Central JCA (NFPE & FNPO) congratulates Five Lakhs Postal & RMS employees including Gramin Dak Sewaks and Casual Contingent Employees for making the first phase of Nation wide agitational programme a Grand Success. Reports are pouring in the CHQ that the mass demonstration and submission of 39 Points Charter of Demands was conducted in almost all divisions and Circles with large participation of employees.

Central JCA requests all Circle/Divisional/Branch secretaries to organize the following next phases of struggle programme also in a grand manner.

II-Phase – 24.09.2014 – Mass Dharna in front of all Postal/RMS Divisional offices

III-Phase – 27^th to 31^st October 2014 – Relay Dharna in front of all ROs/COs

IV-Phase – 10.12.2014 – Massive Parliament March of 20,000 Postal & RMS employees including Gramin Dak Sewaks and Casual Contingent Employees.

Sir/Madam,

  I am directed to refer this office letter No. A-34012/03/2014-DE and A-34012/04/2014-DE dated 3^rd June, 2014 wherein the   notifications  for  holding  Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21^st September, 2014 and LDCE for promotion to the cadre of Inspector  posts  for the year 2014  on 20^th and 21^st September, 2014 were issued.

2.         The Outsourced Agency, M/s CMC Ltd. has intimated that conduct of the above mentioned examination on the scheduled dates is not feasible.  Therefore, the Competent Authority has ordered to postpone both the departmental examinations. The revised dates would be intimated shortly.

3.         This issues with the approval of the Competent Authority.

            Finance Minister Approves Setting-up of A Committee to Examine un-Claimed Amount Remained in PPF, Post Office and Savings Schemes and Recommend how this Amount can be Used to Protect and Further the Financial Interest of the Senior Citizens.  

            The Union Finance Minister Shri Arun Jaitley has approved the setting-up of a Committee under the Chairmanship of Deputy Governor, Reserve Bank of India(RBI) to examine un-claimed amount remained in PPF, Post Office, Savings Schemes etc and recommend how this amount can be used to protect and further the financial interest of the senior citizens.

            The Finance Minister, vide para 39 of his Budget Speech 2014-15, had announced that "a large amount of money is estimated to be lying as unclaimed amounts with PPF, Post Office, Savings Schemes etc. these are mostly out of  investments belonging to the senior citizens and on their demise, remain unclaimed for want of relevant payment instructions" and has proposed to set-up a Committee to examine and recommend how this amount can be used to protect and further financial interest of the senior citizens.

            Accordingly, with the approval of the Union Finance Minister, a Committee has been set-up with the following composition: 

1)      Deputy Governor, RBI                                      - Chairman

2)      Secretary, Department of Posts                      - Member

3)      Joint Secretary (Law), M/o Law and Justice  - Member

4)      Dy. Managing Director of S.B.I                        - Member

5)      Executive Director, Punjab National Bank     - Member

6)      Joint Secretary (Budget), DEA                         - Member

7)      Joint Director,                                                   - Member Secretary

National Savings Institute                 

The Terms of Reference (TOR) of the Committee would be: 

·         Based on defined scope, by Reserve Bank of India, estimation of amount lying unclaimed under various scheme's (Small Savings and other Savings Schemes of banks) with Post Offices/ Public Sector Banks;

·         Procedure for bringing such unclaimed deposits to a common pool to be suggested by the Committee. Changes, if any, required to be made in the legal framework may be suggested. Committee to also suggest if such a pool should be placed within Government account or outside it.

·         Committee to recommend how this unclaimed amount can be used to protect and further financial interests of the senior citizens.

            The Committee will submit its Report by 31^st December 2014.

DA 107 % ஆகிறது. DA Merger எப்போது ?

Govt to increase dearness allowance to 107 p.c

The Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.

“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.

He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.

With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.

The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.

However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.

“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of Central Government Employees’ President KKN Kutty told PTI.

“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.

But no decision has been taken so far,” he said.

With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.

Action against “habitually late” employees to be intensified

               Cabinet Secretary Ajit Seth has asked Secretaries of all central departments to intensify the crackdown on government employees who are found to be “habitually late” in reaching office. Seth, in his July 31 missive, has specifically cited concerns expressed by Prime Minister Narendra Modi in this regard.Stating that the onus lies on the Secretaries to make the staff more work-oriented, the letter says that Modi has taken cognizance of some official reports which say that there has been no visible improvement in the ambience of the workplaces while “some officials have been habitually coming late” to work.“In some departments, the ministers have noticed the laxity in this regard. The PM has expressed concern over these reports,” says the letter.The government is waiting for the success of its drive to make its employees punctual, which can happen on “continued perseverance by every employee,” it says. Cautioning the Secretaries against any “slippages” in this regard, Seth has asked them to review the situation on a sustained basis.At a meeting with the Secretaries in June also, Seth had emphasised the need to ensure punctuality and attendance.Two Secretary level officers told The Indian Express that a Joint Secretary level officer has been informally deputed in each ministry to keep a check on attendance. Though the letter does not spell out the punitive action in case of continued poor attendance, it is learnt that the defaulters may have to take compulsory leave.
