Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2012

The All-India CPI-IW for October, 2012 rose by 2 points and pegged at 217 (two hundred and seventeen). On 1-month percentage change, it increased by 0.93 per cent between September and October compared with 0.51 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from food items which increased by 0.43 per cent, contributing 0.45 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Milk, Tea (readymade), Snack Saltish, Snack Sweet, Onion, etc. The other items like Cooking Gas, Electricity Charges, Fire wood, Medicine (Allopathic), Doctors’ Fee, Bus Fare, Cinema Charges, etc. also put upward pressure in total change.

As per Directorate’s Memo No. A-34020/11/2011-DE dated 15/2/2011

               The Competent Authority has decided that the following Examinations hitherto being conducted in the APS units are discontinued.

i)            Examination for promotion to Postman cadre;

ii)           Examination for promotion to PAs/SAs (LGO);

iii)          Examination for promotion to Inspector Posts;

Candidates working in APS who wish to attend the above mentioned Examinations will have to appear at the nearest possible Postal Centres.

Modernisation of 1.55 lakh post offices at a cost of over Rs 4,900 crore.

        The government has cleared a proposal to modernise 1.55 lakh post offices across the country over the next two years at a cost of over Rs 4,900 crore.

"The Cabinet Committee on Economic Affairs today approved the proposal of Rs 4,909 crore towards IT modernization project of the Department of Posts, covering 1.55 lakhs post offices," official statement said.

Under this plan, all post offices will be connected through a computer network. This will enable the Department to provide facilities similar to core banking system, besides efficient delivery of services, disbursal of government subsidies and seamless access of its services.

The statement said that the IT modernisation project is expected to "provide access (to services of the department) by multiple channels to customers, for example, post office counters, kiosks, internet, mobiles ATMs, etc".
   
In this phase, DoP will provide 30,000 netbooks and 1 lakh handheld devices to its officials and postmen for delivery of services, like subsidies and immediate updation of records, at doorsteps.

"IT modernisation project has been structured into 8 segments ...such as data centre, network, computers and peripherals, software applications which will cover all the product and services of the Department of Posts, and change management which will help in effective transformation into IT mode," the statement said.
    
Earlier on 2010, government had earlier approved Rs 1,877 crore for IT modernisation project which had been spent and the Department required additional funds for expansion of the project across country.

VIEWS OF THE TIRUNELVELI CWC AND CIRCLE COUNCIL ADDRESSED TO CHIEF PMG BY OUR CS

Madam,        

             Sub : Important issues discussed in the Circle Council Meeting are brought

                      to the notice of the Circle Administration for immediate attention

The delegates participated in the Circle Council Meeting of our union held at Tirunelveli

from 05-11-2012 to 06-11-2012 widely expressed following views.

1) Computers, printers are put in to use even beyond their life period. This has resulted in

slow operation, delay in finishing the work. Therefore very old and time-barred computers, Printers must be replaced with new items. And for servicing the Computers and Printers AMC cover may be provided for all times and also with powers decentralizing at Divisional level.

2) In Central Region, 7hrs Counter transactions including monetary transactions  has been introduced recently against the 6hrs already in force. All the other work including accounting, despatch etc. have to be completed with in the remaining 1hr felt very much difficult by staff There fore it is requested to restore the previous system of 6hrs Counter service.

3) In the Southern Region staff are facing heavy punishments like transfer to far away places etc. even for small reasons on the oral orders of the DPS Southern region. This must end. And in case of promotions like LSG Accountants , and Post master Grade II, despite there are vacancies in the homedivision, officials were un-necessarily transferred to other divisions involving un-necessary expenditure to the Govt. by way Transfer TA.

On the other side officials declined Promotions. For example this has happened in Madurai Dn. Finally all the efforts taken by the Circle office to fill up these posts become futile.

4) Delay in releasing the promotions of LSG General line. And almost all the HSGII Accountant posts are vacant, the action may be taken by the Circle office to fill up those posts.

5) Hundreds of GDS posts are lying vacant for a longtime, even for years.  Widely it  gives room for corruption. Therefore action must be initiated to fill up all the posts in a time bound manner.

6) Most of the Postal staff quarters in the circle are in damaged condition. The repair and Maintenance work must be undertaken with urgent attention.

7) Requests  placed  for   de-quarterisation of unfit  quarters  must be considered with out   delay.

8) Directorate  may  please be  pursued  to take  speedy action  for releasing  the `Revised Recruitment  Rule  to   HSG I,  paving the way for filling up of all HSGI vacancies and in

Continuation  `Post Master Grade III posts.

9) Action  may  please  be   taken   for  all  the   newly   annexed  areas of  Chennai   City Corporation to become eligible for 30% HRA

10) Vacancies of RLO may please be filled up.

All   the  views  expressed  by  the  delegates  of   the   Circle  Council Meeting  has  been compiled and presented to the kind attention of the Chief PMG, for redressal.

CIRCLE WORKING COMMITTEE ,CIRCLE COUNCIL AND GDS CONVENTION

                     As already notified Circle working committee meeting and Circle council meeting and GDS Convention held at `Rajmahal Tirumana mandapam`,Tirunelveli from 4-11-12 to 6-11-12. 

Sri.D.Vinayagam, circle vice president Presided over the meeting. The main focus was given to the various problems faced by the staff in daily work and some decisions taken there on are forwarded to the notice of the Chief PMG for redressal.
                    In the working committee, Sri.J.Damodaran,PRI[P], Vepery SO. Chennai City North Division was elected as Circle vice president in the vacant place caused by the retirement of Sri.N.R.Krishnan,on 31-08-12.
Sri.N.R.Krishnan,and Sri.N.Gajapathirao former Circle office bearers were greeted for their contribution in
the growth of the union. Sri.K.Sridharan, Regional secretary, and Divisional secretary of Pudukkottai Division  along his P3,P4,GDS colleagues was greeted in the working committee for his commendable arrangements in conducting the last Circle conference held at Pudukkottai. 

                   Sri.G.Baskaran, regional secretary SR made an announcement in the CWC conveying the consent of Madurai Dn.to hold the next Circle conference at Madurai which was accepted by the CWC.and some other important decisions were taken in the CWC relating to organisation.

                  On 5-11-12, the Circle council was inaugurated with lighting of `Kuthuvilakku` by VIPs Sri.K.M.A.Nizam, Sri.Athisivagnanam, Sri.V.K.P.Sankar also by Sri.D.Theagarajan, Secy Gl FNPO, Sri.G.P.Muthukrishnan, Circle secy.  Sri. D.Theagarajan gave detailed speech especially on `National postal policy2012`.All the Delegates while addressing the Council clearly stated the problems faced in their Divisions. Finally Circle secretary gave   reply to all those issues.
                   After this GDS Convention commenced. Sri.D.Theagarajan,secy General inaugurated, and gave a clear picture about the GDS issues.Sri.S.S.Ramasubbu. Cong MP, Tirunelveli, was the Main speaker of the GDS Convention stated that knowing the poor service conditions of the GDS Employees, he will definitely take all effort for the upliftment of the GDS Employees. Sri.G.P.Muthukrishnan, Circle secretary, Sri.P.Kothandaraman, Circle secretary NUGDS, Sri. Madasamy , Circle organising secretary NUGDS addressed the GDS Convention.
Sri.S.A.Ramasubramanian, Divisional secretary and Reception committee secretary delivered vote of thanks.

                  மொபைல்போன் மூலமான பணம் அனுப்பும் சேவையை டில்லியில், மத்திய தொலை தொடர்பு துறை அமைச்சர், கபில் சிபல் துவக்கிவைத்தார்.தபால் அலுவலகத்திலிருந்து மணியார்டர் மற்றும் தந்தி மணியார்டர் மூலம் பணம் அனுப்பும் வசதி உள்ளது. தொலை தொடர்பு வசதிகளால், வங்கிகளின் சேவையும் விரிவடைந்துள்ளது. இதனால், மணியார்டர் அனுப்புவது குறைந்துள்ளது.இந்நிலையில், மொபைல்போன் சேவை நாளுக்கு நாள் அதிகரித்து வருகிறது. இதை அடிப்படையாக வைத்து, மொபைல் பண பரிமாற்ற சேவையை துவக்க போவதாக தபால் துறை அறிவித்தது.தபால் துறையும், பி.எஸ்.என்.எல்., நிறுவனமும் இணைந்து, மொபைல் போன் வழியாக பணம் அனுப்பும் திட்டத்தை செயல்படுத்த உள்ளது. இதன்படி, இத்திட்டம், டில்லி, பீகர், பஞ்சாப், கேரளா ஆகிய மாநிலங்களில் மட்டும் அமலுக்கு வரும் வகையில் நேற்று துவக்கப்பட்டுள்ளது.இதன்படி, பணம் அனுப்பும் நபர், தபால் அலுவலகத்திற்கு சென்று, விண்ணப்பத்தில் அனுப்பும் தொகை, பணத்தை பெறுபவரின் மொபைல் போன் எண் , பெயர் ஆகியவற்றை பூர்த்தி செய்து, அவற்றுடன் பணத்தை டெபாசிட் செய்ய வேண்டும்.இதன்பின், பண பரிமாற்றத்திற்கான அடையாள எண் , பணத்தை பெறும் நபரின் மொபைல் போனுக்கு, எஸ். எம்.எஸ்., செய்யப்படும். அவர், அருகிலுள்ள தபால் அலுவலகத்திற்கு சென்று, அந்த அடையாள எண்ணை காண்பித்து, பணத்தை பெற்று கொள்ளலாம். பணத்தை டிபாசிட் செய்த நாளிலிருந்து, ஏழு நாட்களுக்குள் பெற்று கொள்ளலாம். இச்சேவையின் கீழ், 1,500 ரூபாய் வரை அனுப்புவதற்கு கட்டணமாக, 45 ரூபாய் செலுத்த வேண்டும். 5,000 ரூபாய் வரை அனுப்புவதற்கு, 79 ரூபாய் கட்டணம் செலுத்த வேண்டும். 10 ஆயிரம் ரூபாய் வரை அனுப்புவதற்கு, 112 ரூபாய் செலுத்த வேண்டும்.டில்லியில், இத் திட்டத்தை, நேற்று துவக்கிவைத்த மத்திய தொலை தொடர்பு அமைச்சர், கபில் சிபல் கூறியதாவது:இந்த சேவைக்கு வசூலிக்கப்படும் கட்டணத்தை குறைக்க, இரு துறையையும் கேட்டு கொள்கிறேன். குறிப்பாக, வறுமை கோட்டிற்கு கீழ் உள்ள மக்கள், இந்த சேவையை பயன்படுத்தும் போது அவர்களிடம் கட்டணம் வசூலிக்க கூடாது. இவ்வாறு, கபில்சிபல் கூறினார்.

              கடந்த இரு தினங்களாக  04.11.2012 அன்று மாநில செயற்குழுவும் தொடர்ந்து 05.11.2012 அன்று மாநில கவுன்சில் கூட்டம் மற்றும் கிராமிய அஞ்சல் ஊழியரின் கருத்தரங்கம் என முப்பெரும் விழா வெகு விமர்சையாக திருநெல்வேலியில் நடந்தேறியது.

               காலை மணி 10 க்கு இறைவணக்கத்துடன் தொடங்கியது  மாநில உதவி தலைவர் திரு விநாயகம் அவர்கள் தலைமையில்  திருநெல்வேலி கோட்ட செயலாளரும் வரவேற்ப்பு குழு செயலாளருமான திரு S.A. இராம சுப்பிரமணியன் அவர்கள் வரவேற்புரை நிகழ்த்த நமது மாநில செயலாளர் திரு.G.P.முத்து கிருஷ்ணன் அவர்கள் ஆண்டறிக்கை சமர்ப்பித்தார் . தொடர்ந்து விவாதங்களுடன் கூட்டம் தொடர்ந்தது. மதியம் உணவு இடைவேளைக்காக மட்டும் 30 நிமிட இடைவெளியில் தொடர்ந்து இரவு மணி 1030 வரை இடைவிடாது நடந்தேறியது.

பிறகு பல்வேறு கோட்ட கிளை செயலாளர்கள் கலந்து கொண்ட கலந்தாய்வு நடைபெற்றது. இக்கூட்டமும் மதியம் உணவு இடைவேளைக்காக மட்டும் 30 நிமிட இடைவெளியில் தொடர்ந்து மாலை மணி 0500க்கு நமது மாநில செயலாளரின் பதிலுரையுடன் நிறைவுற்றது.  

வரலாற்று சிறப்புமிக்க கிராமிய அஞ்சல் ஊழியருக்கான தென்மண்டல கருத்தரங்கம்
மாலை  0520 மணிக்கு நடைபெற்றது.
இதில்  நமது சம்மேளன பொது செயலாளர்

திருநெல்வேலி பாராளுமன்ற உறுப்பினர்  
திரு S.S. இராமசுப்பு M.P., அவர்களும் கலந்து கொண்டு சிறப்புரையாற்றினர்.
நமது தென்மண்டல செயலாளர் திரு பாஸ்கரன் அவர்கள் நன்றி நவில கூட்டம் இனிதே நிறைவுற்றது.

கூட்டத்தின் எடுக்கப்பட்ட அனைத்து புகைப்படங்களும் விரைவில் UPLOAD செய்யப்படும்

News from Our Secretary General-FNPO

           Member (O) called meeting on 02/11/2012 to discuses L1&L2 issues with staff side.  Staff side was represented by SG FNPO, SG NFPE &Staff side leader. The following issues were discussed .
1)      Transfer of officials from L2 offices to L1 offices.
2)      Conversation of  more L2 offices in to L1.
3)      Stop merger/closure of sets .
4)      Filling up all Norm based posts LSG,HSG II,HSG I Posts.
5)      Changing the administrative jurisdiction of all speed posts hubs to RMS.

Official side has not given any positive reply, details of the meeting will be published soon.
Our SG FNPO Met  DDG (esst), Director (staff) Director(M.V.)
out come of the meeting.

• Cadre restructuring : Report will be submitted by the chairman within 2 weeks.
• MMS Cadre restructuring : Report will be submitted to the Secretry next week by the Chairperson .
• Filling up the HSG I Posts: Recruitment Rules will be finalized soon.
• GDS issues: No improvement.
• Casual Laborers issues: Official side will call meeting shortly to discuss the issues with 2 Federations.

Secretary Department of  Posts given approval absorb all the Temporary Casual Laborers of Chennai sorting Division and Chennai Airmail sorting Division based Madras High court judgment. Orders will be issued to the Tamilnadu circle next week by the Directorate.
