அன்பார்ந்த நெல்லை கோட்ட தோழர்களே
வணக்கம் வருகிற பிப்ரவரி திங்கள் 25,26 மற்றும் 27 ஆகிய நாள்களில் காஞ்சிபுரம் மாநகரில் நமது தேசிய சங்க மூன்றாம் பிரிவின் தமிழ் மாநில மாநாடு நடைபெற இருக்கிறது. மாநாட்டிற்கு செல்ல புகைவண்டிக்கு முன்பதிவு செய்ய வேண்டிருப்பதால் அதில் கலந்து கொள்ள விரும்பும் தோழர்கள் செயலாளர் திரு இராம சுப்பிரமணியன் அவர்களை (94439 00200, 96 26 26 4774) உடனடியாக தொடர்பு கொள்ள அன்புடன் வேண்டுகிறோம்.
காஞ்சி மாநகரம் தென்னிந்தியாவின் மிகவும் பழமையான நகரங்களில் ஒன்றாகும். இங்குதான் பிரசித்திபெற்ற காமாட்சியம்மன் கோயில், ஏகாம்பரநாதர் கோயில், வரதராஜபெருமாள் கோயில், கைலாசநாதர் கோயில் ஆகியவை அமைந்துள்ளன.
தமிழகத்தின் முன்னாள் முதலமைச்சர் பேரறிஞர் அண்ணா பிறந்த இடமெனும் சிறப்பையும் பெற்றது இந்நகரமாகும்.
காஞ்சிபுரம் நெசவுத்தொழிலுக்கும் மிகவும் புகழ் பெற்றது. இங்கு தயாரிக்கப்படும் காஞ்சிப் பட்டுப் புடவைகள் மிகவும் பிரபலமானவை.
நாயன்மார்களாலும், ஆழ்வார்களாலும் பாடற்பெற்ற தலங்களில் காஞ்சிபுரமும் முக்கியமானதாகும். அப்பர், சுந்தரர் மற்றும் சம்பந்தரால் ஏகாம்பரநாதர் மீது திருமுறைகளை புனைந்துள்ளார்கள்.

OFFICE MEMORANDUM
Subject: Fixation of Pay of
senior PAs in the pre-revised scale of Rs.7450-11500 with the PAs of CSSS promoted between
1.1.2006 to 31.8.2008 —clarification regarding allowing arrears — regarding.
The undersigned is directed to say that
references are still being received from Ministries/Departments
regardingfixation of pay of senior PAs of CSSS and payment of arrears in
the revised pay structure with the PAs of CSSS who were promoted between
1.1.2006 to 31.8.2008. PAs of CSSS promoted between 1.1.2006 to
31.8.2008 were allowed arrears from the date of their promotion as
they had come over to the revised pay on the date of their promotion.
Seniors to such promotee PAs of CSSS, however, were subsequently allowed
stepping up of their pay with reference to these officials and they were not
allowed arrears on the ground that the officials with reference to whom they
got their pay stepped up were also not entitled to this.
2. The issue of fixation of pay
with reference to the pre-revised pay scale of Rs. 7450-11500 and payment of
arrears was taken up by Establishment Division of this Department with
Department of Expenditure as this amounts to compelling the senior official,
who was already serving as PA prior to 1.1,2006 and opted for fixation of
his pay under revised pay rules from 1.1.2006 to opt for revised pay structure
from the date of stepping up with the junior.
3. It is, therefore, clarified that the
senior is entitled to arrears of pay from the date he opted
to come over to the Revised Pay Scales tilt the date of
stepping up of pay. These will be paid on the basis of pay actually fixed
as on 1.1.2006.

CHARTER OF DEMANDS
1.
Accept the terms of reference of 7th
CPC, submitted by the staff side, National Council JCM.
(a)
To examine the existing structure of pay,
allowances and other benefits/facilities, retirement benefits like Pension,
Gratuity, other terminal benefits of various categories of Central Government
Employees including Gramin Dak Sevaks (GDS) of Postal Department.
(b)
To work out the comprehensive revised pay packet
for the categories of Central Government employees including GDS as on
1.1.2014.
(c)
The Commission shall determine the pay
structure, benefits, facilities, retirement benefits etc. taking into account
the need to provide minimum wage with reference to the recommendation of the
15th Indian Labour Conference (1957) and the subsequent judicial pronouncement
of the honorable Supreme Court there-on, as on 1.1.2014.
(d)
To determine the Interim Relief needed to be
sanctioned immediately to the Central Government employees including GDS.
(e)
To determine the percentage of Dearness
allowance/Dearness Relief immediately to be merged with Pay and pension including
GDS.
(f)
To settle the anomalies raised in various fora
of JCM.
(g)
To work out the improvements needed to the
existing retirement benefits, like pension, death cum retirement
gratuity, family pension and other terminal or recurring benefits
maintaining parity amongst past, present and future pensioners and family
pensioners including those who entered service on or after 1.1.2004.
(h)
To recommend methods for providing
cashless/hassle-free Medicare facilities to the employees and Pensioners
including Postal pensioners.
2.
Ensure every five year revision of wages of
Central Government Employees in future.
3.
(a) Regularization of Gramin Dak Sevaks of the
Postal Department and grant of Civil Servant status, statutory pension and all
other benefits at par with regular employees.
(b) Regularization and revision of wages of casual and
contract workers.
4.
Compassionate appointment – removal of
restrictions imposed by Government.
5.
JCM and Anomaly Committee Functioning.
6.
Fill up all vacant posts and creation of new
posts wherever justified.
7.
Stop downsizing, outsourcing, contractorisation
and privatization of Government functions.
8.
Stop the move to introduce performance related
Pay (PRP) system, Extend PLB Bonus for all, removing bonus ceiling.
9.
Revise OTA and Night Duty Allowance rates and
clothing rates.
10. Implement
arbitration awards.
11. Five
promotions to all.
12. Rescind
the PFRDA Act. Ensure statutory Pension for all.
13. Settle
MACP Anomalies.
14. Stop
trade Union victimization. Ensure Right to strike.

Let us fight for bright tomorrow
In 2013, we achieved many favorable orders under the banner of JCA.some of them are: -
1. Announcement of 7th CPC.
2. Cadre re-structuring about to finalize.
3. MNOP diluted.
4. GDS Bonus ceiling revised.
5. Orders were issued to fill-up four superintendent posts in General line (in RMS).
6.Recruitment Rules for MMS Cadre finalized (pending in DOP)
7.Recruitment Rules for HSG II issued.
8. Abolition of posts in Group C & D kept in abeyance (court order)
9. CRC norms partially modified.
At the same time many of our important demands are pending. They are: -
1.Revision of Bonus ceiling
2.50% DA Merger
3.Interiem relief
4.Health card for Central Government Employees
5.Liberal RR appointments for C.G employees
6.Solution for Post Master Cadre and to the problems of System administrators
.7.Norms for Postmen (in some items)
8.Norms for CRC and Speed Post
9.Early implementation of the proposed cadre re-structuring and HSG I Recruitment Rules
10.Pending GDS and Part-time casual laborers problems.
For the above just organizing demonstrations, dharnas, hunger fast will not give any result. We have to build unity and struggles strongly under the banner of JCA.
I request all our colleagues be ready for confrontations with Govt. /Department for bright tomorrow.

Sub: Regularising RRR Candidates as per Court Judgement without further delay
Requested.
Out of
nearly 600 RRR Candidates in our
Circle , 202 Candidates, who went to the
court , got their services were
regularized based on the judgement dated 30-07-2010 of the
Hon. Supreme Court of India. Subsequently, 37 Candidates got the
same relief from the Hon.Supreme Court of India. Following this, the RRR
Candidates ,those who did not go to the Court along with the above candidates
, because of the strong faith on the
department ,that they will definitely be absorbed by the department , but

was filed by
Sri.A.V.Damodaran & 87 others,
the CAT citing the
above
Hon.Supreme Court Case , gave a
judgement on 25-10-13 that , as these applicants of OA also similarly
placed Persons like above
RRR Candidates ,they should also be given the same relief as was given
to 202 Candidates,and must be implemented with in four weeks .This has
been confirmed in Chennai Highcourt cases
WP.NO.24535/2013,WP.NO.22333/11.judgements dated 30-09-2013, 01-10-2013
respectively.
All these RRR Candidates were properly
selected about 15 years back by the Circle selection committee for
compassionate appointment, given due training and the order was also issued to
them that they will be absorbed regularly in appropriate time, till such time
they will be used against short term vacancies. Now throwing all these to the
wind, the worst affected RRR candidates are chased by the Administration to the
endless litigation, miseries etc.,
Therefore, we all the Circle unions of FNPO
requests the Chief PMG to immediately issue necessary instructions for the
regularization of the above RRR Candidates. In support of their cause all the
Circle unions of FNPO have organized one day token` HUNGER STRIKE` on 07-01-2014 from 9hrs to 18-00hrs in front of
the Circle office and will be headed by Sri.D.Theagarajan, secretary –general
FNPO.

RRR Candidates disengaged from service in Chennai city Central Dn.– restoration requested
Out
of nearly 600 RRR Candidates in our
Circle , 202 Candidates, who went to the court , got their
services were regularized
based on the judgement dated 30-07-2010 of the Hon. Supreme Court
of India. Subsequently, 37 Candidates got the same relief from the
Hon.Supreme Court of
India. Following this, the RRR Candidates ,those who did not go to the
Court along with the above candidates , because of the strong faith on
the department
,that they will definitely be absorbed by the department , but
unfotunately as they were not absorbed along
with the other candidates those who went
to the court, represented to the
department for regularization of their services, but it was rejected.

Instead of realizing the
justice in this case and the injustice meted out to the Candidates for more than 15 years , now the Divisional
Adminstration of Chennai City Central Dn.Completely disrespected this judgement and acted against the spirit of Judgement by
disengaging all the 9 candidates
suddenly after this judgement vide orders dated 19-12-2013 without foreseeing legal
implications as indicated in the recent
Supreme court case No.34085/2013 relating to compassionate appointment ,held
that `This is so because the officers who indulge in such frivolous litigations
are not held personally accountable and
are made to pay out of their pocket` then issued orders for the cost to
pay Rs. 1,00,000/- to the applicant of compassionate ground appointment. All
these RRR Candidates were properly selected about 15 years back by the Circle
selection committee for compassionate Appointment , given due training and the
order was also issued to them that they will be absorbed regularly in
appropriate time , till such time they will be used against short term
vacancies. Now throwing all these to the wind, the worst affected RRR
candidates are chased by the Administration to the endless litigation, miseries etc.,
Hence , our Circle
union requests the PMG sir, to kindly intervene this issue
for giving the necessary instruction to
immediately restore the engagement of ousted RRR Candidates to save their livelihood.

கோட்ட கண்காணிப்பாளர் உடன் இன்று (31.12.2013) நடைபெறுவதாக இருந்த மாதாந்திர பேட்டியை தவிர்க்க முடியாத காரணத்தால் நாம் புறக்கணித்துள்ளோம்.
குறிப்பாக நமது தொழிற்சங்க உரிமைகளை தொடர்ந்து மறுக்கும் நடவடிக்கையாக தபால்காரர் தோழர்கள் கூட தனது பணியை செய்துமுடித்து விட்டு 0400/0500 PM மணிக்கு பிறகு மாதாந்திர பேட்டியில் கலந்து கொள்ள வேண்டிய நிர்பந்தம். கடந்த ஒருவருட காலமாக எந்த பிரச்சனையிலும் தீர்வு காணபடாமல் இழுத்தடிக்கும் மனோபாவம், இதைவும் மீறி நாம் கோட்ட நிர்வாகத்துடன் ஊழியர் நலன் சார்ந்து கடைபிடித்துவரும் இணக்கமான சூழலை சுமூக போக்கை சீர்குலைக்கும் மனோநிலை வருத்ததோடு வேறுவழியின்றி இன்றைய புறக்கணிப்பு.
ஏற்கனவே நாம் இழந்தது அதிகம் இனி இழப்பதற்கு ஏது ? என்ற நிலையிலும் சிறு சிறு சலுகைகளை கூட மறுக்கும் அவலம். இதுவே நமது புறக்கணிப்புக்கு காரணம்.

( First Enter Weekly Holidays, then Declared Holidays

This screen is provided to initialise the holidays. They can be weekly holidays like Sunday and also the declared holidays.

This screen is provided to initialise the holidays. They can be weekly holidays like Sunday and also the declared holidays.
- Enter the start date (for eg: 01/01/2014) and end date (for eg: 31/12/2014).
- Select the weekly holiday (Sunday) from the list.
- Click on Create button. This will automatically create the holidays with the selected day (Sunday).
- To enter the declared holidays, enter the date in the field from Declared holidays form and also the description.
- (For ex: if the date typed is 26/01/2014, the description should be Republic day and so on). The day will be displayed automatically.
- Now click on the Save button.
- To view the list of holidays click on View button.
- To modify any record in the holiday list, click on Modify button.
- The list of all the holidays entered will be displayed on the screen. Modify the required record and click Modify button.
- To delete any record in the holiday list, select the record and click on the Delete button.
- To exit, click on Exit option in the main menu.
