7th Pay Commission, Not Now.

NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. 

"The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. Therefore, at present no proposal to constitute the 7th Pay Commission is under consideration of the government," Minister of State for Finance Namo  Narain Meena told Lok Sahba on Friday in a written reply. 

Meena further said, "There have been some demands received for setting up of the 7th Central Pay Commission. In the past, there has generally been a gap of a minimum 10 years between two successive Pay Commissions. 

According the information available, the central government employees had also gone for a day long token strike for their various demands including setting up of 7th Pay Commission in December last year. 

At present the number of central government employees and pensioners are about 50 lakh and 35 lakh respectively.

Budget 2013-14 — Monetary policy:

The Finance Minister has alloted Rs .538 corres in the present Budget to eastablish Post Bank.

Rs. 25,000 cr to be raised through tax free bonds

Rs 25,000 cr to be raised through tax free bonds: Chidambaram"Doing business in India must be seen as easy, friendly and mutually beneficial" - Second reference to increasing FDI in India. Government seems to betting heavily on a large FDI influx to help with the deficient

"We will use innovative and new financial methods to increase investment in infrastructure," says the Minister.

New steps have been announced to increase availability and amount of debts available for infrastructure projects.

The revised expenditure target is Rs 14,30,825 crore or 96 per cent of Budget estimate for this fiscal. In 2013—14, the budget estimate is Rs 16,65,297 crore.

Budget expenditure is Rs 16,65,297 crore and Plan expenditure Rs 5,55, 322 crore: FM.

Plan expenditure in 12th Five Year Plan revised to Rs 14,30,825 crore or 96 per cent of budgeted expenditure

We have brought down headline WPI inflation to 7 per cent and core inflation to 4.2 per cent. Food inflation is worrying: FM.

24.3 % hike in expenditure for health care both rural and urban health mission.

12.5 % hike in Scheduled caste and Scheduled tribe sub-plans

Overarching goal to create opportunities for youth to acquire skills for self-employment

All flagship programmes adequately funded. Ministries must take it forward.

Average economic growth rate in 11th Plan period is 8 per cent, highest ever in any Plan period.

Battle against inflation must be fought on all counts.

Foreign investment is imperative

Current account definict high due to dependence on oil , high gold imports

Need $75billion to bridge CAD

Present economic space is constrained by economic climate and tight monetary policy

Highlights of Budget 2013-14:

* No revision of personal income tax slabs; relief in first bracket through tax credit of Rs.2,000 for earnings up to Rs.500,000 (approx $9,000)

* Ten per cent surcharge on income exceeding Rs.1 crore (Rs.10 million/$180,000) a year; only 42,800 people have declared such income

* Collective responsibility to ensure dignity and safety of women; recent incidents have cast a dark shadow; stand in solidarity with our girl children and women; will keep them safe and secure

* Rs.1,000 crore allocated for establishing Nirbhaya Fund

* Rs.97,000 crore (Rs.970 billion/$18 billion) for women's development

* Defence allocated Rs.203,672 crore (Rs.2.03 trillion/$37 billion), an increase of five per cent

* Import duty on high-end vehicles raised from 75 per cent to 100 per cent

* Excise duty on cigarettes to be increased 18 per cent

* No change in service tax of 12 per cent

Postal Bank -

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

வேதனையோடு

போலி தொழிற்சங்க  வா(வியா)திகள்

                நாடு தழுவிய இரண்டு நாள் வேலைநிறுத்த போராட்டம் பிப்ருவரி 20 மற்றும் 21-  2013 இன்று வெற்றிகரமாக தொடங்கியது.  நாட்டின் பல்வேறு இடங்களில் இருந்தும் செய்திகள் வந்தவண்ணம் உள்ளன.
ஆனால் தமிழ்நாட்டில் மட்டும் அதுவும் அஞ்சல் துறையில் Mixed Responseஆக உள்ளது. ஏன் இந்த நிலை ?. இரு காரணங்கள் சொல்லபடுகிறது
1.      இரு மாத இடைவெளியில் அடுத்த போராட்டம் :

               ஊழியர் தரப்பில் ஒருவித அதிருப்தியும் உள்ளது என்னவென்றால் கடந்த 8, 10மாதங்களுக்கு முன்பே  இந்த வேலைநிறுத்த போராட்ட தேதி முடிவு செய்திட்ட போது , கடந்த டிசம்பர் மாதம் ஒரு நாள் வேலைநிறுத்த போராட்ட அறிவிப்பு NFPE தலைமை செய்தது ஏன் ?
அந்த அரசியல் சார்பு போராட்டம் தேவைதானா ? என ஊழியர் தரப்பில் வினா எழுப்பிகின்றனர். இதை மாற்று சங்கத்தின் தலைமை சிந்திக்குமா ?
உடனடியாக  இரு மாத இடைவெளியில் அடுத்த போராட்டம் ஒருவித சலனத்தை நம்மிடையே தோற்றுவிக்க காரணமாக விடலாமா ?

               என்றைக்கும் ஊழியர் நலன் சார்ந்து முடிவுகளை எடுக்கும் தேசிய சங்கம்  இம்முறையும் கடந்த டிசம்பர் மாதம் ஒரு நாள் வேலைநிறுத்த போராட்டத்தை ஆதரிக்க வில்லை. அந்த அரசியல் சார்பு போராட்டம் தேவையில்லை என நல்ல முடிவை எடுத்தது.  ஆனால் மாற்று சங்கத்தின் தலைமையோ போராட்டத்தை ஆதரித்தது ? ஏன்
அன்றே நாம் கூட 10.12.2012 அன்று நமது website இல் Our FNPO and its affiliated unions have decided not to participate in the proposed strike by others on 12.12.12. However on the same demands, we propose to go on strike in the month of FEB. 2013. Details will be posted during first week of Jan. 2013 after consultation with other Central Govt Employees Unions/ Federations
 என தெளிவாக சொன்னோம் .
      2.  கோஷ்டி பூசல் 
                எப்போதும் தொழிலாளர்களுக்காக பிறந்தவர்கள் என காட்டிகொள்ளும் மாற்று சங்கம்.  மேடை கிடைத்தால் வீர வசனங்களை
வீரா வேசமாக பேசி மார்தட்டி கொள்பவர்களின்  இன்றைய நிலை என்ன ?
பல்வேறு கோட்டங்களில் தங்களுக்குள் உள்ள கோஷ்டி பூசல்களால் அகிலஇந்திய தலைமையின் எதிர்ப்பாளர்கள் கோட்ட மட்டங்களின் தங்கள்  எதிர்ப்பை காட்ட தங்கள் உறுப்பினரை  கூட வேலை செய்ய சொல்வதாக கேள்விப்பட்டோம். மிகுந்த மனவேதனைதான். இந்த செய்கை ஊழியர் மட்டத்தில் போராட்டகுணத்தை நீர்த்துபோக செய்யாதா ?  சிந்திக்க மறந்தது ஏன்?
              ஏன் நமது நெல்லை கோட்டத்தில் கூட JCA  முடிவுக்கு மாறாக  மாற்று சங்கத்தில் தங்களுக்குள்ளாகவே முக்கியமான தொழிற்சங்க தலைவர்கள் மட்டும் போராட முடிவெடுத்தது வருத்தத்திற்குரியது.
மிக பெரிய தொழிற்சங்கம் இப்படி முடிவெடுக்கலாமா ?
பெரியது என்பது எண்ணிக்கையில் மட்டும் இருந்து என்ன பயன் ? எண்ணத்தில் இல்லையே ? என்பது வேதனையே ?
             குறிப்பாக JCA வில் தலைமை  பொறுப்பில் உள்ளவர்கள் JCA நோக்கத்திற்கு எதிராக இப்படி முடிவெடுக்கலாமா ?
இந்நிலை தொடருமானால் நாளை நாம் கூட JAC வில் பங்கேற்பதா இல்லையா ? என மறுபரிசிலனை செய்யவேண்டிய நிலை உருவாகும்.
மிகுந்த தொழிற்சங்க அனுபவம் உடைய திரு s.k.ஜேக்கப் ராஜ் போன்றவர்கள் கூட இப்படிப்பட்ட முடிவை எடுத்தது வேதனைக்குரியது.
            இந்திய தேசமெங்கும்  அனைத்து பகுதி ஊழியர்களும் அணி திரளும் போது 

நாம் மட்டும் ஒதுங்கிக் கொள்ளலாமா ?  அப்படி  செய்வது   கோழைத்தனமாகாதா?  தேவை குழு மனப்பான்மையா ?                                     பொது நன்மை தேவையா ?  

தனி மனிதர்களின் விருப்பு வெறுப்பு  தேவையா ?சிந்திக்க வேண்டுகிறோம் .
            இன்று 10 கோடி பேருடன் இணைந்து  போராட வில்லையானால் , நாளை   தனியே போராடி மட்டும்  தலைகீழாக  மத்திய அரசின் கொள்கை முடிவுகளை புரட்டிப் போட்டுவிட முடியுமா ?  ஒவ்வொரு துறையிலும் ஊழியர்கள் பாதிக்கப் படும் போது  ஆங்காங்கே போராடி  தடுக்க முடியாத போது , தற்போது  அனைத்து பகுதி ஊழியர்களும் ஒன்று  திரண்டுள்ளோம் ! இன்னும் காலம் முடிந்து விடவில்லை. இன்னும் ஒருநாள் எஞ்சி உள்ளது இன்றாவது முடிவெடுங்கள் நாளைய  போராட்டம் இன்னும் தீவிரமாகட்டும்.

CPI (M) - Double Stand on Strike

            For the first time, chief ministers have agreed to support a nationwide strike called by trade unions. While as administrative heads they cannot be seen participating openly in a strike, Odisha and Karnataka CMs Mr.Naveen Patnaik and Mr.Jagdish Shettar, respectively, have assured "moral support" to the general strike being called jointly by 11 registered TUs in the country cutting across party lines on February 20 and 21.
           It is also for the first time that Shiv Sena and the Left parties have agreed to come together to protest against the Centre's "anti-people economic policies" and price rise. Sena chief Uddhav Thackaray has assured Dasgupta in Mumbai that his party will take part in the strike against work that is likely to hit the oil, coal, power, banking, transport, defence etc sectors. Besides the 11 registered TUs, 1,450 small TUs have joined the strike call.
           But, ironically while many from outside the Left or TU fold have joined hands to protest against the UPA government at the Centre, the Left camp itself stands divided on the issue of a two-day strike call. The Bengal unit of CPM, opposed to the idea of stalling work for 48 hours, has asked CITU, the party's trade union wing, to join the strike for only a day. This has emerged as a compromise formula within the CPM, to ensure that it does not seem that the Left camp is not together on the issue. In West Bengal, the strike is unlikely to be successful for the second day since CITU will not participate in the strike on February 21.     The second day of the strike has been planned to coincide with the opening day of the budget session of Parliament, when President Pranab Mukherjee will be delivering his address to the House.

Item No.3             Request for early supply of uniforms, chapels, Umbrellas, Postman  Bag & Cycle allowance to delivery Staff.

Reply :       
Uniform :  SP, PSD, Chennai has informed that CIFA has conveyed that the supply of uniform for the year 2010-12 may be treated as lapsed and CPMG has ordered PSD, Chennai to take action to procure uniform cloth centrally for 2012-2014, which is under process.
Chappal :  The indent for 2010-11 has been placed on PSD Chennai and the supply is awaited.
Umbrella : The indent for supply of Umbrella for 2010-12 (Deptl) and 2010-13(GDS) has also been placed on PSD Chennai and the supply is awaited.
Postman Bags : This was last supplied to respective Sub Divisional heads in June 2011 for distribution to needy officials and indent for 2009-2010 has been placed to PSD Chennai by PSD Madurai and Tirunelveli and the supply is awaited.
Cycle Allowance : Reports reveived from Divisional Heads that the cycle allowance has been paid to all eligible Postmen and MTS staff every month, taking into view, the grievances of the Union, the Divisional Heads will be asked to process eligible cases if any and issue sanction.

Expected DA from January 2013 = 8%

             As per AICPIN data,      DA would be 8% from January 2013. The DA is 72% in total from July 2012 onwards, now it would be 72%+8%=80% from January 2013.  So we can expect announcement from the Government in the middle of March to increase of 8% Dearness Allowance from January 2013 onwards. However we have to wait upto March for Government order for final confirmation.

           Note :  In a major development, the Union Cabinet on 01.02.2013 Friday surprisingly approved 8% hike in the Dearness Allowance (DA) for central government employees and pensioners. This decision is likely to bring some relief to nearly 50 lakh central government employees trying to cope up with spiraling inflation and price hike.

Wrong news on DA hike approval by Govt.

          First of All, Very sorry to all viewers. The lot of blogs reported that the government has announced DA hike "In a major development, the Union Cabinet on Friday approved hike in the Dearness Allowance (DA) for central government employees and pensioners. ... " A lot of blogs have republished this news and some have given the links from a TV news channel website. So We have also published this in our blog under the Notes. Now We have to know that the government is yet to announce the hike. The quoted news is for the hike similar to the expected one that was announced for January 2010. The absence of the dates in the original news that was published 3 years caused confusion.
          Once again, We says sorry to all, the dearness allowance hike is yet to be announced and it is expected by this month end or Middle of the March 2013.
