OFFICE MEMORANDUM 
Sub: Expenditure Management - Economy Measures and Rationalization of Expenditure.

Ministry of Finance, Department of Expenditure has been issuing austerity instructions from time to time with a view to containing non- developmental expenditure and releasing additional resources for priority schemes. The last set of instructions was issued on 31st May 2012, 1st November 2012 and 14th November 2012. Such measures are intended at promoting fiscal discipline, without restricting the operational efficiency of the Government. In the context of the current fiscal situation, there is a need to continue to rationalize expenditure and optimize available resources. With this objective, the following measures for fiscal prudence and economy will come into immediate effect:-

2.1 Cut in Non-Plan expenditure:
For the year 2013-2014, every Ministry/Department shall effect a mandatory 10% cut in non-Plan expenditure excluding interest payment, repayment of debt, Defence capital, salaries, pension and the Finance Commission grants to the States. No re-appropriation of funds to augment the Non-Plan heads of expenditure on which cuts have been imposed, shall be allowed during the current fiscal year.

2.2 Seminars and Conferences:
(i)         Utmost economy shall be observed in organizing conferences/
Seminars/workshops. Only such conferences, workshops, seminars, etc.
which are absolutely essential, should be held wherein also a 10% cut on
budgetary allocations shall be effected.
(ii)         Holding of exhibitions/seminars/conferences abroad is strongly discouraged except in the case of exhibitions for trade promotion.
(iii)        There will be a ban on holding of meetings and conferences at five star hotels.

2.3        Purchase of vehicles:
Purchase of vehicles is banned until further orders, except against condemned vehicles.

2.4        Domestic and Foreign Travel:
(i)         All officers are to travel in economy class only for domestic travel, except officers in the Apex Scale who may travel in executive class. Officers may travel by entitled class for international travel, however officers in Apex scale may travel only by business class. In all cases of air travel, only thelowest fare air tickets of the entitled class are to be purchased/ procured. No companion free ticketon domestic/ international travel is to be availed of. The existing instructions regarding travel on Leave Travel Concession (LTC) would continue.
(ii)         It would be the responsibility of the Secretary of each Ministry/Department to ensure that foreign travel is restricted to most necessary and unavoidable official engagements based on functional necessity, and that extant instructions are strictly followed.
(hi) Where travel is unavoidable, it will be ensured that officers of the appropriate level dealing with the subject are sponsored instead of those at higher levels. The size of the delegation and the duration of visit will be kept to the absolute minimum.
(iv)        Proposals for participation in study tours, workshops/ conferences/ seminars/presentation of papers abroad at Government cost will not be entertained except those that are fully funded by sponsoring agencies.
(v)        Travel expenditure (including FTE) should be so regulated as to ensure that each Ministry remains within the allocated budget for the same. Re- appropriation proposals on this account would not be approved.

2.5 Creation of Posts:
(i) There will be a total ban on creation of Plan and Non-Plan posts.
(ii) Posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.

3.         Observance of discipline in fiscal transfers to States, Public Sector Undertakings and Autonomous Bodies at Central/State/Local level:

3.1 Release of Grant-in-aid shall be strictly as per provisions contained in GFRs and in Departmentof Expenditure's OM No.7(1)/E.Coord/2012, dated 14.11.2012.
3.2 Ministries/Departments shall not transfer funds under any Plan schemes in relaxation of conditions attached to such transfers (such as matching funding).
3.3 The State Governments are required to furnish monthly returns of Plan expenditure — Central, Centrally Sponsored or State Plan — to respective Ministries/Departments along with a report on amounts outstanding in their Public Account in respect of Central and Centrally Sponsored Schemes. This requirement may be scrupulously enforced.
3.4 The Chief Controller of Accounts must ensure compliance with the above as part of pre-payment scrutiny.

4.         Balanced Pace of Expenditure:
4.1 As per extant instructions, not more than one-third (33%) of the Budget Estimates may be spent in the last quarter of the financial year. Besides, the stipulation that during the month of March the expenditure should be limited to 15% of the Budget Estimates is reiterated. It may be emphasized here that the restriction of 33% and 15% expenditure ceiling is to be enforced both scheme-wise as well as for the Demands for Grant as a whole, subject to RE ceilings. Ministries/ Departments which are covered by the Monthly Expenditure Plan (MEP) may ensure that the MEP is followed strictly.

4.2 It is also considered desirable that in the last month of the year payments may be made only for the goods and services actually procured and for reimbursement of expenditure already incurred. Hence, no amount should be released in advance (in the last month) with the exception of the following:
(i)         Advance payments to contractors under terms of duly executed contracts so that Government would not renege on its legal or contractual obligations.
(ii)         Any loans or advances to Government servants etc. or private individuals as a measure of relief and rehabilitation as per service conditions or on compassionate grounds.
(iii) Any other exceptional case with the approval of the Financial Advisor. However, a list of such cases may be sent by the FA to the Department of Expenditure by 30th April of the following year for information.

4.3 Rush of expenditure on procurement should be avoided during the last quarter of the fiscal year and in particular the last month of the year so as to ensure that all procedures are complied with and there is no infructuous or wasteful expenditure. FA's are advised to specially monitor this aspect during their reviews.

5.         No fresh financial commitments should be made on items which are not provided for in the budget approved by Parliament.

6.         The instructions would also be applicable to autonomous bodies.

7.         Compliance
Secretaries of the Ministries/Departments being the Chief Accounting Authorities as per Rule 64 of GFR shall be fully charged with the responsibility of ensuring compliance of the measures outlined above. Financial Advisors shall assist the respective Departments in securing compliance with these measures and also submit an overall report to the Minister-in-Charge and to the Ministry of Financeon a quarterly basis regarding various actions taken on these measures/guidelines.

6.  ஓய்வு பெற்ற இலாகா அதிகாரி தலைமையில் GDS களுக்கு  அமைக்கப்படும் சம்பள குழுக்கள் தேவையற்றது.  7 வது ஊதிய குழு அமைக்கபடும் போது GDS களும் அதில் சேர்க்கப்பட வேண்டும்.  
7. FNPO வின் கிராமிய அஞ்சல் ஊழியர் சங்கத்திற்கு விரைவாக அங்கீகாரம் வழங்க வேண்டும்.

Second Phase of Programme time extended

Attention to Circle Secrtaries/Divisional/Branch Secretaries of FNPO affiliated Unions
Our Second phase of programme on GDS issues is going well (Meeting the constituency MP). Now many
Circles/Divisional/Branch Secretaries are requesting to extend time limit for another 15 days to meet their
constituency MP. Understanding the practical difficulties, our Federation/NUGDS union has decided to extend the time limit of the programme till the end of this month i.e. upto 30-9-2013. Therefore our Circle/
Divisional/Branch Secretaries should meet MP and submit memorandum and request Hon’ble MP to forward
our memorandum to our Hon’ble Prime Minister. The third phase of programme relay hunger fast before
Circle/Directorate from 17-9-2013 to 20-9-13 is postponed. The exact date of the third phase programme will  be informed after consulting our all FNPO affiliated Union General Secretaries’ shortly.

ஆறு லட்சம் ஊழியர்களின் மகத்தான உழைப்பு இல்லாமல், இத்தகைய பெருமைக்கும், வளர்ச்சிக்கும், சாதனைக்கும் சாத்தியமே இல்லை. மனித நேயத்தோடும், சமூக அக்கறையோடும், மக்களைத் தேடித் தேடி அவர்கள் ஆற்றி வருகிற சேவை போற்றத்தக்கது. அதேவேளையில், மக்கள் சேவகர்களாகி தபால் ஊழியர்கள் நாள்தோறும் சந்திக்கும் சவால்களும், படும் சிரமங்களும் ஏராளம்.

ISO Certification to 5 POs in Tamilnadu

           
            இந்த பெருமையில் பங்குபெறும் நமது பாளையங்கோட்டை அஞ்சலகத்தின் அனைத்து ஊழியர்களுக்கும், நிர்வாகத்திற்கும் நமது வாழ்த்துக்கள் உரித்தகட்டும்.

        செய்தி இதோ :       These post offices were chosen as they followed the norms for transactions like following a specific time limit given for various transactions such as booking of registered articles and insured parcels, money orders, speed posts and savings certificates.
Two post offices in the city have been accorded ISO certification for providing quality services. 

The head post offices on Anna Salai and Mylapore were granted the certificates under the service quality management systems in accordance with IS 15700: 2005. They were among the five post offices that were granted the certification. The other post offices were those in Tiruchirapalli, R.S. Puram in Coimbatore and Palayamkottai.
Mervin Alexander, postmaster general, Chennai city region said that the certification provided by the Bureau of Indian Standards (BIS) is valid for three years.
These head post offices were chosen for ISO certification as they followed the norms for transactions specified in the citizen’s charter.
The norms include following a specific time limit given for various transactions such as booking of registered articles and insured parcels, money orders, speed posts and savings certificates. The post offices also delivered postal articles on time.
They also made other improvements to the services provided including creating a postal forum consisting of residents, an internal audit of the quality of services on a regular basis and feedback forms for customers.
“We are now planning to ensure such quality of service is in place at other head post offices too, in order to obtain ISO certification,” Mr. Alexander said.

Cabinet Declare DA on Tomorrow Meet.

Cabinet Committee may declare Dearness allowance for Central Government employees and Pensioners on tomorrow…
               As per the Labour Ministry recommendation, the Finance Ministry making arrangements to obtain the approval from the Union Cabinet on the agenda point.
The agenda point may be taken for the discussion in the meeting to be held on tomorrow at New Delhi. The additional Dearness allowance of 10% from July 2013 to all CG Staff and Pensioners may be granted to compensate the price hike. The total Dearness allowance will go up to 90%.
EXPECTED DA FROM JAN 2014  
Following increase by 4 points of AICPIN for the month of July, the percentage of DA from January 2014 is seems to enhance more than 10%.! ..click this link to see detail

NFIR (Railway) Working Committee passes the draft resolution on Charter of Demands for the strike.

The Working Committee of NFIR at its 210th meeting at Bhilai on to 8th September, 2013 unanimously passed the the draft resolution on Charter of Demands for conducting Strike voting.

The committee also decided to conduct intensive campaign on its charter of Demands and highlight the facts to the workers much before the date of commencement of Strike Ballot to facilitate the employees to express their opinion for Indefinite Strike.

11th Asian Pacific Postal Union Congress

11th Asian Pacific Postal Union Congress was held in New Delhi from 3rd to 6th September2013. 
On 3rd September2013 Hon’ble President of India inaugurated the congress. Smt.Killikiruparani, Hon’ble Minister for State lighting the lamp along with the President of India. Secretary, Department of Post Mrs.P.Gopinath welcomes the gathering. Out of 32 member countries 28 countries were participated.  
       On second day i.e. on 4th September2013, 16 countries presented report on Postal Activities. The main discussion was focused on Digital Post, e-commerce and e-business.
On third day i.e. 5th september2013the Financial inclusion was discussed. RBI Deputy General Manager initiated the discussion by presenting a paper. Post Bank, Mobile banking were the major focus points for discussion.
On fourth day i.e. 6th september2013 morning Secretary Department of Post again chaired the meeting. UNI-APRO represented by EIICHIITO and D.THEAGARAJAN S.G FNPO presented a paper on ‘Good industrial relation’.
For the post of Director General three countries were contested 28 countries voted. Out of 28 China secured 21 votes, Indonesia secured 4, Pakistan secured 3
China will hold the post of Director General for another 4 years i.e. from2013 to 2017.
Iran invited to hold 12th Asian Pacific Postal Union Congress.
India will be the Chair for all the Executive meeting and Malaysia will be the vice-chair till the next congress.

No 50% Merger - Govt.

6th Pay Panel has not recommended 50% DA merger with Basic pay, says govt
The 6th Pay Commission had recommended not to merge 50% of Dearness Allowance (DA) for government employees with their basic pay, Parliament was informed today.

'The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage,' Minister of State Finance Minister Namo Narain Meena said in a written reply to the Lok Sabha.

Government accepted this recommendation, he said, adding that the recommendations of the 6th Pay Commission were given effect from January 1, 2006.

Some Central Government Employees Associations have been demanding for the merger of 50% DA with Basic Pay and the constitution of 7th Pay Commission.

Meena said the setting up of the next Pay Commission is considered normally after a gap of 10 years between two successive Pay Commission.

DA to central government employees is revised twice a year, with effect from January 1 and July 1, calculated on the basis of percentage increase in all India Consumer Price Index for Industrial Workers.

AICPIN – New Series for Revision of Base of CPI(IW) launched

BASE YEAR UPDATION OF CONSUMER PRICE INDEX NUMBERS FOR INDUSTRIAL WORKERS (CPI-IW) 2013-14=100
Background of CPI-IW series:
The CPI-IW series on scientific lines was first introduced with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW with base year 2001=100 covers 78 industrially important centers spread across the country.
Need for Base Updation:
The consumption pattern of the working class population undergoes change over a period of time and therefore, it becomes necessary that the consumption basket is updated from time to time to account for these changes and to maintain the representative character of the index. The need for frequent revision of base on account of fast changing consumption pattern of the target group has been recommended by International Labour Organisation, National Statistical Commission, National Commission on Labour and also Technical Advisory Committee on Statistics of Prices and Cost of Living. Also this recommendation was strongly reiterated by the Index Review Committee set up under the Chairmanship of Prof. Chadha which inter-alia stated that the intervening gap between the two series should not exceed 10 years. Labour Bureau accordingly, has proposed to revise the base year of the existing CPI-IW series 2001=100 to a more recent base year preferably, 2013-2014=100.
Scope and Coverage
The current series of CPI-IW with base 2001=100 was constructed on the basis of employment data in seven sectors namely, Registered Factories, Mining, Plantations, Ports & Docks, Public Motor Transport, Electricity Generation & Distribution Establishments and Railways sector. The current series comprises of a basket of about 370 items and 289 price collection markets spread across 78 centres of the country. In the existing series, the Working Class Family Income & Expenditure Survey was conducted during 1998-99 by the NSSO and a sample size of 41040 family budget schedules and 15960 house rent schedules (i.e. about a total of 57000 schedules) were canvassed from 78 industrially important centres of the country. The price collection work was done by the Labour Bureau and the main survey work of income & expenditure data collection was conducted by NSSO.
In line with the recommendations of Index Review Committee (IRC), the possibilities of extending the scope of the new series to two more additional sectors i.e. Handloom and Construction sectors are being considered. However, Labour Bureau expects an increase in the number of centres from existing 78 centres to around 88-95 centres approximately. Consequently, the total number of family budget enquiry schedules and house rent schedules to be canvassed would increase to 70,000 schedules approximately.
Committees:
i) Standing Tripartite Committee
The Index Review Committee (IRC) headed by Prof. G.K. Chadha recommended for constitution of a Standing Tripartite Committee (STC) of all the stakeholders. Accordingly Ministry of Labour & Employment constituted a Standing Tripartite Committee (STC) vide order No. Y-12011/5/2010-ESA(LB), dated 12th January, 2011.
The Terms of Reference of the STC formed are as follows:
The Standing Tripartite Committee will
{i} examine the various aspects of the base year revision of Consumer Price Index Number Series for Industrial Workers {CPI-IW} including the selection of Centres, sample size, sampling design, methodology for deriving the weighting diagram and linking factor;
{ii} examine the method of price collection procedures and machinery of price collection;
{iii} examine the centre specific weighting diagrams for all the centres, selection of base year, compilation of base year prices, trial indices; and
{iv} consider any other relevant issue{s}/matter as may be necessary.
Secretarial assistance to the Standing Tripartite Committee will be provided by the Labour Bureau, Ministry of Labour. The Committee may also enlist the assistance of subject matter experts within and/or outside the Government and may co-opt members according to necessity.

DPS and his wife to get award for Hindi blogging.

Director, Postal Services, Allahabad region, Shri. Krishna Kumar Yadav and his wife Smt.AkankshaYadav  have been selected for the award of 'Parikalpana Sahitya Samman' and 'Parikalpana Blog Vibhusan Award,' respectively for their valuable contributions in creating a bridge between society and literature through Hindi blogging.
The awards will be conferred on them at 'International Blogging Conference' to be held on September 13-14 at Rajbhawan in Kathmandu, Nepal.
The couple has been active in the field of literature and blogging since long. The couple was also awarded by chief minister Akhilesh Yadav with 'Awadh Samman' for New Media Blogging and Blogger of the decade award on completion of 10 years of Hindi Blogging in 2012.
While Krishna Kumar Yadav has been active through his blog 'Shabd Srijan Ki Or' (http://kkyadav.blogspot.in/) and 'Dakia Dak Laya' (http://dakbabu.blogspot.in/), Akanksha Yadav has been active through her blog 'Shabd Shikhar' (http://shabdshikhar.blogspot.in/). Apart from these, the couple jointly operate blogs 'Saptrangi Prem', 'Bal Dunia' and 'Utsav Ke Rang.'
The couple entered the field of blogging in year 2008 and within 5 years they motivated many people in this field.
Blogs of Krishna Kumar Yadav include several subjects like social issues, poems, and research articles; while Akanksha Yadav deals with issues relating to women, child welfare and society, and her creations reflect women empowerment.
Almost having similar interest, the creations of this couple are frequently published in various reputed papers, magazines and web magazines. A total of 6 books authored by Krishna Kumar Yadav have been published including, 'Abhilasha' (a poetry collection), 'Abhivyaktiyon ke bahane' and 'Anubhutiyan aur vimarsh' (essay collection), 'India Post: 150 Glorious Years' (2006) and 'Krantiyagya: 1857-1947 ki gatha' (2007), 'Jungle me cricket' (baalgeet sangrah). One original creation of Akanksha Yadav, 'Chaand Par Paani' (Baalgeet Sangrah), has also been published.
