GDS களுக்கு ஓய்வு பெற்ற உயரதிகாரி தலைமையில் குழு அதற்கு ஆயுத்தமாகிறது இலாகா.  செயலாளராக Agra PMG அவர்களை பணிமாறுதல் செய்து நியமிக்கிறது. 

இதுவரை "நான்" என்கிற இருமார்ப்பில் "யார் பெரியவன் ?" என்ற தோரணையில் ஊழியர் நலனைவிட சுயநலமே பெரிதென தங்களுக்கே (NFPE)  உரித்தான பாணியில் சண்டையிட்டு கடைசியில் ஒற்றுமையே பெரிதென புதிய ஞானோதயம் ஏற்பட்டு அனைவருக்கும் கடிதம் எழுதுகிறார் மகாதேவ்வையா.

 யார் இந்த மகா தேவையா ?

நமது அஞ்சல் சங்கங்கள் எல்லாம் இணைந்து (JCA) போராட்ட அழைப்பு விடுக்கும் போதெல்லாம் முந்தி கொண்டு ஒருசில நாட்களுக்கு முன்பாக போரட்ட அறிவிப்பு விடுத்து களம் காண்பவர்.  ஊழியர்களின் ஒற்றுமைக்கு உலை வைத்தவர். GDS களின் ஒரே விடிவெள்ளி, GDS களே தனியாக போராடிவெல்வோம் என சூளுரைத்தவர். 

இன்றைக்கு புதிய ஞானோதயத்தின் சொந்தக்காரர்.

இன்று ஒருகை ஓசை பலனில்லை என்று ஒப்பாரி வைக்கிறார்.

இவர் நமக்கு தேவையா சிந்திப்பீர் GDS தோழர்களே ?

சரி அவரை விட்டுவிடுவோம். இவர் துணைக்கு அழைக்கும் இந்த கம்யுனிச சிந்தனைவாதிகள் யார் ?

தங்கள் இயக்கத்துக்குள்ளேயே பதவி சண்டையில் ஒரு இயக்கத்தையே உடைத்து ஒற்றுமையை சீர்குலைத்து தங்கள் அபிலாசையை நிறைவேற்றி கொண்டவர்கள்.  இவர்கள் தங்கள் ஈகோ வை விட்டு விட்டு GDS தோழர்களுக்காக கரம் கோர்த்து அரசை எதிர்த்தது போராடுவார்களா ? அப்பாவி GDS  ஊழியனின் எதிர்பார்ப்பு நிறைவேறுமா ? 

நிச்சயம் இல்லை.

சற்றே பின்னோக்கி பாருங்கள்.

ஒரு மாத காலத்துக்கு முன்பு நமது சங்கத்துடன் இணைந்து JCA என்று சொல்லி, ஏன் ! மத்திய அரசு ஊழியர்கள் மஹா சம்மேளனம் போராடினாலும் போராடவிட்டாலும் நமது காலவரையற்ற போராட்டம் தொடரும் என்று மார்தட்டி இலாகாவிற்கு நோட்டீஸ் கொடுத்து எப்போதும் போல தாங்கள் தான் போராடவே பிறந்தவர்கள் என வீரவசனம் பேசியவர்கள். (கூட்டு போராட்ட வெற்றியிலும் 100% காப்பி ரைட் கேட்பார்கள்)

கடைசியில் போராட திராணியற்று அந்த நோட்டீஸ் க்கு பதில் சொல்லாமல் FNPO தலைவர்களிடம் கலந்து பேசாமல் திசம்பர் மாதம் 1 & 2 அன்று 48 மணிநேர போராட்டம் என பின்வங்கியவர்கள். 

அரசை எதிர்த்து போராடும் துணிவை இழந்தவர்கள். 

இவர்களா போராடபோகிறார்கள் ? சிந்திப்பீர் 

நீங்கள் கேட்கலாம் ஏன் FNPO போராட வேண்டியது தானே என்று ?

Swarna Bharat Campaign – All You Want to Know

Swarna Bharat Campaign – All You Want to Know – The gold monetisation scheme will replace the existing Gold Deposit Scheme, 1999 while the existing deposits will be allowed to run till maturity or premature withdrawal by depositors.

It will now be Swarna Bharat (Golden India) after Swachh Bharat (Clean India) and other campaigns launched recently by the central government.

“A Golden Opportunity,” claimed a half page advertisement in leading newspapers on Wednesday.

The golden opportunity claimed in the advertisement refers to the four gold related schemes – Gold Monetisation Scheme, Gold Sovereign Bond Scheme, Gold Coin Scheme and Gold Bullion Scheme – to be launched on Thursday by Prime Minister Narendra Modi.

Urging the people to activate their stock of yellow metal in generating interest income by opting for the gold monetisation scheme, the union finance ministry added that the gold would also be secure.

The government also announced a national toll free number (1800 1800 000) and webpage finmin (Click for details) to give details about the schemes.

The gold monetisation scheme will replace the existing Gold Deposit Scheme, 1999 while the existing deposits will be allowed to run till maturity or premature withdrawal by depositors.

The minimum deposit at any one time shall be raw gold (bars, coins, jewellery excluding stones and other metals) equivalent to 30 grams of gold of 995 fineness.

There is no maximum limit for deposit under the scheme.

As per the scheme, the gold will be accepted at the Collection and Purity Testing Centres (CPTC) certified by the Bureau of Indian Standards (BIS) and notified by the central government.

The deposit certificates will be issued by banks in equivalence of 995 fineness of gold. The principal and interest of the deposit under the scheme will be denominated in gold.

The designated banks will accept gold deposits under the Short Term (1-3 years) Bank Deposit (STBD) as well as Medium (5-7 years) and Long (12-15 years) Term Government Deposit Schemes.

While the former will be accepted by banks on their own account, the latter will be on behalf of the government.

There will be provision for premature withdrawal subject to a minimum lock-in period and penalty to be determined by individual banks.

Interest on deposits under the scheme will start accruing from the date of conversion of gold deposited into tradable gold bars after refinement or 30 days after the receipt of gold at the CPTC or the bank’s designated branch, as the case may be and whichever is earlier.

The central government promotes the Sovereign Gold Bond Scheme under the tag line ‘Invest Wisely, Earn Safely’.

Under the Sovereign Gold Bond Scheme, the Reserve Bank of India will issue the bonds on behalf of the central government.

The RBI has fixed the issue price for the first tranche of Sovereign Gold Bond at Rs.2,684 per gram of gold based on simple average of closing price of gold of 999 purity of the previous week (October 26-30, 2015) published by the Indian Bullion and Jewellers Association Ltd.

The gold bonds will be denominated in multiples of gram(s) of gold with a basic unit of one gram while the minimum investment limit is two grams.

The maximum subscription is 500 grams per person per fiscal (April-March) and for joint holders, the limit will be applied on the first holder.

As per the scheme, the gold bonds will be sold only to resident Indian entities including individuals, Hindu undivided families, trusts, universities and charitable institutions.

As per the scheme, the bond tenure will be eight years with exit option beginning the fifth year onwards. The bonds will also be tradable in the bourses.

The rate of interest will be 2.75 percent per annum payable semi-annually on the initial value of investment.

Bonds can be used as collateral for loans. The loan-to-value (LTV) ratio is to be set equal to ordinary gold loan mandated by the Reserve Bank from time to time.

On the other hand, the tag line for the Gold Coin Scheme is “Indian Gold Coin. Minted in India with the values that make India”.

The two other gold monetisation schemes to be launched by Modi are the Gold Coin and Gold Bullion schemes.

The Gold Coin and Gold Bullion Schemes are part of gold monetisation programme.

The coin will be the first ever national gold coin and will have the national emblem (Ashok Chakra) engraved on one side.

Initially the coins will be available in denominations of 5 and 10 grams. A 20 gram bar/bullion will also be available.

Initially, 15,000 coins of 5gm, 20,000 coins of 10 gm and 3,750 bullion bars will be made available through MMTC outlets.

India Post invites entries to design stamp on ‘Vibrant India’ theme

The Department of Posts has decided to invite entries from citizens to design a postal stamp on the theme ‘Vibrant India’ to be launched on Republic Day in New Delhi.

“As per the directions of the Prime Minister, it has been decided to organise a ‘Republic Day 2016 – Stamp Design Competition’ at the national level. The entries with regard to the above competition will be received and judged by the Department of Posts headquarters at Delhi,” a statement issued by the office of the Chief Postmaster General of Maharashtra and Goa circle said.

“The theme of the said contest is, ‘Vibrant India’ and the contest will be open to all citizens of India up to November 30. The rules to participate have been posted on India Posts’ website,” it said.

Cash prizes

There will be cash prize of ₹10,000, ₹6,000 and ₹4,000 for the top three winning entries that would be unveiled on Republic Day (January 26).

While stipulating the rules for taking part in the contest, the department has said that the entries should be in original design and it could be in ink, water colour, oil colour or any other medium.

But computer printed entries or printouts will not be entertained. However, participants would be free to use drawing paper, art paper or any other type of white paper of A4 size, it added.

It has also stipulated that the design of the entry should be on A4 size paper and visually appealing and it should be reached at ADG (Philately), Dak Bhawan, Parliament Street, New Delhi before November 30.

The undersigned is directed to refer to this Departments D.O. letter of even number dated 23.07.2012 (copy enclosed) regarding holding of meetings of Departmental Councils regularly with a view to make effective use of Joint Consultative Machinery (JCM) Scheme. Secretary, DoPT, had also vide his DO letters of even number dated 03.12.2012, 26.07.2013 and 17.02.2015 requested to promote this interaction more proactively through regular meetings of Departmental/Office Councils under the Ministry/Department.
2. The JCM Scheme provides for Departmental Councils at the level of individual Ministries/ Departments, including their attached and subordinate offices. The Staff Side of JCM, however, has been remonstrating that regular dialogue with the Staff Side through the mechanism of Departmental Councils at Ministry/Department level is not happening. Meetings of Departmental Council are essential as they help in resolving differences between Government and the Staff Side.

Sovereign Gold Bond Scheme of Government of India

               The Government of India has announced issue of Sovereign Gold Bonds, as part of Gold Monetisation Scheme.  The Bonds will be issued on November 26^th 2015. Applications for the bonds will be accepted between November 5^th to November 20^th 2015.

            Application for the Sovereign Gold Bonds (SGBs) can also be submitted through all Head Post Offices in Tamilnadu Circle & the SGBs can be obtained through the Head Post Offices itself.

Following are the special features of the scheme:-

Ø  Issuance : Sovereign Gold Bonds will be issued by Reserve Bank of India on behalf of the Government of India.

Ø  KYC Documentation : Know-your-customer (KYC) norms will be the same as that for purchase of physical gold. KYC documents such as Voter ID, Aadhaar card/PAN or TAN /Passport will be required.

Ø  Denomination & Min- Max Limit : The Bonds will be denominated in multiples of gram(s) of gold.  Minimum permissible investment will be 2 units (i.e. 2 grams of gold). The maximum amount subscribed by an entity will not be more than 500 grams per person per fiscal year (April-March). A self-declaration to this effect will be obtained.

Ø  Issue Price : Price of Bond will be fixed in Indian Rupees on the basis of the previous week’s (Monday–Friday) simple average of closing price of gold of 999 purity published by the India Bullion and Jewellers Association Ltd. (IBJA).

Ø  Interest Rate: The investors will be compensated at a fixed rate of 2.75 per cent per annum payable semi-annually on the initial value of investment.

Ø  Tenor : The tenor of the Bond will be for a period of 8 years with exit option from 5^th year to be exercised on the interest payment dates.

Ø  Redemption Price : The Gold Bond shall be repayable on the expiration of eight years from the 26th November, 2015, the date of the issue of Gold Bonds. On maturity, the Gold Bonds shall be redeemed in Indian Rupees and the redemption price shall be based on simple average of closing price of gold of 999 purity of previous week (Monday to Friday) published by the India Bullion and Jewellers’ Association Limited.

All of you are therefore accordingly requested to take all necessary steps to jointly observe protest day on 19th November 2015. As per decision taken by the NJCA in the said meeting the member of the NJCA shall stage one day Dharna at Jantar Mantar in New Delhi on the said day.

Charter of Demands
1. Effect wage revision of Central Government employees from 1.12014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.
2. No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;
3. No Ban on recruitment/creation of post.
4. Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.
5. No outsourcing; contractorisation, privatization of governmental functions; withdraw the proposed move to close down the Printing Presses; the publication, form store and stationery departments and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;
6. Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.
7. Remove the arbitrary ceiling on compassionate appointments.
8. No labour reforms which are inimical to the interest of the workers.
9. Remove the Bonus ceiling;
10. Ensure five promotions in the service career.

Sir/Madam,

Kindly refer to this office Order No. 13-2/2010-PE-I dated 25.11.2010, regarding Postmaster Grade Cadre/Offices, wherein, with regard to identification of Postmaster Grade POs, it was mentioned that “The decision once taken by the Chief Postmaster General would be final and no change in future would be permissible without consulting the Directorate”.

2 For past sometime this Directorate has continuously been receiving proposals for change (re-identification) in Postmaster Grade POs. Therefore, in continuation of this office order No. 13-2/2010-PE-I dated 25.11.2010. It has been decided with the approval of Competent Authority, that no further change would be done in the already identified postmaster Grade POs.

3. In future, only in exceptional situation Directorate will consider the proposals of re-identification of Postmaster Grade Offices, with prior approval of this Directorate.

தங்கத்தை பணமாக்கும் திட்டத்தின் மூலம் தனி நபர்கள்/நிறுவனங்களிடம் பயன்படுத்தப்படாமல் இருக்கும் தங்கத்தை வங்கிகள் பெற்றுக்கொள்ளும். 2.5 சதவீத வட்டி வழங்கப்படும். குறைந்தபட்சமாக ஒருவர் 30 கிராம் தங்கத்தை முதலீடு செய்யலாம். முதலீட்டுக்கான அதிகபட்ச காலம் 15 ஆண்டுகள். முதிர்வின் போது தங்கமாகவோ, பணமாகவோ பெற்றுக்கொள்ளலாம். முதலீட்டாளர் களிடம் இருந்து பெறப்படும் தங்கம் நகை உற்பத்தியாளர்களுக்கு ஏலம் மூலம் விற்கப்படும். இந்த திட்டத் தால் தங்கம் இறக்குமதி கணிசமாகக் குறையும்

அடுத்தபடியாக தங்க பத்திர திட்டத்தின் கீழ் குறைந்தபட்சம் 2 கிராம் முதல் 500 கிராம் வரை முதலீடு செய்யலாம். இதில், தங்கத்துக்கு பதில் பத்திரம் வழங்கப்படும். இதை பாதுகாப்பது எளிது. இந்த பத்திரங்களுக்கு ஆண்டுக்கு 2.75 சதவீத வட்டி வழங் கப்படும். முதலீட்டு காலம் 8 ஆண்டுகள். ஆனால் 5 ஆண்டு முதல் முதலீட்டை தங்கமாகவோ அல்லது அப்போதைய மதிப்பில் பணமாகவோ பெறலாம்.

அதேபோல ஒருபுறம் அசோக சக்கரம் மறுபுறம் மகாத்மா காந்தியின் உருவங்கள் பொறிக்கப் பட்ட தங்க நாணயம் முதன் முறையாக அறிமுகம் செய்யப் பட்டுள்ளது. இது 5, 10, 20 கிராம் நாணயங்களாக கிடைக்கும். இதை நாடு முழுவதும் இருக்கும் 125 எம்.எம்.டி.சி. விற்பனையகங்களில் வாங்கிக்கொள்ளலாம்.

இந்த நிகழ்ச்சியில் மோடி பேசும் போது, “இந்த ஆண்டில் இதுவரை இந்தியா 562 டன் தங்கம் இறக்குமதி செய்துள்ளது. ஓராண்டில் நாம் சராசரியாக 1,000 டன் இறக்குமதி செய்கிறோம். தங்கம் இறக்குமதி அதிகரிப்பதால் அந்நியச் செலாவணி அதிகரித்து பட்ஜெட் பற்றாக்குறை அதிகரிக்கிறது. மேலும் நம் நாட்டில் பயன்படுத்தப்படாமல் 20,000 டன் தங்கம் இருக்கிறது.

இந்த மூன்று திட்டங்களால் தங்கம் இறக்குமதி குறைய வாய்ப்பு உள்ளது. இந்த திட்டத்தின் மூலம் மக்கள் பயனடையும் பட்சத்தில், அவர்களே இந்த திட்டத்தின் விளம்பர தூதர்களாக மாறுவார்கள். அசோக சக்கரம் மற்றும் மகாத்மா காந்தியின் உருவம் பொறிக்கப்பட்ட நாணயங்கள் வெளியிடப் பட்டிருப்பதால், இனியும் வெளிநாட்டு நாணயங் களை நாம் நம்பி இருக்கத் தேவையில்லை” என்றார். 6 முதலீட்டாளர்களுக்கு தங்க பத்திரங்களையும் வழங்கினார்.

இந்த நிகழ்ச்சியில் கலந்துகொண்ட மத்திய நிதி அமைச்சர் அருண் ஜேட்லி கூறும்போது, “தங்கம் அதிகஅளவில் இறக்குமதி செய்வதைக் கட்டுப்படுத்தும் நோக்கத் தில் இந்த திட்டங்கள் அறிமுகம் செய்யப்பட்டுள்ளன” என்றார்.

நாட்டில் தங்கத்தின் தேவையில் மூன்றில் ஒரு பங்கு முதலீட்டு நோக்கத் துடன் வாங்கப்படுகிறது என்று வர்த்தகத் துறை அமைச்சர் நிர்மலா சீதாராமன் தெரிவித்தார்.

Indians still prefer post office schemes

Post office savings schemes, a traditional favourite with Indians, are likely to retain their popularity, despite the launch of various schemes by banks and the government, including the Pradhan Mantri Bima Suraksha and Jeevan Jyoti. However, it is still too early to arrive at any conclusion.

“Post office savings are traditionally used by the masses who cannot get access to banks. It will continue to be popular and flourish with the addition of more technology like those offered by bank,” Kavery Benarjee, secretary, department of posts, told HT.

Going forward, India Post will introduce core banking services across India. The service is currently available only in select post offices.

The growth in accounts is reflection of the faith and trust that consumers have on us despite banks opening new branches and introducing new schemes,” Banerjee said.

Post office schemes are attractive since only 5% of the corpus is invested in savings account. The remaining 95% is put in monthly income schemes and long-term deposits with higher rate of interest, she said.

Moreover, the new schemes introduced by the government are being extended to post office savings account holders.

Most of the Jan Surkasha schemes are already available at post offices. Post office account holders will also be able to subscribe to the Atal Pension Yojana (APY) in the next 4-5 days without any overdraft facility, similar to the Pradhan Mantri Jan Dhan Yojna.

“We are not mandated to give overdraft facility,” Banerjee said.

Account holders will be given ATM cards, besides availing money-transfer facility and anywhere anytime banking.

Banerjee is also confident that account holders will be able to encash a certificate anywhere in India within 15-20 minutes.

Canada Post Freezes Community Mailbox Program

In a big victory for the Canadian Union of Postal Workers, Canada Post has announced it will freeze the implementation of its community mailbox program. The controversial program was begun by Canada Post earlier this year in an effort to end door-to-door mail delivery to most Canadian households. The CUPW has campaigned vigorously against the cuts in the service, criss-crossing the country in a caravan, mobilising members against the plans, and building support for their position in local and provincial governments. The unions succeeded in making the postal cuts an issue in the recent parliamentary campaigns, and the new Liberal government had promised to put a halt to the community mailbox program and issue a study reviewing its impacts.

CUPW President Mike Palacek said in an interview that the union's members are "ecstatic" about the news. The union has argued that rather than focus on cuts in service, Canada Post should instead be focusing on growing in other areas, such as postal banking and financial services.

With the news of the moratoriam on future cuts, the union will now focus on restoring door-to-door delivery to the one million addresses that have already been converted to community mailboxes.

India Post collects Rs 800 cr from COD facility

Emerging as a leading distribution channel for the e-commerce sector, India Post collected over Rs 800 crore through cash-on-delivery (CoD) facility and is looking to further strengthen its position in the segment by starting a pilot service for same-day delivery. 

The postal department has also earned around Rs 70-80 crore through speed post in the year 2014-15 from e-commerce business. 

"Since the introduction of CoD facility, the Department of Post has collected more than Rs 800 crore and remitted to customers," an official said. 

In order to generate more business, the postal department is reviewing its service features to attract more number of e-commerce customers, the official further said. 

"As part of this exercise, the Department of Posts has started pilot for same/next day delivery in identified cities for identified PIN codes. A national account facility has also been introduced under Speed Post," he added. 

The CoD facility was launched in December 2013 to cater to the needs of customers and benefits from the growing e-commerce market. 

The CoD has emerged as one of the most sought after services for e-commerce entities. Customers in the country tend to prefer CoD as the online payment modes are yet to catch up in many parts of the country while many people are not comfortable with advance payments for products purchased online. 

The initiatives taken by the department for parcel segment have resulted in revenue of Rs 105.51 crore in 2014-15. 

With dwindling letter or document traffic, the department is focusing on the fast-growing parcel segment and various measures have been taken to modernise the department under the Digital India initiative. 

As part of initiatives to leverage the e-commerce sector, the department has forged tie-ups with leading online market places like Snapdeal, Amazon, Paytm and Yepme for parcel delivery and has also set up modernised 48 centres to handle the packages. 

The e-commerce sector in India is growing at 47 per cent CAGR and India Post is the only delivery agency with a pan-India reach, the official said. 

Communications and IT Minister Ravi Shankar Prasad had earlier said that India Post with the world's largest postal network was best suited to offer delivery services to e-commerce firms. 

The Minister had suggested that India Post should strive to become the largest player in the e-commerce segment. 

The Postal Department has 1,54,882 post offices, of which 1,39,182 are in rural areas. The department employs around 4,60,000 personnel and handles close to six billion mail pieces in a year.
