 Madam,       Sub: Regularising  RRR Candidates  as per Court Judgement without further delay

                             Requested.

Out  of nearly   600 RRR Candidates  in  our Circle  , 202  Candidates, who went  to  the  court , got  their services  were  regularized  based  on the judgement dated 30-07-2010 of  the   Hon. Supreme  Court  of India. Subsequently, 37 Candidates got the same relief from the Hon.Supreme Court of India. Following this, the RRR Candidates ,those who did not go to the Court along with the above candidates ,  because of the strong faith on the department ,that they will definitely be absorbed by the department ,  but  unfotunately as they were not absorbed along with the  other candidates those who went to the court,  represented to the department for regularization of their services, but it was  rejected.

Then  OA 1072/2012  in  CAT Chennai  was  filed  by  Sri.A.V.Damodaran & 87 others,  the CAT  citing the

above Hon.Supreme Court Case , gave a judgement on 25-10-13 that , as these applicants of  OA also similarly placed Persons like above RRR Candidates ,they should also be given the same relief as was  given to 202 Candidates,and must be  implemented with in four weeks .This  has been confirmed  in Chennai Highcourt cases WP.NO.24535/2013,WP.NO.22333/11.judgements dated 30-09-2013, 01-10-2013 respectively. 

All these RRR Candidates were properly selected about 15 years back by the Circle selection committee for compassionate appointment, given due training and the order was also issued to them that they will be absorbed regularly in appropriate time, till such time they will be used against short term vacancies. Now throwing all these to the wind, the worst affected RRR candidates are chased by the Administration to the endless litigation, miseries etc.,

Therefore, we all the Circle unions of FNPO requests the Chief PMG to immediately issue necessary instructions for the regularization of the above RRR Candidates. In support of their cause all the Circle unions of FNPO have organized one day token` HUNGER STRIKE` on  07-01-2014 from 9hrs to 18-00hrs in front of the Circle office and will be headed by Sri.D.Theagarajan, secretary –general FNPO.

 Sir,     Sub: RRR Candidates disengaged from service  in Chennai city Central Dn.–  restoration requested

Instead of realizing the justice in this case and the injustice meted out to the Candidates for  more than 15 years , now the Divisional Adminstration of Chennai City Central Dn.Completely  disrespected  this judgement  and acted against the spirit of Judgement by disengaging  all the 9 candidates suddenly after this judgement vide orders dated 19-12-2013 without foreseeing legal implications as indicated  in the recent Supreme court case No.34085/2013 relating to compassionate appointment ,held that `This is so because the officers who indulge in such frivolous litigations are not held personally accountable and  are made to pay out of their pocket` then issued orders for the cost to pay Rs. 1,00,000/- to the applicant of compassionate ground appointment. All these RRR Candidates were properly selected about 15 years back by the Circle selection committee for compassionate Appointment , given due training and the order was also issued to them that they will be absorbed regularly in appropriate time , till such time they will be used against short term vacancies. Now throwing all these to the wind, the worst affected RRR candidates are chased by the Administration to the endless litigation,  miseries etc.,

Hence , our  Circle union  requests the  PMG sir, to  kindly  intervene  this  issue   for giving the necessary instruction to immediately restore the engagement of ousted RRR Candidates  to save their  livelihood.

குறிப்பாக நமது தொழிற்சங்க உரிமைகளை தொடர்ந்து மறுக்கும் நடவடிக்கையாக தபால்காரர் தோழர்கள் கூட தனது பணியை செய்துமுடித்து விட்டு 0400/0500 PM  மணிக்கு பிறகு மாதாந்திர பேட்டியில் கலந்து கொள்ள வேண்டிய நிர்பந்தம். கடந்த ஒருவருட காலமாக எந்த பிரச்சனையிலும் தீர்வு காணபடாமல் இழுத்தடிக்கும் மனோபாவம், இதைவும் மீறி நாம் கோட்ட நிர்வாகத்துடன் ஊழியர் நலன் சார்ந்து கடைபிடித்துவரும் இணக்கமான சூழலை சுமூக போக்கை சீர்குலைக்கும் மனோநிலை வருத்ததோடு வேறுவழியின்றி  இன்றைய புறக்கணிப்பு.
             ஏற்கனவே நாம் இழந்தது அதிகம்  இனி இழப்பதற்கு ஏது ? என்ற நிலையிலும் சிறு சிறு சலுகைகளை கூட மறுக்கும் அவலம். இதுவே நமது புறக்கணிப்புக்கு காரணம்.

• Now click on the Save button.

• To view the list of holidays click on View button.
• To modify any record in the holiday list, click on Modify button.
• The list of all the holidays entered will be displayed on the screen. Modify the required record and click Modify button.
• To delete any record in the holiday list, select the record and click on the Delete button.

Can an employee be punished twice for the same offence?

No, said the Chennai bench of the Central Administrative Tribunal (CAT) on Wednesday quashing an order of the ministry of communications and IT to initiate fresh proceedings against a retired assistant postmaster who had undergone punishment for his supervisory lapses. he was involved in a fraud to the tune of Rs 17.46 lakh at the Karur head post office. Fresh proceedings were initiated according to the rules and there was no question of "double jeopardy." Further, it was an exceptional case and had to be  
The bench comprising judicial member B Venkateshwara Rao and administrative member P Prabhakaran said, "Once the punishment imposed is undergone, no one can direct a fresh inquiry in the same set of charges." 
The bench quashed the order for fresh proceedings and directed the department to pay all retrial benefits to Muthukannu.

Letter to PMG SR

Madam,

    Sub: Undue delay in conducting of bi-monthly meeting and non grant of informal meeting                                     reg.

                                The last bi-monthly meeting of southern Region held on 17.07.2013.  Nearly 5 months passed  from that meeting.  But subsequent bi-monthly meeting, which is due in every two months period not conducted so far.  Finally the bi-monthly meeting was notified to have held on 20.11.2013  and it was postponed to 18.12.2013 and further postponed to 30.12.2013, again now it has been informed by the Regional Office that it has been postponed to 10.01.2014.  For attending the bi- monthly meeting being a Circle Secretary at Chennai every time to come to Madurai, I am facing very difficult to get the confirmed tickets booked  in Railways.  With all difficulties purchased tickets have to be cancelled frequently and our union un-necessarily incur the expenditure of cancellation charges and further booking is getting very much difficult.  More over as the bi-monthly meetings are not conducted in due time, our circle union is not able to discuss the important issues related to staff generally. 

                                Therefore our union requests the PMG to conduct the Bi-Monthly meetings  periodically and the current bi-monthly meeting has been scheduled on 10.01.2014 which is  very  long time from now, as an interim measure, my Regional Secretary Sri N.J Uthayakumaran may please be granted an informal meeting, which was already requested by him as to facilitate for discussing the issues.
