Simplified procedure in filling IT Returns.

Income Tax Return Forms ITR 1, 2 and 4S Simplified for Convenience of the Tax Payers;
A New Form ITR 2A Proposed which can be Filed by an Individual or HUF who does not have Capital Gains, Income from Business/Profession or Foreign Asset/Foreign Income; In Form ITR 2 and the New Form ITR 2A, the Main Form will not Contain more than 3 Pages, and other Information will be Captured in the Schedules which will be Required to be filled only if applicable;

As the Software for these Forms is under Preparation, they are likely to be available for e-filing by 3rd week of june 2015;Time Limit for Filing these Returns is also Proposed to be Extended up to 31.08.2015;

Only Passport Number, if available, would be required to be given in forms Itr-2 and itr-2A. Details of Foreign Trips or Expenditure thereon are not required to be Furnished
Forms ITR 1, 2 and 4S for Assessment Year 2015-16 were notified on 15th April 2015 (15.04.2015). In view of various representations, it was announced that these ITR forms will be reviewed. Having considered the responses received from various stakeholders, these forms are proposed to be simplified in the following manner for the convenience of the taxpayers:-

1) Individuals having exempt income without any ceiling (other than agricultural income exceeding Rs. 5,000) can now file Form ITR 1 (Sahaj). Similar simplification is also proposed for individuals/HUF in respect of Form ITR 4S (Sugam).

4) As regards bank account details in all these forms, only the IFS code, account number of all the current/savings account which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished. Details of dormant accounts which are not operational during the last three years are not required to be furnished.
5) An individual who is not an Indian citizen and is in India on a business, employment or student visa (expatriate), would not mandatorily be required to report the foreign assets acquired by him during the previous years in which he was non-resident if no income is derived from such assets during the relevant previous year.
6) As a measure of simplification, it has been endeavoured to ensure that in Form ITR 2 and the new Form ITR 2A, the main form will not contain more than 3 pages, and other information will be captured in the Schedules which will be required to be filled only if applicable.
As the software for these forms is under preparation, they are likely to be available for e-filing by 3rd week of June 2015. Accordingly, the time limit for filing these returns is also proposed to be extended up to 31st August, 2015 (31.08.2015). A separate notification will be issued in this regard.

Revision of the classification/up gradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.

On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from ‘Y’ class to ‘X’ class and 21 cities have qualified for being upgraded from ‘Z’ to ‘Y’ class for the purpose of HRA. Six cities have qualified for being upgraded from “Other Places” to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.
Background:
HRA and Transport Allowance are admissible to Central Government employees depending upon employees’ Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. ‘X’, ‘Y’ and ‘Z’ for the purpose of HRA and 13 specified cities classified earlier as ‘A-1’/ ‘A’ and “Other Places” for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. The existing qualifying limits of population for classification for HRA purpose is 50 lakhs & above for ‘X’, 5 – 50 lakhs for ‘Y’ and below 5 lakhs for ‘Z’ class city. Transport allowance is payable at ‘higher rates’ in 13 specified cities classified earlier as ‘A-1′ / ‘A’ (that is those cities having population of 20 lakhs & above) and at ‘lower rates’ in all other places.
The classification of cities/towns for this purpose is revised on the basis of their population as reflected in the decennial census report. The existing classification of various cities/towns is based on 2001 Census figures. The criterion of population for this purpose has been followed as recommended by the Central Pay Commissions.

Government employees to get passport without NOC

No Objection Certificate (NOC) is not now a mandatory requirement for government employees to get a passport.

To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport.

The Ministry of External Affairs has recently issued an Office Memorandum No.VI/401/01/05/2014 making the ‘Prior Intimation Letter’ valid proof like ‘No Objection Certificate (NOC)’ to obtain passport for government employees, public sector undertakings (PSU) employees and autonomous body employees.
Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.
The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad as per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time

Maximising the post office

“Instead of hamstringing public sector banks with social schemes, it is time to transfer many of these financial tasks to India Post.” In the light of recently announced schemes aimed at weaker-sections of population, critically comment on the statement

Public sector bank employees are so overwhelmed by the sheer number of government-sponsored schemes they are saddled with, that they have begun to come up with parodies. One such spoof scheme is what they have named the Pradhan Mantri Sishu Palan Yojana, where customers with SB accounts can leave their children with the bank manager for babysitting services at a nominal cost.
This might be just a joke, but it does reflect the deep frustration among bankers at being mandated to carry out an enormous number of the government’s social objectives.
There has been a lot of commentary asking the government to reduce its involvement in Public Sector Banks (PSBs). The government has been asked to reduce holdings, step away from appointments of chairmen and board of directors, and to not interfere in bank schemes such as the farm loan waiver or mandatory priority sector lending, But nobody is talking about the government using PSBs to roll out its various populist schemes, which will affect their day-to-day operations in the short run, and its overall competitiveness in the long run.
A quick search will reveal that the number of government social schemes that use PSBs is uncomfortably high. The schemes cover a range of areas such as insurance (Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, etc), pension (Atal Pension Yojana), financial inclusion (Pradhan Mantri Jan Dhan Yojana), and priority sector lending, which includes various schemes under agriculture, micro and small enterprises, education, housing, export credit and others.
Ambitious targets
Each scheme usually comes with countrywide targets set by the concerned ministry, which are then distilled and divided into smaller numbers for each bank branch. For example, the Pradhan Mantri Jan Dhan Yojana (PMJDY) has an ambitious target of opening 10 crore accounts, to be divided among the banks. One PSB was assigned a target of 1 crore accounts and one of its branches in Bengaluru had a target of 1,000 accounts to be opened within a week. Such targets are rarely met, and even if they are, they rarely match the desired outcomes, due to complete misalignment of incentives. With a severe dilution of Know Your Customer norms, there is enough evidence about the actual success of the scheme — 75 per cent of the accounts are empty, multiple accounts have been opened by single persons, and there are huge costs that the banks bear (Rs. 200 per bank account).
But what is perhaps the biggest cost to banks is the opportunity cost they lose in implementing these schemes. Ambitious targets and time frames take up precious time that could have otherwise been used to carry out the original mandate of the banks — accept deposits and make loans. All normal bank activity comes to a standstill during such public drives, with employees being swamped by the targets. Even big business clients are asked to wait until the pressure eases. The PMJDY drive halted all normal banking activities for an entire week.
At a time when public sector banks are finding it hard to beat the competition posed by deep-pocketed foreign and private sector banks, they can ill afford to let their biggest customers take a back seat while they meet social goals.
Relevance of India Post
However, since social security measures are important, how about using another government-run behemoth, India Posts, for this task? As it struggles to find relevance in the digital age, perhaps the answer lies in reusing its enormous reach for delivering social schemes. In the U.S., this idea is being examined, and the U.S. Postal Service presented a report this month outlining exactly how postal banking could promote financial inclusion while turning in a neat profit for the service.
Two criteria have to be considered: reach and capability. India Post has a network of over 1.5 lakh branches across India, a reach that far exceeds all the PSBs combined. Of the 1.5 lakh branches, about 1.4 are in rural areas, compared to the combined 23,000 rural branches of the public sector banks.
India Post already runs the Post Office Savings Bank account, which handles cash worth Rs 6 lakh crore per year across 28 crore accounts. The service has also been quite successfully handling cash payments in the Mahatma Gandhi National Rural Employment Guarantee Act — nearly 5.6 crore MGNREGA accounts, and wages amounting to nearly Rs. 10,000 crore have been disbursed to beneficiaries through 97,709 post offices across the country. Of the three main building blocks of financial inclusion — cash storage, disbursing payments, and giving credit — India Post has already shown that it is quite capable of handling the first two.
In the longer run, for India Post to play a bigger role in the fulfilment of the government’s social objectives, the following steps can be taken: First, one of the smaller and healthier PSBs could be merged with Indian Post so that the latter acquires a banking licence and a trained workforce. Second, incentives could be offered to the present workforce to sit for the banking exams. Third, banking exams could be made a requirement for a percentage of the new recruits; and, finally, the banking division of the post office could be brought under the RBI’s regulatory purview.
With this, India Post can expand from financial inclusion to handling insurance and pension accounts, priority sector lending in rural areas, and many other financial functions as well.
Some post offices around the world have undergone this transformation quite successfully. The Royal Mail of the U.K., for example, does all the things a bank does and additionally even provides telephone and broadband service.
This move could free public sector banks from being yoked to social sector objectives and allow them to become competitive and function freely in the highly cut-throat banking sector. Simultaneously, it could harness the potential of the post office network in India.

Network connected handheld terminals for Postal delivery

NEW DELHI: The Department of Posts (DoP) is likely to soon start a Rs 1,370-crore mega project that will allow India's 1.3 lakh postmen in rural regions to use network-connected handheld terminals for postal delivery.

The project, awarded last year to a consortium that includes state-run Telecom Consultants of India (TCIL), system integrator Ricoh India and Hyderabad-based VisionTek, which provides handheld devices, was delayed due to unavailability of components. 

Big IT companies such as HP and Wipro were also in the running for the contract rolled out by the ministry of communications & information technology. "Based on terminal devices on network, the DoP initiative is likely to happen later this month. The project was delayed as the private company took time to deliver the components," TCIL's chairman and managing director Vimal Wakhlu told ET.

The devices will have a biometric module to authenticate an individual's identity using the Aadhaar number, solar-powered panel for charging terminals and a thermal printer to instantly print receipts.

"This is completely an indigenous project, including devices and components, and strengthens the concept of 'Make in India'," said Wakhlu.

The initiative is aimed at preventing postal losses and minimising procedural delays. The service will require a digital signature of the addressee that can be automatically transferred to a central server and an acknowledgement sent to the person. 

TCIL is roping in state-owned telecom operator Bharat Sanchar Nigam Ltd for providing network connectivity. 

The movement of postmen can be tracked using GPS on this device. It will help monitor the entire system and ensure more efficiency as post offices play a vital role in India's rural economy, Wakhlu said. "This programme is a step towards financial inclusion of the people of rural India as it will facilitate financial transactions. Money can be delivered and accepted through this device, with proper bank account and receipts delivery," he said.

Ricoh will act as the systems integrator, managing installations, maintaining hardware and supplying peripheral devices for the project.

"We have won the Rs 1,370-crore contract from DoP for the supply of hardware solutions under the department's modernisation initiatives. Ricoh will be providing maintenance services for rural ICT devices for a period of five years," said Ricoh India's managing director Manoj Kumar.

  3. Generation of text file foe each SO by using the menu HOMSOEX (by selecting on file radio button) 
  4. Invoke the menu HPR to select the generated file, click on the icon and view the file path. 
  5. Download the files at HO by using the menu HTRFTOPC i.e., enter the file path and destination path where we want to save in our PC(computer). 
  6. Upload the instruments of all the Sub Offices by using the menu HCLUPLD 
  7. Entering the cheques received by HO in the same uploaded zone by using the menu HOCTM 
  8. Suspending the Zone 
  9. Release to Shadow balance

Aadhaar Number Made Compulsory in Employee Service Book – DOPT Orders


On November 3, the DOPT issued an order regarding the adding of Aadhaar Number in the Service Books of Central Government employees. The order also contains certain important instructions in the rules and regulations regarding the Service Book.


According to Rule SR-202, every year, the Head of Office has to get signatures from all the employees affirming that their Service Books have been updated.
According to Rule SR-199, all the work-related remarks and notes of the employee have to be recorded in the Service Book. Each remark and note has to be attested by the senior officer.
According to Rule No. 32 of the CCS (Pension) Rules, 1972, all the employees who have completed more than 18 years of service will have to be informed of the retirement and pension benefits.
The Order adds that the Service Book must also contain information like the employee’s biodata, posting details, qualifying service, security details, HBA, CGHS, CGEGIS, LTC claims, etc.
And now, all the Ministries and Departments have been asked to add the Aadhaar Numbers of the employees to their Service Books.
Service Record book have to be created for an employee on the day he/she join duty. Each employee must be given a copy of his/her Service Book. In case of misplaced, for additional set of copy, the employee has to pay a fee of Rs.500. The Service Book must also contain important details of his/her life, like the employee’s marriage, children, death and address.
Why should Aadhaar Number be added to the Service Book?
Central Government offices in Delhi now have Biometric Attendance system. The Government has plans to implement this system all over the country. The first step in this ambitious plan is to add the Aadhaar Number to the Service Books.
Names are creating confusions ensue due to same initial, dates of birth and other such details. This could be avoided if each person is given his/her unique identification number. All the details about the employee can be easily gathered from the number alone.
In future, Aadhaar number becomes more important than a person’s name!
The latest order issued by the DOPT has demanded reports from all the departments on how far they have succeeded in implementing the previous order.

There is nothing illegal about government servants being placed under suspension on the last day of their service, the Madras high court has said, refusing to quash the suspension of a civil supplies officer on the eve of his retirement. 

Justice S Vaidyanathan, dismissing the petition filed by V Murugan, who was slapped with five charges a few days ahead of his April 1, 2015 retirement and placed under suspension on March 30, said: "There is no hard and fast rule that an employee cannot be placed under suspension on the last day of his service. If the prayer of this petitioner is allowed, then persons like him may commit misconduct during the last month of their service and take a plea that no charge memo or suspension order can be levied against the employee."

As long as there is an employee-employer relationship, the employer has got every right to issue charge memo and place the employee under suspension and proceed against the employee as per rules and regulations, Justice Vaidyanathan said.

Murugan challenged validity of charge memos dated March 6 and 27, and the suspension order dated March 30. He wanted the court to quash the orders, and direct the authorities to extend all monetary benefits, pending salary, leave benefits and all other terminal benefits with continuity of service to him.

The department, however, submitted that Murugan was issued charge memos in the first week of March, 2015 and one day prior to his retirement, he was placed under suspension. Noting that the regional manager of Tamil Nadu Civil Supplies Corporation was competent to issue suspension orders, it said one of the five charges against Murugan was that even without attending the office he signed the attendance register.

Justice Vaidyanathan, asking the authorities to review the suspension order periodically, said the authorities could issue him a chargesheet and complete inquiry "as early as possible, preferably within one year." It is also open to the authorities to conduct the inquiry proceedings on day-to-day basis, he said.

No job cut in transformation of Postal Dept: Comm & IT Min

There will be no job losses during transformation of the Department of Posts, Communications and IT Minister Ravi Shankar Prasad assured Friday."I assure all employees that no one will lose their job during the transformation of Department of Post. There is a need for capacity building," Prasad tweeted while sharing highlights of his address to circle heads of Department of Posts.The Minister has been asking postal employees to transform themselves and help in transformation of post offices."Computerisation of all Post Offices must be completed soon. This is my priority and I will personally monitor the progress of this work," he tweeted.The minister said that proposed Post Bank of India will be a game changer for the department as it will take financial inclusion to a new level."Post offices must gear up for this," he said.The DoP has plans to set up Post Bank of India under payments bank licence. The Reserve Bank of India has already issued licensing norms for niche banks - payments banks and small banks.Prasad said that DoP officers should reach out to eCommerce companies and offer them logistics services."eCommerce is a great opportunity. India Post must use this opportunity to take eCommerce to the every corner of India," Prasad said.India Post has launched a mobile application and an e-commerce centre at Safdarjang, New Delhi, that will handle e-retailing exclusively. The centre is capable of handling 30,000 parcels per day.Online retail players such as Amazon, Paytm and Snapdeal are using the Postal Department's services for their parcels.He said that post offices in rural India must also improve their facilities and improve their visibility by placing sign boards so that people can locate it easily."Department of Post has to play a bigger & more active role in transformation of India.
