இந்திய பிரதமரை "வணக்கம்' தெரிவிக்க வைத்த ஜப்பான் தமிழறிஞர் நொபுரூ கராஷிமா. ஜப்பானியத் தமிழறிஞர் நொபுரூ கராஷிமாவுக்கு, டோக்கியோ நகரத்தில் இந்தியப் பிரதமர் "பத்மஸ்ரீ' விருது வழங்கினார்

தமிழை நேசிக்கும் அந்த ஜப்பானியர், தள்ளாத வயதில் சக்கர நாற்காலியில் மேடைக்கு அழைத்து வரப்பட்டபோது, இருகரம் கூப்பி "வணக்கம்' என்று சொன்னதும், பிரதமர் சிரித்துக்கொண்டே அவருக்குத் தமிழில் "வணக்கம்' தெரிவித்ததும் நெகிழ்ச்சியான நிமிடங்கள்.
இந்தியப் பிரதமரை அந்நிய மண்ணில் "வணக்கம்' தெரிவிக்க வைத்தமைக்கே, அந்த மாமனிதருக்கு நாம் ஆயிரம் வணக்கங்கள் தெரிவிக்கலாம்.
கரகோஷத்துக்கு இடையே தனக்கு வழங்கப்பட்ட "பத்மஸ்ரீ' விருதைப் பெற்றுக்கொண்ட நொபுரூ கராஷிமா, "நன்றி' என்று நல்ல தமிழில் கூறியபோது மீண்டும் கரகோஷம். டோக்கியோ நகரில் தமிழ் ஒலித்தது கேட்டு, மகிழ்ச்சியே !

முனைவர் நொபுரூ கராஷிமா சாதாரண அறிஞர் அல்லர். டோக்கியோ பல்கலைக்கழகத்தில் பேராசிரியர். ஜப்பானிலுள்ள டாய்ஷோ பல்கலைக்கழகத்தின் இந்தியவியல் துறையின் பேராசிரியர்.

சீனக் கடற்கரையோரங்களில் 9 முதல் 13-ஆம் நூற்றாண்டுகளுக்கு இடையிலான பல தமிழ்க் கல்வெட்டுகள் இருப்பதைக் கண்டறிந்தவர்.

"தென்னிந்திய சரித்திரமும் சமுதாயமும்' என்கிற இவரது புத்தகம் கி.பி. 850-1800 ஆண்டுகளுக்கு இடைப்பட்ட காலத்தைச் சேர்ந்த கல்வெட்டுகளின் ஆராய்ச்சி நூல்.
விஜயநகரப் பேரரசின் கீழ் தென்னிந்திய சரித்திரம், இந்திய சரித்திரத்தில் அரசுமுறை முதலிய பல படைப்புகளுக்குச் சொந்தக்காரர்.

RBI to clarify on new Bank licensing norms on today

KOLKATA: Reserve Bank of India said it will answer the queries on new bank licensing guidelines on June 3, leaving nearly a month for the aspirants to submit applications.

The banking regulator had issued guidelines for licensing of new private banks on February 22, 2013. It has told the interest parties to submit applications by July 1. 
RBI had received several queries regarding the guidelines from the interested entities. It said it would post the clarifications on its website.
Private entities or groups, entities in public sector and non-banking financial companies are eligible to apply for banking licence.

Aditya Birla Group, Larsen & Toubro, Mahindra & Mahindra, government-owned India Post and Life Insurance Corporation of India are among the entities which are keen to apply for banking license.  
 

RBI said it had received a large number of queries from the aspirants seeking clarifications on the guidelines. ""The queries have since been examined and the clarifications would be posted on the RBI website on June 03, 2013,"" it said.

90% DA from July 2013 Expected

              According the press release the All-India CPI-IW for April, 2013 rose by 2 points and pegged at 226 (two hundred and twenty six).  This two point increase confirmed 10% increase in Dearness Allowance from July, 2013 as already expected on this site click here to see.  Therefore DA from July, 2013 will be 90% and will be announced in September or October in this year.  It is also more clear from following table:-

STAY GRANTED BY CAT (P.B) DELHI AGAINST ABOLITION OF POSTS OF POSTMEN & MTS.

Department of Posts ordered abolition of 17093 posts of various cadres. Out of which about 7500 posts were related to Postmen & MTS. AIPE Union Postmen & MSE/Gr. ‘D’ filed a case No. 1736/21.05.13 in CAT (P.B) Delhi along with NUPE Postmen & MTS and AIPEU GDS (NFPE). The Hon’ble CAT Delhi has granted stay against the abolition of posts of Postmen & MTS.

Next date of hearing is fixed as 11.6.2013.

Orders will be exhibited in web-site on receipt.

 If there is any imposition of orders of abolition of posts in any Circle. They can take up the matter with the authorities concerned on the basis of CAT (PB) Delhi orders.

Income limit of 'Creamy Layer' for OBCs increased to Rs. 6 lakh

          Union Cabinet yesterday approved to increase the limit of 'Creamy layer' bar for OBCs from Rs.4.50 lakh to Rs.6 lakh.

          Revision of Income Criterion to exclude Socially Advanced Persons/ Sections (Creamy Layer) from list of other Backward Classes (OBCs)

          The Union Cabinet today gave its approval for increase in the present income criterion of Rs. 4.5 lakh per annum for applying the Creamy Layer restriction throughout the country, for excluding Socially Advanced Persons/Sections (Creamy Layer) from the purview of reservation of Other Backward Classes (OBCs).

         The new income criterion will be Rs. 6 lakh per annum. The increase in the income limit to exclude the Creamy Layer is in keeping with the increase in the Consumer Price Index and would enable more persons to take advantage of reservation benefits extended to OBCs in government services and admission to central educational institutions.

         This would bring about equity and greater inclusiveness in society. The Department of Personnel and Training and the Ministry of Human Resource Development would issue necessary orders to this effect.

Ref:  Dept. of Exp. Min. of Finance OMs dtd 24.11.2000 & 07.01.2013

The Ministry of Finance, Department of Expenditure, vide their OM.No. 10/02/2011-E.III/A dtd 07.01.2013 has issued orders for fixation of pay on promotion to the posts carrying higher duties and responsibilities but carrying the same grade pay and these orders could be implemented in those cases where the promotion is on or after 01.01.2006. But in para 2 of the same OM there is a mention of a previous  OM.No. 169/2/2000-IC dtd 24.11.2000 dealing with the situation whereby both the feeder and the promotional grades were placed in the identical revised pay scales based on the recommendations of the 5 th CPC.
