Subject: Guidelines on Air Travel on Official Tours / Leave Travel Concession (LTC) – reg.

Reference is invited to instructions issued by the Department of Expenditure, Ministry of Finance from time-to-time regarding the procedure for booking of air tickets on Government account. As per existing procedure Government officials/offices can book the air tickets directly from Airlines (at Booking counters / Website of Airlines) and if needed, by utilizing the services of authorized agents. viz. M/s Balmer Lawrie & Company Limited (BLCL) and M/s Ashok Travels & Tours (ATT) [Department of Expenditure OM No.19024/1/2009-E.IV dated 16/09/2010 refers]. Air tickets for travel on LTC, to a limited extent, can also be get booked through Indian Railway Catering & Tourism Corporation(IRCTC) [Department of Personnel & Training 0M No. 31011/6/2002-Estt.(A) dated 02/12/2009 refers].

2. It has now been decided to include IRCTC as an authorized for the purpose of booking air tickets on Government account.Accordingly, if the services of a travel agent for booking air tickets on Government account is to be availed of, in addition to BLCL and ATT, the services of IRCTC can also be availed of.

3. All Ministries/Departments of the Government of India. etc. may accordingly bring these instructions to the notice of all concerned for strict compliance.

Madam,
             Sub: Record our strong protest against the attitude of Administration.

             The Secretary, Department of Posts is aware of the fact that my affiliated union NUPM PM and MTS submitted a Memorandum along with AIPEU PM and MTS affiliated with NFPE in the month of June 2013. The Memorandum submitted by Postmen Union was forwarded by the Federation to the Secretary subsequently requesting redressal. In the past Directorate use to convene a meeting of General Secretaries/Secretary General of Federations to discuss the Memorandum. But now the Secretary conducted internal meeting and released the Minutes, this attitude of the Secretary/Administration is highly objectionable. My Federation record strong protests in this regard, and hope to settle issue in proper way.

Family members of missing Govt Employee eligible for Pension

     

However, family members of those employees who disappear after committing frauds or crime, will not be entitled to pension.

Family members of a missing government employee or pensioner can get all benefits including pension, gratuity and leave encashment among others, the central government has said.

Family members of a government employee or pensioner kidnapped by insurgents and terrorists will also be eligible to all monetary benefits given by the government, according to a fresh set of instructions issued last week by the Ministry of Personnel, Public Grievances and Pensions.

However, family members of those employees who disappear after committing frauds or crime etc. will not be entitled to pension or any other benefits.

"In the case of a missing employee or pensioner or family pensioner, the family can apply for the grant of family pension, amount of salary due, leave encashment due and the amount of GPF and gratuity (whatever has not already been received) to the Head of Office of the organisation where the employee or pensioner had last served, six months after lodging of police report," it said.

According to the direction, the family must lodge a report with the concerned police station and obtain a report from the police, that the employee or pensioner or family pensioner has not been traced despite all efforts made by them.

"The report may be a First Information Report or any other report such as a Daily Diary or General Diary Entry," it said.

"An Indemnity Bond should be taken from the nominee or dependents of the employee, pensioner or family pensioner that all payments will be adjusted against the payments due to the employee, pensioner or family pensioner in case she or he appears on the scene and makes any claim," it said in the direction issued to all central government ministries.

The retirement gratuity will be paid to the family within three months of the date of application. In case of any delay, the interest shall be paid at the applicable rates and responsibility for delay shall be fixed.

The difference between the death gratuity and retirement gratuity shall be payable after the death of the employee is conclusively established or on the expiry of the period of seven years from the date of the police report, it said.

"The amount of salary due, leave encashment due and the amount of GPF will be paid to the family in the first instance as per the nominations made by the employee or pensioner on filing of a police report and submission of an indemnity bond," the directive said.

Tata, Ambani, Birla among 26 applicants for banks licences

  

                  MUMBAI: Tata Sons, India's biggest business group, and firms controlled by billionaires Anil Ambani and Kumar Mangalam Birla are among the 26 companies that have applied for a licence to open banks. Ambani's Reliance Capital has applied for a banking licence along with Japan's biggest life insurer Nippon Life Insurance Co and SumitomoMitsui Trust Holdings Inc.

Former Citigroup Inc chief executive Vikram Pandit has teamed up with JM Financial Ltd. Among public sector entities, India Post and IFCI also submitted applications for bank licence while micro finance institutions like Bandhan Financial Services, Janalakshmi Financial Services too expressed their intention to set up a bank.

"The Reserve Bank of India in all received 26 applications," the central bank said after the deadline for applying for a bank licence expired today. The RBI had issued guidelines for 'Licensing of New Banks in the Private Sector' on February 22 and came out with clarifications in the first week of June. It is, however, not yet clear how many new bank licences will be issued.

Consumer Price Index for Industrial Workers (CPI-IW)-May, 2013

          The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 1.22 per cent, contributing 1.64 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Poultry (Chicken), Milk, Chillies Green, Garlic, Ginger, Tomato, Root & Green Vegetables, Tea Leaf, Tea (Readymade), Cigarette, Country Liquor, Electricity Charges, Medicine (Allopathic), Repair Charges, etc. are responsible for the rise in index. However, this was compensated by Petrol putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.68 per cent for May, 2013 as compared to 10.24 per cent for the previous month and 10.16 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.24 per cent against 12.39 per cent of the previous month and 10.61 per cent during the corresponding month of the previous year.

At centre level, Chennai and Nagpur recorded the largest increase of 8 points each followed by Nasik (7 points) and Warrangal, Coonoor, Hubli Dharwar, Madurai and Tripura (6 points each). Among others, 5 points rise was registered in 2 centres, 4 points in 14 centres, 3 points in 6 centres, 2 points in 12 centres, and 1 point in 12 centres. On the contrary, a decline of 6 points was reported in Delhi, 5 points in Ghaziabad, 4 points in Srinagar, 3 points in 2 centres, 2 points in 2 centres and 1 point in 7 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 38 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Jabalpur and Haldia centres remained at par with all-India index.

The next index of CPI-IW for the month of June, 2013 will be released on Wednesday, 31 July, 2013.

Department of Posts applies for banking licence

The Department of Posts on Thursday submitted application before the Reserve Bank for a licence to offer full-fledged banking services.

"We have approached RBI today and hopefully having met all the conditions of RBI, an in-principle approval might be given. If it is given, I think, it will be a revolutionary step because it will bring banking, subject to Cabinet approval, to the doorstep of the ordinary man in this country," Telecom and IT Minister Kapil Sibal said.
The Reserve Bank of India (RBI) is in the process of granting fresh banking licences and has set July 1 as the deadline for applying.

The India postal network has 1,54,822 post offices in the country. Of these, 1,39,086 are in rural areas and 15,736 are in urban regions.

There are around 90,000 bank branches in the country and provision of real-time banking services through postal network is estimated to triple the current banking network.

The Department of Posts (DoP) has plans to start 50 bank branches in the first year and scale it to a total of 150 branched in five years.
The minister said after RBI's in-principle approval the Department of Posts will require the Cabinet approval to go ahead with its plan.

"If RBI agrees that this (banking licence for DoP) is the proposition that must move forward because most of the Aam Aadmi (common man) does not have access to banking facilities.

Post bank is ideal way to bring banking facility to the doorstep of aam aadmi," Sibal said.
The Department of Posts has started inter-ministerial consultations for seeking the Cabinet approval for around Rs 1,900 crore fund to start Post Banks. The total amount includes Rs 500 crore paid-up capital required under new banking licence guidelines.

The Post Banks are proposed to be owned by DoP but with a completely independent board, governance structure and operations. It will have representation from Ministries of Finance and Communication & IT.

Coming July 15, one of India’s oldest communication services — the telegram — will become history. Financial constraints have forced the Bharat Sanchar Nigam Ltd to wind up the telegraphic service, which would be remembered mainly as a historically inexpensive but relatively quick method of sending alerts related to births, deaths and emergency situations.

“The growing use of mobile phones and Internet has led to steep decline in the usage of the telegraphic service…it [the telegram] has become financially unviable. After stopping telegram service for overseas communication earlier this year, we have now decided to discontinue it for the domestic market from July 15. The BSNL Board has already approved it. Final clearance is now being sought from the Department of Telecommunications,” a senior BSNL official told The Hindu .

In India, the first telegraph message was transmitted live through electrical signals between Calcutta (now Kolkata) and Diamond Harbour, a distance of about 50 km, on November 5, 1850; and the service was opened for the general public in February 1855.

Over the years, the BSNL made several technical upgrades in the telegraph service, with the latest being the introduction of a web-based messaging system in 2010. However, growing Internet penetration and cheaper mobile phones in the last decade have kept people away from the 182 telegraph offices across the country.

“In May 2011, we revised telegram charges after six decades to arrest declining revenues…but it did not work. It is estimated that the BSNL is suffering an annual loss of Rs.300 - 400 crore from its telegraph service alone. As it has virtually become redundant, it is prudent to shut it down. However, there will be no job cuts and all those working in telegraph offices will perform other jobs related to telephone and Internet services,” the official added. The BSNL’s financial performance in recent years has been alarming. From a profit of Rs. 575 crore in 2008-09, the telecom giant has been reporting massive losses for the last three years.

Meeting with Member (P) and officers

Yesterday the General Secretary along with President Sri Rajat S Das and B.Sivakumar AGS met  Member (P) and concerned Directors and discussed about the problems of HSG I and Postmaster cadres, officiating pay to those officials officiating in HSG I & HSG II. the Member(P) responded positively. After calling options from HSG I officials for the Postmaster grade III the effect on the Postmaster grade II officials were also discussed. Please await further course of decisions.

DoP to move cabinet note to apply for bank licence

          

MUMBAI: The Department of Posts will move a Cabinet note in order to apply for a banking license by the stipulated deadline of July 1, a senior official has said, even as a top Finance Ministry went public with doubts over the efficacy of the post office being converted into a bank. 

"We are moving a cabinet note now and after that we will be applying for the licence. After the cabinet note, we will go ahead with setting up the bank," Postal Services Board's member, planning, Suneeta Trivedi, told PTI here. 

Trivedi asserted that the Department will be making the application by July 1, which is the last date set by the Reserve Bank for receiving applications.

The department of Posts has engaged consultancy firm Ernst & Young for helping it at the application stage by creating the "whole concept" of the bank and has already gathered all the know-how to enter the fray. 

However, Department of Financial Services Secretary Rajiv Takru seemed to be not so much interested at the prospect of India Posts entering the banking fray. 

There is a lot more to banking than merely having the reach and opening savings accounts, he told reporters, adding that it also involves very complex things at the back end and seemed to suggest that a Japan-like case, where the postal department has a bank, may not work in the country. 

When asked about the same, Trivdei said, "We have worked out all on the know how, about everything. There is nothing like that" and added that there is no rethink on the part of the Postal department. 

Sector watchers suggest that if financial inclusion is the ultimate aim in granting new licenses in this round, the entry of the department will be highly beneficial to the agenda being pursued by the Reserve Bank and the Government.
