sugar, Sweater, Medicine (Allopathic), Medicine (Homeopathic), Bus Fare, Barber Charges, etc. The increase of 4 points in Chennai centre is due to increase in the prices of Dairy Milk, Tea (Readymade), Cigarette, E.S.I. Contribution, Bus Fare, Flower/Flower Garlands, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad – 190
2. Bangalore – 199
3. Chennai – 184
4. Delhi – 182
5. Kolkata – 185
6. Mumbai – 199
The point to point rate of inflation based on CPI-IW(General) for the month of December, 2011 is 6.49% as compared to 9.34% in November, 2011. Inflation based on Food Index dipped to the level of 1.97% in December, 2011 as compared to 7.61% in November, 2011.
The CPI-IW for January, 2012 will be released on the last working day of the next month, i.e. 29th February, 2012.

Approval for funding Phase-Ill of the UIDAI

The Cabinet Committee on Unique Identification Authority of India related issues (CC-UIDAI) today approved commencement of Phase-Ill of the UID scheme at an estimated cost of Rs.8,814.75 crore which subsumes the earlier approval of Rs.3,023.01 crore, and comprises costs for issue of 20 crore Aadhaar numbers through Multiple Registrars upto March 2012, printing and delivery of 20 crore Aadhaar letters, technology and other support infrastructure cost for creation, storage and maintenance of data and services for leveraging the uses of Aadhaar for the entire estimated resident population upto March 2017.

Out of amount of Rs.8814.75 crore that has been approved for incurring expenditure upto March 2017, Rs.2412.67 crore would be towards recurring expenditure including IT operational cost and recurring establishment cost and Rs.6402.08 crore would be towards non-recurring project related expenditure.

இன்று மத்திய இணை அமைச்சர் உடன் சந்திப்பு

 MEETING WITH MINISTER

Meeting with Sri. Sachin Pilot, Hon’ble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Minister’s intervention. Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.

(i) Issues relating to Gramin Dak Sevaks

(ii) Issues relating to casual, Part-time, Contingent employees

(iii) Revision of overtime allowance

Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.

The staff side thanked the Minister for giving us an opportunity to present our cases in front of him. The staff side was represented by  Sri. D. Theagarajan (S/G, FNPO), Com. M. Sub: Tenure posting of officials in single handed & double handed post offices – Preventive Vigilance Measure.
Sir/ Madam,
Instructions were issued vide this office letter of even number dated 22.09.2005 to the effect that officials who have been posted as SPM/ PA in single handed or double handed post offices irrespective of period of posting/ completion of tenure should not be posted back to the same office after a break as is being done now. In other words, officials of single handed and double handed post offices can have only one posting in such offices during their service period. The letter however vested powers personally with the CPMG/ PMG for relaxation of the said provisions only in respect of double handed post offices in a specific case if warranted by exceptional administrative exigencies.
2. For quite some time past, this office has been receiving reports/ representations expressing difficulties faced in the implementation of these instructions in respect of single handed SOs. As such, it has been decided that the powers of the CPMGs/ PMGs for relaxation in respect of double handed SOs if warranted by exceptional administrative exegencies would be applicable in respect of single handed SOs also.
3. This issues with the approval of Secretary (Posts).

வெறிச்சோடிய அஞ்சலகங்கள்

                                          இன்று 16.01.2012 தமிழகத்தில் மாநில அரசு விடுமுறை, குறிப்பாக முக்கியமான பண்டிகை தினங்கள், அஞ்சலகங்களை தவிர அனைத்து அலுவலகங்களும் (வங்கிகள் உட்பட) விடுமுறை.   எனவே  இன்று அனைத்து  அஞ்சலகங்களும் வெறிச்சோடின.
வங்கிகள் அந்தந்த மாநில அரசு விடுமுறைகளை கடைபிடிக்கின்றன.
மத்திய அரசு அலுவலகங்களும் வங்கிகளை போல மாநிலத்திற்கு தகுந்தார் போல மாநில அரசின் விடுமுறையை கடைபிடிக்க வேண்டும் என்று ஊழியர்கள் எதிர்பார்கின்றனர்.
அதற்கு நமது மத்திய சங்கங்களும் கோரிக்கை விடுக்கவும், அதற்கு முயற்சிக்கவும்  வேண்டும் என்று  ஊழியர்கள் எதிர்பார்கின்றனர்.

The attack on Postal and RMS Employees including Gramin Dak Sevaks is mainly due to the policy of the Government against which all the Central Trade unions and Federations are jointly fighting. We as Postal workers, it is our duty to join the working class in its fight against the anti-labour policies of the Government. The Central JCA (FNPO, NFPE, AIPEDEU, NUGDS) calls upon the entire Postal and RMS employees including Gramin Dak Sevaks to conduct intensive preparations for making the 28th February 2012 All India Strike a complete success. Strike notice will served by the Central JCA to the Secretary, Department of Posts.

Strike called off


Based on the written assurances given by the Secretary (P), and also on the assurance that a meeting with Minister(s) will be arranged shortly, the Central JCA has decided to call off the proposed indefinite strike from 17.01.2012.
  • As per the information received from the CHQ, the department has agreed not to implement the MNOP, ie. L1 and L2 in respect of RMS, for the next three years.
  • The department has assured the staff side that the cadre restructuring will be finalized within 3 months.
  • Moreover, the good news is that the Secretary (P) has assured to enhance the ceiling of bonus for GDS from Rs. 2500/- to Rs. 3500/-.

Two rounds of discussion held on 27.12.2011 & 10.01.2012. 
No Improvement on major demands. 
Postal Board Adament on Merger of Post offices and implementations of L1, L2 in RMS.
Other demands also no Result-oriented action.

 Earlier assurances still not implemented

CENTRAL JCA MET ON 11.01.2012 UNANIMOUSLY DECIDES TO GO AHEAD WITH THE INDEFINITE STRIKE MAKE THE STRIKE CENT PERCENT SUCCESS

We are in receipt of encouraging reports from various circles and divisions about the mobilization by grass root level workers and leaders for the total participation of employees in the Indefinite Strike from 17th January 2012 as per the call of Central Joint council of Action (NFPE, FNPO & GDS Unions)

Inspite of our vehement opposition the Postal Board is adamant on implementing Mckinsey consultancy reforms (L1, L2) in RMS. Further regarding closure/merger of Post offices, they are violating the earlier assurances and going on justifying the merger of Post office. On other demands assurances given in July 2011 is repeated and no result oriented action is forth coming.

In these circumstances the Central JCA meeting held on 11.01.2012 has unanimously decided to intensify the strike preparations and go on indefinite strike from 17th January 2012.

Indefinite strike: No progress in the discussion

A marathon discussion was held between the JCA leaders and the Department on 10.01.2011. The discussion started by 11 AM and lasted upto 9 PM. But there was no much progress in the discussion.

However the discussion will continue in the upcoming days also. In the meantime, a meeting of the central JCA leaders will be held on 11.01.2012 at 11 AM at the FNPO CHQ office, to discuss about the strike and allied matters.
The details will be posted later.
