The Terms of Reference (TOR) for the Task Force.

The Terms of Reference (TOR) for the Task Force are as under:

1.To provide efficient postal network and points of presence (particularly in rural areas and small towns) to Central Government Ministries / Departments, State Governments (including Local Self Government) and private sector players for delivering various citizen-centric services, schemes, products to the people.
2.To further the role of Post Office in Financial Inclusion, including Insurance products;
3.The infrastructure requirements of the post offices and the Postal Network; and
4.To make the Post Office financially viable

The Task Force will devise its own mechanism / modalities to examine the issues mentioned in the ToRs and submit its Report within three months from the date of constitution.

POSTAL JCA DECIDES TO INTENSIFY THE STRUGGLE FURTHER

20000 Postal & RMS Employees Including Gramin Dak Sevaks will March Towards Parliament on 04.12.2014

A meeting of the Postal Joint Council of Action (PJCA) was held at New Delhi on 25.09.2014 under the President ship of Shri D. Theagarajan, Secretary General, FNPO. General Secretaries and Other leaders of all affiliated unions of NFPE & FNPO attended the meeting. Com. M. Krishnan, Ex-Secretary General, NFPE was also present. Com. R. N. Parashar, Secretary General, NFPE placed the review report regarding the implementation of the phased programmes of action  of JCA conducted so far. After detailed delebrations the following decisions are taken.

Secretary, Department of Posts, has informed that it will furnish the item-wise reply to the demands raised in the charter of demands to the PJCA shortly. After receipt of reply from the Department, the JCA will meet again and future course of action will be decided.

2. It was decided to organize as massive Parliament march on 4^th December 2014 (04.02.2014 Thursday) demanding immediate settlement of Charter of demands. More than 20000 Postal & RMS employees including Gramin Dak Sevaks will be mobilized in the March to Parliament (Date changed from 10.12.2014 to 04.12.2014 as the Central Trade Unions are organizing Parliament March on 05.12.2014).

3. It is further decided that NFPE will mobilize 15000 employees and FNPO will mobilize 5000 in the Parliament March.

4. It is decided to invite all Central Trade Union leaders to address the Parliament march on 04.12.2014.

Sub:    Conducting of Limited Departmental Competitive Examination for promotion  to the  cadre of  Inspector  Posts (66.66%) Departmental quota for the year 2014 and LGO Examination, 2014 

Sir/Madam,

  I am directed to refer this office letter of even number dated 09-09-2014 wherein the Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21^st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014  on 20^th and 21^st September, 2014 were postponed due to devastating flood situation in J & K State.

2.         Now, it has been decided to hold the above mentioned Examination either on 15^th and 16^th November, 2014 or 22^nd and 23^rd November, 2014.  The exact schedule will be communicated shortly after fixing the venues for conducting the IP and LGO Examinations by the Outsourced Agency. 

3.         This issues with the approval of the Competent Authority.

Federation News

    On 25/09/2014 SG FNPO & SG NFPE  met Secretary Posts  and discussed the following  Karnataka Circle issues jointly

    1)Arbitrary formation of Bangalore North Division. 

    2) Objection on clarification issued by  Director (SR & LEGAL ) on Membership of the service Association

Secretary agreed to review the issues. Let us hope for the best.

After above meeting SG FNPO met the following  officers & discussed various  issues.

5)DDG (Tec)         6)DDG (Mails). 

Outcome of the meeting:

a) Action taken report on charter of demands will be send to staff side within 10 days.

b) Periodical meeting will be held after receipt of agenda from the staff side. in the month of November 2014.

c) Departmental council meeting will be held in the month of December 2014.

 However dates both meeting will be confirmed after Secretary Posts approval.

•  JCM (dc) Staff Side ல் ஒத்துக்கொண்டு கையெழுத்து  இட்ட Cadre மறுசிரமைப்பை   உடனே அமுல்படுத்த    வேண்டும்
• MACP குளறுபடிகளை உடனே களைந்திட வேண்டும்
• காலாவதியான Computer மற்றும் Printer களை மாற்றிட வேண்டும்
• DPC  (Departmental Promotion Committee) ஐ கூட்டுவதற்கு  காலதாமதபடுத்தாமல்உரிய நேரத்தில் பதவி உயர்வினை  வழங்கிட வேண்டும்   
• CBS ஐ அறிமுகபடுத்தும் போது தொலை தொடர்பு சேவையின் வேகத்தை அதிகபடுத்து வேண்டும்
• Postman  MTS பதவிகளுக்கு  வெளி மார்க்கெட்டில்  ஆள் எடுக்கும் முறையை   கைவிட்டு கிராமிய அஞ்சல் ஊழியர்களுக்கு  Postman  MTS பதவி உயர்வினை வழங்கிட வேண்டும்
• வேலைப்பளுவை காரணம் காட்டி  கிராமிய அஞ்சல் ஊழியர்கள்  வாங்கிய சம்பளத்தை (TRCA வை )  குறைத்து கொடுக்கும் முறையை   கைவிட வேண்டும்.
• பகுதி நேரம் மற்றும் தொகுப்புதிய பணியாளர்களின்  சம்பளத்தை 01.01.2006 முதல் ஆறாவது ஊதியக்குழு சிபாரிசின் அடிப்படையில் வழங்கிட வேண்டும் 
• Postmaster Cadre ஊழியர்கள் PS Gr B , Inspector Post தேர்வு எழுதிட அனுமதிக்க வேண்டும்
• Postmaster Cadre ஊழியர்கள் ஒரு Cadre இருந்து மற்ற Cadre பதவி உயர்வை General Life Official போன்று கால நிபந்தனைகளை தளர்த்தி வழங்க வேண்டும்
• 100 %  Sr Postmaster பதவிகளையும் Postmaster Cadre Official களுக்கு வழங்க வேண்டும்
• System Administrator  தனி Cadre ஆகா உருவாக்க வேண்டும்
• அஞ்சலகங்களில் உள்ள காசாளர்களுக்கு  RMS மற்றும் நிர்வாக அலுவலகங்களில் உள்ள காசாளர் போன்று Cash Handling Allowance வழங்க வேண்டும்.
• ஞாயிறு மற்றும் விடுமுறை நாட்களில் பணிசெய்ய வற்புறுத்த கூடாது
• Inspector (Post) Line HSG I பதவிகளை HSG I General Line க்கு ஏற்கனவே ஒப்பு கொண்டபடி மாற்றவேண்டும்
• L1 RMS அலுவலகங்களை அதிக அளவில் திறக்க வேண்டும் 
• OVER TIME ALLOWANCE  ஐ Railway துறைக்கு இணையாக வழங்க வேண்டும் 
• உள்ளிட்ட 39 அம்ச கோரிக்கைகளை  வலியுறித்தி இரண்டாவது கட்டமாக நடைபெறும் மாபெரும் தர்ணா
